(7News) — A search is underway for Robert Norris
who went missing after leaving his daughter's home on March 1
Norris left his daughter's house and was heading to a friend's house to watch a fight but never arrived
the Charles County Sheriff's Office (CCSO) told 7News' Maryland Bureau Chief Brad Bell
CCSO said Norris' truck was last pinged traveling up and down Allentown Road in Prince George's County
The truck was later found at a gas station in Camp Springs
Norris was last seen wearing a black shirt and blue jeans
He is 6'2'' and weighs 195 lbs
CCSO said he was reported missing on March 4
ALTAMONTE SPRINGS
– As more people in Central Florida struggle to make ends meet
and more conversations and policies are focused on the issue of homelessness
we’re hearing from our News 6 viewers about what they’re seeing in our community
Bruce Brown wrote to our help desk about a homeless camp in between the Corniche Townhomes were he lives and Lowes on State Road 434
He said he noticed it as it started to grow
[EXCLUSIVE: Become a News 6 Insider (it’s FREE) | PINIT! Share your photos]
There was a Christmas tree here,” said Brown
the homeowners association received a code enforcement violation and discovered that the community would be responsible for part of the cleanup because part of the camp was actually on their private property
Brown said the HOA ended up paying about $9,000 and hired a bio-hazard company for the cleanup
It took a crew of six around eight hours to complete
We have to re-pave the road that’s on our property
there’s a lot of expenses running an HOA,” Brown said
“I think people will be upset to find out that we had to put $9,000 into cleaning up this that we didn’t even know we owned
Encampments like this one in Altamonte highlight the complexity of a problem that cities and citizens are struggling with across Central Florida
And there are many factors to consider: help for a vulnerable population; the people who live nearby; concerns for safety and sanitation; and limited resources to meet the growing needs of people impacted by an affordable housing crisis
City Manager Frank Martz said local governments are also dealing with the challenge of sustaining or adding services when revenue is being taken away
“I think what we worry about is the changes in the economy and some of the dark clouds economically -- that always pushes financial stress points for lots of people,” said Martz
“So the challenge is when our general fund revenue is being pinched
and we are experiencing the same costs as many homeowners and businesses are as well
how do we take care of the people who are most vulnerable when our ability to deliver basic government services is
And I think all local governments are looking at their budgets this way.”
Martz said the city was first notified about the homeless camp by the Corniche Townhomes after the Seminole County Fire Department responded to a small campfire in the woods in February
When Altamonte Springs Code Enforcement and Altamonte Springs police investigated
they discovered that the majority of the encampment was located on property owned by Corniche Townhomes HOA
There is now a trespass agreement with both Corniche Townhomes HOA and Lowe’s that Martz says allows ASPD to take enforcement action if people return to the property without permission
“We enter into an agreement where they acknowledge that anyone who is on our property does not have the approval to be there other than customers,” said Martz
and we try to partner with property owners to protect them.”
He added that ASPD has also patrolled the area
and the camp has been checked 17 times over the course of 30 days by their team
Martz said it is important for property owners to know their rights and their responsibilities
There are the damages that occur on private property because private property owners have not secured their property -- no different than a pool
that it has to have a fence around it,” said Martz
“The other part is that there are human beings that are being affected
not just the people who own those properties
but also the people who are camping on them
And we try to make sure that we investigate as best we can through asking them questions
Please tell us what we can do to help you.’ And most of the time people say

The iconic Camp Springs Labor Day Festival at Blue Grass Park is slated to return this weekend
Carlton Haney started North Carolina’s first multi-day bluegrass festival on this rural site in the northwestern part of the state near Reidsville in 1969
Haney’s event became a blueprint for others
The park closed in the 1980s once Carlton stopped hosting festivals there
Cody and Donna Johnson bought the park and brought the festival back
Each year has offered something that links Camp Springs and its music back to the early days
banjoist with the Tennessee Bluegrass Band
will be picking his Vega Sonny Osborne model banjo on Saturday at the festival
“That’s what he played at Camp Springs in 1971,” Hensley noted
Lincoln has a special connection with the late Sonny Osborne
gave the banjo boy the Bluegrass Country Soul movie as a Christmas present one year
Hensley says it was a turning point in his life
“I was sitting in my parents’ living room on Christmas morning
and the Osborne Brothers’ part came on
and Sonny had that six-string banjo tuned down with that low string
I didn’t know anything about that extra string
but they were plugged in and had the drums
what is this?’ I was glued to that TV until their spot was over.”
he began investigating Sonny Osborne and his unique style of banjo picking
which eventually led to a close friendship that lasted until Sonny’s passing in 2021
Hensley will be standing under the same I-beam where Osborne stood 53 years ago
“I think his was probably a 1968 model
There was less than 20 total produced.”
“Earl Scruggs [who also played at Camp Springs in 1971] took the banjo to his level
then to it to his level,” stressed Hensley
Bluegrass Country Soul will be played on a giant screen on the stage Thursday evening
Camp Springs Labor Day weekend includes Appalachian Road Show
Sunday features a morning worship service followed by the King James Boys
It doesn’t seem like this is the sixth year!”
Camp Springs Bluegrass Park is located at 540 Boone Road in Elon, NC. For more information, visit them online, or contact Johnson by phone at (336) 213-1944.

A new five-year plan to address homelessness in Colorado Springs outlines a broad series of 60 action items across six major focus areas
ranging from homeless prevention efforts to outreach and shelter options as well as long term housing.
“It is important that we strike the balance between compassion and public safety, and that's what this document reflects,” Colorado Springs Mayor Yemi Mobolade said Thursday during the unveiling of the city’s 2025 Homelessness Response Plan.
The Springs has seen the number of unhoused residents drop while other Front Range cities have seen their numbers increase. The latest Point in Time surveys show the total unhoused population in the Springs decreased 12 percent in the last year. Over that time, the unhoused population in Denver rose by 10 percent.
Residents listed enforcement and encampment cleanup as the top priority
the plan calls for increasing the Police Department’s Homeless Outreach Team from six members to eight
Mobolade also plans to up the city’s use of technology to map the location of camps.
Homeless advocacy groups worried about the negative effects for those who don’t comply with cleanup orders.
“Increased policing typically results in more tickets
more clogged up court systems,” Kristy Milligan with local services organization Westside Cares said
“Then ultimately things on people's records prohibit them from attaining the housing and the employment that would create the conditions for them to flourish.”
Milligan also praised much of the response plan, particularly its focus on increasing long term affordable housing options for the very poor. The city celebrated the opening of The Commons, its first permanent supportive housing complex and one focused on unhoused families
Milligan said overall she thinks the city is “very well positioned” to be a Colorado leader in addressing homelessness
And Colorado Spring’s Point in Time Data gives officials like Milligan hope
Point in Time surveys are exactly that — a survey of the unhoused population on one single night
“We agree the point in time count is just a snapshot and we know that it is not entirely accurate,” said Aimee Cox
the city’s chief housing and homelessness officer
it should show a trend line over time that we can rely on.”
Cox said the new Homelessness Response Plan calls for more robust data collection to get a better sense of the city’s true unhoused population.
Also in attendance at the Thursday press conference were several members of the year-old Colorado Springs Homeless Union
Member Bradley Breitkreuz said his biggest hurdle has been juggling the logistics involved in moving the half-mile between shower and shelter services at the Springs Rescue Mission and food served at the Marian House Soup Kitchen.
And you can't get work without hygiene,” Breitkreuz said
“There's always one thing in the loop missing that keeps us from getting ahead as a homeless person.”
The new plan was developed following a year and a half of public meetings and stakeholder working groups as well as a text message poll conducted by the city
