The first quarter of 2025 saw continued strong activity in the BVI
Our corporate legal team advised on key transactions in the jurisdiction while also assisting clients in understanding the many legislative changes to companies law over the quarter

Things didn’t go as planned for Gruver graduate and Texas Tech tight end Jalin Conyers during the final day of the 2025 NFL Draft
his family and friends all met at the Derrick Event Center in downtown Amarillo on Saturday in hopes of celebrating his dream of hearing his name called on ESPN saying he was one of the 257 selected draft picks
it was seven plus hours of an up and down emotional rollercoaster for Conyers and company
who sat nervously and anxiously all afternoon glued to his phone and the TV
didn’t hear his name during the draft but it wasn’t all bad as immediately as the broadcast concluded Conyers announced he had signed an undrafted free agent deal with the Miami Dolphins
“My dream has always been to get drafted,” Conyers said
“That didn’t happen but I’m still on an NFL team at the end of the day and now I get a chance to go prove people wrong
There were a lot of ups and downs during this final day of the draft
This is now my opportunity to go out and make the 53-man roster.”
Conyers had upped his draft stock this past season at Texas Tech
From his prolific high school career at West Texas High and Gruver to transferring from Oklahoma to making a name at Arizona State
Conyers had been building to this draft moment since he could walk
This past fall at Texas Tech Conyers was not only a second-team All-Big 12 selection at tight end but turned heads with his versatility and improved blocking ability
Conyers impressed NFL scouts at the East-West Shrine Bowl and earned an invite where he performed well at the NFL Combine
Projections had Conyers as a third day six to seven round draft pick
just getting a chance and becoming the first kid from Gruver to sign with an NFL team is the only shot he needs
“I had a couple of teams calling me and telling me what they were going to do,” Conyers said
but Miami and they wanted me to be a Dolphin
I believe they have a plan for me and I’m excited to show them what I can do.”
From organizing his draft party to playing an outstanding host to watching her son go through every emotion
Kimberly is just so proud to see her oldest son’s hard work since childhood paying off
“He’s my baby boy and I’m so glad he has a place to go,” Kimberly said
“We’ve been telling him he’s been proving people wrong his entire life
He gets to go do that one more time.”
On top of over 50 family and friends in the building was former Gruver Greyhounds football coach Terry Felderhoff
Felderhoff not only coached Conyers his junior and senior seasons but led Gruver to a state runner-up season in 2018 with Conyers as his wide receiver
The two have been close ever since and Felderhoff has been one of Conyers biggest supporters
Felderhoff went to many of Conyers games and even went to the NFL Combine
There was no way Felderhoff was going to miss this day either
“I’m just glad he found a team,” Felderhoff said
“How many kids that start playing football get to have the opportunity of being drafted in the NFL
Things don’t always go to plan and that’s all you can ask for
I’m proud of him and everyone here at his party is proud of him
The first day he walked into our fieldhouse to now is awesome
He’s a tremendous young man.”
Though Conyers struggled basically keeping to himself all day Saturday
he was overwhelmed with the support of those in attendance for his draft party and knows he wouldn’t be where he is today without them
“It meant so much to see everyone here with me,” Conyers said
“Without my friends and family this wouldn’t mean anything
I’ve had a ton of support my entire life and I owe them a lot
It was special to see everyone here and this long day.”

