(WRGB) — In a spirited celebration of Earth Day Tuesday
Officials in the city of Cohoes joined some High Schoolers to plant trees in an effort to rejuvenate the Cohoes Boulevard corridor along Route 787 with a fresh wave of greenery
About 40 enthusiastic students from Cohoes High School's Student Council
and Community Service Club rolled up their sleeves to plant and replace 100 trees along the corridor
Mayor Bill Keeler expressed optimism about the new additions
these new trees will survive a lot longer than the previous set of trees
The mayor also praised the students' efforts
noting that their hard work will be "something to be proud of for years to come."
Cohoes is not only beautifying its landscape but also fostering a sense of community pride and environmental stewardship among its young residents
New life has been given to a historic building in Cohoes
used to be a three-story school for kids and is a landmark in the city
The property was renovated last year into 10 two-bedroom apartments
It saves an iconic building,” said Mayor Bill Keeler
“It brings in young professionals to these market-rate apartments
and it just adds to the vibrancy of the city and that’s what we’re looking for
The state needs housing and this is a great project.”
These loft-style apartments include 10-foot-tall windows
a fenced-in yard for dogs and a gym for tenants

NY — A 41-year-old Cohoes man has been sentenced to 17 years in state prison for a series of violent attacks that occurred in June 2023
The Honorable Jennifer Sober handed down the sentence in Albany County Court on Friday
which includes five years of post-release supervision
The charges against Spears stem from a crime spree that began on June 12
Spears attacked a woman by grabbing her head and digging his fingers into her eyes
The victim managed to escape and seek help
Spears was involved in another violent incident at Stewart’s Shops on Columbia Street
where he stabbed a man in the neck with a screwdriver
The attack was captured on surveillance video
The case was prosecuted by Assistant District Attorney Stephen Lydon of the Major Crimes Unit

Friday led to the arrest of five individuals and the seizure of various drugs and paraphernalia
according to the Cohoes Police Department and the Rensselaer County Sheriff’s Office Criminal Investigations Unit
Authorities executed a search warrant at the apartment
reportedly resulting in the confiscation of 12.1 grams of cocaine
Jones is also wanted by the North Greenbush Police Department for a failure to appear warrant related to petit larceny
Sapienza was wanted by the Waterford Police Department for a failure to appear warrant for criminal possession of a controlled substance

prompting discussions about housing the ambulances at the Hill Station
Community members are voicing their concerns to the city council
worried about the potential loss of the Hill Station
the city council stated that no plans are set in stone at this time
They say city would be open to sharing the station with Mohawk Ambulance
suggesting a plan to have one truck on the Hill and another firetruck stationed at the Central House
NY (WRGB) — Albany County officials on Friday unveiled plans to revive a community center in Cohoes
with a vision to transform it into a public fitness and aquatics facility
County Executive Dan McCoy raised the county flag outside the former Gateway Sports Complex on Remsen Street
symbolizing the county’s official ownership of the property and its intent to bring new recreational opportunities to the area
“A parent shouldn’t struggle between putting food on the table and deciding if their kid has some recreation,” McCoy said during a press conference at the site
The building was once home to the Cohoes Community Center
which closed in 2018 due to financial difficulties
It reopened temporarily as the Gateway Sports Complex in 2020 before shutting down again in August 2023
Albany County purchased the facility last year for $775,000 and spent an additional $25,000 on equipment
McCoy estimates that additional renovations

Ethier emphasized the regional impact of the project
McCoy said the county hopes to partner with local schools to make use of the facility and offer broader services to county residents
“We’ll look to work with the schools to use the facility
We’re going to offer a variety of services for the county,” he said
An official reopening date has not yet been announced
NY — Cohoes City School District Superintendent Peggy O’Shea sent a letter out to the community regarding allegations of inappropriate conduct by a now-former teacher’s aide toward a high school student
the school administration was made aware of the allegations earlier this week and immediately contacted the Cohoes Police Department
The district stated it is fully cooperating with law enforcement but is unable to share additional details as the investigation is ongoing
A now-former teacher’s aide at Cohoes High School is accused of inappropriate conduct toward a student
Superintendent Peggy O’Shea said in a letter to parents that that the administration was made aware of the allegation earlier this week
The district immediately contacted the Cohoes Police Department and is cooperating with the investigation
O’Shea went on to say that there is no greater priority than the safety and security of their students
and they take these allegations very seriously
they are not able to provide more details because the investigation is ongoing
This news comes one day after news broke of an alleged incident involving student engaged inappropriate conduct of a sexual nature during class
NewsChannel 13 has learned that those incidents are not connected
A complaint filed in May 2024 against Cohoes Mayor Bill Keeler launched a 10-month investigation that has resulted in a decision recommending a change in the wording of the city charter
Section 36-16(c) of the city's Ethics Code says “No employee shall engage in political activities during his or her official City of Cohoes workday.”
Cohoes resident Timothy Thibodeau says he filed a complaint after he was alerted by "whistleblowers" concerned about Keeler's activities
"The mayor was campaigning for David Soares
"And not only is that a violation of the city ethics code
because our ethics code makes clear that no employee can be doing any campaign activity while during their work day
So the ethics code does not apply to the mayor when it comes to campaign activity
But what they did do is they just decided to charge him with using municipal resources on multiple days for political campaigning
Thibodeau says the Board of Ethics decision issued February 19th states that City Hall had been used for "private campaign political solicitation on two separate occasions by an ‘elected official.’ The board vote was 4-to-1
A spokesperson for Keeler said he was not available to comment
The second-term Democrat emailed a statement:
“The Board’s interpretation of the statute is simply wrong
told its chairman as much - comparing me collecting signatures during a luncheon as the functional equivalent of an employee having a sign-up sheet for Girl Scout cookies on their desk
Neither is a 'misuse of municipal resource' as that phrase is defined in the Code of Ethics.”
Thibodeau says the matter now goes before the Common Council
we were aware of the charges in the complaint that was filed to the Ethics Committee
We are aware that there was a decision reached
the rest of the council is waiting to see the copy of the decision," Higgins said
has the decision in writing and will be having our meeting tomorrow night
which will enter into executive session to discuss the decision and I'll be given a copy of it
with the recommendations by the Ethics Committee to change a piece of the charter
but we have not spoke to Corporate Counsel yet
and we're hoping to try to get some clarification on everything tomorrow night in executive session after our council workshop."
Higgins says the Council takes campaigning during work hours "very seriously," adding disciplinary action against the mayor is possible
in the form of anything from a letter of reprimand to a fine
Calls to Board of Ethics Chair Stanley Szozda and Council President Adam Biggs were not immediately returned

