Programs from within SDSU’s School of Nursing and SDSU Global Campus will expand to the City’s Millenia Library building.
The Chula Vista City Council Tuesday unanimously approved a Letter of Intent with San Diego State University to bring SDSU School of Nursing and SDSU Global Campus programs into the lower level of the city’s Millenia Library building
The new partnership will bring in-demand higher education opportunities long sought in Chula Vista
The Letter of Intent contains key deal points for SDSU to enter into a 10-year lease agreement with the city for $1 annually.
“Chula Vista has worked diligently for decades to bring university programs to the City,” said Mayor John McCann
we welcome high-demand academic programs in nursing and continuing education for our South County residents.”
SDSU will occupy more than 7,000 square feet on the lower level of the Millenia Library building
which is expected to be completed next year
The city will fund all tenant improvements in the SDSU space.
Multiple academic programs from the SDSU School of Nursing are expected to operate in the space
including the Bachelor of Science in Nursing (BSN) program
a transfer pathway with Southwestern College’s Associate Degree in Nursing (ADN) to SDSU’s BSN program
and SDSU’s Doctor of Nursing Practice (DNP) Advanced Practice Program
which offers a variety of lifelong learning classes
SDSU President Adela de la Torre said SDSU is thrilled to support the City of Chula Vista's vision to establish a university presence in the South Bay.
“This effort aligns perfectly with SDSU’s mission of expanding access to education to students and strengthening our longstanding partnerships with local schools,” de la Torre said
“By offering highly sought after degrees and workforce programs
we reaffirm our commitment to delivering a highly skilled workforce in the region
I extend my deepest gratitude to the leadership within the City of Chula Vista
and Assemblymember David Alvarez for their dedicated advocacy in support of this transformative initiative.”
Alvarez played a key role in establishing the City of Chula Vista-SDSU partnership by securing $25 million in state funding for the construction of the Millenia Library
with the intent of bringing higher education to South County
“I was proud to secure $25 million in the state budget for the Millenia Library
which will be the catalyst for future educational and college programs
including the SDSU School of Nursing and Global Campus,” said Alvarez
“I was pleased to provide funding in the most recent state budget in order to ensure that our students have increased opportunities in the South Bay.”
State Senate President pro Tempore Emeritus Toni Atkins also secured $5 million for the project
a former Chula Vista mayor and City Council member
has also been a driving force behind the City’s university development efforts for more than two decades.
“The Millenia Library and the opportunities it will bring to our community is a cause I have dedicated myself to for decades,” Padilla said
“With the presence of higher learning institutions as well as cutting edge enterprise
this library brings educational access that has long been denied to this region
These transformational agreements and the change they bring will impact our community for generations to come.”
Councilmember Jose Preciado noted the many families in Chula Vista and the greater South Bay whose lives have been transformed through the educational opportunities offered by SDSU.
“The School of Nursing and Global Campus programs at Millenia Library will expand academic and degree opportunities for hundreds of students,” Preciado said
“I am excited for the future of the University Innovation District and am proud that SDSU is the first university to put down roots here.”

Chula Vista laid out a series of new housing goals
The city hoped to add thousands of new homes for lower and middle-income people by the end of the decade
But three years later, the vast majority of new homes in the city are only affordable for wealthier residents, according to a new city report.
the county’s second-largest city approved 1,500 building permits for homes aimed at households with an annual income of more than $143,000
It signed off on only 62 permits for homes aimed at all other income categories — including homes for low income and very low income residents
The numbers were disappointing to advocates for affordable housing
They said the mismatched pace of construction showed a lack of planning on the part of Chula Vista’s elected leaders
“It’s very discouraging to see the numbers,” said Jose Lopez
the San Diego director of the Alliance of Californians for Community Empowerment
“The housing that is getting built is housing that is not for the people who actually need the housing.”
