“We usually have 30-minute sessions with a maximum of four kids
allowing us to focus on their swimming skills without losing their attention.”
Causby plans to introduce her baby to water safety early on
“They’ll likely start learning some basic safety skills not long after they're a few months old,” she said
Quane advises families to consider adding fencing or barriers around their pools for an additional layer of safety that could potentially save lives

The Maryland Department of Natural Resources has officially rebranded its Chesapeake and Coastal Service with the name Watershed and Climate Services
a name that recognizes its mission as well as its commitment to serving all Maryland communities and watersheds
The new identity emphasizes the unit’s ongoing dedication to healthy watersheds
“Climate change is one of the most pressing issues facing Maryland today
and the Department of Natural Resources is a leader in addressing and mitigating the effects of climate such as stronger storms
and rising sea levels in the state,” DNR Secretary Josh Kurtz said
“By rebranding our Watershed and Climate Services
we want to emphasize that we have a dedicated team working hard on these issues
Watershed and Climate Services is using the latest science to build resilience to climate change while also protecting the Chesapeake Bay watershed and watersheds throughout Maryland.”
The effects of climate change are already apparent in Maryland with increased flooding
Climate change will touch all aspects of Maryland’s natural resources
and adapting to its impacts will go hand-in-hand with action directed at preserving and protecting watersheds
Watershed and Climate Services, or WCS, will continue its climate and watershed work by strengthening shorelines, funding stream restorations, advancing environmental education, and coordinating large-scale projects like the five restoration efforts of the Whole Watershed Act
The rebranding also broadens the unit’s commitment to restoration work throughout the state of Maryland
A watershed is a geographic area where all water goes into the same stream
such as the Chesapeake Bay or the Atlantic Ocean
While much of Maryland is in the Chesapeake Bay watershed
parts of the state drain directly to the Atlantic Ocean or the Youghiogheny River
which is part of the Mississippi River watershed
Watershed and Climate Services operates MyCoast
which documents photos submitted by the public to track flooding and weather events

The rebranding reflects a commitment to DNR’s existing values while enhancing its focus on building a stronger

“The addition of this state-of-the-art research facility to our campus marks a milestone in the storied
85-year history of VIMS,” remarked Derek Aday
dean of the Batten School of Coastal & Marine Sciences and director of the Virginia Institute of Marine Science
during a brief ceremony that also included Virginia Senator Ryan McDougle
W&M Provost Peggy Agouris and W&M Rector Charles E
“Each of the research areas housed in this building help ensure that we stay squarely focused on and ahead of the challenges faced by coastal communities by providing practical solutions and science-based advice to our policy makers
along with the new undergraduate degree in coastal and marine sciences
represents the incredible opportunities ahead for both current and future students,” Provost Agouris added
“As William & Mary recognizes the Year of the Environment
it’s especially fitting to celebrate this space where students and faculty will be immersed in innovative research and transformative learning.”

whose staff were testing samples of juvenile oysters traveling into the state for diseases just hours before it hosted tours
the Batten School will welcome its first class of William & Mary undergraduates majoring in coastal and marine sciences

will aid in the recruitment of the most promising undergraduate and graduate students dedicated to finding solutions for issues impacting Virginia and beyond
Liam Green is an MS-bypass student studying under the mentorship of Assistant Professor Meredith Evans Seeley
whose research focuses on the impacts of plastic pollution on marine ecosystems
They were busy providing tours of Seeley’s laboratory
which benefits from advanced instruments that can detect and analyze even the smallest samples of plastic found in the environment
having a brand-new laboratory and seeing it built from the ground up” said Green
who hopes to pursue a career in environmental research and teaching
“A lot of what we’re doing right now is setting up the new equipment that was installed in the lab so that we can build up a reference library for all of the environmental samples we will be collecting this summer.”
Chesapeake Bay Hall also incorporates a focus on public outreach and engagement
with a first-floor teaching lab available for hosting groups wishing to learn more about the application of marine and coastal sciences
Assistant Professor Manuel Colombo is a broadly trained biogeochemist and oceanographer who strives to understand the complex interactions between trace elements and organic carbon across diverse ecosystems
He has worked everywhere from the Amazon to the Arctic Ocean
and some of the equipment found in his lab is so sensitive that he and his students must follow strict procedures to prevent the contamination of research samples
“One of the core areas of my research is in coastal environments
chemical and physical gradients shape the movement and transformation of materials
I focus on understanding the processes that drive chemical distributions from rivers to the open ocean — large
dynamic and interconnected systems that are both scientifically fascinating and challenging to study,” said Colombo
“The new building allows me to work at both ends of the spectrum — from ultra-clean trace element analysis to sophisticated organic geochemistry — because it has the proper space and specialized equipment to process a wide variety of samples.”