A fight broke out Friday morning among students at Cohoes High School
The district said in a statement it could not comment on specific incidents involving students
It said staff members “acted swiftly” to de-escalate the situation
and the Cohoes Police Department responded
A video sent to NewsChannel 13 shows a group of students congregating in the hallway
The video is not being shown due to privacy reasons
and then about a half-dozen students join in the brawl
One student falls to the ground and is punched repeatedly and another student is in the corner with his hands over his face getting punched
There is more kicking and punching before an adult steps in
The district said in the statement that: “Disruptive and violent behavior such as this is unacceptable and will not be tolerated
Disciplinary action will be taken in accordance with our Code of Conduct.”
“The safety and well-being of our students and staff remain our highest priority
As part of our ongoing commitment to maintaining a safe and supportive school environment
we regularly review and enhance safety protocols
provide members of our staff with training in conflict resolution
and offer resources to support students’ social-emotional well-being.”
The district said behavior that disrupts learning and jeopardizes the safety of others has no place in schools

NY (WRGB) — A Cohoes man who went on "a nine-day glass smashing spree in Cohoes" will be heading to state prison for up to eight years
according to a release from the Albany County District Attorney Lee Kindlon
pleaded guilty to two counts of third-degree Criminal Mischief in Albany County Court on Thursday
Cooper will be sentenced on April 17 and faces a term of two to four years on each count to run consecutive
including a requirement of full restitution
Cohoes Police arrested Cooper after a series of incidents from July 3 to July 11
Cooper smashed a window at the Cohoes Central Fire Station and a firetruck window
and two windows at a homeowner’s residence

Students invited to participate are members of the Cohoes chapter of the National Honor Society
Karena Ramos is a senior and the chapter’s vice president
She says she was happy to be outside and helping her community
“It’s a little good background into like how to plant a tree
and it's a good way to have some knowledge of that,” Ramos said
Ramos says she was aiming to do a tenth of the project all by herself

he says the planting is supported by a U.S
Forest Service grant through the Inflation Reduction Act
and adds projects like this are especially important to preventing runoff and other pollution from entering waterways
which is great along these boulevards high traffic areas
They'll reduce pollution through the ground water
They're also great for reducing energy costs in that they provide shade in the summertime and the wind breaks in the winter
both reducing heating and cooling costs,” Adams said
Capital Roots also hopes to carry out similar projects in Menands
all with the end goal of increasing the municipalities’ tree cover and keeping pollution out of water sources

Around six or seven students were involved
The bad news is we hate to see these things take place at all,” he said
Three teens ages 14 and 16 will be prosecuted through the Albany County Probation Department
The students will also be disciplined by the school

The City of Cohoes is lowering its speed limit to 25 mph from 30 mph to increase public safety
The Common Council unanimously voted to approve the new speed limit
and the city will replace its existing speed limit signs over the next several weeks
Route 787 in the city will remain a 35-mph speed zone
Keeler said the switch had been under consideration since New York state allowed municipalities to drop the limit to 25 mph a few years ago
"Thirty miles per hour is not an appropriate speed for the narrow
densely populated streets of Cohoes – especially considering many motorists tend to drive above the limit," he said
adding that he expects less accidents to occur overall
There have been 351 crashes involving 56 personal injuries and 13 pedestrians so far in 2024
and the city has issued 1,960 traffic tickets as of Dec
including 227 for speeding and 128 for cell phone violations
there were 344 crashes involving 51 personal injuries
as well horse and carriage rides and games
The event is sponsored by the city of Cohoes
police and fire departments and neighborhood watch
Cohoes High School was broken into and vandalized Sunday night
The district said in a message to parents that the main office
principal’s conference room and librarian’s office were damaged
District Superintendent Peggy O’Shea said
“While this situation is disheartening
I want to use this unfortunate incident as an opportunity to reinforce the importance of respect – for our schools
The district said the Cohoes Police Department is investigating and has confirmed it was an isolated incident
A voltage surge completely opened an inlet valve at the Cohoes Water Filtration Plant last Wednesday night
At no point did sewage enter the plant nor its water