Chula Vista housing officials said the last year has been a challenging time to secure funding for more affordable homes
They called their progress on higher-end homes “significant” but acknowledged that the city wasn’t keeping pace in other categories
“I think that we have some work to do to try to meet some of those goals,” said Stacey Kurz
Chula Vista’s Housing and Homeless Services director
The priority is to ensure cities continue to add new homes for working-class people
But during the last eight year-cycle that ended in 2020, nearly every city in San Diego County failed to meet those goals, according to a county watchdog agency
Only Lemon Grove met the goals for all categories
Chula Vista did succeed in permitting enough high-end homes
but failed to supply enough housing for all other income categories
the city appears to be on track to repeat that pattern
city officials set a new target of adding over 11,000 new homes by the end of the decade
They planned for more than 40% of those homes to be aimed at low-income and very-low-income households
the city has issued permits for 5,700 high-end homes
a thousand more than its goal for the entire decade
Most of those homes have been in East Chula Vista
the city has issued less than 600 permits for affordable housing
far short of the 6,400 it plans to issue by the end of the decade
She said they have limited tools to influence what projects developers decide to build and what they can get funding for
The Chula Vista City Council has taken some steps to increase their leverage. In November, they expanded existing requirements for housing developers to include more affordable homes in new apartment complexes or townhome developments
But city leaders have also shot down other policies that housing advocates say could give developers more options
Also last year, they rejected a proposal that would have increased the number of accessory dwelling unit cottages
that Chula Vista homeowners could build on their property
Homeowners are currently limited to one ADU
Kurz wouldn’t say whether she thought Chula Vista would be able to meet its housing goals for the 2020s
“It is difficult to meet those without some really aggressive policies in place,” she said
Kurz said the city is fortunate to have access to land in East Chula Vista
argues the city is focusing too much on the east side of the city and on attracting wealthy residents
the numbers suggest that city leaders are forgetting about longtime West Chula Vista residents and their needs as the costs of rent and homes continue to rise
With a mix of capped USA Eagles, college standouts and WER prospects all assembling for the six-day training environment, this camp signifies the official start to 2025 for the Women’s Eagles, supporting squad selections for this year’s test match schedule and Rugby World Cup.
Curriculum across the six days will consist of combine-like programs, giving Fukofuka and the coaching staff a marker on fitness and proficiencies within the US-based player pool. Coaches will run a series of fitness tests, game models and a final-day scrimmage to evaluate the above, along with off-pitch meetings to continue development of the broader squad.
“This assembly provides valuable performance data that the coaching staff will use to depth chart the players and compare across the player pool. We have the opportunity to spend time with some of our younger players across the pathway, in addition to players identified across the latter part of 2024 who may feature in the USA senior team over the next 12 months.”

The Chula Vista Police Department in San Diego County
launched its Drone as a First Responder (DFR) program in October 2018
integrating aerial technology to enhance public safety
The program equips law enforcement with real-time intelligence to improve response to calls for service
Drones play a vital role in providing aerial perspectives of incidents
The Chula Vista Police Department has embraced a cutting-edge approach to policing with its Drone as a First Responder (DFR) program
enhancing both officer and community safety while reducing response times
By providing real-time situational awareness
DFR allows emergency personnel to assess incidents before arriving on scene
offering a critical advantage in decision-making
DFR enables a trained pilot/incident commander to virtually arrive first—often minutes ahead of officers—to relay essential information
Equipped with high-definition streaming capabilities
and command staff via mobile and desktop devices
Operating remotely from within the police department
the DFR teleoperator controls the drone and provides responding officers with real-time intelligence
improving efficiency and safety on the ground
Chula Vista’s Drone as a First Responder (DFR) program operates from four designated launch sites across the city
deploying drones to a range of critical incidents where real-time intelligence enhances safety and efficiency
Drones are dispatched to crimes in progress
and any situation where gaining situational awareness before officers arrive can improve response outcomes
the DFR program has responded to over 20,000 calls for service
and delivering real-time aerial insights to support better decision-making
Chula Vista Police Department officers rescued a man trapped in a burning car along the freeway
a mission made possible by the Drone as a First Responder (DFR) program and real-time intelligence from Live911
making it difficult for officers to locate the crash site
providing an aerial view and guiding responding officers to the exact location
confirmed the vehicle was fully engulfed in flames with no signs of anyone escaping
officers immediately attempted to break the rear window to free the driver
despite the intense heat and life-threatening conditions
Using fire extinguishers to knock down the flames
they managed to pull the driver out through the rear window and drag him up a steep embankment to safety
the vehicle was once again fully consumed by fire
highlighted the critical role DFR technology plays in enhancing response times and saving lives
Despite suffering severe burns and a compound fracture
The seamless coordination between the DFR teleoperator and responding officers ensured a life-saving outcome
proving the life-or-death impact of drone-assisted policing
Watch the dramatic rescue in the video below

(KGTV) – Two thieves used a chain and pickup truck to destroy an ATM in a Chula Vista 7-Eleven store and steal the cash inside early Wednesday morning
Chula Vista Police said the brazen theft happened at around 3:30 a.m
at the store on 4300 Main Street near Melrose Avenue
A witness at the store told ABC 10News two men wearing ski masks ran inside
and then used a truck to yank the ATM’s door off
The pair then emptied the cash drawers from inside the ATM and drove off
Police said the truck involved in the incident was found abandoned about a mile away on Interstate 805
Katherine Aguilar remembers standing in the cold with more than one hundred other students outside the offices of Sweetwater Union High School District last January
and her peers were asking school board members to reconsider their decision to cut back the number of classes that students at the school can take as part of their regular schedule
It’s a change Aguilar and others worry will hurt the school’s legendary arts program and limit students’ opportunities to explore their passions
she and dozens of other students were back outside the district offices asking for the same thing
“I cannot stop talking about how frustrated I am,” Aguilar said in an interview with KPBS as the board's regular meeting was getting underway
“We just want to know why it is that (they’re) making these decisions without any students having a say.”
