But he admitted to underestimating the power of the sun in the Sunshine State

But they were back on a cloudy morning a few days later
Carrollwood Village Park and another 13 county-owned parks might receive more manmade shade if voters renew the Hillsborough County Community Investment Tax on the November ballot
Approved by voters in 1996 for 30 years
the half-cent sales tax funds capital improvement projects throughout unincorporated Hillsborough
Voters can reapprove it for another 15 years. If they do, Hillsborough has a $2.6-billion wish list. Projects include bridge replacements, repairs to Amalie Arena and Raymond James Stadium, nine new fire stations and stormwater infrastructure.
In all, the shade initiative would use around $8 million of the tax funds by adding shade sails over playgrounds in Progress Village, Carrollwood Village, Cross Creek, All Persons Rotary, Northdale, Apollo Beach, West Park, Sadie and Bloomingdale parks. Plus, it would add covered structures around basketball courts at Roy Haynes, Apollo Beach, Northdale, Winston, Keystone, Egypt Lake and Turner/Bartels parks.
“There’s nothing better than to go to the park and be able to play and enjoy yourself and not feel like you’re just baking in an oven,” said Jason Mackenzie, park planner and development manager for Hillsborough County Parks and Recreation.

“We do get a lot of requests for additional shade in our parks,” Mackenzie said. And not just from adults with kids, but veterans with disabilities, senior citizens and anyone who wants to spend time at a county park but would like respite from the sun. “This is a great way for us to provide a better experience at our parks for our patrons.”

The official opening of the new Carrollwood Village Park, 4680 W Village Drive, runs from 10-11:30 a.m. on Friday (Oct. 19).
The parks amenities that will be completed by the opening include walking and jogging trails, scenic boardwalk, dog park, exercise stations, pavilions, parking, restrooms and a sheriff's workout area. Future amenities are planned to be completed in 2019 when a grand opening will take place.
The park was built on the former Dale Mabry Wastewater Treatment Plant site. The ribbon cutting will show off Phase I of the construction project. Funding for this project totals $6.5 million.
At a town hall meeting earlier this year, residents expressed interest in having a park to got to with the family.
The new Carrollwood Village Park is a place for all ages to gather, slow down and appreciate nature. This location is centrally located in the heart of a quiet, relaxing and scenic community, located on West Village Drive, just west of South Village Drive in Carrollwood Village.
The Carrollwood Park Conservancy is a non-profit that was founded as a group to work alongside Hillsborough County in supporting the park and providing long-range oversight. Donations for future enhancements are being accepted and that checks can be made out to the Carrollwood Park Conservatory, Inc. and mailed to 4537 Lowell Road, Tampa, FL 33618.

Many of the holes are tight and require accuracy off the tee in order to score well

but one practice is heavily frowned upon and neighborhood officials say the action could be harmful to pond ecology
That’s why residents of this community are being asked to keep their eyes open for people breaking the rules by dropping nets into the ponds in hopes of reeling in large catches
“Net fishing is counterproductive to what we are trying to accomplish to improve the ecology of the ponds and is not something we would encourage nor endorse,” officials wrote on the community’s website
Carrollwood Village’s ponds have been undergoing a restocking process after “almost unprecedented scale algae blooms” last summer
The board has “taken measures to try and mitigate this from happening in the future by restocking all the ponds with triploid grass carp
The restocking process is “long and arduous” and requires state approval since this type of carp isn’t considered native to Florida
Grass carp are commonly used in the state to control algae blooms, but they are illegal to possess without a permit
according to John Cimbaro of the Florida Fish and Wildlife Conservation Commission
“Triploid grass carp are used for aquatic vegetation control and may not be stocked or harvested without a permit,” the state’s website says
While pole fishing for other types of fish is permitted by Carrollwood Village residents
net fishing is not allowed and could undo the work completed to keep the ponds healthy
Anyone who spots a person net fishing in one of the community’s ponds is asked to call the security patrol at 813-263-8660

it doesn't take long for playground equipment to heat up
and we wanted to see just how hot that equipment can get
We walked around Carrollwood Village Park with Hillsborough County Fire Rescue on Thursday morning as they used a thermal imaging camera
It showed some equipment in the triple digits
especially if there's no cover," Captain Joseph Vranic