Conyers played one season at Oklahoma in 2020

Conyers played three seasons at ASU from 2021 to 2023
His most productive season came in 2022 as a redshirt sophomore
when Conyers posted 38 catches for 422 yards and five scores
Conyers was credited with 18 forced missed tackles in the final five games of that season before finishing the 2023 season among the top-10 in yards after catch among FBS tight ends.
Conyers transferred after the 2023 season to Texas Tech for his final year of college eligibility and was a productive hybrid weapon. For his play, he was named Second Team All-Big 12 and accepted an invitation to the 2025 East-West Shrine Bowl to culminate his college career.
What a fascinating piece of the puzzle Jalin Conyers is capable of being for a creative offensive mind
This is a big-bodied athlete with surprising grace in his game
His prolific prep background as an athlete is evidenced when you watch some of the examples of body control and movement skills both in space and with the football in his hands.
Conyers has plenty of experience handling the football in different ways
to get the ball quickly into his hands in underneath patterns out of split flow play action or shallow crosses
breeds a lot of chances to catch runaway opportunities against man coverage with defenders fighting through traffic
Conyers has illustrated good open-field speed and physicality with his free arm to stave off pursuit from angles
He’s a difficult assignment to bring down 1-on-1 on the edges
and Conyers pairs the raw size with a subtle wiggle to break down tacklers in the secondary and freeze them as they brace for contact.
Conyers isn’t a prolific route runner
which will be one of the bigger barriers to how quickly he can assimilate himself into an NFL offense
Traditionalists will likely be cooler on his projection — as this isn’t a plug-and-play talent as a static Y
and he’ll be best optimized in similar ways to what he got at Texas Tech
and used for horizontal stretching of the box with his speed at the snap
he was an early progression target in the flat
They’ve run some quick perimeter hitters with him to set up blocks and get the ball in his hands quickly
The Shanahan branches will likely love him
his mastery of assignment could require a multi-year investment.
he offers size and sufficient grip stretch to play in space
He can bully safeties and corners on his arc releases towards the numbers
He shows good cadence and vision in instances in which he was put in the backfield and charged with leading around the corner in the red area or in short yardage to play off of his background and history of direct snaps
Conyers has 29 career carries and 10 forced missed tackles on these opportunities
he also received seven pass attempts during the past two years in direct snap packages
and he completed six of them for 40 yards and a score.
Conyers has plenty of room to grow with his first contact and ability to sustain blocks at the point of attack
He also needs to add more precision to his routes to win as a true route runner at the NFL level
the multifaceted dynamics of his game are an exciting opportunity for a team to gobble up and try to maximize on Day 3
Conyers projects well for heavy-personnel-focused schemes
He blurs the lines between a big slot and a tight end and
He’s a talented athlete with the ball in his hands and should be given ample opportunity to develop his route running ability to become a more prolific weapon
play-action passing schemes can take advantage of his alignment versatility to give him favorable angles in blocking schemes and get him the ball quickly underneath on a pass play.

Researchers are launching a three-year study to assess the long-term health impact of last year’s BioLab fire in Conyers
led by the Morehouse School of Medicine and local nonprofit Community Action NOW!
and other health concerns in residents and first responders
three-year study aimed at tracking the long-term health effects of last year’s chemical fire at the BioLab plant in Conyers will start next month.
Researchers from the Morehouse School of Medicine along with the Philadelphia College of Osteopathic Medicine in Georgia have partnered with local nonprofit Community Action NOW
(CAN) to launch the Post-Fire Public Health Recovery Project
The initiative aims to document and assess a wide range of health impacts stemming from the chemical fire
which forced more than 17,000 residents to evacuate and left 90,000 others sheltering in place on September 29
“This is a critical moment for our community,” said Iffat Walker
executive director of Community Action NOW
“The Post-Fire Public Health Recovery Project is our moment to make a tangible difference in the lives of those affected.”
a plant that produces cleaning products for swimming pools and spas
sent a potentially toxic plume of chemicals into the air

What the Post-Fire Public Health Recovery Project hopes to do is to combine data collection and community advocacy.

all are affected by the same thing,” Washington said

The first year of the study will focus on outreach and data collection to document the full range of physical and mental health effects linked to the fire
The following years will center on tracking a group of residents and first responders who volunteer to have their health monitored over time
The study will also include people from neighboring counties that were affected — including Newton

Members of Georgia’s congressional delegation are calling on KIK Consumer Products
to release updates on its investigation into the chemical fire at its Conyers facility last September
urged the company to share the results of any debris testing
and extend the now-expired claims deadline for residents impacted by the fire
"You and your staff have publicly expressed a desire to 'address the needs of impacted area residents and business owners' following that incident," the letter says
"It has been three months since the incident; we request specific information regarding your efforts to do so."
The Sept. 29 fire prompted 17,000 evacuations, closed portions of I-20, and led to overnight shelter-in-place orders for weeks. The U.S. Chemical Safety and Hazard Investigation Board (CSB)
called the fire “completely unacceptable” in its initial report
citing the need for stricter safety protocols for handling hazardous materials.
A spokesperson for BioLab said in a statement via email that the company is reviewing the letter
adding that it has provided community support through a call center
"BioLab will continue its community engagement and looks forward to working constructively with authorities
and elected officials," the statement went on to say
Georgia lawmakers have stressed the need for greater transparency into what caused the fire and its impacts, citing concerns about Rockdale County residents long-term health and environmental impacts

