The Town of Cutler Bay contracts with Miami-Dade Sheriff's Office for its Sheriff services
which is provided through an Interlocal Agreement between the Town of Cutler Bay and Miami-Dade Sheriff Office
We officially began our police services within the Town on August 23
We are committed to ensure the safety and well-being of our citizens while emphasizing our policing efforts through the concepts of Community Oriented Policing
To promote a safe and secure environment that is free from crime and the fear of crime
To maintain order and provide for the safe and expeditious flow of traffic
To be the model law enforcement organization in the nation while blending strategic planning with community concerns
The Town's Sheriff Services has a total of 55 sworn deputies with a support staff of 5 civilian Sheriff employees who serve in our Uniform Patrol Unit
miles which is populated by 45,000 Cutler Bay citizens that live in about 14,000 housing units
they service 8 public schools and 10 Town parks
Our Uniform Patrol officers respond on a yearly basis to approximately 21,000 combined routine and emergency calls-for service
These calls-for-service are related to person and property crimes that include other dispatched calls such as: traffic crashes
and all other types of police related calls
Our General Investigations Unit conduct follow-up investigations to all cases that have solvability factors
Our Neighborhood Resource Unit increase citizen safety thorough community involvement and raising crime awareness
address traffic safety concerns and conduct traffic enforcement initiatives in hot spot areas
The daily operations are directed and guided by the Town Police Commander
The overall operations of the Town Sheriff Services are overseen and managed by the Town Manager

Coastal Ridge Preserve: A Community-Driven Effort to Preserve and Protect
the largest environmental restoration project in U.S
In addition to the land purchase, the Town Council recently held a workshop where they discussed the masterplan conceptual design for the site
The conceptual design is set to be approved during the October 16
council meeting and includes nature pathways
pine rockland and hardwood hammock sections
and an observation deck overlooking the wetlands
consistent with the future CERP wetland rehydration project
The site concept was developed in coordination with Miami-Dade County
the South Florida Water Management District
Since the acquisition of Coastal Ridge Preserve
the Town has successfully secured significant funding to offset costs and support ongoing improvements
the Town received $1,106,570 in various grants from the Florida Department of Environmental Protection (FDEP) Florida Communities Trust (FCT) Program to reduce the purchase cost
the Town was awarded $250,000 from the FDEP Resilient Florida Program to fund design
The Town has committed an additional $250,000 in matching funds
and the FCT contributed another $8,500,000
Veterans Park
the newly designated 3.5-acre passive park on Old Cutler Road and SW 87th Avenue
will stand as a tribute to all veterans who have served our country
recognizing their dedication and sacrifice
The park’s name pays homage to the Town’s deep-rooted history of military service
as Cutler Bay’s origins are tied to housing built for Homestead Air Reserve personnel
Veterans Park symbolizes the Town’s gratitude and respect for those who have protected our freedoms at home and abroad
the Town of Cutler Bay received a significant boost to this project
securing $1.5 million in funding from the Florida Department of Environmental Protection (FDEP)’s Florida Communities Trust program as part of its 2023-2024 funding cycle
The FDEP grant marked a significant achievement in the town’s ongoing effort to expand and enhance recreational and green spaces for its residents
The campaign was lauded for its creativity
utilizing internal resources to raise awareness about environmental conservation and the preservation of green spaces
and video materials aimed at engaging the community and fostering environmental stewardship
the town not only preserved the Veterans Park site but also engaged residents
and educational institutions in the effort
The park’s acquisition and preservation highlight the town’s dedication to maintaining its natural spaces while honoring the nation’s veterans

residents now collectively own a total of 28 acres of land
making them the largest landowners in Cutler Bay
This acquisition has not only preserved over 618 residential units from being developed but also significantly alleviated potential traffic in the area

