county prison in January accepted a deal with the Cambria County District Attorney’s Office and pleaded guilty to one felony count of sexual contact with a student His sentence was handed down in Cambria County Court on Tuesday He was immediately taken into custody and transported to the Cambria County Prison Vescovi was accused of communicating with the female victim through the school’s email system The conversations became “sexual in nature,” and Vescovi had sexual intercourse with the victim at his former residence in Patton during summer 2023 Cambria County District Attorney Greg Neugebauer said the deal called for Vescovi to plead guilty to the highest charge — felony sexual contact with a student unlawful contact with a minor and criminal use of a communications facility will be dismissed 31 days after sentencing as long as Vescovi doesn’t appeal the case Vescovi was also ordered by Judge Tamara Bernstein to pay $591.41 in restitution to the victim and a $2,000 fine Vescovi is eligible for parole after eight months “Your behavior in jail will certainly guide this court,” Bernstein told Vescovi Vescovi must complete 60 months of county probation and register his location and contact information with the Pennsylvania State Police as a Megan’s Law sex offender for 25 years Vescovi was also ordered to have no contact with the victim Vescovi is an “upstanding citizen” who deeply regrets his actions surrendered his teaching certification and was accepted into the Indiana University of Pennsylvania’s accounting program “He wants to go on and live a productive life as an accountant,” Graffius said Vescovi said he is “deeply sorry” for his actions He said he prays for the victim and her family and has burned bridges he may never repair with the Cambria Heights School District Vescovi said he was also sorry for the emotional pain he inflicted on his parents who were in tears watching him being placed in handcuffs last fall “I cry about these memories every day,” Vescovi said who was present with her family during the sentencing didn’t speak publicly but addressed Bernstein through a statement Neugebauer read aloud the victim said she experienced alienation from her peers and her mental health and well-being were “severely impacted” to the point she had to drop all of her dual enrollment classes and forfeited her paid tuition “I have frequent night terrors and sleep paralysis Most of my time is now spent fully immobilized,” the victim said in her statement “All of these things made me feel helpless.” Neugebauer said schools should be safe places for students and when positions of trust are abused “There’s a reason why laws exist to prevent this type of conduct,” Neugebauer said Bernstein said the time Vescovi will serve in prison “pales in comparison” to the lifelong impact his actions have on the victim the school district’s trust and other students’ trust “There are consequences (for your actions),” Bernstein told Cambria County should be ready to take flight in July County officials have begun making public presentations about the program coordinated by the Southern Alleghenies Planning and Development Commission Local first responders will begin receiving training next month followed by test flights in July and responses to actual emergencies in August When emergency dispatchers receive calls for time-critical situations such as a heart attack Then they will deploy a drone with supplies such as an automatic external defibrillator EpiPen or tourniquet to deliver potentially life-saving items before EMTs can arrive Dispatchers will stay in touch with others with the patient to walk them through using the materials they receive until professionals arrive which in some rural areas can be 15 to 20 minutes The concept began through efforts by Aerium a Cambria County not-for-profit organization that pushes training for jobs in aviation That group and its partners were awarded a $1.92 million grant last year through a U.S Department of Transportation program to encourage innovative use of technology it is on the brink of being a national leader in using drones for medical intervention we’ll be one of the first two in the country that are doing this,” said John Eberhardt managing director of system consultant ATA Aviation of Fredericksburg, Virginia A similar program is under development in Florida but the Cambria County operation is believed to be closer to beginning operation ATA has been working with Aerium and other partners on the specifications for the drones dispatch protocols for emergency dispatchers flight clearances from the Federal Aviation Administration and types and locations of sensors to control the drones and make sure they don’t enter the flight path of other airborne vehicles The company made a presentation about the program to Johnstown Council earlier this month It will hold open houses May 13-14 at the Pasquerilla Performing Arts Center at the University of Pittsburgh at Johnstown and present information at its own conference May 28-29 at the Johnstown-Cambria County Airport Eberhardt said crews will begin installing 30 specialized sensors in late May and finish before the first extensive flights in July There will be demonstration flights May 30 followed by test flights June 2 The weeklong tests in July and August will be critical for determining whether the drones work the way they should whether bystanders are willing to use supplies that are delivered before an ambulance arrives and whether that improves the medical outcomes of patients that information will be used to apply for a second stage of funding that could be as much as $10 million to expand the program across Cambria and