celebrated a half century of life and activity in Whiting   The Kokes’ homebuilding business began in 1964 and broke ground for one of the first of many age-restricted According to Jan Kokes who took the reins in 1989 the process of what would become Crestwood Village IV began in November 1962 when his father Mike Kokes went to a seminar at Rutgers to learn about the demand for senior housing in the state   His partner owned 120 acres in Whiting and wanted to build a retirement community The term “active adult” community was not yet coined when Crestwood opened for business in 1964 Eventually 500 homes multiplied into 10,000 Among the special events that took place during Village IV’s evolution was the gala opening of Clubhouse IV that was part of the fanfare of welcoming Crestwood’s 3,000th family formerly of New York whose new home was to be on Independence Parkway   It was also noted that another first was when Henny Youngman opened a series of proposed star attractions with a personal appearance at the new clubhouse known as Crestwood IV Crestwood Village I got Friendship Hall in 1965 Harmony Hall came to Crestwood Village II in 1972 and Unity Hall opened in 1973 at Crestwood Village III   Among the many people present for the special anniversary event were members of the 2024 Board of Trustees of Crestwood Village IV including President Donna Golding   Golding told The Manchester Times that a committee had been formed to create special celebration events during the year “Blanche (Doran) spearheaded this particular event making it during the day so the residents didn’t have to come out in the evening to enjoy the 50th anniversary The weather just isn’t cooperating today.”   She was referring to overcast rainy day but the spirit inside the clubhouse was something very different as the audience listened to speakers the student speakers and enjoyed a delicious cake with some tea and coffee afterwards that served to warm them up   “It is a nice turnout and we do have a beautiful cake,” she added Doran was summoned up to the podium by Golding to receive some special recognition thank you for being part of ours,” Golding said reading what inscribed on the framed presentation to her friend Blanche   Jerry Carroll served as master of ceremonies for the event and introduced two residents who sang “God Bless America.” Several representatives from other Crestwood Villages noted what they had done to observe their own milestone village anniversaries   Their official celebration was noted with much fanfare at the Village IV club house off Moccasin Drive and featured then Councilman/now Mayor Joseph Hankins and mayoral staff member Judy Noonan plus many other familiar faces from not only Village IV but representatives of other Crestwood Village communities The Whiting Elementary School Choir even performed for them   “It has always been my privilege to represent the senior community and I want to thank Mr Kokes for all he has done,” Noonan said as she introduced Hankins to speak “so often builders build houses and they make money and that is all they are interested in but they put a community center in here and a beautiful hall and your trustees maintain this hall I thank the trustees for thinking of the school and letting them be part of this program “that is what this community is about and what the council wants to push We have children and seniors working and being together so it is always enjoyable when we see them come together.”   The Griffith family were original owners in the development and their son John recalled Back in those days you had competition with other places and my parents went down to those places and then to Crestwood Village and after seeing the place and they liked what they saw.”   “I turned around to my parents and asked ‘how come you moved here when the other place was giving away appliances’ and my mother said she wanted her own appliances for the home They got their place and in those days the groups got together from the village and there were big crowds and parties shuffleboard – but it is different today because you have a lot people still working President and CEO Pat Donahue said “I’ve been working with the senior community out here for about 15 years in different capacities We’re looking for volunteers so come on in.”   AristaCare Executive Director Robert Greenburger also congratulated the residents of Village IV One of the most important things as we grow older and we live among younger people   “We feel less important… but it is important when you live in a senior village where everyone is together and you have a sense of community.” He noted the dangers of loneliness within the senior community “Coming together for 50 years Village IV in Manchester Township’s Whiting section came out in droves to browse find that special treasure and just say hi to their neighbors   The senior community has hosted monthly flea markets throughout the year at their club house parking lot baked goods and as many as 15 vendors have been known to show off their wares which range from crafts   A few hundred people may have come out to this month’s flea market which