2024 - The South Florida Water Management District (SFWMD) presented an update during the October 16
Town Council Meeting on the Biscayne Bay Coastal Wetlands (BBCW) Phase 1 project
focusing on the Cutler Wetlands Flow-way component
Several residents have inquired about recent clearing of trees and plants along SW 87th Ave and SW 232 Street
and we are providing the following information to address these concerns
Project Overview: The Biscayne Bay Coastal Wetlands project is a key component of the Comprehensive Everglades Restoration Plan (CERP)
This multi-phase project is designed to restore freshwater flows to Biscayne Bay and improve the coastal wetland ecosystem
The Cutler Wetlands project specifically includes features such as the construction of the S-701 Pump Station
and a spreader swale system to improve freshwater distribution
Construction began in November 2022 and is anticipated to be completed by September 2025
Tree and Vegetation Clearing: As part of this project
tree and plant clearing is required in certain areas to facilitate the construction of the necessary infrastructure
This clearing is taking place along SW 87th Ave and SW 232 Street to support the C-701 conveyance channel and C-702 spreader canal
The South Florida Water Management District has obtained the necessary permits from Miami-Dade County’s Division of Environmental Resources Management (DERM) and the State of Florida to clear invasive vegetation in these areas
These efforts are crucial for the proper functioning of the flow-way
which will help restore water flow and improve habitat conditions in the area
Project Benefits: The project will not only help restore freshwater flow into Biscayne Bay
but it will also play a critical role in preserving and rehydrating the natural mangroves that line the coastal areas of our town
protecting the Town of Cutler Bay from storm surges and other natural threats
Recreational Features: Once the Cutler Wetlands project is completed
it will also provide new recreational opportunities for residents and visitors
The project will include a bird-watching facility
allowing nature enthusiasts to observe the local wildlife in its restored habitat
walking and bicycle paths will be constructed throughout
offering scenic routes for outdoor activities and fostering a greater connection to the natural beauty of the area
These features are designed to promote eco-friendly recreation while preserving the integrity of the wetlands

CUTLER BAY
– Two large dogs seen on video mauling a calico cat to death in a Cutler Bay backyard have been deemed “aggressive” by Miami-Dade Animal Services — but not “dangerous,” raising questions about what those labels actually mean
The incident happened on fenced private property where a calico cat named Chu-Chu was nursing her newborn kittens
noticed Chu-Chu that was defending her kittens and killed Chu-Chu,” said Melyssa Sueiro
The attack was caught on home surveillance footage
which shows one dog grabbing the cat and dragging her from her hiding spot
“I was right on the other side of the window setting the table and all of a sudden these 2 dogs came charging in and I didn’t know where they came from,” said Agnes Sueiro
The family says they raised Chu-Chu for the last six years since birth and described her as sweet and gentle
“I started screaming and screaming and the next thing I knew Chu-Chu ran off into the bushes and I was screaming like I had never screamed before,” Agnes Sueiro said
could be seen waving a pole at the still-roaming dogs to get them off her property
“I never would have thought that these dogs would come in our yard,” Agnes Sueiro said
The Sueiro family submitted extensive documentation to animal control — video
written statements and more— in an effort to have the dogs labeled as dangerous
and they said that these dogs were aggressive
a dog may be labeled “aggressive” if it kills a domestic animal without provocation while off the owner’s property
A “dangerous” label may apply only if a dog commits such acts more than once
Animal control ultimately ruled that there was sufficient cause to deem Luke and Kenzo as aggressive
Local 10 News visited the home of Osmani Silva
who owns Luke and said he was watching Kenzo for a friend when the incident occurred
“I got this paperwork that says the dogs were deemed aggressive,” said Local 10’s Animal Advocate Jacey Birch
“That’s what the paper says but the dogs are not aggressive,” Silva responded
Silva told Local 10 that he paid county citations and tried to apologize
“I tried to apologize but the person was really — she didn’t want to get my apologies,” he said
“Are you shocked that nothing happened?” Birch asked Agnes Sueiro
But it almost seemed like people didn’t think it was that big of a deal,” she replied
Melyssa Sueiro says she’s not done fighting
“We still feel that justice was not served for Chu-Chu,” she said
how is that helping the neighbor that’s next door to them
They have no idea that these dogs killed a cat!”