Chula Vista High students have pushed back repeatedly against the board's decision to alter the format of their schedule
the west Chula Vista school has given its students the option to take eight classes during the regular schedule
That works by spreading out those class periods over two school days
Students take just four classes each day and get to spend more time with each period
But this year, the district is planning for Chula Vista High to revert back to the more traditional six-period schedule where students are limited to six classes during regular school hours and take all of them every day
administrators still plan to offer students the option to come in early or stay late for zero or seventh period classes
Students have argued passionately against the changes
Many credit the eight-period schedule format with helping them develop their interests
dive deep into specific subjects and grow their confidence
Aguilar has been able to take six Advanced Placement classes this year
“(It) put me in a completely different spot,” she said
After the protest outside the district offices last year, district officials suspended any changes and convened a working group to evaluate data related to the eight-period schedule format
But in late November, Chula Vista High Principal Jennifer Barker-Heinz announced they would be moving forward with those schedule cuts after “thoughtful evaluation of school-wide data.”
Barker-Heinz said only half of Chula Vista High students were actually enrolled in the full eight classes
Barker-Heinz did not cite any other specific statistics related to the schedule
district officials declined to answer further questions about the working group’s findings
The district is also moving forward with similar schedule changes at Southwest High School
the only other school in the district with an eight-period schedule
students continue to protest in various ways
hundreds of Chula Vista High students walked out of class and gathered on the soccer field
The planned schedule changes are set to take effect in the next school year
Hiring is underway as Chula Vista prepares to welcome the long-awaited Gaylord Pacific Resort
a massive hotel and convention center on the city’s bayfront
the parent company of the Gaylord hotel line
announced plans this week to hire 800 new employees to staff the brand new resort
The roles listed online ranged from chefs and bartenders to accountants and IT specialists
On Friday morning, lines of people dressed in blazers and holding resumes stood at Southwestern College in Chula Vista, waiting to interview for some of those roles. They were there for the first in a series of five career fairs that the San Diego Workforce Partnership has planned over the next two weeks
San Diego resident Rebecca McKinnor was one of hundreds of candidates in line Friday morning
She currently works on the culinary team at Petco Park and loves cooking food from Italy
Korea and her mom’s home state of Yucatán in Mexico
McKinnor said she was excited to try something new and pursue a role at the Gaylord Resort
She hopes to apply for a lead or sous chef position
“Maybe I’m just shooting my shot,” she said
The Gaylord Resort has been almost 25 years in the making
Chula Vista Mayor John McCann said he was still in high school when the conversations first began
“It's been a great team effort,” McCann said
City officials have high hopes for the new convention center
They estimate that it will lead to more than 2,000 permanent jobs in total and generate more than $11 million in yearly tax revenue over the next two decades
McCann also hopes the venue will give South Bay residents a place to hold celebrations like proms and weddings closer to home
instead of having to meet elsewhere in the county
Southwestern College President Mark Sanchez said economic opportunities have historically been located outside of the South Bay
represents a new milestone for the South Bay
“Hopefully … we can start alleviating some of that traffic flow north in the morning and south in the afternoon,” Sanchez said
“And allow people to work and have economic mobility in this community in which they live.”
Four more career fairs are planned at Southwestern College over the next two weeks
A Workforce Partnership spokesperson said interested candidates should make sure to apply for a position and register for the fair online before showing up at the fair

Non-roster invitees Kayla Colbert and Addie Feldman both found the back of the net in the 3-1 victory over the hosts
The Royals put San Diego State on their heels early and never let up the pressure
The chances came early for Ally Sentnor and Colbert
who both forced finger tip saves out of the San Diego goalkeeper in the opening 10 minutes
Paige Monaghan then rattled the woodwork in the 14th minute
cutting in from the right side onto her left foot and unleashing a rocket to the far post
Sentnor attempted to finish the rebound but was once again denied by the opposing goalkeeper
Colbert broke the deadlock in the 24th minute
receiving a pass from Sentnor around the penalty spot
executing a neat turn and finishing to the bottom left corner
Mikayla Cluff rose highest to meet a corner kick at the back post and headed the ball back into the middle of the box to Colbert who took a touch to settle herself before hitting the back of the net
The Aztecs found a lifeline in the dying minutes of the half
capitalizing on a counter attack to cut the deficit to one
Changes at the half saw a relatively new lineup on the field for the second period
receiving a pass from Feldman on the turn and rifling a left footed shot just past the top left corner
Utah’s constant attack finally bore fruit in the 65th minute
The young midfielder stepped up and converted the penalty to restore the two goal lead
Madison Pogarch nearly added to the scoreline in spectacular fashion
seeing a bouncing ball in the box and attempting a bicycle kick which went just wide of the upright
