Kooiman was joined by a group of supporters wearing green shirts

Kooiman had submitted a proposal to the county last June with commercial real estate broker Eric Fikse and has been meeting with county officials since that time
Lizarraga shook hands and hugged his supporters
He told the Champion there was no conflict of interest involved

“Just after Christmas I was sent a couple of unsolicited remixes of Songs of a Lost World tracks and I really loved them

This curiosity resulted in a fabulous trip through all eight songs by 24 wonderful artists and remixers and is way beyond anything I could have hoped for
Giving our recording royalties from the project to War Child helps make Mixes of a Lost World an even more special release.”
Songs of a Lost World was released in November. It marked the Cure’s first studio album since October 2008’s 4:13 Dream.

Last month, the Cure announced Mixes Of A Lost World, a remix album for last year’s Songs Of A Lost World. The first previews were Four Tet’s remix of “Alone” and Paul Oakenfold’s remix of “I Can Never Say Goodbye.” Now
we get to hear Deftones’ Chino Moreno remixing “Warsong.”
This isn’t the first time Moreno and the Cure are joining forces; in 2023, Robert Smith guested on “Girls Float † Boys Cry” by Moreno’s side project ††† (Crosses)
Mixes Of A Lost World arrives next month and features remixes by Mura Masa

“My idea with this remix was to strip it back slightly of its organic instrumentation and bring in ridged

A remix of goth rock icons The Cure‘s track “Warsong” done by Chino Moreno of Deftones
That reworking of the song is part of a three volume set which remixes The Cure‘s 2024 comeback album
Moreno and The Cure frontman Robert Smith are by no means strangers. Deftones covered The Cure‘s “If Only Tonight We Could Sleep” years ago, with Smith later remixing the “White Pony” track “Teenager“
That version appeared on the “Black Stallion” companion album that arrived in celebration of the 20th anniversary of “White Pony” back in 2020
Smith and Moreno most recently linked up on Crosses‘ 2023 album, “Goodnight, God Bless, I Love U, Delete.“, with Smith guesting on the song ““Girls Float † Boys Cry“
Moreno‘s version of “Warsong” will appear on the third volume of “Mixes Of A Lost World“
which is headed for a June 13th release date

Deftones leader Chino Moreno has shared his own version of The Cure‘s ‘Warsong’
The cover arrives as part of the remix record of The Cure’s Songs of a Lost World
It’s called Mixes of a Lost World and also features Four Tet’s remix of the band’s ‘Alone’
as well as offerings from the likes of Mogwai
Chino Moreno’s new offering is the latest to arrive
While not too dissimilar from the original
it offers a more uncompromising take on the song
“I chose ‘Warsong’ to remix as it’s one of those slow-building
brooding musical pieces that have always drawn me into The Cure’s music,” Moreno said
“My idea with this remix was to strip it back slightly of its organic instrumentation and bring in ridged
mechanical percussion and some down-pitched vocals aimed to bring forth the cold/dystopic feel of the song while maintaining the core beauty of what existed.”
Chino Moreno and Robert Smith previously joined forces when Smith shared his remix of ‘Teenager’ in 2020 for Deftones’ White Pony remix album
Smith previously said that the remix project began just after Christmas when he received “a couple of unsolicited remixes” and “really loved them.”
He continued: “The Cure has a colourful history with all kinds of dance music
This curiosity resulted in a fabulous trip through all eight songs by 24 wonderful artists and remixers and is way beyond anything I could have hoped for.”
Mixes of a Lost World will be released as a three-CD or vinyl LP deluxe edition, while a standard two-CD or vinyl LP edition will also be available. (A full track list for the deluxe edition is below.) The album is available to pre-order now
and the Cure will donate all of their recording royalties from the project to War Child UK — a cause that
made Mixes “an even more special release.”
Rolling Stone UK is published by Stream Publishing Ltd
It follows on from Robert Smith sharing a remix of Deftones’ ‘Teenager’ back in 2020
Deftones frontman Chino Moreno has shared a “cold, dystopic” version of The Cure’s ‘Warsong’
the latest preview of the record has been shared in the form of a ‘Warsong’ cover
the new version captures the same charm and atmosphere as seen in the original track
although it adds a slightly more sinister feel
It peels back the layers of the ‘Songs Of A Lost World’ version to deliver a harsher
In a five-star review of ‘Songs Of A Lost World‘ – which went on to be named one of our Best Albums Of 2024 – NME wrote: “Merciless
but there’s always enough heart in the darkness and opulence in the sound to hold you and place these songs alongside The Cure’s finest
“The frontman suggested that another two records may be arriving at some point