Garcia had been asthma-free for more than a decade before the fire
The September fire at the facility in Conyers
where chemicals for swimming pools and spas are produced
created a plume that released chemicals into the air
and forced Rockdale County schools to switch to virtual learning for weeks
Garcia says the aftereffects of the fire have taken a toll on her and her husband’s health
The couple lives just a few miles from the plant
“My husband's primary care doctor wrote it very clearly," Garcia said
"And he put it on my medical record that it was due to chemical exposure.”
Environmental Protection Agency began monitoring levels of chlorine gas released into the air
That monitoring ended as the emergency response to the fire concluded in October
Federal investigators released a preliminary report on the fire in November
BioLab announced it would stop accepting new reimbursement claims at the end of the year
Existing claims will continue to be processed beyond Dec
but the company will not take any additional claims after that date
The company said the decision reflected a decrease in the volume of incoming claims
a spokesperson for the company said via email
“While the new claims filing period is coming to a close
BioLab is maintaining its strong commitment to the community
and the company will continue to partner with local organizations to provide support moving forward.”

That dream started this past week with Conyers taking part in heavily watched practices by every NFL scout in preparation for the East-West Shrine Bowl that kicks off at 7 p.m
on Thursday night under the lights of AT&T Stadium in Arlington
Conyers is very familiar with AT&T Stadium from his high school days
As a junior in 2018 the Gruver graduate helped lead the Greyhounds to the UIL Class 2A Division II state championship game against Mart
Conyers made a name for himself catching 12 passes for 224 yards and three touchdowns
setting the Texas Class 2A state title game records in all three categories
Conyers is back at “Jerry World” ready to make his name once again
“It’s a huge honor to play in the East-West Shrine Bowl,” Conyers said
“It’s been a great week of practice already and I just want to go show out one more time and impress the NFL scouts”
Though Conyers’ numbers weren’t eye-popping in his lone season at Texas Tech last fall – catching 30 passes for 320 yards – Conyers showed his versatility
athleticism and lured attention with his improved blocking skill

But after the latest fire at the BioLab facility a few minutes from her house
she’s worried she wouldn’t be able to leave the city even if she wanted to.
She worries her house and her property are now worthless.

But many residents say they never really thought much about what’s inside.

Those raw materials include a chemical called Triclor (TCCA)
a chemical to kill algae and bacteria in pools
and Dichlor (DCCA) which is used to make pool shock — chemicals that disinfect pool water fouled by an influx of contaminants
When TCCA comes into contact with small amounts of water
a chemical reaction is triggered that generates heat and causes decomposition of the chemical
It can produce toxic chlorine gas and can also produce explosive nitrogen trichloride
The fire at the BioLab facility has revealed a regulatory gap when it comes to oversight of chemicals like TCCA.
The Occupational Safety and Health Administration and the EPA have rules to ensure companies handle dangerous chemicals safely
OSHA’s Process Safety Management (PSM) and the EPA’s Risk Management Program (RMP) require companies to have safety plans and procedures in place to prevent accidents
But neither standard necessarily covers facilities processing chemicals that could undergo hazardous chemical reactions
As recently as last year, the Chemical Safety Board (CBS), an independent, nonregulatory federal agency, recommended OSHA amend its PSM and the EPA revise requirements to cover catastrophic reactive hazards after a 2020 investigation into a BioLab explosion at a Louisiana facility
Those recommendations were first made by CSB in 2002.
U.S. Rep. Hank Johnson (D-GA) sent a letter to EPA administrator Michael Regan earlier this month demanding the agency regulate chemicals like TCCA
His district includes BioLab and the surrounding community.
“We're calling upon the Environmental Protection Agency to enhance its oversight of facilities that manufacture and store these chemically reactive substances
especially when those facilities are located in communities where people live,” Johnson told GPB.
Johnson also argues that years of government divestment have weakened regulatory agencies like the EPA
limiting its ability to enforce air quality standards
who want to do away with the Environmental Protection Agency," he said
"They've done it legislatively and they have done it through the courts as well
And so there have been attacks on regulatory agencies' abilities to regulate."
La., is not the only time the company has been under the microscope for previous chemical fires and toxic incidents.

