injuries at Pomona Valley Medical Center related to an e-bike accident on Rock Springs Drive between Oakland Way and Rimrock Avenue in Chino Hills according to the Chino Hills Police Department who reported that two boys were on the same e-bike when it crashed The second boy sustained minor injuries and was released at the scene A cardboard sign at the memorial reads: Scott Ni A press release sidewalks which went into effect Jan E-bikes and motorized scooters are already prohibited on city parks and trails Mario Juarez said e-bike safety is crucial for both riders and pedestrians “Always to prevent accidents.” who takes daily walks on Rock Springs Drive “This street has a lot of curves and vehicles tend to travel at high rates of speed,” she said “A person on an e-bike can easily gain effect on January 8 The new ordinance was designed to improve safety for pedestrians and reduce the possibility of accidents caused by e-bikes and motorized scooters by adding public sidewalks to the list of restricted areas for e-bikes and motorized scooters which already includes City-owned open spaces Riders are required to use bike lanes or streets instead of sidewalks when traveling through the City Failure to abide by the Chino Hills Municipal Code (CHMC) or the California Vehicle Code (CVC) may result in significant fines and towing The CVC defines e-bikes as bicycles with an electric motor of less than 750 watts and fully operable pedals while motorized scooters are defined as two-wheeled devices with handlebars E-bikes must disengage when brake functions are applied and use a switch or mechanism that E-bikes and electric motorcycles (e-motorcycles) and e-motorcycles do not meet the requirements of e-bikes including not having pedals and having speed and power limits that Please visit hillsforeveryone.org/PDFs/news/hfe-publications/2018-Wildfire-Study.pdf The City would have learned that no fire that started in the State Park (by Edison every major fire that has burned through the Park has come from the outside — housing we know we cannot stop wind-driven fires until the winds die down All we can do is make it harder for our houses to catch fire and to make it safer for firefighters to try to help I hope the City will be more neighborly when communicating with Park staff the City has been a longtime supporter of the Chino Hills State Park Old timers may remember that the other option for the hills was an international airport Claire Schlotterbeck is the Executive Director for Hills for Everyone and a founder of the Chino Hills State Park She has worked for shown after the city council voted to join the agency Shown in center is executive director Clinton Thacker with Jodi Kroeger the Chino Hills City Council decided to end its longtime relationship with the Inland Valley Humane Society (IVHS) on Tuesday The contract will continue for another two years until it expires and the unincorporated areas of the west end of San Bernardino County to become a member of the Animal Resource Center of the Inland Empire (ARC) ARC will open a temporary animal shelter on July 1 at 1630 Shearwater Street in Ontario and is expected to open a permanent facility in mid-2027 at 13107 Campus Avenue in Ontario across the street from the Chino Auction between Riverside Drive and Chino Avenue Councilman Brian Johsz voted against the proposal stating that he wasn’t comfortable with the City of Ontario holding a 53 percent voting structure on the board of directors compared to 15 percent for Chino Hills Chino will have a 20 percent voting structure The percentage is based on the financial contributions made by each member agency towards ARC capital and operating costs “It’s a lot of money to spend to have one city with a majority,” Councilman Johsz said the city would pay $150,000 for the initial costs for land acquisition and the phase one design which amounts to $12,500 per year for 12 years The city would also pay $150,00 for a truck and horse trailer The total capital cost share would be $8.25 million Operating costs would be $900,000 per year and would be reduced by revenues collected from dog license fees and other fees or fines assessed for shelter operations The revenues will be pooled and allocated based on each agency’s membership percentage IVHS President/CEO Nikole Bresciani told the council her agency is more cost effective with 75 years of experience “We urge you to save taxpayer funds of $8.5 million and not contract with ARC,” she said I felt the meeting was just a formality as there was really no accountability to vetting out the estimated cost to joining ARC when every conversation we have had with city staff has been concerns about our cost to Chino Hills.” Bresciani noted that the majority of the council had wanted a seat on the board of directors at the IVHS “Absent our board being able to grant a seat I was confident the council would choose ARC because of its desire to have control of operations,” she said “This vote was not about lack of service or cost of the contract but a desire for control—and that control is coming at a premium price to the taxpayers.” The IVHS will look forward to remaining the city’s local humane society until July 1 ARC Executive Director Clinton Thacker responded “I don’t have a comment about my thoughts on the decision because we were just there to answer questions,” he said which is off English Road (shown in photo) begin the installation of a recycled waterline Purple pipes and construction material are shown in a staging area on a rainy Thursday morning on English Road Ranch owners and high-water users on English Road and English Place will be able to irrigate with recycled water by the end of the year as the City of