(KABC) -- All westbound lanes of the 60 Freeway were shut down for hours in the Chino area Monday morning after a crash that left two people dead

The National Day of Prayer will be celebrated in both Chino and Chino Hills on Thursday
The theme is “Pour Out to the God of Hope and Be Filled” based on Romans 15:13
Calvary Chapel Chino Valley is one of the organizers of the event to be held at noon on the front lawn of City Hall
The gathering will include small group prayer for leaders
Calvary Chapel Chino Valley will also have a 7 p.m

Dessert and coffee will follow the service

Despite having a two-year budget designed to allow the Chino City Council and staff to focus on long-term planning
the city’s general fund is in a $6.3 million deficit
to say the least,” Mayor Eunice Ulloa said at Tuesday’s council meeting
“We’re going to have to roll up our sleeves and tighten our belt.” The council voted 4-0 to approve a $7 million transfer to the general fund
to address what is being described by staff as “an urgent need.”
The deficit was discovered after the City Council approved the mid-term budget on Jan
said the deficit is driven largely by a $15.8 million reduction in development impact fees due to delays in multi-unit development projects such as the 298-unit Chino Creek Apartments which will be built on Chino Hills Parkway in the vicinity of The Commons
a 200-unit apartment complex proposed on the northeast corner of Chino Hills Parkway and Ramona Avenue
and the controversial 267-unit Eden development proposed on the northwest corner of Euclid and Schaefer avenues
Sao said there is an unusually high amount of one-time expenses this year
She also said more expenses are coming up before June that are not included in this budget projection
City Manager Linda Reich said one of the upcoming expenses is a $1.5 million payment to Caltrans
which according to a staff report is due to staff missing multiple contract renewals related to the Pine Avenue connector project
the council approved $3 million in expenses that were not included in the mid-term budget analysis
including $2 million for the Ayala Park softball fields project
and $620,440 for the 60 Freeway landscape maintenance agreement
“We have a lot of large item appropriations and a reduction in revenues
so the current fiscal year’s operation will end in a deficit,” Ms
Mayor Ulloa said the project delays have hit the budget hard
“It raises a flag to all of us that one day when we’re built out
we’re not going to have those development services incomes coming in,” she said
“We cannot rely on those kinds of fees to sustain us.”
The mayor also mentioned a “big expense” coming up
but said she was hesitant to talk about it and did not return the Champion’s call to discuss it
“We clearly knew some of the large developments were not going to come to fruition,” Councilperson Karen Comstock said
She requested that budget numbers be brought to the council before decisions are made on projects
Chino Hills State Park has stunning views in the springtime
The City of Chino Hills recently expressed concern about fire mitigation efforts at the State Park
going so far as wanting to visit Sacramento and request an audit
It would perhaps have been more informative if the city had contacted anyone in authority at the Park to ask questions directly
The City could also have learned something from the Park’s Fire Management Plan which was signed off by Chino Valley Fire District Chief Dave Williams in 2023
By asking questions rather than jumping to the conclusion that the Park is not doing enough
the City would have been relieved to learn that it has actually done a good job in planning
the County knew the State Park was coming and planned for it
keeping housing away from the proposed Park boundary
Chino Hills has planned sufficiently well that only one neighborhood is really close to the State Park
all neighborhoods in Chino Hills are adjacent to privately owned open space
If the City has concerns about defensible space
even extensive habitat clearance cannot stop a wind-driven fire where embers can jump miles ahead of the flame front
The one area where the Park is close to homes is at the Park entrance at Elinvar and Sapphire and that boundary is separated by a road
the land immediately adjacent to the road is owned by the City of Chino Hills where they have actually added vegetation and flammable wood chips as ground cover
Finally, the City could have also referenced our Fire Study from 2017 to learn the history and origins of fires in the hills. Please visit hillsforeveryone.org/PDFs/news/hfe-publications/2018-Wildfire-Study.pdf
The City would have learned that no fire that started in the State Park (by Edison
every major fire that has burned through the Park has come from the outside — housing
we know we cannot stop wind-driven fires until the winds die down
All we can do is make it harder for our houses to catch fire and to make it safer for firefighters to try to help
I hope the City will be more neighborly when communicating with Park staff
the City has been a longtime supporter of the Chino Hills State Park

