A Chambersburg man died in State College last week after being electrocuted during a severe storm, according to the borough's police department.
The Centre County coroner identified the man as 22-year-old Bryce Lowman, according to the Centre Daily Times.
He was pronounced dead at scene in the 1500 block of University Drive in State College soon after police
fire and EMS companies responded at about 7:16 p.m
Lowman had been trying to put out a mulch fire near a utility pole when an active electric current went through him
A severe storm was passing through the State College area at the time of the incident
Police said many trees and utility lines were damaged
the man was attempting to put out a mulch fire in the 1500 block of University Drive when he encountered an active electric current from a nearby utility pole
The Centre Daily Times reported that 35,000 customers lost power from the storm
State College police warned people to not approach downed lines or areas where lines may be compromised and to instead call 911 or utility companies

and there is no better way to serve than to help others who are sick and in need
Good employees are leaving Chambersburg Hospital for better hours and pay at other facilities near us
which is critical because it’s about self-care
When you’re constantly required to be on-call
and you’re always at the ready to respond within the required 30 minutes
This job can be very exhausting emotionally and physically
but also very rewarding when you are helping to save lives
and that is not the best practice for our community
and we treat each patient as if they are a member of our own family
We want to be able to retain and attract the best staff so we can provide the best care for our community — our family
WellSpan and Chambersburg are both very financially healthy and have more than enough resources to invest in retaining permanent, local staff. WellSpan had $318 million in total profits and $3.9 billion in total revenue for fiscal year 2024

Their negotiations for a new union contract begin on May 7 and their contract expires July 1. Caregivers say they are looking forward to productive negotiations and hope to work collaboratively with WellSpan in good faith to solve the hospital’s recruitment
retention and staffing problems so their community receives the quality medical services they deserve
WellSpan Chambersburg Hospital is in the process of negotiating a new union contract with the SEIU
The hospital is committed to good-faith bargaining to reach an agreement that benefits team members
Negotiations are set to begin in early May
with the current contract expiring on July 1
The hospital has a history of successfully reaching agreements with the union
Local organizations and the dedicated and talented people behind them contribute to the high quality of life in Franklin County
Today I will introduce you to Russell Bonebrake Kyle
Kyle enjoyed playing basketball and raising chickens as a young man and was an avid outdoorsman who spent time deer hunting at Allen's Valley in Fulton County with his friends
Kyle joined the Good Will Steam Fire Engine and Hose Company No
3 in 1907 at the age of 17 and became active in the fire company's affairs
He was the driver of the two-hitch horsedrawn hose wagon for several years
until the United States entered World War I and he joined the 112th Infantry
28th Division of the American Expeditionary Forces in France
When Kyle returned to Chambersburg in 1919
he was hired by the Borough of Chambersburg as an apparatus driver of the Good Will Fire Co.'s horsedrawn steam fire engine
He worked out of the firehouse located on East Catherine Street near South Main Street until August 1921
Kyle became the driver of Good Will's first piece of motorized fire apparatus
History was in the making as Chambersburg Hospital's small
motorized Ford ambulance had seen better days and was in need of replacement
held a special meeting in regard to the overall condition of the hospital's ambulance
saying the fire company should take the necessary action and purchase an ambulance to provide free service for the residents of Chambersburg and
The Ways and Means Committee was directed to present their proposal to Borough Council and the hospital Board of Directors
It was also noted that the committee would confer with Good Will member Harry B
who owned and operated a repair and manufacturing business of horsedrawn and motorized equipment at the rear of South Third Street and East Harrison Avenue
the hospital and the fire company signed the purchase agreement on Nov
and Good Will placed the order with manufacturer H.B
Good Will's new ambulance was built on a Garford chassis at a price of $7,000 due at completion
in a sign of goodwill and recognition that the ambulance would help the whole community
McFerren decided he would only accept half the cost
the Garford ambulance was 22 feet long and could carry 11 people including the driver
two mounted on each side in which they could be folded up against the wall when not in use
The interior walls were made of bird's eye maple
and the floor was constructed of oak wood covered by a large rubber mat
This new ambulance even had hot and cold running water
The water tank had a capacity of five gallons
and the hot water was warmed by a special heater that was attached to the motor
A big celebration was held the afternoon of May 15
when the new Good Will ambulance was dedicated and placed into service at the Chambersburg Hospital with a large crowd in attendance
and the ambulance responded to its first emergency call on June 4
at a residence on East Catherine Street near the Good Will firehouse
the Garford ambulance underwent many improvements and made 2,816 emergency calls through 1934
While on duty inside the Good Will firehouse on Oct
Kyle was shot in the left leg by fellow Good Will member Elmer E
who went by the nickname "X," entered the building carrying a rifle and fired one shot into Kyle's left thigh
Good Will members heard the gunshot and subdued Heller until officers arrived from Chambersburg Police Department
Kyle was driven to Chambersburg Hospital by Good Will member Seba Staik
Doctors determined that with his loss of blood
and just how badly the bone had been shattered
Police officers and members of the fire company decided Heller was mentally disturbed
Police took him to a jail cell at the police headquarters on South Second Street until he could later be transferred to the Franklin County Jail on East King Street
turnkey Bert Gerbig smelled smoke and rushed to Heller's cell
Heller was taken by the Good Will ambulance to the Chambersburg Hospital with burns over three-quarters of his body
He was transferred to Harrisburg State Hospital
where he died less than 24 hours after the shooting at 1:30 p.m
Kyle passed away at Chambersburg Hospital at 7:50 p.m,
He had been the apparatus driver at Good Will for 20 years
The funeral arrangements were handled by Kraiss Funeral Home located on South Second Street near Borough Hall
Over 2,000 people attended the viewing on Nov
and more than 450 people came to the funeral the following day
The large procession traveled on East Queen Street to Lincoln Way East to the Lincoln Cemetery for his burial