might be the last until spring according to the market’s coordinator Joann McKeon we have 52 vendors because we would normally have it inside the club house as well as outside,” she added   The trustees of Crestwood Village IV host the flea market and shoppers and vendors were sporting protective masks and observing social distancing per the guidelines for the COVID-19 pandemic   “I organize it but we have between 10 or 12 people who help out and volunteer,” McKeon said   She added that Crestwood Village IV keeps busy and has been active throughout the pandemic in the ways it could there is a fitness club on Monday and Friday Hallar works to bring awareness of those activities to residents and the public   “We are doing a corn hole event on Thursday night and are president ordered pickle ball stuff which came but we haven’t set it up yet so we will have pickle ball,” Hallar added   “We’ve arranged for outdoor meetings According to our bylaws we have to hold two meetings during the year and we did them both outside We are doing a meet the candidates (for offices in Crestwood Village) with a different format We are having people coming in groups of 10 We can only allow 25 people maximum in our hall,” McKeon said “we are going to have our candidates up front and instead of doing their two-minute spiel they will have it on paper in a packet while the people are waiting in line They will read what the speeches will be so they don’t waste time and they will bring those 10 people in to ask their questions and then another 10 people will come in.”   “It is a huge thing,” Hallar said noting the board races this year were very interesting It was noted that cards and games is also part of the Village’s Monday night activities plus an internet café which is almost ready to start   “People from the other (Crestwood) villages say to us how come you guys can do things and we can’t and we tell them get after your trustees and get out of the cage,” Hallar said   “We pride ourselves in that we didn’t lay off one staff person We reduced ours and we issued people laptops so they could work remotely if they chose to We just did The family that loves her is just a call away and that piece of mind is not lost on her grandson who worries for the other residents who may not only have to find a new home but a group of people to care about them "My concern is less for my own grandmother and more for some of the other people here," House said "I think some of the people here still don't know what they are going to do and 60 days is not a lot of time to move for anybody especially someone who's retired on a fixed income or what have you." 1,000 residential units and calls for both apartments and townhomes Homestake’s plans also include self-storage developments and a farming operation filling out a footprint that includes New Jersey It all has the Brielle-based firm positioned for the future Homestake is taking a measured approach as it builds out that pipeline “I think one of the reasons why we’ve been able to survive for 55 years is that we’ve never been greedy and we’ve never chased the shiny ball,” said Kokes who serves as Homestake’s managing principal focus on them and drive them all the way through entitlement The Kokes’ homebuilding business began in 1964 when Miroslav Kokes whose family had fled a Russian-occupied Czechoslovakia after World War II now famously broke ground in a remote section of Ocean County Crestwood Village in Whiting was the first of many age-restricted workforce housing developments for what would become one of the state’s most prolific builders launching Homestake about two years later as a passive investment vehicle for the family The boutique firm soon began to invest with outside developers who needed equity for their projects which grew out of connections that Kokes made as a director with the now former Harmony Bank in Jackson they were ready to finance from a bank and they just couldn’t get there because they didn’t have the right equity,” Kokes said so Homestake came in as preferred equity to help get the developments off the ground the firm has focused on projects with a total capitalization of $20 million to $30 million with the ability to buy in for amounts that are too large for a typical lone investor working with borrowers such as the Houston-based Liberty Home Builders which used the capital to build 408 homes and open a new division in San Antonio the family was also taking steps to sell the remaining assets of its homebuilding business which was at a crossroads after being hit hard by the housing downturn Drawing interest from many of the nation’s top homebuilders the company sold a portfolio to Lennar Corp that included about 500 lots across Manchester and Barnegat it sought to take a more active role in the projects in which it invested capitalizing on the family’s decades of experience and name recognition “That goes a long way in this business when you’re talking to bankers and they know that you’re an established person,” Kokes said “It’s better than trying to meet somebody fresh and start new so I’ve tried to leverage our family history.” Kokes also sees