Construction was overseen by Kjellstrom and Lee and began in 2022
It was built to LEED Silver Certification standards

To stop new pollution from entering the already-impaired Susquehanna River, the Chesapeake Bay Foundation (CBF) filed a court petition raising major concerns about a key permit for the proposed AquaCon salmon farm in Cecil County
CBF believes this permit will not adequately protect water quality
and other key species in the Susquehanna River and Chesapeake Bay.
challenges Maryland Department of the Environment’s (MDE) permit for purge water discharge
Purge water is generated when fish are held for several days prior to harvest to rid them of an off-taste.
MDE’s current permit would allow AquaCon to discharge 1.9 million gallons of purge water per day directly into the Susquehanna—one of the Bay’s largest tributaries that contributes 50 percent of the total freshwater input to the Bay
The property is roughly five miles upriver from the famed Susquehanna Flats underwater grass beds
which provide habitat for many iconic species including American and hickory shad
“Land-based salmon farms are relatively new and unpredictable,” said Paul Smail
“Knowing the prior failures of these types of plants
and that the Susquehanna River is already overloaded with nutrient pollution
MDE’s permit must protect against these risks.”
AquaCon decided to relocate the proposed facility and purchased roughly 160 acres at Port Deposit’s Bainbridge development
a former naval training camp in Cecil County.
Discharge from AquaCon’s facility would contribute to nitrogen
and sediment pollution coming down the Susquehanna River
Too much pollution can promote algae growth and create low-oxygen dead zones
reducing water clarity that underwater grasses in the Susquehanna Flats need to survive
The degradation of these underwater grass beds would be detrimental not only to recreational and commercial fishermen
but also to hunters since many species of waterfowl frequent the area for rest and feeding during their annual migrations.
“The Susquehanna River is already overloaded with nitrogen and sediment pollution that runs off of farms and suburban developments,” said Gussie Maguire
“While we have made tremendous progress reducing that pollution
development pressure continues to strain the health of our waterways
MDE must adequately consider this risk for new
experimental projects like AquaCon.”
The discharge permit for purge water is just one of several permits AquaCon will need to complete this project
Purge water is generated when the fish are held for several days prior to harvest
This process is required to remove geosmin
a protein that gives farm-raised salmon a musty
unpalatable flavor if not removed through the purging process
and any nutrients and sediment it contains
will be dumped directly into the Susquehanna River
restricted only by the terms of the discharge permit.
The permit does require AquaCon to achieve net zero discharge of nitrogen
and sediment pollution entering the Susquehanna
meaning that any release of nutrients must be offset by other reductions elsewhere
the facility is expected to meet that requirement by purchasing nutrient offsets from currently unidentified sources
not by improving the water quality of its purge water discharge.
the existing permits that MDE used as reference for AquaCon’s permit—which were issued to facilities in Maine—have yet to actually operate or have since expired
A final permit must also include AquaCon’s plans for potential catastrophic failure of the plant
which have yet to be made or presented to MDE.
CBF will be working to ensure MDE’s permit is strengthened to adequately consider the imminent threats to the Susquehanna Flats and nearby aquatic habitats.

— A teenager died following a crash in Chesapeake this morning
Police say that the crash occurred between the 300 and 400 blocks of Hanbury Road
Authorities responded to a call regarding a single-car accident at 6:35 a.m
The crash is currently under investigation
and Hanbury Road will be closed between those two blocks until further notice

CHILLICOTHE – A groundbreaking ceremony
was held this afternoon for phase 2 of the State Route 7 Chesapeake Bypass project
The Chesapeake Bypass project has been ongoing for more than twenty years
The $128.5 million phase 2 involves construction of the western half of the Chesapeake Bypass between the SR 527/SR 7 interchange in Chesapeake east to SR 775 in Proctorville
Phase 2 is approximately 6 miles and includes the construction of a 2-lane highway
with some 4-lane sections and truck climbing lanes
There will also be a full interchange at SR 775
A 14-foot-tall concrete noise wall will be placed along the southern edge of the roadway to reduce traffic noise to nearby homes in three areas
including those located in the Brentwood neighborhood
“This project has been a top priority for the region for many years
Not only will it improve safety and mobility for local residents and freight traffic
it will also support economic development and quality of life across Lawrence County,” said ODOT District 9 Deputy Director Michael Dombrowski
construction of the project is being completed in phases
Phase 1 included the construction of a new 4.7-mile
2-lane limited access highway from SR 775 in Proctorville to existing SR 7 in Rome Township
It also included a connection between the 31st Street Bridge (East Huntington Bridge) and existing SR 775 in Proctorville
Improving SafetyThe existing section of SR 7 between SR 527 and SR 775 has numerous private driveway and public road intersections
This section of SR 7 is congested and has high cash rates with between 9,000 and 11,000 vehicles using the roadway every day
there have been 230 crashes in this corridor including 3 fatalities and 4 serious injuries
Nearly half of all crashes on this section of SR 7 were rear-end crashes
Completion of Phase 2 of the project will allow traffic to bypass this high-congestion area
The bypass will also include three emergency access points in the Brentwood Subdivision
and Dogwood Lane for times when the Ohio River floods local roads
The bypass is well above the 50-year flood level meaning travel should not be impacted by flooding on the Ohio River
What’s NextWork to clear vegetation from the right-of-way began last winter
Utility relocation will continue until mid to late July
Crews plan to begin working around County Road 69 (Indian Guyan Road) and head east toward SR 775. All work on the project is scheduled to be completed by the fall of 2028
The detailed project schedule is still in the process of being created
Planning For the FutureTwo additional future phases of the project would upgrade the freeway to four lanes
Funding for phases 3 and 4 has not been committed

while allowing Marylanders to better understand the water quality in their communities
To support the growing aquaculture industry in the state
the bill would streamline the review process for aquaculture leases to promote efficiency and give leaseholders the ability to continue operations while they wait for permit renewals
In recognition of the important ecological role that oysters provide in improving water quality
the bill empowers the Maryland Department of the Environment to authorize oyster restoration projects to be eligible for water quality trading credits to spur more oyster restoration work