Chino Hills continues to expand its recycled water system The new recycled waterline will traverse English Road The project will establish a direct recycled water connection to Ayala High and the school district will extend the recycled waterline onto Litel Elementary School according to Chino Hills Public Works Director Daniel Bobadilla The line will also provide irrigation to English Springs Park Connection points will be provided to every parcel on English Road and English Place should the residents decide to receive recycled water The cost of recycled water per 100 cubic feet is $2.70 compared to potable (drinking) water at $4.51 “Residents who receive recycled water would see an approximate 40 percent reduction in their Tier III potable water volume costs,” he said “I think it’s a great idea anytime reclaimed water can be used,” longtime English Road resident Carol Mann said on Wednesday said she doesn’t have a lot of landscaping on her ranch and at this stage of her life she probably would not take advantage of the program Mann remarked that the construction crews are doing the work efficiently and in an organized approach The anticipated completion date is fall 2025 English Road resident Christian Addicott asked the city council at the Sept 10 meeting if construction would impede deliveries of hay and commercial roll-offs He was also concerned about the possible danger to livestock if water is disrupted He suggested that the city considers burying the electrical lines while the streets are opened up Bobadilla said undergrounding utility lines is not in the city’s jurisdiction and would require a separate trench City spokeswoman Nicole Freeman said access to all properties on English Road and English Place will be maintained throughout construction “City staff is working closely with the contractor to ensure traffic control measures provide sufficient space to accommodate horse trailers The portion of the McCoy Loop that follows English Road may be inaccessible at times or reduced to a very narrow portion of the road that is shared with vehicle traffic with $3.6 million from the city’s water utility fund and $1 million from the American Rescue Plan Act (ARPA) allocated by the incredible photos of his favorite San Bernardino County destination in Chino Hills and is located at 15100 Fairfield Ranch Rd Learn how to describe the purpose of the image (opens in a new tab) Leave empty if the image is purely decorative I am by no means an expert in the financials of housing and rental markets but I have years of experience in being crushed with insane rental rate increases Like so many others in California and other states in our country I live daily with a financial guillotine that rests on my neck as I grapple with grocery prices and the dreaded rent increase which I brace myself for each June when my lease renewal comes up I felt the guillotine press deeper two months ago when my rent increased to $3,100 per month a slew of surprise fees pop up on my service bill such as last year’s $10 charge for the privilege of parking in my own garage I have had to pay $30 a month for a company that picks up my trash from my porch and walks it over to the Waste Management bin so the corporate landlord can “check the box” to comply with the organic waste state mandate 64-gallon Waste Management organics container for the entire complex of 220 units I make a habit of lifting the lid on this container when I walk by and I burst out laughing each time I still have to pay my $28 monthly trash fee—a total of $58 a month in trash fees (double dipping I call it) compared to households in Chino Hills that pay $28.64 per month I just found out today that starting with my next lease renewal a new fee will be added to my monthly rent: a 1GB Internet speed “for only $60 a month.” The declaration came with the usual “we’re so excited to announce” as well as the “assurance” that the new fee will not exceed the rent amount permitted under the California Tenant Protection Act I might as well say the quiet part out loud and hope the consequences won’t haunt me or evict me I live in the Eagle Canyon Apartments in northern Chino Hills at the intersection of Peyton Drive and Chino Avenue one of the largest publicly traded owners and operators of rental apartment properties in the country When I became single in 2014 after living on the wooded Bayberry Drive for decades I visited every apartment complex in Chino Hills and fell in love with Eagle Canyon The complex was built in 1985 so the beautiful trees have had 39 years to mature It feels like I live in a mountain community with towering pines and green slopes that give me a beautiful view from almost every window quiet community with a friendly and attentive property staff and pathways for hiking on the perimeter of the property My rent was $1,700 per month and utilities were reasonable when I moved in but a rapid acceleration began to occur a few years later and ballooned out of control after COVID with my rent increasing well over $100 each year My fellow residents in Chino Hills are seeking night jobs and establishing side hustles to make ends meet It is heartbreaking to see residents evicted after years of living in a rented home and suffering from sticker shock as they look for another place to live Our children are overwhelmed with student debt long after they graduate and buying a home is getting further out of reach Many of my friends in Chino Hills are sacrificing their retirement funds to keep their kids I’ve been subscribing to financial publications as I attempt to understand what is going on but all I see is that rents are showing little signs of easing and that middle and even high-income renters are