A dog may only be declared dangerous if it kills or severely injures a domestic animal more than once

– A Cutler Bay man was arrested Monday after he beat up his 70-year-old neighbor who already had a protection order against him
According to an arrest report from the Miami-Dade Sheriff’s Office
27 in the 18400 block of Southwest 89th Place
Deputies said the victim was inside his house when he heard the suspect
Deputies said the victim looked out the window and saw that Uriarte was yelling at his dog that was loose and had gotten into the victim’s yard
The victim then told Uriarte not to enter his yard due to the protection order
Uriarte’s dog then ran into the victim’s home and the victim instructed Uriarte not to enter his home
But deputies said Uriarte entered the home anyway to get his dog
the victim then spoke to Uriarte’s father who was standing in the middle of the street
informing him that he had an active protection order against Uriarte and he would be calling police
Deputies said Uriarte then turned around and “rushed the victim.”
but Uriarte didn’t move and started to scream at the victim
Deputies said the victim pushed Uriarte away again and told him to get back
but Uriarte clenched his fist and “flinched at the victim,” at which time the victim punched Uriarte
Deputies said Uriarte then began beating on the victim with his fist
throwing him to the ground and punching him some more
Uriarte’s father tried to separate the men
Deputies said Uriarte eventually picked his father up and fled the scene in his father’s vehicle
The victim was transported to a hospital by ambulance and had to undergo shoulder replacement surgery
Uriarte faces charges of battery on a person 65 or older
felony battery and violation of a protective injunction
Uriarte was being held at the Turner Guilford Knight Correctional Center where his bond was listed as “to be set.”

The project’s total cost is approximately $16,128,603.02
and it was funded through multiple sources
including $8,347,373.00 from the Miami-Dade County Joint Participation Agreement
contributions from the Town’s People’s Transportation Plan (PTP)
This project was identified in the Town of Cutler Bay Complete Streets Corridor Analysis Master Plan
It reflects the Town’s commitment to creating a pedestrian-friendly community with a vast network of sidewalks and improved public safety measures

The project was planned and designed to improve all modes of transportation and for all users regardless of age or physical ability

– A 56-year-old man died early Friday morning after being shot multiple times at a gas station in Cutler Bay

Miami-Dade Police Detective Andre Martin said officers responded to reports of a shooting just after midnight at a Mobil gas station located near the 20200 block of South Dixie Highway
identified as Vincent Arthur McCrow suffering from multiple gunshot wounds
Martin said Miami-Dade Fire Rescue transported the victim to Jackson South Medical Center in critical condition
and I was just devastated,” said Deidre McCrow
through tears when speaking to Local 10 News
McCrow was involved in a discussion with another man at the gas station when the situation escalated into violence
The man McCrow was speaking with initially left the scene but returned while officers were investigating
“We are in the process of interviewing that individual
but we are also working with employees at this gas station to obtain any video evidence that can provide clarity on what happened,” Martin added
McCrow’s sister shared a recent photo of them together in happier times
Authorities also confirmed that an individual was taken into custody and will be interviewed by detectives
Police have not disclose any information on the culprit or a possible motive at this time