Setting up a captive requires heavy lifting
So when the New Mexico County Insurance Authority formed its own captive
city risk manager Taylor Horst relied on John Chino to get the job done
after helping us get the resources marshaled to set up a captive insurance company
John worked to connect us with the resources within his firm necessary to put in place a reinsurance structure for the new captive,” Horst said
John even went as far as to put me in contact with an attorney who took us through the private letter ruling process.”
This effort — and Chino’s connections — led the IRS to issue a private letter ruling that the county associations’ captive doesn’t have to pay federal income taxes
Chino’s connections and endless trove of resources make him a standout broker for many clients: “You hear the terms ‘lawyer’s lawyer’ or ‘doctor’s doctor.’ John — he’s the broker’s broker,” said Derek Bryan
Chino makes himself a resource for his clients: “His superpower really is knowing his stuff but then also being able to teach it so others can understand,” said Deborah Callahan
he showed Callahan’s pool the value in taking its sexual abuse and molestation claims from occurrence to claims made
he had to educate the board on what that meant
John worked to help the board understand the intricacies of moving from occurrence to claims made,” said Callahan

Risk managers have one primary goal: managing today’s toughest risks by utilizing the best insurance options available
Traditional policies such as general liability
workers’ compensation give risk managers the basis for coverage and provide peace of mind should a loss or claim arise
The savvy risk manager knows that an effective coverage plan also requires flexibility and adaptability
That’s why many look to alternative risk solutions to bolster their risk management strategies
“Alternative risk solutions can help risk managers strike the balance between control and adaptability in their risk management solutions,” said Robert Curtis
offer an extra layer of control and range in terms of coverage and protection that go beyond traditional insurance to help businesses more effectively manage and transfer risk
were created in direct response to client feedback
meaning they have been created with clients’ specific risks and needs in mind
For those looking at ARS as a risk a management tool
it’s important to understand the benefits they provide for businesses
the importance of engaging with insurance partners
and how organizations can initiate ARS strategies to deliver enterprise value and build corporate resilience
ARS offer a level of flexibility for businesses
That’s because they are designed to adapt to the individual client’s needs
offering innovative and custom-built options to enhance risk management strategies
These types of solutions also give businesses an opportunity to allocate funds where they are most needed
Every business operates on a budget; having the ability to really look at where money is going and make sure it’s being utilized where it’s needed most is paramount
“As risk managers aim to control and mitigate risks effectively
ARS can help introduce flexibility into risk management strategies
enabling companies to adapt—and even thrive and hold a competitive advantage,” Curtis said
more complex organizations truly benefit from ARS due to their intricate risk profiles that require sophisticated solutions
Incorporating ARS into the mix enables a more granular view on managing those risks
“International operations are prime candidates
due to the variety of risks they face across different jurisdictions and markets
That kind of risk profile necessitates flexible risk solutions and that out-of-the-box thinking that comes with alternative risk solutions,” said Curtis
He also noted that those looking into ARS are often businesses that possess a degree of risk management sophistication
These operations already utilize traditional risk strategies but turn to ARS to become more innovative in their approach
The important question risk managers should be asking
is which ARS is the right fit for the risk
it’s not “one size fits all.” There are different program types to consider
customizable and strategic risk transfer option
structured solutions are designed to focus on a single product line over multi-year agreements
“These solutions are often very bespoke
meaning they will be tailor-made for the specific organization looking into the structured solution,” Curtis explained
This type of solution is structured so that it can meet the client’s capital needs and adjust to the “peaks and valleys,” as Curtis put it
The main goal is to help manage volatility in the market while creating capital efficiency
Parametric solutions are becoming more popular thanks to the inherent transparency built into its ARS model
This type of coverage activates based on predefined parameters
such as weather-related perils or cyber events
ensuring faster payouts in the event of a claim
