A 15-year-old boy is in custody, charged with the murder of a 14-year-old boy near Conroe
The incident unfolded early Saturday morning around 1:00 a.m.
Deputies say the young victim was lying in the roadway with multiple gunshot wounds when they arrived
Investigators quickly got to work and identified a 15-year-old suspect from Conroe
and a search of his home led to two other suspects: 19-year-olds James Fuller and Mason Goodwin
The juvenile suspect was taken to the Montgomery County Juvenile Detention Center
Fuller and Goodwin were arrested without incident and booked into the Montgomery County Jail on the same charge
Sheriff Doolittle called the crime “heartbreaking” and “senseless,” praising the quick work of his deputies and the District Attorney’s Office in apprehending the suspects
While the deputies say the investigation shows the shooting may have been linked to a personal dispute
the full motive is still being looked into

LTISD has been on the search for a new superintendent after former superintendent Paul Norton's resignation in February following allegations of misconduct
Authorities in Montgomery County say a weeklong undercover sting led to the arrest of two men trying to prey on children online—and one of them was a local kindergarten teacher
was a team effort between the Precinct 3 Constable’s Office and the Houston Area Internet Crimes Against Children Task Force
Investigators posed as minors online to catch adults looking to exploit kids
That’s when they say they caught 39-year-old Brian Schultz, who they later discovered was a kindergarten teacher at Snyder Elementary in Conroe ISD
He’s now facing a second-degree felony charge for online solicitation of a minor
The second arrest was 37-year-old Randall Selby
who’s facing a first-degree felony charge for sexually assaulting a child
and detectives say more charges could be coming as the investigation continues
If you know anything about Schultz or have concerns

Texas – Conroe ISD has decided to keep the district’s dual language program
Curtis Null announced that the agenda item was being pulled before it went to a vote
The decision by Null led to an ovation in the audience when it was announced
The program was being looked at to possibly be discontinued with the district citing lower enrollment
and budget concerns as a reason for the potential
Over 80 parents showed up to the meeting Tuesday night
expressing frustration over what they call a lack of transparency in the district’s plan to phase out the program
Curtis Null announced the item had been pulled before going to a vote
While the recommendation for discontinuing the program was pulled
Null emphasized there are problems within the program that needs to be fixed
this does not come out of nowhere that we’re having this conversation
we have problems within this program that we have to fix or we will be back here at some point,” Null said
The dual language program in Conroe ISD has been a key educational initiative that promotes bilingualism by pairing Spanish-speaking students with English-speaking students
The program benefits families by fostering cultural exchange and language skills
rumors about the program’s possible removal began circulating when the Conroe ISD Board of Trustees published an agenda item mentioning the discontinuation of the program
were alarmed when they found out through informal channels rather than direct communication from the school district
It was upsetting to hear about the program’s possible end without having a chance to discuss it or understand the reasons behind it.”
The dual language program has provided several benefits to students and the community
“It’s not just about learning a second language
It’s about learning how to learn and becoming better problem solvers.”
While the district claims that removing the program would save $1.2 million
parents have questioned the accuracy of these numbers
arguing that the real financial impact may be much smaller
parents launched petitions and mobilized to protect the program
Mike’s petition garnered over 1,200 signatures
He believes the district’s decision lacks proper community input
“There’s been no communication with parents or teachers
We need a voice in decisions that impact our children’s future.”
Conroe ISD’s Statement on Dual Language Program
Conroe ISD provided insight into the decision to reconsider the continuation of its Two-Way Immersion Dual Language Program
The district explained the program’s structure and the challenges it faces:
“Conroe ISD’s Two-Way Immersion Dual Language Program
is currently available at seven campuses across the district
This version of a Dual Language Program establishes classroom cohorts in kindergarten that are comprised 50% of students who speak English as a first language and 50% of students who speak Spanish as a first language
These students learn not only academic content but also become fluent in both languages as they progress through the elementary grades
district administration has made several adjustments in an attempt to increase this program’s overall success and participation
enrollment continues to decline beginning in the third grade
In analyzing staffing issues directly and indirectly related to the Two-Way Immersion Dual Language Program
there has been an increased number of vacancies for bilingual teachers across the district that go unfilled or filled with emergency-permitted teachers
Because the Two-Way Immersion Dual Language Program requires more bilingual staff
these teachers could fill some of those bilingual teacher vacancies
Due to these reasons and the potential to save $1.2 million as we work toward achieving a balanced budget
district administration has made the difficult decision to recommend sunsetting the program.”

A video that has been circulating online has a Conroe father and his son frustrated
The video starts out with an altercation between two 7th grade students at Moorhead Junior High School
Jace says the fight was the result of excessive bullying by a group of students
that had reached it’s peak when one of the bullies pushed him and the fight broke out
Jace and his father Stewart spoke exclusively to KPRC 2’s Deven Clarke and explained that during the process of the teacher breaking up the fight
The video appears to show the teacher striking Jace multiple times and slamming him
What the family says makes matters even worse
is that after a school administrator admitted the teacher was wrong
Conroe ISD is now defending the teachers actions after his father filed a formal complaint
the Montgomery County District Attorney’s office is refusing charges
Conroe ISD sent us the following statement:
The Conroe ISD Police Department investigated a complaint from a parent who requested to file charges of assault against a teacher following the incident
A complete and thorough investigation was conducted by a detective with assistance from a campus police officer
This investigation included but was not limited to the review of cell phone video taken by a witness to the event
interviews of multiple independent witnesses
Conroe ISD Police determined that no charges should be filed
the evidence was forwarded to the Montgomery County District Attorney’s Office Public Integrity Unit for an independent review
After reviewing the evidence and justifications applicable under Chapter 9 of the Texas Penal Code
the District Attorney’s Office agreed that no charges should be filed
A relevant portion of Chapter 9 of the Texas Penal Code provides defenses to conduct that would otherwise be criminal in cases where an actor reasonably believes that his intervention is immediately necessary to protect a third person
Chapter 9.62 of the Texas Penal Code reads as follows:
the teacher intervened when one of the students used deadly force on another via a respiratory restraint (chokehold around the neck) and the student refused to release his grip
creating an extremely dangerous situation requiring immediate action
While it is deeply unfortunate that one of our dedicated educators was placed in this difficult situation
we are grateful the teacher chose to intervene to protect the student who was being choked
The Montgomery County District Attorney’s office sent us this statement:
CISD Police Department thoroughly investigated the incident
including interviews with multiple witnesses and the students involved
After reviewing the facts and applicable law
CISD PD concluded that no criminal charges were warranted and referred the matter to our office for additional review
After independently evaluating the evidence
we agreed with their conclusion: the teacher’s actions did not constitute criminal conduct under Texas law
Section 9.62 of the Texas Penal Code allows for the use of reasonable force—but not deadly force—by someone entrusted with the care or supervision of a person when the force is necessary to further the special purpose or maintain discipline
the teacher intervened during a physical altercation in which one student placed another in a respiratory restraint (a chokehold)
and created a dangerous situation requiring immediate action
The teacher acted to protect students and restore safety and acted within the provisions of Section 9.62 of the Texas Penal Code as well as Section 9.33
We understand that the parent involved is upset
Our office and CISD PD tried to discuss the legal reasoning behind this decision to the parent
those efforts did not result in a productive exchange
it is our duty to apply the law to the facts as they are
Stewart Dunaway says he has now removed Jace and his other son from Conroe ISD and will now be homeschooling them
He adds he’s planning further legal action against the district and wants the teacher removed from the classroom