donors received a sticker depicting Good Will Fire Co.'s second ambulance to display in their home's front window
Money raised in the campaign drive was used to pay off the $1,400 mortgage on the Kyle family home at 455 S
Kyle was also recognized as a champion for the community through the renaming of a park
who owned a barber shop at the corner of South Main and East Catherine streets
proposed to the borough that the South Second Street Athletic Field and Playground be renamed in Kyle's honor
The generosity of more than 400 individuals and organizations helped make the Russell B
Kyle Memorial Playground Association a reality
playground equipment paid for with $2,000 in public donations was installed at the playground public donations
A concrete block building measuring 50 feet long by 25 feet wide and containing a bathroom and space for a concession stand was constructed on the northeastern side of the playground
It still stands today and has been renovated
Having bought many new ambulances over the years
and the Borough of Chambersburg came to an agreement that at the end of 1975
ownership of the ambulance service would be transferred to the borough under the supervision of Fire Chief William E
The Good Will's motto has always been “Onward and Upward," which Kyle embodied through his vision and tireless work to make the ambulance service a reality
at the Chambersburg Volunteer Firemen's Museum
A historian will share stories that highlight the ambulance service's vital role in the community
Guests can take guided tours of the museum
Today's ambulance service is led by Fire Chief Dustin Ulrich and responds to over 4,000 calls a year

but that went up to about 20% in 2022 and 2023
WellSpan Chambersburg spent a mindboggling $29 million on a Texas temporary staffing corporation in 2023
staff turnover at the facility has stubbornly hovered around 20% annually for fiscal years 2022 through 2024

because providing compassionate care to people when they are most vulnerable is not just a job for me
who has been a registered nurse for almost three decades and works the night shift in the intermediate care unit

Pennsylvania State Police Troopers were called to the area around the Dollar General in Saint Thomas around 9:23am on March 29th for a report of a black Honda Civic with a caller stuck inside the trunk of that car
PSP say that the vehicle switched directions and was traveling westbound towards Mercersburg Road before it stopped and PSP made contact with the individuals in the vehicle
Troopers say that they found the caller in the trunk of the Honda Civic with the trunk open and identified him
was asked to exit the vehicle and was subsequently detained
The female passenger was additionally detained by responding Troopers
That female allegedly said that she had been cheating on the man in the trunk for approximately a month with Carbaugh and had been staying at the latter’s house when the victim showed up
Carbaugh allegedly began to reverse his vehicle directly into the victim
Carbaugh also allegedly admitted to the same series of events
with him allegedly telling police that he tried to find his girlfriend after not seeing or hearing from her for a few days
PSP say Carbaugh backed into the victim and he
knowing that Carbaugh’s trunk had a broken latch and out of fear of being hit again
Troopers say that the victim was struck in the leg initially
resulting in him stumbling and almost getting stuck under the vehicle
Carbaugh reportedly continued to drive the vehicle while still knowing the victim was in the back of the trunk with the latch open