Coyotes are making their presence felt in the Carrollwood area
and there's not much residents can do about it
"The juveniles born this spring are the size of adults
and they're becoming more independent," said Gretchen Caudill

but people start seeing them in the fall."
With an "abundant" number of coyotes in Florida, according to Pinellas County officials
it's no surprise that the bushy-tailed omnivores have flocked to Carrollwood's dense
Suburban settings are considered "hot spots" for the animals

said his night crew saw a few coyotes roaming the golf course at Emerald Greens last month
near subdivisions like The Cloisters off North Village Drive
Graham advised the Carrollwood Village Homeowners Association send a memo to residents in the area
asking them to keep an eye out for smaller pets and children
Caudill offered a few tips for keeping coyotes at bay
which means scaring them off everytime you see them," Caudill said
it's important that these guys have an innate fear of humans."

The Village Institute for Sustainable Technologies & Agriculture or VISTA Gardens is in full bloom just off of South Village Drive, near The Village Towers. It's been the brainchild of The Carrollwood Village Homeowners Association Phase III President Bill West for more than a decade. The smile on West's face as he walks and waters the 4-acre property, that's run by a solar-powered water pump, bespeaks a man watching over a lot of hard work that's finally paid off.
And how has it paid off? Right now, the seasonal yield includes eggplant, tomatoes, lettuces, onions, carrots, radishes, herbs, broccoli and even roselles, the Florida cranberry.
The team came together before the place. West heard Sweetwater Organic Farms founder Rick Martinez on a WMNF-FM 88.5 radio show explain how he ran a community garden and the idea stuck. Former Sweetwater president Brad Snyder teamed up with West to create a business plan and setup the non-profit.
There were some choices. West could have gone with a Community Supported Agriculture model, where members pay a seasonal fee to access weekly shares of the farm's harvest. This insulates the small farmer from risk and is a popular model but that wasn't quite what West had envisioned.
"At CSAs, most people just pickup produce," West said. "In this garden, everything is done by our members."
Sure, The Hillsborough County Parks Department leases them the land. Sure, Mike Cammisa of CES Engineering helped clear and re-grade the property and Tom Levin of Ekistics Design helped plan it out, but the day-to-day working of the garden is completely done by members.
"The best part, is that it's not relying on me," West said. "It's running itself."
They started with six plots in June of 2014 with 18 members. Today they have 76 plots and 85 active members. Members pay an annual or bi-annual fee to rent either a 4-foot by 12-foot raised, cedar bed or log-edged plots in 4-by-4 increments.
VISTA Gardens cooperates with local businesses. They get their mulch and wood donated by local tree trimming companies. They get their compost mix from the local restaurants and coffee houses and from the local presbyterian church's food bank leftovers.

The cooperative nature reflected in the business collaborations is also manifested among the residents.
"I've lived here for a long time and it wasn't until this garden that I've really felt a sense of community," Vista Gardens member Barb Mahlmeister said. "I've met neighbors I didn't know I had."
Mahlmeister's plot is adjacent to fellow member Jeff Vecera's.

FL – Hillsborough County is interested in turning a 50-acre plot of land in the middle of Carrollwood Village into its newest public park
the Dale Mabry Advanced Wastewater Treatment Plant sits on the county-owned property at 13055 Delwood Road
which sits near the intersection of South Village Drive and West Village Drive
Hillsborough County will host a public meeting about the project on Tuesday
Attendees can ask questions and comment on the park proposal and on the proposed amenities
the proposed park was requested by the Carrollwood Village community
Recommended amenities of the new park include a walking/jogging trail
plant/butterfly garden and other miscellaneous park equipment and fixtures
A conceptual design of the project will be exhibited at the meeting

Coyote sightings in the Tampa Bay area are nothing new
but reports of aggressive behavior are sending up red flags for some residents
The wild canines have been linked to the deaths of two sheep in Northwest Hillsborough County and now some say they might also be responsible for missing dogs and cats in neighborhoods there, according to The Tampa Tribune
Coyote sightings have occurred in recent years in Carrollwood Village, Northdale and nearby Pinellas and Pasco counties, according to a previous Patch story
They’ve also been spotted in such urbanized areas as South Tampa and near Ybor City in recent months
Concerns about frequent sightings even led one Hillsborough County Commissioner to delve deeper into the topic. Ken Hagan asked county staff last year to explore the issue and provide advice to residents on how to protect themselves and their property from not just coyotes
Coyotes have been a growing presence in Florida for decades
“Coyotes are part of the landscape of Florida now and they’re here to stay,” Angeline Scotten of the Florida Fish and Wildlife Commission told the Tribune
“They have high productive rates and they eat virtually anything