Another fire the following year prompted some voluntary evacuations near the plant
a chemical fire at the same plant in Conyers prompted authorities to shut down both directions of Interstate 20 during morning rush hour
BioLab workers used forklifts to try and move chemicals away from decomposing chemicals to prevent the catastrophe
but their forklifts were sliding on the wet floor and fumes of chemicals were forming
Firefighters’ access to the situation was hindered by poorly stacked pallets of materials
the Chemical Safety and Hazard Investigation Board later determined
Nine firefighters were evaluated at hospitals after inhaling hazardous vapors
The repeated incidents have resulted in a community that’s fed up with being home to a chemical plant.
The plant is the eighth largest employer in Rockdale County
BioLab is a major financial contributor to the county's revenue
The company was listed as the top principal property taxpayer in FY 2024 with $113.4 million in assessed valuation — making up 2.6% of Rockdale County’s gross assessed valuation.
But for all of the economic benefits BioLab brings
congressman Hank Johnson says he hopes the company will leave Conyers for good.
“They've got a lot of money invested out there," he said
but these this economic development is not worth the risk to public safety
we should have enhanced federal and state oversight of what's going on inside the buildings where these kinds of hazardous substances are being stored.”
A GPB review of state and federal reports suggests BioLab doesn’t have a great track record when it comes to worker safety
including violations for not properly training employees on hazardous chemicals
“BioLab takes operational safety very seriously
and its policies and procedures follow regulations — including requirements for hazardous materials handling.”
Violations and fines against the company for environmental violations of the Clean Air and Clean Water Act following the May 2004 fire were eventually settled.
settled with the EPA and the Department of Justice in 2010 for $26 million to cover penalties and costs of environmental cleanup at sites owned by the chemicals maker — including a $785,000 payment for penalties incurred by the Conyers BioLab plant.
The Georgia EPD is investigating at least 42 complaints since the fire with complaints about air quality coming from as far as an hour and a half away
BioLab declined to comment on the complaints.
Rockdale County Commissioners filed a federal lawsuit against BioLab and its parent company KIK Consumer Products
The suit is seeking damages for citizens and businesses that were affected by the emergency
“BioLab worked collaboratively with the County and other parties as part of the Unified Command to successfully complete the emergency response operations at our Conyers facility
while at all times prioritizing public health and safety.”
Hank Johnson sent a letter to the CEO of KIK Consumer Products
demanding answers about this most recent incident and how the company plans to prevent it from happening again.
BioLab has said it will remediate the situation
“We are committed to making things right,” KIK Consumer Products CEO Michael Sload said in a statement
we remain actively focused on supporting impacted local residents and business owners by continuing to get them the assistance they need.”
BioLab opened a Community Assistance Center in downtown Conyers in October after being absent from news conferences held by Rockdale County officials
The in-person location offers residents and business owners direct access to BioLab information and resources to file claims for reimbursement. But residents have expressed frustration with that center
complaining they can’t get an appointment and walk-in assistance is unavailable.
Jane Sadler said she doesn't trust the service
“I'm not running up here to grab a check because you sign your rights away,” Sadler said
BioLab declined GPB's request for an interview for this story.
Some residents say “making things right” is not enough
especially for a company that has been the cause of several chemical fires in the past.
Kamisha Brown has lived in Conyers for over 20 years
She experienced the first BioLab fire in 2004 and said she’s been having health issues since the most recent fire
she hopes BioLab will be held accountable.
“We never done this before and hopefully with everybody protesting this time
had plenty of potential during his time with the Gamecocks
highlighted by his season-high 13 points against Auburn
he struggled to find consistent playing time throughout the season
who had three years of eligibility remaining
told The State paper at the end of the season that he intended to return for another year
but has since confirmed he will enter the transfer portal
While his departure is a tough one for the Gamecocks
it does open up room in the transfer portal for head coach Lamont Paris to potentially add talent to the roster
South Carolina’s coaching staff will now have an opportunity to work with available scholarships to further strengthen their team
will now seek a fresh start and the chance to continue his development elsewhere

“Unique” is a word I kept going back to with him
A multi-sport star in high school who played quarterback
he’s transformed his body in a big way – literally and figuratively – in just the last five years
Take a look at him in high school compared to today
at least 40 pounds beefier as he transitioned to tight end at the college level
and Conyers ended his career on a productive note for Texas Tech
He played like a power forward in my notes before I even realized he was once a hoops star who loved basketball before football became his main thing
His ability to go up and grab the ball with tracking and strong hands is impressive and is the best part of his tape
He can also be a red zone threat with three touchdowns in a 2022 game against Colorado
Truly an above-the-rim below as the below examples highlight (I showed two angles of his TD catch against Abilene Christian
you don’t make those catches without it
and he shows some burst out of his three-point stance and at the top of his route
But he’s still a massive human and more of a straight-line player than some dynamic or nuanced route runner
His size also creates power post-catch and he plays with a hard demeanor with the ball in his hands
Conyers was even used as an occasional quarterback
he even threw a touchdown pass at Texas Tech
For a guy who didn’t play a ton of snaps
he wore a lot of hats and was creatively used
The big kid who got the ball thrown up to him
While PFF charting will show plenty of “in-line” snaps
they often came in the backfield or as a wing in a two-point stance
he was a more effective blocker doing that than he was standing up
Conyers was a better base blocker against 4-3 ends