(WHP) — A Tennessee man is being charged with attempted homicide after allegedly ramming a state police patrol vehicle multiple times during a high-speed chase across parts of Franklin County

and later barricading himself and a co-defendant in a nearby home on Sunday evening
reached speeds around 110 MPH during the chase after a state trooper tried to pull him over for speeding
according to Wilson's criminal affidavit
The pursuit began near the McDonald's on the 1000 block of Lincoln Way in Chambersburg Borough close to midnight
Wilson allegedly exited the McDonald's parking lot without stopping in such close proximity to a state police vehicle that the trooper had to break to avoid a collision
The trooper activated his emergency lights and attempted a traffic stop
but Wilson allegedly conducted a U-turn while traveling east
speeding up and then turning on I-81 South
the trooper was pursuing the car with his lights and siren on as the high-speed chase ensued
Wilson allegedly slammed on his brakes before accelerating again
troopers said he braked sharply and abruptly turned right
ramming into the PSP patrol car along the driver's side
The pursuit reportedly continued southbound where around mile marker 11.7 south
ramming into the passenger side of the trooper's vehicle
The ramming motion caused the trooper to lose control of the vehicle
which slid off the roadway and down an embankment
The trooper's vehicle was so heavily damaged that he was entrapped
and had to be extricated through the windshield
Troopers said he and the co-defendant passenger
fled to a nearby house where they entered and concealed themselves in an attic
The girlfriend was identified as Brandi Warren

I would imagine that this environmental company is going to be drilling for core samples to determine if the ground is clean
if they discover there’s more widespread contamination
this could become a really expensive endeavor for the Franklin County government
Let’s hope that’s not where this is going.”

Anderson said Long Pine Run reservoir was probably full a year ago
It had been down to between 50% and 60% but after some "nice rain," it filled up in 22 days
"We're monitoring Long Pine but have initiated contact with the DEP about our situation," Anderson said
"They've got other places in the same boat
We're not the only place where it hasn't rained that much over the winter months."
While snow was on the ground more often this winter, data from the National Oceanic and Atmospheric Administration show there was less precipitation in the region this winter than last winter
"I know a lot of times people obviously are concerned they may not be able to do this," Anderson said
we'll ask everyone to do their best and make sure that they're hopefully educated on our situation."

but felt he had been struck by gunfire and hid until he was able to get a car ride to the hospital
A red Chevrolet Malibu with license plate MSA3986 was allegedly seen on surveillance video pulling into the apartment complex just before the shooting
An individual was seen on video firing in the direction of the children and then fleeing the area
Police later received reports the vehicle had been reportedly abandoned on Blide Road in Fayetteville
officers were able to match that vehicle to the one seen on surveillance video
police were told that the suspects would be going back to retrieve the car
and officers were able to intercept them in another vehicle
officers reportedly discovered a 9mm handgun in a bag at the foot of the passenger seat
one of the suspects told police that 16-year-old Helman Jr
shot at the children and had the handgun in his possession
is now facing multiple charges including attempted homicide
discharging a firearm into an occupied structure
CHAMBERSBURG- Two people are behind bars today after an early hours search warrant execution on a home in the Borough of Chambersburg
Kendall Janae Carr and Devon Jquan Sinclair both failed to post bail of $250,000
each and remain behind bars in Franklin County Jail
Carr and Sinclair have both been charged with three felony counts of possession with intent to distribute narcotics
two felony counts of receiving stolen property
and three misdemeanor counts of possession of a controlled substance
Sinclair is also facing two felony counts of possession of a firearm by a prohibited person and one misdemeanor count of possession of drug paraphernalia