becoming “rent-burdened.” None of the articles talk about the added “junk fees” such as the garage fee the “valet” trash fee for a fake organics pickup and anything else they can add to the already insanely high rents Equity Residential was named in two lawsuits last year over allegedly participating in a scheme with other landlords to illegally raise prices through the third-party company RealPage Inc that supplies property management software to operators of apartment buildings the Department of Justice filed an antitrust lawsuit claiming that RealPage’s pricing algorithm enables landlords to share confidential competitively sensitive information to align their rents The complaint alleges that in a free market these landlords would otherwise be competing independently to attract renters based on pricing This makes sense but will the end result have any impact on us at all I don’t claim to understand market monopolies and price controls but I think I know price gouging when I see it A teenaged boy was killed in what appears to be a solo ebike crash in Chino Hills Saturday evening on a residential street with bike lanes on either side A 14-year old boy died after being taken to Pomona Valley Medical Center The brief report says neither kid was wearing a bike helmet even though that’s required for anyone under 18 riding a bicycle in California there’s no suggestion that either teen suffered a head injury the report clearly states they were on a bicycle This was at least the 12th bicycling fatality in Southern California this year and the second that I’m aware of in San Bernardino County At least four of those victims were riding ebikes Δdocument.getElementById( "ak_js_1" ).setAttribute( "value" This site uses Akismet to reduce spam. parking structure proposed by Calvary Chapel Chino Hills on its 12-acre campus was narrowly approved by the Chino Planning Commission in a 4-3 vote on Nov and Vincent Lopez voted against the project Commissioner Lewis said he was concerned that the parking structure which he said will be the first of its kind in Chino will set a precedent for developers seeking to build large parking structures Commissioner Fraga said if the project is allowed Chino may have five-story parking structures popping up everywhere Commissioner Vincent Lopez said there is no place for students to exercise besides a basketball court and two small play areas The parking structure will serve the school and the church The school was approved by the Planning Commission in 2001 as part of the church facility but was church’s eastern parking lot and the parking structure will be built on the eastern parking lot The school will have a full basketball court Commissioner Kevin Cisneroz said the project would be a good fit on the southern corner of the property where it would be surrounded by commercial buildings to the east and open space to the south the property will have a total of 1,137 parking spaces Developer Mark Bergman said the parking structure is designed at the maximum height allowed and will resolve some of the traffic issues in the area 200 to 250 cars are parked off site at the nearby congestion at Eucalyptus and Pipeline will be horrendous The church experienced a surge in numbers during COVID by keeping its doors open attracting thousands of people from other counties High-profile guests often make an appearance causing traffic slowdown in the area of Eucalyptus and Pipeline avenues longtime pastor of Calvary Chapel Chino Hills Church representative Austin Andrade responded to the commissioners’ concerns about evacuation plans by stating the school has a plan in place and evacuation drills are done regularly for the children’s ministry Andrade’s comments that he attended Chino schools growing up and is proud of the City of Chino I love that you attended our lovely public schools in Chino and are proud of that but I don’t know if this giant private school plan with back-up solutions to manage traffic and to establish a 120-day review period for the parking and queuing plan two in support of the project and two opposed Kimberly Thompson said the school will raise a new generation of good citizens who know their constitution and history Commission chairman Jimmy Alexandris said the school will provide more options for parents looking for places to send their children “This school is a great alternative for many of us in the community,” he said Art Bennett has been selected mayor by his colleagues on the Chino Hills City Council Art Bennett was selected by the Chino Hills City Council on Nov His first official public ceremony will be tonight (Dec 7) for the tree lighting ceremony over which he will preside at 6:15 p.m This will be his fourth term as mayor and his fifth term on the council The position is rotated in Chino Hills every year Bennett’s top three goals is to establish alternate funding solutions to address the ongoing landscape and lighting subsidy “I will be considering several broad fiscal goals beyond just the lighting and landscaping issue by managing expenses and evaluating any new previously untapped revenue sources to increase city revenues,” he said His second goal is the completion of the new fire station 68 on Soquel Canyon Parkway and Pipeline Avenue and the third is ensuring that the city’s aging infrastructure and public amenities are addressed in a timely manner to maintain the quality of life residents expect in Chino Hills “This includes the long-term goal of maintaining and improving public safety,” he said Another community issue he would like to see completed is the additional Community Center and splash pad in the southern portion of the city at Pinehurst Park He said communication and personal