He ended his high school career with 22 offers and much more to think about than he ever hoped for
“I definitely didn’t understand it at the time,” Conyers said
On the day Conyers cut his top schools list from six to three
Felderhoff asked which schools had made it
He’d grown up all his life in Red Raider country and was about to tell everyone he wasn’t attending the hometown school.

Pops has put a lot of miles on his car over the years
After one season with the Oklahoma Sooners
over an 11-hour drive down I-40W away.
He and his wife were there for almost every home game and even made it to a couple away games
like against Colorado in 2022 when Conyers had six catches for 108 yards and three touchdowns
Felderhoff made it to Arizona once a year and attended Conyers’ final game with the Sun Devils against Arizona
There’s a Conyers contingent that would travel anywhere for him
But for his final season of college eligibility
Conyers wanted to make that drive a little closer
“I was pretty ecstatic,” Pops said
“I don’t know that I hit the roof
Pops has ten season tickets for the entire family to attend every Texas Tech home game
Conyers’ three little brothers attend Gruver and can be there in person for his final college season
They were kids when Conyers went through the recruiting process for the first time
They’d watch him take eight phone calls from college coaches in the family den and pepper him with questions after he hung up
Their oldest brother has always been a role model

“It’s not impossible,” Conyers said

Conyers has been chosen for the 2025 Nationally Certified School Nurse Recognition Award
The honor recognizes a school nurse who has been influential in promoting certification at the local
and national level to highlight competence and professionalism.
Nationally Certified School Nurses are registered nurses who demonstrate a high level of education
“This rigorous credentialing sets the professional standard for school nursing,” the announcement said.
A Nationally Certified School Nurse since 2018
Conyers has worked at Brookside Primary School since 2013 and is the lead nurse for the Harwood Unified Union School District
She received a Bachelor of Science in Nursing in 2003 from James Madison University and a master’s in Nursing with a concentration in Nursing Education from Norwich University.
Conyers will receive the award in June at the National Association of School Nurses Annual Conference in Austin

the company has partially reopened its Conyers facility to fulfill customer orders

“BioLab’s Distribution Center at Conyers was cleared by relevant authorities and regulators to reopen on Nov
4 and resume fulfilling customer orders for finished products
which are used to clean pools and spas,” the company posted on it’s community resource website.
Manufacturing remains on hold at the facility
The statement went on to say that “any resumption of operations will only be undertaken with approval from authorities and regulators.”
Local residents are concerned about the reopening.

(Atlanta News First) - BioLab has opened a support center for residents and businesses affected by the chemical fire at the Conyers facility last month
The Community Assistance Center was announced Monday by the Unified Command
which provides information to the public on the response to the Sept
the Georgia Environmental Protection Division
residents and business owners can make claims and reimbursement appointments at the support center
The center is part of BioLab’s ongoing efforts to expand services for the community

“Our priority is ensuring that the local community has access to all necessary resources in the wake of this event,” Deputy Chief Jimmy Robinson with Rockdale County Fire Rescue said in a statement
“BioLab has told us they will do whatever it takes – for as long as it takes – to support our community
this center will serve as a resource for residents
and providing the support our community needs during this time.”
It’s located at 927 North Main Street NW in Conyers
and will be open Monday through Friday from 10 a.m
Appointments can be scheduled at BioLabCommunityResources.com
Officials said a limited number of walk-in appointments are also available each day
Anyone who needs help scheduling an appointment on BioLab’s website is asked to call BioLab’s hotline at (678) 301-2359
Area residents and businesses can also call the hotline for information or to submit claims

The EPA continues to monitor air quality in the area, and the data is available to the public in real-time on the agency’s website
Unified Command officials said chlorine levels have decreased
but residents are still advised to avoid areas where odors are present
A shelter-in-place order remains in effect within a two-mile radius around the BioLab facility
Officials said residents within the zone should remain indoors with windows and doors closed and HVAC systems turned off