seven other counties over as long as three years we’re pretty confident it’s going to work,” Eberhardt said “But if the [health] system isn’t going to benefit from it officials want to set up the system over a wide area the goal is to show its medical value to insurance companies to convince them to cover the cost of drone system The biggest benefit from drone deliveries is expected to be rural areas with no nearby ambulance service but the initial testing will be done in Westmont That’s because officials want to get as many deployments as possible for demonstration purposes and they expect three to five a day in those areas compared to that many a week in rural locations Demonstrations will take place from July 14-25 in Westmont and Southmont Drones will be deployed from two locations but they won’t be identified because officials don’t want anyone to gather at the sites mechanics and people to place medical equipment in the delivery pack but eventually those jobs should be filled locally Eberhardt stressed that during the testing phase crews will not be gathering any personal information about patients or their medical emergency If the system is approved for the second stage of funding it likely will expand across Cambria County emergency management coordinator for Cambria County said the program will provide “a little” more work for his stretched staff The crew already stays on phone PATTON — The Cambria County Regional Firefighters Association’s fire academy training classes offer learning opportunities for hundreds of firefighters across Pennsylvania, said Lianna Weir, the association’s public information officer. The 71st-annual fire academy kicked off Friday, April 4, with classes at the Cambria Heights High School in Clearfield Township and the association’s fire training academy in East Carroll Township. A second weekend of advanced education and hands-on training was held this past weekend at both locations. The academy wraps up next week, according to Weir. “One of the things we strive to do is offer trainings for everybody at the firehouse,” Weir said, adding not everyone is an interior firefighter and department members who serve other functions of the fire service, such as operating fire trucks or taking photographs of scenes under investigation, need training, too. “There’s a lot more (involved with firefighting) than just running into a burning building or responding to a car accident,” Weir said. “We try to offer a variety of classes that appeal to everybody.” Bobbie Sue Noble of the Vintondale Fire Department said she and her daughter, Madison Yoder, were excited to learn something new from the association’s fire photography 101 class. Noble has attended the association’s fire academy for 23 years. “You learn something new every time,” she said. Samantha Smith, the photography class instructor, said she has been doing photography off and on since 2018 and does work with multiple fire departments throughout Blair County, including the Freedom Township Fire Department and the Tyrone Blazing Arrow Fire Department. Smith said photos can be used to assist fire investigations, but there’s a fine line of privacy that shouldn’t be crossed when taking photographs at an emergency scene, she said. “That’s one of the big things I’m going to focus on is privacy and modesty with it because you see a lot of bystanders just taking pictures. But they don’t realize that could be your family or their family,” Smith said. Macey Davison of the Hope Volunteer Fire Department in Northern Cambria said she’s attended the fire academy weekends every April since 2016 when she joined her department. “Training is what we live off of,” Davison said. “If we don’t have the training, then we can’t perform adequate service to our communities, so it is very important that fire companies come out and train.” April Corle of the Northern Regional Fire Department, which formed earlier this year by the merger of the Windber Fire Department and the Scalp Level-Paint Volunteer Fire Co., she and her son, Zach, drove to Patton from Windber this year to be a part of the academy for the first time. The two attended a vehicle technical rescuer class together. Other classes offered included driver operator pumper, arson awareness for emergency response personnel, air monitoring instrumentation, rapid intervention teams and fire prevention for special needs individuals — a class taught by Kris Siegert, a fire and life safety instructor from the Mount Lebanon Fire Department in Allegheny County. Siegert said he appreciated the opportunity to present his programs to a new audience. “People aren’t doing fire and public safety nationally, let alone regionally,” Siegert said, adding he does not encourage the teaching of stop, drop and roll to children. Siegert said children are not setting themselves on fire and are not getting their clothes set on fire. “There’s a very clear audience for people who are getting their clothes set on fire. They’re drunk adult men, not little kids,” he said. Part of the reason why Siegert doesn’t encourage the teaching of stop, drop and roll to children is because whenever people ask kids what to do when there’s a fire in their home, their first response is not likely to be “get out” of the building, he said. “They’re saying ‘stop, drop and roll,’ which is not going to help. So, we’ve shifted away from that completely,” Siegert said. “That’s something that all of us grew up being indoctrinated with.” Shifting away from that message toward more pertinent messaging and letting children hear what a smoke alarm sounds like is important because, according to Siegert, many children have never heard the sound