involvement are very important measures of effective leadership “I love this city and I will make it a major goal to improve communication with all our residents through the press and social media use specifically targeting our senior community and any other demographic groups in our diverse city to ensure their voices are heard and concerns are addressed,” the mayor said public awareness are Palestinian protestors carrying a banner While residents were busy preparing and staging their boats on Shoppes Drive in anticipation of the Chino Hills Boat Parade another “parade” was forming on the opposite side of the route heading northbound on Peyton Drive The procession of 40 people left their post in front of the Ayala High marquee immediately after the police closed Peyton at 6:30 p.m. and posters with messages like “Did You Know Jesus was born in Bethlehem?” and “Jesus weeps for Gaza” as they played Christmas songs They also carried a large banner with as many names of children as would fit that were killed when bombs from Israel flattened their homes The crowd lining the parade route said nothing as the procession continued to City Center Drive but as the participants turned around to head back to Peyton a man began booing and shouted: “If you don’t like our country get out of here.” A protestor carrying a couple of Palestinian flags shouted back Zionist,” and ran towards the sidewalk where the man continued to shout The protestor repeatedly shouted the f-word as others in the procession restrained him The group returned to the marquee in front of Ayala High where they projected a video of children being pulled out of the rubble in Gaza and chanted as elected officials came into view on Peyton Drive A deputy informed some of the protestors who stepped into the street to return to the sidewalk is hosted by the City of Chino Hills in partnership with the Chino Hills Kiwanis Club beginning on Shoppes and Boys Republic drives Chino Hills Police Lieutenant Mario Juarez said the protestors were within their First Amendment rights even though the street was closed off “The boat parade is open to the public and they were allowed to protest,” he said If the group blocked the parade or the sidewalks the police would have given an order to disperse and given them ample time to leave riding in a 1922 Ford Model T convertible with his wife Nikki said it was rude and insensitive of the protestors to use a joyous occasion like a holiday Christmas parade to protest “I was saddened that the protestors put a damper on the parade when children and parents were there to enjoy it,” he said and has been organizing the protests at Chino Hills City Council meetings for the past year said people seem to forget there are Palestinian Christians who are not able to celebrate Christmas he would be buried under the rubble like all the thousands of children in Gaza,” she said adding that Jesus was born in Palestine in the town of Bethlehem Sheran Voigt of the Chino Hills Kiwanis Club said the boat parade was fantastic and so was the turnout “The parade is a tradition in Chino Hills and brings the community together every year,” she said Rolling Ridge Elementary School participated for the first time showcasing its Tall Flag performers The Ayala High School band and color guard led the parade who has participated for decades winning multiple awards continued the tradition in honor of their granddaughter Cheyenne Broswell who died of cancer at the age of 9 in 2009 The parade was founded by three men who wanted to spoof the incorporation of the city with a waterless boat parade in 1991 They concocted the idea while drinking beer under a tree the only co-founder who still lives in Chino Hills The men hitched decorated boats to their vehicles and ventured into the neighborhood on a December night Santa Claus drank Peppermint Schnapps from a flask and flung candy to excited children who ran out of their houses as Alvin and the Chipmunks music blared The parade was taken over by the Chino Hills Kiwanis Club in 1996 with support from the late Mayor Jim Thalman Candy-throwing remains a staple and the PrimeWash Express Car Wash received approval from the Chino Hills Planning Commission last year to build at the southwest corner of Ramona Avenue and Chino Hills Parkway The applicant asked the City of Chino if it would allow a connection to its sewer line because it is only 200 feet away while the sewer line in Chino Hills is 1,200 feet away Assistant City Engineer Jesus Plasencia said a connection to Chino Hills would cost more and require Caltrans approval because it will run under the 71 Freeway The council was apparently swayed by Sam Sousa a Chino resident and partner of All American Express Car Wash who said PrimeWash will be a direct competitor for his business Sousa said it would be unfair to allow PrimeWash to discharge wastewater in Chino’s sewer “The only reason this request has been made is to save the property owner money,” Mr “They should have known where the sewer hookup was for Chino Hills when they made the agreement We feel the City of Chino has a duty for an audit of the Chino Hills State Park for information on weed abatement and general maintenance requirements The city is working on a joint-legislative advocacy trip to Sacramento with officials from the City of Brea and the Chino Valley Fire District to press legislators to lean on State Park officials for an answer The matter was discussed Wednesday afternoon during the Chino Hills Legislative Advocacy Committee meeting held at city hall with lobbying firm Townsend Public Affairs consisting of Councilmen Brian Johsz and Peter Rogers meets on a regular basis with the lobbying firm and city clerk’s office to