Devon Sinclair has convictions in 2016 for felony possession of a weapon out of Kings County
NY and a 2014 felony conviction for possession of cocaine
This made him ineligible to possess firearms
The suspected drugs found on scene were forwarded to the PSP Regional Lab in Harrisburg and not field tested due to the risk of fentanyl exposure
CPD say that the operation is consistent with “the way controlled substances appear and are packaged in Franklin County”

CHAMBERSBURG- Seemingly two different investigations have led to charges for both a former Registered Nurse and a doctor
both employed at one time at both Chambersburg Hospital and/or Waynesboro Hospital
RN Carmen Bartoletti is free on an unsecured bail of $25,000 after being charged with 18 counts of felony acquiring a controlled substance by fraud
18 misdemeanor counts of furnishing of false information in or omission of any material information
and 6 misdemeanor counts of unlawful acts to procure for themselves or another any drug
Dr Brian David Holsinger is also free on an unsecured bail of $25,000 after being charged with two felony counts of acquiring a controlled substance by fraud
two misdemeanor counts of possession of a controlled substance
and two misdemeanor counts of furnishing false material/info
Narcotics investigators from the Pennsylvania Office of the Attorney General were made aware of an ongoing investigation into the diversion of ketamine
a schedule III controlled substance by medical doctor Brian Holsinger while he worked at the Wellspan Chambersburg Hospital
Wellspan representatives contacted the OAG to say that Dr Holsinger “admitted to diverting ketamine from the WCH” during his time as an emergency medicine physician
Chambersburg Hospital was asked to “review the PYXIS (the system they use for logging all controlled substances via sign-in and password
either by fingerprint or swipe card) vends
and administrations of controlled substances to patients by RN Bartoletti.”
OAG Agents say that on August 26th of 2024
Dr Holsinger authorized the vending of a 500mg vial of ketamine for a patient and after 38.5mg were administered to said patient
Agents say another 500mg vial was pulled for a patient and authorized by Dr Holsinger
A total remainder of 452.5mgs of ketamine were not documented as wasted or administered
OAG Agents spoke with Dr Holsinger via teleconference in the presence of the doctor’s attorney
“Holsinger was very open about diverting ketamine for his own personal use from the WCH”
After speaking about what ketamine is used for at the hospital
agents say Holsinger initially had accidentally put a vial of ketamine into his scrub pocket and took it home with him
“Dr Holsinger,” agents continued
“said that he kept it for a week to see if the vial of ketamine would be missed
so he tried using the ketamine and eventually became addicted to it.”
When PYXIS pulls were reviewed by the hospital and Wellspan
Agents learned of possible issues regarding RN Carmen Bartoletti during her time at both Chambersburg Hospital and Waynesboro Hospital
OAG Agents were informed by Wellspan staff on September 11th that RN Bartoletti may be diverting controlled substances from October 9th
She had been terminated from Wellspan on September 10th
A search of unaccounted for drugs that were dispensed by RN Bartoletti
found seemingly dozens of dates where opioid painkillers and other drugs were not logged after completion
Agents say there were missing (not documented as wasted or administered
RN Managers and Wellspan employees interviewed RN Bartoletti in reference “to her poor documentation and for the unaccounted for controlled substances” at the hospital in November and December of 2023
Agents say that “Wellspan staff were not aware of the issues with RN Bartoletti prior to November 2023”
her practice of wasting controlled substances as locking them in a drawer and not wasting it when it needed to be wasted
“RN Bartoletti said that sometimes she would forget to waste medications
RN Bartoletti remembered an incident about two weeks ago when she placed two Dilauded tablets
a Schedule II controlled substance called Hydromorphone
A student found the Dilaudid Hydromorphone on 12/01 and 12/02
RN Bartoletti also admitted to placing the wasted materials in the Sharps containers.”
Another interview was conducted the day of her termination from Wellspan
as a result of the suspected diversion of morphine
“RN Bartoletti indicated that she was sloppy in her practices
RN Bartoletti said that sometimes she threw the medication that was to be wasted in the trash
When RN Bartoletti was asked why she puts the vials (morphine) in her pocket
RN Bartoletti gave no further explanation…..(another RN) also later commented that she should probably not be a bedside nurse anymore.”
RN Bartoletti had her nursing license suspended by the PA Department of State on December 18th
2024 for missing required drug screens in 2024 on August 21st