Not only are the activation criteria clearly outlined
but the data used to measure and determine payout amounts is also specified upfront
This level of clarity and efficiency makes parametric solutions an appealing option for policyholders seeking prompt and reliable financial support
“Parametric agreements have known triggers built into the coverage
the insured already knows what to expect,” Curtis said
Insurers have also been looking at parametric to expand into new markets and risk areas where non-physical damage risk are prevalent for clients
“As data collection continues to increase at an exponential rate
the ability to expand development and customization on parametric programs to reduce basis risk grows with each new program,” Curtis said
Captives are a solid ARS option for businesses looking to manage and insure their own risks
but they are experiencing an uptick in interest for some of today’s more pressing risks
Curtis noted more companies are looking at captives to manage their cyber exposers or their supply chain risk—two areas where they might be running into coverage obstacles in the traditional marketplace
if they are using the captive to insure some of these more prominent risks
is there a different way to buy reinsurance,” he said
“Here’s where we’re seeing activity as more captive owners look to evolve their captives moving forward.”
integrated solutions cover multiple lines of coverage with a shared limit
integrated solutions can ease the administrative burden and provide clarity of coverage
contributing to their growth in popularity among clients
They can also act like a comprehensive umbrella policy that encompasses multiple lines of coverage
This approach not only promotes efficient capacity by allowing shared limits across various lines
requiring only one renewal every three years instead of managing multiple
“Instead of buying a separate tower for casualty and financial lines
clients will turn to integrated solutions to buy a shared limit
It turns into a more efficient way of buying capacity and having more stable capacity over time,” Curtis shared
It’s important that businesses choose the right ARS that fits their needs
Curtis recommends that risk managers place three key strategies at the forefront of their decision making: being open-minded
and taking a collaborative approach to development
“Risk managers should remain open to exploring ARS
looking at both the traditional and non-traditional options as part of their overall risk management strategy,” he said
Communicating with stakeholders and having transparent conversations around ARS will give everyone a better understanding of the end goal
When engaging with C-suite executives and board members
it is essential for risk managers to articulate the potential benefits of adopting these solutions
including cost savings and capital management
“Risk managers need to be able to communicate how these programs are going to work internally and the value they bring to the business,” noted Curtis
Effective communication will lead to collaboration
because the groundwork will be laid in those early conversations around ARS benefits
Working together with the internal team and external insurance partners will result in the best outcome
“By co-creating a solution with a client
we can ensure that the program effectively meets its risk management needs today and evolves as the organization and its needs change
These solutions are designed to be dynamic
so they continue to be relevant and impactful over time,” explained Curtis
Different ARS bring different solutions to the table
The right insurance partner will help its client achieve its ARS goals while addressing any risk management questions that arise along the way
the alternative risk solutions team is always thinking about what their clients need
The insurer recognizes the risk environment is always changing
The demand to find better solutions for long-standing resilience is paramount
and ARS can give clients a risk management boost
“Our ARS team was established in direct response to client feedback that highlighted the need for customized solutions that reflect these dynamics
We listen to our clients and recognize that as the risk environment becomes more volatile
our clients need different options to take on tomorrow with confidence,” said Curtis
Curtis and his team can work deals anywhere around the globe
They also come with extensive knowledge of international risks that need to be addressed
making the ARS underwriting process run smoothly
“When I’m developing a program
I make a point to reach out to our local underwriters
They know what that specific area’s risks are and what will help the client
It’s a truly collaborative partnership with Liberty,” he said
And that collaboration benefits clients who are looking to hone in on their risks and find customized solutions through ARS offerings
“If a client comes to us with a problem they’re trying to solve
we can co-create a customized program that works best for them,” said Curtis

