development and property management company Cloverly Hill cleared a hurdle Tuesday when the Washington County Board of Commissioners unanimously approved amending the county's water and sewer plan to indicate sewer service is programmed for the Cloverly properties will help the county health department when it reviews the development's site plan county Planning and Zoning Director Stephen Goodrich said in a phone interview Health officials will need to see that the county plan is expecting Cloverly Hill's connection to the public sewer system Cross said Wednesday that the county didn't update its water and sewer category maps in 2012 So the Smithsburg mayor and Town Council requested a sewer amendment to help Cloverly Hill's development proceed Goodrich acknowledged the last time the water and sewer plan had been updated was in 2009 The water and sewer plan takes its guidance from the county's comprehensive plan which officials are in the midst of updating So it made no sense to update the water and sewer plan when the comprehensive plan update isn't complete Another issue occurred when the county changed its planned upgrades to the Smithsburg sewer treatment plant to upgrade the plant's daily sewage treatment capacity from 330,000 gallons to 450,000 gallons is now estimated to be complete by the end of 2021 county Environmental Management Director Dan DiVito said Design documents are close to being finished Previous plans called for expanding the plant to handle 600,000 gallons a day Cross said it's "fantastic" if the county finds a way to save money in upgrading the plant but he wishes county officials had been more transparent in communicating their plans DiVito said county officials have been "extremely transparent" with Cross The currently planned upgrade to 450,000 gallon-capacity is expected to be completed about two years faster than the previously planned upgrade to 600,000 gallons would have been done the plant would already have enough capacity to handle the anticipated first phase of the project Cross said he is looking forward to moving ahead with plans for Cloverly Hill The first phase of the intergenerational development could include some single-family homes some townhouses and some age 55-plus residences The overall development is planned for 68.18 acres east of Smithsburg Pike The residential component of the proposed development includes an undetermined number of single-family homes and 50 townhouses of which 10 would be workforce housing so they would be more moderately priced for average-income residents Also planned is a mix of age 55-plus housing that would include cottages The idea is to provide a community where multiple generations of a family could live Developers are exploring services and amenities They also are considering a day care center The offer to provide free land for emergency services still stands He said a previous offer to hold the land for five years for emergency services is not necessarily limited to five years The amendment approved Tuesday also provides an S5 designation meaning public sewer service is planned in the future but no concrete plans are in place That includes two