establish relationships with elected officials and legislative staff on legislation and matters that affect the city Councilman Johsz said the intent of the visit to Sacramento is to find out what the State of California is doing to reduce fire risks in the 14,300-acre park He said the Blue Ridge Fire in 2020 and the Freeway Complex Fire in 2008 both swept through the State Park which abuts residential communities “It would be great to know if there are any mitigation plans for the State Park where wildfires could impact thousands of residents in Chino Hills and Brea,” Councilman Johsz said Councilman Peter Rogers said the State Park is not doing the type of mitigation other cities are doing “I’m surprised that State Parks hasn’t realized that those fires that race through the park can be mitigated with weed abatement,” he said The news about the trip to Sacramento and a potential audit took State Park official Kelly Elliott by surprise said neither the park manager nor the state has been approached by Chino Hills or Brea to discuss the issues of general maintenance and weed abatement “Nobody has requested a meeting with me,” she said “Requests to the state come back directly to me Elliott said the park is closed for safety during red flag conditions due to the complexity of evacuating visitors that might be in the park She said the more than 14,000-acre park includes a “robust weed abatement program.” natural resources staff focuses on the elimination of non-native invasive species on a regular basis Councilman Johsz said the Los Angeles area fires in January spurred the city’s effort to take action “We saw how things went when agencies didn’t communicate with each other,” he said “We want everybody to be on the same page.” This hydro-pneumatic tank boosts power to six homes on Canon Lane Emergency work was approved to upgrade the electrical panel so a portable generator can be plugged in Residents can view the Chino Valley Fire District’s “Ready, Set, Go” emergency plan at chinovalleyfire.org and search “Ready Set Go.” Horrific scenes of the Los Angeles area fires that destroyed 12,000 homes and structures and at least 40,000 acres have prompted Chino Hills and fire officials to re-examine emergency and evacuation plans and the impact of extended power shutoffs on residents Residents spoke up at Tuesday’s council meeting and the Carbon Canyon Fire Safe Council experienced a surge of participants at its Zoom meeting Wednesday night at which Brea and Chino Hills fire officials participated One of the biggest concerns was when six homes on Canon Lane in Carbon Canyon experienced low or no water pressure after an extended Public Safety Power Shutoff (PSPS) by Southern California Edison (SCE) “With SCE’s power shutoffs becoming more frequent opportunities for improvement presented themselves during the wind event of the week of Jan 5,” Chino Hills Public Works Director Daniel Bobadilla said Bobadilla said the power shutoff affected a hydro-pneumatic tank that boosts pressure to the six homes “Emergency work was approved to upgrade the electrical panel at the site so a portable generator can be plugged in to power the site during future PSPS events,” Mr “City staff is working with a contractor to engineer and perform the work.” He said the exact time the work will be completed is yet to be determined “City staff takes this loss of pressure to these six homes very seriously and is working diligently to correct this deficiency,” he said Bobadilla explained that a hydro-pneumatic tank stores water under pressure and helps maintain consistent water pressure throughout the water system reducing the need for constant pump operation the hydro-pneumatic tank provides efficient water supply to quickly meet system demand Various areas of Chino Hills were impacted by PSPS which prompted many residents to purchase generators Chino Hills resident Doug McCormick told the council the recent wind event blew tree branches He said this “ritual” occurs at least three or four times a year due to the city slope behind his house which he said is not adequately maintained by the city Ansel Zhao said the open space behind her house is minimally maintained and presents a fire hazard “Flying embers would burn the whole thing up and none of our houses will be safe,” she said this has to be the top priority of the city.” Chino Valley Fire District Chief Dave Williams said the fire district has a very robust brush clearance program “Our inspectors go out and identify areas that need to be abated If the parcel owner doesn’t clear the weeds Chief Williams said the key action everyone can take is to reduce any kind of vegetation or items that would fuel a fire and create a defensible space around their homes In response to questions from Councilman Ray Marquez about water capacity and fire hydrants Bobadilla said there are 18 reservoirs strategically located around the city with a capacity of 39 million gallons of water “Anytime we have a wind event or emergency “If there is a need to tap into our water system to fight a wildfire or structural fire there will be enough capacity and pressure to do so.” He said there are 2,800 fire hydrants in Chino Hills which are inspected on a cycle of every four years we will inspect them more frequently and update that program.” Councilman Brian Johsz said everyone has emergency preparedness on their minds “We hear about stories of people running out of their homes with nothing in their hands,” he said “Make sure you are ready to leave with your plans in hand,” he said “Digitize your birth certificates and other documents.” An emergency plan for residents called “Ready, Set, Go” is available on the Chino Valley Fire District website.