I am by no means an expert in the financials of housing and rental markets but I have years of experience in being crushed with insane rental rate increases
Like so many others in California and other states in our country
I live daily with a financial guillotine that rests on my neck as I grapple with grocery prices
and the dreaded rent increase which I brace myself for each June when my lease renewal comes up
I felt the guillotine press deeper two months ago when my rent increased to $3,100 per month
a slew of surprise fees pop up on my service bill
such as last year’s $10 charge for the privilege of parking in my own garage
I have had to pay $30 a month for a company that picks up my trash from my porch and walks it over to the Waste Management bin so the corporate landlord can “check the box” to comply with the organic waste state mandate
64-gallon Waste Management organics container for the entire complex of 220 units
I make a habit of lifting the lid on this container when I walk by and I burst out laughing each time
I still have to pay my $28 monthly trash fee—a total of $58 a month in trash fees (double dipping I call it) compared to households in Chino Hills that pay $28.64 per month
I just found out today that starting with my next lease renewal a new fee will be added to my monthly rent: a 1GB Internet speed “for only $60 a month.” The declaration came with the usual “we’re so excited to announce” as well as the “assurance” that the new fee will not exceed the rent amount permitted under the California Tenant Protection Act
I might as well say the quiet part out loud and hope the consequences won’t haunt me or evict me
I live in the Eagle Canyon Apartments in northern Chino Hills at the intersection of Peyton Drive and Chino Avenue
one of the largest publicly traded owners and operators of rental apartment properties in the country
When I became single in 2014 after living on the wooded Bayberry Drive for decades
I visited every apartment complex in Chino Hills and fell in love with Eagle Canyon
The complex was built in 1985 so the beautiful trees have had 39 years to mature
It feels like I live in a mountain community with towering pines
and green slopes that give me a beautiful view from almost every window
quiet community with a friendly and attentive property staff
and pathways for hiking on the perimeter of the property
My rent was $1,700 per month and utilities were reasonable when I moved in
but a rapid acceleration began to occur a few years later and ballooned out of control after COVID with my rent increasing well over $100 each year
My fellow residents in Chino Hills are seeking night jobs
and establishing side hustles to make ends meet
It is heartbreaking to see residents evicted after years of living in a rented home and suffering from sticker shock as they look for another place to live
Our children are overwhelmed with student debt long after they graduate and buying a home is getting further out of reach
Many of my friends in Chino Hills are sacrificing their retirement funds to keep their kids
I’ve been subscribing to financial publications as I attempt to understand what is going on but all I see is that rents are showing little signs of easing and that middle and even high-income renters are becoming “rent-burdened.” None of the articles talk about the added “junk fees” such as the garage fee
the “valet” trash fee for a fake organics pickup
and anything else they can add to the already insanely high rents
Equity Residential was named in two lawsuits last year over allegedly participating in a scheme with other landlords to illegally raise prices through the third-party company RealPage Inc
that supplies property management software to operators of apartment buildings
the Department of Justice filed an antitrust lawsuit claiming that RealPage’s pricing algorithm enables landlords to share confidential
competitively sensitive information to align their rents
The complaint alleges that in a free market
these landlords would otherwise be competing independently to attract renters based on pricing
This makes sense but will the end result have any impact on us at all
I don’t claim to understand market monopolies and price controls but I think I know price gouging when I see it
Officials representing the Animal Resource Center of the Inland Empire are shown after the city council voted to join the agency
Shown in center is executive director Clinton Thacker with Jodi Kroeger
the Chino Hills City Council decided to end its longtime relationship with the Inland Valley Humane Society (IVHS) on Tuesday
The contract will continue for another two years until it expires
and the unincorporated areas of the west end of San Bernardino County
to become a member of the Animal Resource Center of the Inland Empire (ARC)