Hagan intends to ask county staff to look into the “state of the situation” when commissioners meet Feb
According to Hagan’s agenda item
he wants staff directed to “recommend an action plan designed to alert citizens of the dangers as well as advise on ways to best protect themselves and their property.”
Coyote sightings are not uncommon in Hillsborough’s populated areas
Wild boar sightings are also not unheard of
says some of the reports have been atypical
“Recent and frequent (sightings) in areas of Carrollwood Village
Original Carrollwood and Lake Magdalene are very unusual,” Hagan said
“What is most concerning is their increasing activity in highly populated areas
which substantially increases the potential for a dangerous encounter.”
Reports about human and wild animal interactions have been “increasingly aggressive,” he added
but intends to ask Animal Services to report back on the situation
“A real potential for danger exists and I want to ensure that our residents have all the information they need to remain safe.”
Hagan’s primary goal is to raise awareness about the increase in sightings and aggressive encounters
and to “alert our residents to what they can do to protect themselves from injury and their property from damage.”

It also means replacing razors and batteries by the checkout with shiny apples and trail mix, and stocking pastry cases with desserts almost too pretty to eat.
The changes are part of the newly opened Publix supermarket in Carrollwood's Village Center. The center demolished the old store last year to make way for a larger, more modern version that incorporates elements of Publix's GreenWise brand, with its large selection of freshly prepared food and organic items.
The goal was to expand offerings for existing Publix customers and woo shoppers from other grocers such as Whole Foods, which opened down the street in late 2012. Although the store lost 10 months' worth of business during construction, the improvements are expected to boost long-term sales.
The upgrade was a long time coming. The store's landlord, Regency Centers, started talking with Publix eight or nine years ago about expanding the store, which anchors a major shopping center at Dale Mabry Highway and Fletcher Avenue. Publix needed more space, and the shopping center didn't want the store to move anywhere else, said Mike Kinsella, senior vice president of Regency Centers.
"They had a need, and we had a need," he said. "The timing was right, and the opportunity was there."
The landlord paid for the new, 49,000-square-foot building and related reconfiguration of the center, which included moving the Walgreens store and adding a new access point. Publix paid for the store's interior build-out.
Neither Publix nor the shopping center would disclose the cost of the multimillion-dollar project. But as part of the deal, Publix agreed to a more expensive, 20-year lease.
The creme de la creme store will likely become a model for new and improved Publix locations but not necessarily the norm. Publix spokesman Brian West said the Lakeland-based chain continually evaluates its 1,075 stores to determine which ones need a makeover and to what degree. Although details haven't been announced, he expects the recently closed store on Fourth Street at 38th Avenue N in St. Petersburg will be more of a traditional store than the Carrollwood one.
Industrywide, supermarket chains remodel stores every eight to 10 years, said Neil Stern, senior partner with McMillan Doolittle, a retail consultancy in Chicago. Publix, a wealthy chain with a giddy following in Florida, has been particularly aggressive.
"Publix is better disciplined than most at making sure their stores are fresh and up to date. It's part of their culture of better service," he said. "They have been very successful and can afford to. Some of the other competitors can't."
Publix generally targets stores that are already profitable or are in good neighborhoods, he said. They might tear down a store that has become too small for the growing neighborhood or might spruce up the digs if a new competitor comes to town. Most likely, he said, each store has a goal for a return on its investment, and it wouldn't be unusual to set a 5 to 10 percent sales increase — a significant boost for a business that operates on a small margin.
Remodeling stores isn't risk-free. Adding more prepared food has higher labor costs. Someone has to cut the vegetables in the salad bar, bake the pizza bread and keep the olive bar tidy. Who likes to buy live lobster from a dirty tank?
Stores also face losing shoppers who are familiar with the old layouts and don't like wading through aisles of wine to find their Sutter Home. And, in the case of a teardown like the Carrollwood Publix, shoppers who go elsewhere during construction might not come back.
For longtime customers, demolishing a store can be bittersweet, as was the case last month when the Publix in Madeira Beach closed after 56 years.
"There's a lot of sentimentality for the older stores," said Dave Aldrich, who runs Pleasant Family Shopping, a blog that take a nostalgic look at chain stores. "People have been shopping at Publix for a long time."
Aldrich says Publix's focus on attractive, well-designed stores goes back to founder George W. Jenkins, who catered to housewives with boutique-like departments, pastel colors and terrazzo floors, which still exist in many stores. In the early days, Jenkins commissioned mosaic tile murals for storefronts and gave flowers to his customers. A 1954 Saturday Evening Post article called him the "grocer the girls all love."
While shoppers generally embrace the modern store features, much of the individuality of the stores has been lost, Aldrich said. Stores aren't as bold as they used to be visually and architecturally.
Stores do still have the large Toledo scales, a free perk Jenkins started as a customer service. Even the new Carrollwood Publix has one, near the sleek, new customer service counter.