before, let alone what it means. “The worst nightmare for everybody here is pulling a kid out of a fire. So if we can keep that from happening, that’s a win for everybody,” Siegert said. Excelsior Fire Department member Christopher Whiteford said the association also provides important professional networking opportunities through the annual academy. “You can connect with others you haven’t seen in a year or two and kind of talk and see how their department is doing,” Whiteford said. Some training opportunities aren’t available at the department’s firehouse in Bellwood, so Whiteford — and several firefighters from departments in eight counties across the state — use the association’s fire academy to train every year. “It gives us our training that we truthfully need,” Whiteford said, adding the academy facility is “very unique” and features a burn building, a tower and a flammable liquids pit among other training opportunities. Weir said the facility is “a great resource” for local firefighters to have in the area. It is used by volunteer firefighters from as far as Pittsburgh and Lancaster and also paid fire departments, like the cities of Johnstown and Altoona. “Those people are also benefiting from us having this training site and offering these trainings as well. It’s something that a lot of other areas don’t have to offer their firefighters,” Weir said of the academy facility, noting it familiarizes people from out of the area with businesses and things to do in the region. “One of the goals that I have in my role is to make this weekend an event where people see the schedule and go ‘Oh hey, Cambria County is having their fire academy weekends and we need to go because it’s a great area to go to,'” Weir said. instances where we’d just make a better sounding version of the demo which wasn’t really what I was looking for I was looking for somebody with a songwriter’s mind.” “All of my career I’ve been looking for someone to give me an objective opinion that I value” “I value that experience so much,” he says I learned so much about the exciting possibilities that sound can offer.” He also values main races in The Amory Wars “It’s initially what inspired the idea of the through narrative within the records I was singing songs that were embellishments on my life this is like being on Mars.’ buildings according to the district’s superintendent School officials say the district is officially closing a lower level school that only holds two grades multiple other schools in the district will likely be joining in the consolidation will only be in operation for a few more months after a unanimous school board vote on Wednesday night Penn Cambria Primary is one of five schools currently in the district with buildings in three different locations: Cresson “It would be similar to a family having several homes Now with the declining enrollment here at Penn Cambria it's now seen as beneficial to not have that many buildings,” says District Superintendent Jamie Hartline Superintendent Jamie Hartline says the district conducted a feasibility study leading up to the decision “That study looked at everything from a staffing standpoint to the building structure to cost and benefits of leaving buildings opened or closed.” Hartline says there was enough room in other schools and closing the primary school could save the district more than $100,000 a year He says with the district's current setup “Some of our parents have three or four children in a district and they could be spread across three or four different buildings.” He says that's why the school has larger goals with the project “it’s a plan that puts all of our students on one campus that is going to involve some building closures.” Officials say that one campus would be in Cresson where the high school and pre-primary school already are and the plan includes expansion that they hope will happen in two or three years which would be a two-story addition that we would need to accommodate all of our students being here on one campus.” Hartline says the plan has mostly been met with positive feedback but p.m Any voter in line by then will be able to cast a ballot The timing marks on the ballots — black lines around the edge of the ballot — were misprinted That meant the scanners could not correctly read where the ovals were on the ballot and therefore could not read voters’ choices Though county commissioners initially stated the problem may have been with the voting machine software The county uses a voting system from Election Systems and Software “The issues in Cambria County do not appear to be a machine issue or an issue related to ES&S,” wrote company spokesperson Katina Granger to part of the process.” Cambria County has 88,513 registered voters said he expects a minimum 40-50% turnout for in-person voting on Election Day It is unclear how many voters cast ballots into the secure emergency boxes as opposed to how many will cast ballots directly into the scanners The Department of State said it is working with Cambria County to resolve the issue “We are working with the County to resolve this technical matter and are committed to ensuring a free and secure election,” according to department spokesperson Matt Heckel The county is keeping the ballots in the emergency boxes segregated from those entered into the scanner Deputy sheriffs are making the rounds to precincts to pick up those boxes and deliver them to the central elections office the county is following chain-of-custody procedures to track how many ballots are being transported and who has control over them we want to make sure that we have all that information ready to go,” he said Cambria’s