ARC will open a temporary animal shelter on July 1 at 1630 Shearwater Street in Ontario and is expected to open a permanent facility in mid-2027 at 13107 Campus Avenue in Ontario across the street from the Chino Auction between Riverside Drive and Chino Avenue
Councilman Brian Johsz voted against the proposal
stating that he wasn’t comfortable with the City of Ontario holding a 53 percent voting structure on the board of directors compared to 15 percent for Chino Hills
Chino will have a 20 percent voting structure
The percentage is based on the financial contributions made by each member agency towards ARC capital and operating costs
“It’s a lot of money to spend to have one city with a majority,” Councilman Johsz said
the city would pay $150,000 for the initial costs for land acquisition and the phase one design
which amounts to $12,500 per year for 12 years
The city would also pay $150,00 for a truck and horse trailer
The total capital cost share would be $8.25 million
Operating costs would be $900,000 per year and would be reduced by revenues collected from dog license fees and other fees or fines assessed for shelter operations
The revenues will be pooled and allocated based on each agency’s membership percentage
IVHS President/CEO Nikole Bresciani told the council her agency is more cost effective with 75 years of experience
“We urge you to save taxpayer funds of $8.5 million and not contract with ARC,” she said
I felt the meeting was just a formality as there was really no accountability to vetting out the estimated cost to joining ARC when every conversation we have had with city staff has been concerns about our cost to Chino Hills.”
Bresciani noted that the majority of the council had wanted a seat on the board of directors at the IVHS
“Absent our board being able to grant a seat
I was confident the council would choose ARC because of its desire to have control of operations,” she said
“This vote was not about lack of service or cost of the contract but a desire for control—and that control is coming at a premium price to the taxpayers.”
The IVHS will look forward to remaining the city’s local humane society until July 1
ARC Executive Director Clinton Thacker responded
“I don’t have a comment about my thoughts on the decision because we were just there to answer questions,” he said
— The Anderson Union High School District is well known for its opposition of California's SAFETY act
a law designed to protect LGBTQ students from being outed to their parents
alongside the Chino Valley Unified School District
argues that the act infringes on parental rights
Anderson Union High School District filed a lawsuit against the state
claiming the Safety Act violates parental rights by allowing students to conceal their sexual orientation or identity
The case is currently pending a judge's decision
according to lawyers from the Liberty Justice Center
the Chino Valley Unified School District recently concluded a similar legal battle
The state of California did not appeal a court decision that upheld Chino Valley's authority to notify parents when their children request changes to their official or unofficial records
The Liberty Justice Center has declared a victory for parental rights
although admitted that both sides of this legal battle had separate wins and losses
senior legal counsel at Liberty Justice Center says
"The win looks like Chino Valley being able to notify parents in a roundabout way but still being able to know about when their child changes their records
and keeping parents involved in their children's lives."
not everyone agrees with parent notification policies at school
expressed concerns about the implications for teachers
"There's so many moving parts to how do you force a teacher to do that," Stevens said
"What disciplinary action happens to a teacher for not doing that
The policy has to then include what happens to a teacher or staff member who doesn't follow that policy."
The legal battle began in August 2023 when Attorney General Rob Bonta sued to prevent schools from forcibly outing students regarding pronoun and name changes
the Superior Court of California required Chino Valley Unified School District to update its policy
The revised policy maintains the district's requirement to notify parents within three days after a child's request for a record change but removed language that required staff to notify parents when a student uses a different name
or facilities that differ from their sex at birth
The court argued that this part of the policy violated the U.S
Constitution's Equal Protection Clause and was discriminatory
Chino Valley Unified School District will continue to use its revised parental notification policy
the Anderson Union High School District's case with the Liberty Justice Center awaits a judge's decision