It may — if some Carrollwood area and New Tampa residents, including two Hillsborough County commissioners, have their way. Just not in 2018.
A push by some in the communities is underway to bring the popular grocery stores to those areas. Currently the only Trader Joe's in Hillsborough County is in South Tampa at 3808 S Swann Ave.
"We are trying to petition them (Trader Joe's real estate department) heavily," said Van Chandler, community association manager of Carrollwood Village. "One of the residents had suggested it and we thought it was a great idea."
Chandler said residents have been encouraged to complete a form on the Trader Joe's website suggesting the Carrollwood area.
Kenya Friend-Daniel, public relations director of Trader Joe's at its corporate office in Monrovia, Calif., said there is not a North Tampa store on the list of stores to open in 2018. She could not say if North Tampa is being considered for the future expansion.
"Currently we are looking at many cities; we get many requests from all over the country," Friend-Daniel said, adding those online forms go directly to Trader Joe's real estate department.
"It is a process they use to evaluate requests," she said. "But it is a good thing when a city wants one."
Chandler said the Carrollwood sites discussed are a former grocery store on Ehrlich Road at West Village Drive and a former Piccadilly Cafeteria on North Dale Mabry Highway.
Hillsborough County Commissioner Ken Hagan, a northwest area resident, stated in an email that he is working with the Carrollwood Village Homeowners Associations to bring a Trader's Joe to the Carrollwood area.
"The residents of Carrollwood are proud and passionate about their community," Hagan stated in the email. "As a result, they have submitted hundreds of emails illustrating their support for a Trader Joe's in the Carrollwood Village area. As a Lake Magdalene resident, I know firsthand that Trader Joe's would be an excellent complement to our community."
Hillsborough County Commissioner Victor Crist, a New Tampa resident, said he also is trying to get Trader Joe's to put locations in Carrollwood and New Tampa. The New Tampa store could be across from Hunter's Green and near the New Tampa Community Center, which will be constructed in that area.
Both areas are "hubs of population," said Crist who recently sent an email to his database of constituents and others urging the email recipients to complete the Trader Joe's form.
"We've gotten a tremendous response from all over to that," Crist said.
Crist said he believes former the grocery store on Ehrlich Road is a good site for a Trader Joe's "because it is a huge building and has a big parking lot. It is a blighted shopping center now."
Bill West, president of the Carrollwood Phase 3 Home Owners Association, said the area's residents are working with new owners of that shopping center to try to lure Trader Joe's.
"The whole community — in Carrollwood and outside — has been sending letters," West said. "We are really happy to support it."
He said such a store would provide additional shopping opportunities while improving the aesthetics of the nearly vacant shopping plaza.
A charter school applied to have that location rezoned for use as its facility but the county commission denied the change last. year.
"That was inappropriate use (of the site) because of the traffic patterns," Crist said. "But with a Trader Joe's, everyone wouldn't be arriving at the same time."
Trader Joe's was founded in 1967, in California. It was an outgrowth of a small chain of convenience stores, called Pronto Markets, started in 1958. It expanded to Florida in 2012 and is known for its own label of products and trademark Hawaiian shirts for employees.
Some Wesley Chapel area residents also have taken to social media to inquire how to get a Trader Joe's in their community.