the company’s long-term outlook as an asset to the business Homestake is able to invest in “solid projects” without worrying about their time horizon which makes the firm appealing to a wider swath of sponsors and partners Homestake has sought projects in what Kokes jokingly called “the non-hot areas,” where there is less competition but strong fundamentals the firm was an equity investor with Harvestate Group in the development of the Enclave at Winslow a 105-unit townhome community about 30 minutes from Philadelphia “Everybody thought we were crazy,” Kokes said it leased up at rents that were around $150 higher than even the developers had anticipated “There were no good comps in the market,” he added “All of the product that we were going against was ’80s and ’90s garden-style apartments and now we’re building something new and there’s a high demand for it.” Homestake is sticking to that strategy as it turns its focus to self-development and entitlements a rail-served but also lesser-known South Jersey community about 25 minutes outside Philadelphia where it’s planning 90 townhomes and 60 apartments the firm is in discussions with local officials in Lebanon to develop a site that was once slated for suburban office buildings but is now better served by a different use “The reality is there’s no good competition in those markets Homestake’s office is a far cry from that of the Kokes’ homebuilding business The boutique investment firm has operated with a tiny back-office staff but its recent growth has prompted it to expand a former executive with Roger Mumford Homes who will work closely with Kokes in focusing on new development opportunities and asset management Kokes said his father remains an integral part of the business but one who is also “enjoying retirement” and “perfectly happy” with a supporting role You won’t find the elder Kokes filling out an insurance application but enjoying the chance to give his input on marketing or floorplan designs Both are also happy to see that Lennar is off to a fast start with the lots it acquired from the Kokes family who serves as president of the Shore Builders Association notes that “one of the things that my dad has always tried to instill in me” is a desire and enter the main gate Enter the first house on the left to find Gauld who will give you the Naturalist quest pop around the corner and head up the stairs to the map marker for Still Waters starting off the Capturing Caer Bronach side quest then follow the Still Waters waypoint to the south of the village and at the fork in the road foloow the left path toward the cave and landmark then continue to the southwest and you’ll eventually happen upon a keep that you need to clear out for the Capturing Caer Bronach side quest (see the entry for this side quest for more details) Continuing with the Still Waters side quest get to the top of the keep and follow the map marker through the door up the stairs and on through the necxt doorway carry on heading down the southwest path until you see the sign for Old Crestwood Chat to the villager then pop into the room on the first floor and go through door at the other end and interact with the wheel to initiate a cutscene that will decrease the water level Return to the Old Crestwood sign and make your way north until you spot a rift over to the left close the small rift and loot the area before going north again and you’ll soon come to a landmark and a small hovel you can loot Resume your journey north and you’ll reach an astrarium Go down and around to the peak of the centre triangle then move to the left and the outer triangle circling around to the peak of the middle triangle Now move to the right and the outer triangle to finish up When you’re ready to resume the Still Waters side quest keep heading north to the waypoint until you reach Old Crestwood There’s a demon in a house in the centre of the town and you can speak to it to pick up the Burdens of Command side quest look for the piles of corpses to wrap up the side quest Homecoming Make your way to the Flooded Caves to the north and follow the central path once you’re inside Light up the torches as you progress and at the waterfall pop down the path to the left to grab some loot and go around to the right path for a chest Return to room we’ve been ignoring and head inside to find the rift You’ll face 3 waves of enemies before you can close it through the northeast door and over the water There’s a lever at the end of the path that will open the door here go through and follow the path to exit the cave You’ll pop out next to another rift surrounded should’ve bumped into him while trekking through the Still Waters side quest Make your way to the Flooded Caves and hand a can of whoop ass to the Rage Demon in here before reporting back you can attend to the Still Waters side quest so take a look at the details for the that quest in the Flooded Caves area After your initial pow wow with the Mayor in Crestwood seek out Sister Vaughn in the village and talk to her Jumping ahead to Old Crestwood where you’ll be poking around for the Still Waters quest search the ruined buildings to find