property We’ve looked at this property a few times for different proposals but now we’ve got one that fits,” said Community Development Director Phil Dunsmore to the council.  Planning Manager Kelly Gleason then addressed the council with the details of the project which is aimed towards tourism in the city including lodging units and an RV park in the southeast project site of the Del Rio Road Commercial Area Specific Plan The area currently covers 11 separate parcels and is about 26 acres in size “The Del Rio Road Specific Plan has been around for quite some time It was originally adopted in 2012 with the Walmart project on this particular site We came back for some amendments in 2020 when Walmart withdrew their application and opened up some development potential, and some use potential on the site and redid some traffic analysis to help some projects move forward a little more quickly,” added Gleason The council saw the first version of Del Rio Ranch in 2021 which was also aimed towards tourists but also had a lot of commercial and mixed-use development the applicant team has revised its proposal and is moving forward with what was presented during this week’s meeting The Planning Commission has already seen the recent proposal and recommended approval “There’s a master plan of development being considered tonight for what’s basically a large RV and glamping resort,” continued Gleason “There’s a commercial center as well at the corner of El Camino [Real] and Del Rio to be sort of the public-facing side of the project.” There are close to 22,000 square feet of commercial use planned for the project. Featuring three-story commercial buildings with shops on the first floor and hotel units above The site would also include 98 RV spaces Also included is a public road proposed off of El Camino Real as part of the Del Rio Road Commercial Area Specific Plan The road will service properties to the south that are being rezoned to multi-family residential Allocation (RHNA) numbers And specific plan amendments that update maps and more we’re looking at a General Plan and Zoning Map amendment this evening and adoption of the Master Plan of Development,” added Gleason “So this is the final action on this project If they move forward with this proposed design they can move forward to building permits.” Both council members and community members brought up concerns with the safety of one of the proposed exits from the RV park condition 41 says: a sight distance shall be provided for all proposed entries into the project site All entries shall comply with adopted sight distance standards,” said Director of Public Works Nick DeBar. “What I would propose adding to it would be: developers shall perform all measures recommended by a licensed traffic engineer and approved by the city engineer. Such measures may include grading and other traffic safety enhancements (flashing signs etc.) No driveway access shall be allowed onto Del Rio Road that the page to the bottom of the page on her script from time to time to see what she’s kind of studying with her character And so that kind of work that the greats still do today is something that I And I think that a lot of cities are kind of pitching themselves to do that And I think Austin has been for a long time now and I think people are actually listening and reacting What’s your life been like now that you have this success as Billy on the new “Matlock” I consider myself very lucky to be part of a reboot that has changed the game in terms of the narrative of reboot And so to be part of something that is so new and fresh with a sort of story structure that people have a little bit of fatigue over What’s interesting is part of the conceit of the new “Matlock” show is that you have a septuagenarian played by Kathy Bates and you play a kind of friend or an ally in a way to her is very much at the soul of  what has made this show a success What’s in that chemistry there as you see this character “Kathy Bates and I have a chemistry” is something I’ll never get over I could be sitting down with her and she tells me all these stories about Mike Nichols or anything like that – and these are questions that I ask because I don’t know when I can get this opportunity again it was a table read for the pilot that we did in Toronto And she gives me a big hug and she says “the relationship between Billy and Matty is very special and I’m looking forward to making that grow with you.” She kind of set up the chemistry right then and there she already helped me have a point of view of when she enters the office they were saying that he really loves the law and that’s all he cares about And that really gave me a little bit of a point of view to really focus on making sure that the chemistry between Billy and Matty is work-related first then he gets to move with his most important value Our chemistry continues to grow throughout this season and what I’m enjoying about the success of this show is the idea that people are really really loving it and they are committed to Matty’s investigation more than the structure of looking at a law case every episode it’s a law what brought you to NYU I’m a New Yorker and NYU was always part of the landscape that I grew up in and he lived in a studio apartment on Greene Street I was on the campus essentially and it always resonated I am a New Yorker through and through and love Manhattan: the energy Being that Thrive was founded in New York and built with the intention of New York tell us about how it’s expanded beyond New York I’ve had the pleasure of connecting with people in youth development in different cities around the country In those networking and shared learning spaces people in other cities have inquired about what we do in New York public schools and how they could replicate some of that work in their communities we didn’t have the infrastructure or capacity to expand so we adopted an open-source mentality to share what we learned we felt like we’d matured as an organization enough to share more proactively We had a strategic planning retreat in January 2020 We put the planning on the back burner as we adapted Thrive's work in schools for online spaces we pulled that planning document off the shelf and received them to do a national replication pilot identifying three cities where we had strong social networks and trusted people to serve as city coordinators Can you share more about how Thrive’s work has evolved and accelerated It took us only 18 months to do our second 300 murals Some of the growth was due to expansion into other cities but over 600 murals have been created here in the five boroughs It’s incredibly gratifying to see a physical manifestation of the transformation we talk about in such an idealistic you’re inspiring kids to believe they can change their future and impact their present reality you’re not just working with metaphors or ideals; they actually see the result of their work Public art is transformational on so many levels because it’s enduring Kids can come back for years and see the impact they've made It’s a physical demonstration of the power to change a community It’s been incredible to see the effect on not only the young people who participated and the teachers and administrators in their schools Successive generations of students who weren’t there when the murals were painted still benefit from the long-term impact of that work We've had over 35,000 students participate in our murals program alone and that doesn’t even include all the other art programs we run What’s one thing you’d still like to achieve or experience The growth that we’ve experienced at Thrive has largely been driven from the grassroots We’re now at a point where we want to connect this grassroots movement more proactively with policy decisions especially at the city and school district levels One of our missions is to eradicate artless education We’ve proven that every school without a full-time arts teacher is surrounded by the creative capacity to bring art back to those students we need not just the buy-in of the neighborhoods but also policymakers and people in charge of reallocating budgets at the highest levels What advice would you give to the NYU Class of 2024 and knowledge that can be utilized in a lot of different ways But when we utilize it in a way that starts with the premise that the most interesting story is the one we live—not the one we spectate not the one that we watch in a movie theater or play on a video game—it makes life beautiful NYU sets us up for success when we take the relationships that stimulate our curiosity and activate our imagination—when that becomes the focus the lives that we live are gratifying for us They’re also a blessing for those around us and that beauty that we pursue makes everybody else’s life a little more special as well as our own ‘How can I help?’ when we see somebody in need and ‘Why did I come across that person at this moment Is there something that I can offer?’ It enables us to empathize It enables us to see beyond the commotion of our lives Do you have a favorite NYU memory that you’d like to share I had the chance to travel with a group of students to Italy ‘I’m not letting you get on a plane to go to Italy when you’ve never been to an art museum.’ He and his partner curated a tour of the Met’s best pieces I went from never having seen an art museum to exploring Italy’s art and cathedrals I wasn’t thinking about art at the time; I was a pre-law But the exposure completely awakened me to the power of art and I ended up taking my first art class at NYU as a senior we’d spend an hour in a lecture hall and then hop on a train to go to a museum for another two hours This experience started my freshman year and bookended my undergraduate career and I didn’t have the skill to produce the kind of work Thrive is known for But those experiences equipped me for what I'm doing now those museum visits and lectures deeply influenced me and prepared me for this stage in my life I was surrounded by street art and graffiti My generation was around when graffiti and subway art were being pioneered it was just background noise to me—it didn’t captivate me It was just part of the cultural environment I grew up in I realized it wasn’t just background noise;
