continued to frequently see a 26-year-old woman on duty — defying orders to stay away from her after allegations of "inappropriate behavior."
The sordid activities that led to last week's firing of two Circleville police officers were contained in a special investigation by Lancaster police that included interviews of 17 witnesses
There were accounts of Farrelly having an affair with the woman he often hooked up with at gas stations or a Walmart parking lot while he showed another woman — the same age as the 47-year-old officer's daughter — phone pictures of his pierced genitals
The weird part: the woman Ferguson was frequenting is the same woman Farrelly was pursuing
The woman told investigators that Farrelly — who acknowledged talking with his wife about an "open" relationship — invited her to his home to meet his wife at her request
Her aunt also confirmed seeing a screenshot of that digital message
The woman said Farrelly constantly sought to have sex with her
Farrelly acknowledged mutual "flirting" but said she was pursuing him
Ferguson was spotted by fellow officers talking to that same woman many times while on the clock
including in parking lots and in the alley behind her Circleville home
Safety Director Robert Ware said despite the odd connection
And there was no solicitation of prostitution
despite the mention of that allegation in the original complaint
has filed a grievance through the police union over his discipline
did not have appeal rights because of his probationary status
The latest firings come only months after the city got rid of its police chief
Those moves came with city payouts to all but the former safety director
an outspoken critic of Circleville's police problems
said the latest actions actually should reassure local residents
Brooks praised Ware's leadership and transparency
what makes me feel a lot more comfortable about this whole situation
The two officers were suspended late last summer
Ferguson told investigators that Farrelly began to interact with the woman both pursued when she became an adult
The woman herself described in detail how Farrelly tried to have sex with her
Farrelly would be outside when (the woman) was there and ask her if she had seen his grandbabies," the police summary of her interview said
and there would be a (penis) picture on his phone."
She said Farrelly would show her similar and nude pictures up to 20 times
"I never initiated anything toward him at any time," the investigators' summary quoted her as saying
Police also talked to the 40-year-old woman with whom Farrelly acknowledged an affair
"Has he ever sent you any photos of his genitals -- nothing on..." investigators asked
"I would really rather not answer."
Farrelly was much more open when interviewed
He was asked if that affair occurred while he was on duty
We would meet at a gas station and talk for a couple of minutes or kiss," Farrelly told investigators
this would be during the day or when I got off work
sometimes in my unmarked car (police vehicle)."
A minor connection exists between acting deputy chief Farrelly
and the deputy chief ousted earlier this year
They were described as longtime friends who called the young woman Farrelly was pursuing and asked her to come over and "play cards," investigators found
A Pickaway County sheriff's deputy also said Farrelly angered him when he arrived at a crash scene about two years ago and tried to prevent a citation of his father
Several fellow officers said they heard him angrily spouting off about the case during the Gun-A-Palooza on Aug
His suspension barred him from talking about the case with anyone except his lawyer
Ware said he is not sure whether either officer committed a crime
He said the city law director and county prosecutor both have a copy of the report
a former police chief in Worthington and Portsmouth
said he knows it will take time to re-establish confidence in Circleville police
"I have some great young officers over there
All the events that have happened over the last couple of years
They want to be the best they can be."

CHILLICOTHE — Southeastern High School continues to be kind to Perry County
New Lexington traveled almost two hours to Ross County to take on a bigger Circleville team playing just 30 minutes away
But it was fourth-seeded New Lex who looked at home
starting fast and closing strong behind 19 points and five assists from senior guard Isaiah Stephens in a 48-34 win in a Division IV district semifinal
New Lex also won at Southeastern in 2023 when it toppled top-seeded Washington Court House in a Division II district semifinal
which also got 15 points and 10 rebounds from Bentley Hanson
hit 5 of 6 free throws in the final 1:46 to pull away
They advanced to their third straight district final under coach Jeremy Duerr
More: It was a day of milestones for Coltyn Reedy and Harrison Ratliff | MVL wrestling
More: New Lex's dynamic duo came back to their old form vs. Westfall. The timing was perfect.
More: New Lex and Sheridan piled up district qualifiers to head the MVL | Wrestling
In a continuance of its dominant second half against Williamsport Westfall in their tournament opener
slower Tigers with their active hands and ball pressure
They also took a physical approach in the post against 6-foot-5 Ed Kirk and 6-4 Tyler Jenkins
who never got established in the first half
That allowed New Lex to score 13 of the game’s first 15 points
Circleville (14-10) missed six of its first eight shots and had three turnovers caused by steals in the first quarter alone
The early lead allowed New Lex to stick to its patient
It had only five turnovers — three entering the fourth quarter
were 4-for-16 from the floor in the first half and 13 of 41 overall
“We knew they were going to play 2-3 (zone)
we were going to make them come out of it,” New Lex coach Jeremy Duerr said
“I think we were up nine when they tried to go to it
but we are going to make you play us the way we want you to play us defensively if we are in a position to do so
the taller Tigers’ 28-21 edge in rebounding would indicate a dominant effort
Hidden within those numbers were three offensive rebounds from New Lex that led directly to made 3s
None loomed larger than the 6-foot Stenson’s snag off a missed free throw
which led to a Hanson 3 that stopped a 9-0 Tiger run late in the third quarter
They had closed within 28-22 after Jenkins scored seven straight points
Seven of the Panthers’ rebounds came on offense
It went back to the physical approach they felt was necessary
“We preach it like it’s another part of our offense,” big man Eli Stephens
“It’s huge just getting the extra possessions.”
“The rebounding war was a key for us on both ends,” Duerr said
but that is going to happen with that much size differential
You gotta get those extra possessions in the tournament.”
The Panthers will play at the Ohio Convocation Center in Athens for the third straight year
this time against tall and talented Pomeroy Meigs (22-1) at 6:15 p.m
on Thursday for a berth in the school’s first regional since 1998
the class of the Tri-Valley Conference’s Ohio Division
The winner plays the East District winner in the Athens regional
Duerr compared the matchup to last year’s Division II district semifinal against Marietta
New Lex won that Marietta game before falling in overtime to regional finalist Vincent Warren in the finals
“Their size is an issue that we are going to have to deal with
They’ve got three guys that are going to be a problem
They’ve question is how are we going to deal with it
… We are going to have to make shots and see what happens.”