the 3 piles of bodies and report back to Sister Vaughn During Still Waters you’ll have been given the opportunity to talk to Gauld while in Crestwood to start this quest so just follow the waypoint to find and check up on her Talk to her again to initiate the Wyrm Hole side quest After locating Judith for the Naturalist side quest dropping in at the camp to restock and rotate a mage into your party if you don’t already have one Deal with the some taxes to help make ends meet Cook County is looking to borrow hundreds of millions of dollars Every year something unusual happens in the south-suburban village of Crestwood The village gives residents some of their property tax money back I know it sounds like fantasy land in this economy But even in a recession year the village of Crestwood has “surplus funds” that it redistributes to eligible homeowners Residents have to bring in a lot of paperwork to prove they are actually eligible It makes for busy days at the Crestwood Village office where residents filter in and out with their applications The process can cause some stress; I watched an elderly couple fight in the parking lot over who forgot to bring what papers Crestwood’s residents are happy with the village and very they got about 36-percent of their total property tax bills back Marylyn Sullivan has lived in Crestwood for 22 years SULLIVAN: Many is a time I thought about maybe moving and then I though about my tax refund and I thought this is like my little heaven.’HILL: And do you have friends in nearby towns who are jealous of your tax refund?SULLIVAN: Oh you better believe it Enough that I had one of my friends move here because of that is the village of Crestwood able to send money back to its residents Mayor Robert Stranczek says it takes a lot of work STRANCZEK: It’s been the village’s policy for over 40 years to run the village as a business Stranczek says that means the village lives within its budget It doesn’t buy things it doesn’t really need we see how Crestwood is to a lot of people the envy of the South Side here It’s a lot easier to go out and pass bonds and pass tax referendum to get more money But it’s not the prudent thing to do as we see in other forms of government The village has privatized some city services And it leans heavily on volunteers and part time workers STRANZEK: We have 25 full time employees for our village and we have 12,000 residents here We have a full time policy chief but then we have part time officers So a lot of our expenses there are lowered from other communities that have full time forces Crestwood’s tax rebate has been in place for more than a decade and while it might not be easy to replicate there may be some lessons that other municipalities can take from village’s model Lawrence Msall is the executive director of the Civic Federation He says part-time employees can be a good way for municipalities MSALL: By having more part time employees you reduce your pension cost and your other benefit costs and so it can be an effective way to deliver the same or more effective services for less of a cost low pension and benefit costs don’t mean Crestwood is immune to the economic downturn Sales taxes are down this year—which means that the rebate checks may be less than last year Crestwood resident Ryan Johnson will be happy with whatever the village can send back He says he recently lost his job as a banker Manchester Police arrest a prolific burglary suspect who prompted an advisory to residents in several Crestwood Village communities 26-year-old Township resident Jason Clancy of Mill Road was taken into custody in his home following a two-month multi-agency investigation and charged with burglary Police Captain Lisa Parker says the probe involved over 60 retirement homes in the Whiting section where a third were entered Clancy allegedly made off with money and jewelry but much of the proceeds were recovered in his home Clancy was transported to the Ocean County Jail in lieu of $35,000 bail with no 10% option Parker says the investigation is ongoing and additional charges are forthcoming Assisting with the investigation were members of the Ocean County Sheriff's Department CIU & K9 units Photo/M The federal Environmental Protection Agency is reviewing information collected during a raid on village offices in south suburban Crestwood The search followed reports that the village pumped tainted water to its residents for more than two decades the EPA searched the Crestwood village hall and public works building Randall Ashe is an EPA special agent-in-charge ASHE: We got a federal magistrate to issue the search warrant and agents from the EPA as well as a Coast Guard investigative agent Ashe says the search team was looking for any evidence of environmental crimes. The action was sparked by a report in the Chicago Tribune It found that Crestwood knowingly got some of its tap water from a well tainted by a toxic chemical Mayor Robert Stranczek didn’t return calls for comment But he notes in a letter to residents that the well in question was closed in 2007 and he insists no village officials would’ve intentionally risked public health