An $8 million investment from the City of Miami could help transform a former hotel in Cutler Bay into permanent housing for homeless and low-income residents
Miami commissioners are voting on a resolution on Dec
12 to allocate monies from the city’s ARPA funds to the Miami-Dade County Homeless Trust to acquire and convert the La Quinta Inn & Suites at 10821 Caribbean Blvd
will reserve 57 units for the City of Miami
The Homeless Trust serves as the lead agency for Miami-Dade County’s Homeless Continuum of Care
a program that promotes community-wide planning and strategic use of resources to address homelessness
the county received a signed offer to buy the hotel property with the intent of converting it to living spaces for individuals within the continuum of care
which supports 5,000 people daily with a 98% success rate in helping residents maintain stable housing
The Hideaways by the Bay project aims to add to these efforts by offering permanent housing options for people with disabilities
seniors and those who are homeless in South Miami-Dade
the trust applied to the city requesting $8 million in ARPA funds earmarked for housing programs to cover part of the $14 million acquisition cost
each equipped with a bathroom and capable of accommodating individuals or couples
It also features shared laundry facilities
a security system and a common breakfast area
The trust plans to install kitchenettes within each room to create studio apartments
As outlined in the resolution before the commission
57 of the units will be designated for the City of Miami
the trust is to select a provider to offer case management and connect tenants to vital services like transportation
healthcare and financial assistance as needed
The trust planned to begin leasing and operations by Dec
The Cutler Bay site was selected for proximity to the county’s Strategic Miami Area Rapid Transit (SMART) Corridor
which is to provide easy access to transit hubs
The project also aligns with the community’s vision for a revitalized Town Center district
workplaces and higher-density housing in a pedestrian-friendly environment
Recent Homeless Trust data found 67 unsheltered homeless persons in South Miami-Dade from Kendall Drive to the Monroe County line
While this is a 28% decrease year-over-year in South Miami-Dade
the trust says it is working to further reduce homelessness
There iis rapid transit in this area and there are no plans to bring rapid transit
There are existing areas of the county that already have train service
The county just wants to dump all its problems in the south
Because of weak leadership the south was cheated out of rapid trains it and just become a dumping ground for the poor and elderly
2024 – The Town of Cutler Bay marked a significant milestone today with the groundbreaking ceremony for the Franjo Road Complete Streets Project
which has been in the planning and funding stages for over six years
and provide more transit options for residents
The ceremony was attended by several esteemed guests
including members of the Town Council and notable officials such as Citizens' Independent Transportation Trust (CITT) Chairman Robert Wolfarth
Former Mayor and current CITT 2nd Vice Chair Peggy Bell
Miami-Dade County’s Transportation Planning Organization (TPO) Executive Director Aileen Boucle
and representatives from the offices of Mayor Daniella Levine Cava and Commissioner Danielle Cohen Higgins
with an estimated construction cost of $16 million
is funded through contributions from various sources
including $8.3 million from Miami-Dade County
$2.2 million from the American Rescue Plan Act (ARPA)
and $5.5 million from the Town’s Peoples Transportation Plan (PTP)
this project is being completed without using residents' ad-valorem taxes
Cutler Bay has set a high bar with award-winning complete streets projects like Caribbean Boulevard and Old Cutler Road
both partially funded by a Joint Participation Agreement (JPA)
The Franjo Road Complete Streets Project continues this tradition of excellence
further enhancing our community’s infrastructure and connectivity

– A funeral service was held Saturday for a man who was killed late last month in a shooting at a gas station in Cutler Bay
Family and friends of 56-year-old Vincent McCrow gathered at Jay Funeral Home in West Perrine for his memorial
McCrow was shot at a Mobil gas station off South Dixie Highway and Caribbean Boulevard on the morning of Dec. 27
Police said McCrow had been shot multiple times

– Two men who were injured Monday night near a park in Cutler Bay are not cooperating with the investigation
According to residents in the area, a group of people were having dinner outside just before 8 p.m. when the shooting occurred near Franjo Park
A children’s baseball game was being held when the shooting happened

“I don’t know how we ended up behind home plate
but that’s where we hunkered down with the kids — we threw our bodies over them.”
“Every parent of the kids was on top of them just in case one of the gunshots landed on them,” he said

Authorities later found two men shot at a nearby gas station
and detectives are focusing their investigation on the surrounding area
A nearby vehicle sustained more than a dozen bullet holes from the shooting
Jose Madrid told Local 10 his car does not even turn on anymore
“I would have easily lost my life there -- look
Other neighbors say they were outside with their kids
when they were forced to grab them and find shelter
“I have never seen something like this -- we have lived here for 10 years,” Ricardo Freitas said in Spanish
police were also spotted at the Amoco gas station
Crime scene tape and evidence markers surrounded the area where
“There is the guy -- you see him right there in the white shirt -- the guy in the white shirt was shooting back!” a witness who took video of the shooting said
Parents watching the baseball game filmed on their phones
Neighbors told Local 10 they are shocked as the area has always been peaceful and quiet
“We walk every morning and we see less and less policemen viewing the area
We wanted him to play baseball and it’s concerning that there are so many children here all the time.”
My wife jumped under the picnic table,” he said
Flyn said he was at the game with his 8-year-old grandson when the gunfire broke out
He noted the quick actions of the adults at the scene

Residents like Daniela Madrid shared their shock as the violence spilled over into their neighborhood

The shooting victims were transported to a hospital where they are recovering from their injuries
A motive remains unclear and no arrests have been made
