it’s been that quiet stretch of highway where some of us have exerted a little more force on the accelerator
It’s a mostly desolate stretch of highway where motorists may find a trooper every now and then
but little else other than vehicles going from one parish to another
Hyundai promises 1,500 jobs at its steel plant in Donaldsonville — and that’s full-time jobs
as Iberville Parish President Chris Daigle said last week
The scope of the project is regional and statewide in terms of job creation
but the parish seat of Ascension Parish will not be the only Westbank area to see transition
The impact of the plant will likely stretch into Iberville Parish in terms of new jobs and support industry

He said last week the 10-mile stretch may be the most economically impacted area for the state of Louisiana in the next five or 10 years
The Town of White Castle could benefit quite well from the steel plant
Some of the area is landlocked for farming
but the “right dollar amount” offered may or may not convince some landowners to sell
but there’s plenty credence to the saying “money talks.”
The move could bring more business to a town that has seen its commercial sector wither in the past 50 years
It once had two or three car dealerships and a bustling downtown area
but younger people found better opportunity elsewhere
How much the Hyundai steel plant changes White Castle is anybody’s guess
and it could become the “bedroom community” for the corridor heading to the steel plant
Some people may not like the thought of a growth in population or other elements that could make big changes for a community
But a community needs a population to survive
It needs residents with solid income to make it grow and thrive
The lack of those elements is what sends a town into decline
If you’ve ever driven Louisiana towns along the Mississippi Delta — Waterproof
and Lake Providence in East Carroll — you get a classic example of what happens when opportunity passes up an area
With the above-average pay the new industry will bring
the Hyundai steel plant in Donalsonville could be the difference-maker for White Castle
and more prospective residents may choose to call it “home.”
The steel plant and its support businesses could be the best thing to happen to White Castle in decades

Donaldsonville's leaders have failed to properly provide documents detailing how it spends federal grants and awards to auditors for seven years in a row
This was one of several findings in the city's recently released 2024 fiscal year audit
Governments that spend more than $750,000 in federal grants in a fiscal year are required by law to prepare such a document
called a Schedule of Expenditures of Federal Awards
the document is used to accurately report how money is used by the federal government and granting agencies
as well as determine how federal programs are audited
Donaldsonville has failed to provide such a report to auditors since the 2018 fiscal year
although it’s not clear if it’s passed the expenditure threshold each year
The audit's findings — some of which have been reported for multiple years — were presented Jan
before being posted on the Louisiana Legislative Auditor’s website
“The records were not maintained in a manner which allowed the SEFA to be prepared in an efficient manner to ensure accuracy and completeness,” auditors wrote
the city has agreed to design controls to ensure it gets properly prepared
but it has responded with the same sentiment to each audit since 2018
Mayor Leroy Sullivan said the city had a small finance department run mostly by Chief Finance Officer Sandra Williams
“We’re doing the best that we can with the small group that we have
We have received a lot of money in federal grants … and we have contracted with someone to handle just that portion because it is too much for Sandra to do by herself,” Sullivan said
we’re doing the things that we need to do.”
He also said no fraud or missing money was reported in the audit
Sullivan did not respond to requests for comment this week
EisnerAmper issued an unmodified opinion on the Donaldsonville audit
which means they think all financial statements were presented fairly
That opinion is what "all local auditees should strive to achieve," according to the legislative auditor's website
However, the report stated the city lacked internal financial controls
was not in compliance with Louisiana law and was possibly not in compliance with other federal regulations
The city issued a corrective action plan in response to the findings
a standard procedure when violations are found
The audit found Donaldsonville submitted a report late to the U.S
Department of the Treasury for the second year in a row
and said the government didn't comply with federal procedures that require the city to maintain documentation of vendor suspension or disbarment
the Local Government Budget Act requires government entities to revise their budgets when projected revenues fail to meet the budgeted amount by more than 5%
Donaldsonville has failed to do that since 2021
City management said it concurred with all findings and said it would make changes to comply with the findings

A nonprofit leading a multiyear initiative to increase clean transportation access in Donaldsonville says it is looking to install several electric vehicle chargers in the city
If completed, the installation will be the largest collection of electric chargers on the west bank for miles around, according to a U.S. Department of Energy charger map. While the east bank has charging stations in Gonzales
Addis and Thibodaux are the closest west bank communities with chargers
Representatives for Louisiana Clean Fuels mentioned the work during an Earth Day event Tuesday at the River Road African American Museum's Rosenwald School

said the nonprofit is trying to get three to six electric vehicle chargers for the community
no timeline has been set for the charger installation
"Donaldsonville is a very tourism-based community
so one of the potential sites is at the museum itself
the River Road African American Museum," he said
"Louisiana Square … that's another location that we're really looking at."
Donaldsonville is one of the poorest communities in the state
Census Bureau estimating a poverty rate of around 43%
Hermann said many residents travel by bike and don't own cars
making reliable access to jobs in Gonzales nearly impossible
"One of the potential projects that we'd really love to get working but has a lot of challenges associated with it is to get some form of transit between the two communities," he said
adding that such a project could be a van pool or typical bus system
Those ideas emerged through surveys and listening sessions held in the community
which resulted in a Transportation Action Plan
"The way that we approached our work with Donaldsonville was to really make sure that as much as possible … we don't come in with ideas about what should be done in the community," Hermann said
Louisiana Clean Fuels displayed several electric vehicles and answered questions about them
Representatives from the United Houma Nation and Atakapa-Ishak Nation also spoke
massages and yoga sessions were offered to attendees
It was the second Earth Day event hosted by the River Road African American Museum
Executive Director L'Oreal Evans said the celebration was intended to remind residents to be good stewards of the planet and each other
"That's what this is about: working cohesively
in order to remind ourselves that this is what we do," she said
"… We have everything from physical healing to mental and spiritual healing."

Glenn Price turned himself in to the Sheriff's Office on Thursday on additional felony counts of money laundering over $100,000 and illegal transmission of monetary funds
was originally booked into the Ascension Parish Jail on Oct
11 on counts of illegal possession of stolen things over $25,000 and a misdemeanor count of operating a business without a license
Detectives with the Livingston Parish Sheriff's Office were investigating the theft and illegal sale of a telecommunication company's copper wire that had been stolen from utility poles in Livingston and East Feliciana parishes
Price allegedly purchased the stolen wire from Theodore Myers
Price then sold the stolen copper to a Baton Rouge recycling center without the necessary license or documentation
Price illegally profited upward of $25,000
Myers was arrested on fugitive charges and possession of a firearm by a convicted felon
Price could not immediately be reached for comment

(WAFB) - Three people have been found guilty in connection with a deadly 2022 shooting in Donaldsonville
According to the 23rd Judicial District Attorney’s Office
and aggravated criminal damage to property
at a home on West 2nd Street in Donaldsonville and claimed the life of Cedrick Mumphrey
They added that he was found in the driveway of his home with multiple gunshot wounds
He was taken to a hospital and died from his injuries
detectives secured surveillance video that showed the victim and another person talking in the driveway of the home
They added that the video later shows three people wearing dark clothing and masks approach the driveway and produce handguns
and the three masked people took off from the scene
About 45 spent shell casings were found at the scene of the shooting by detectives
area citizens helped detectives identify the shooters as Starks
The three convicted suspects are in the Ascension Parish Jail and are awaiting sentencing
Prosecutors said a charge of second-degree murder alone carries a mandatory life sentence

The West Ascension Parish Hospital Board in Donaldsonville has plans to build a new hospital and reach a partnership with the Our Lady of the Lake Health System in Baton Rouge
while in the midst of an ongoing lawsuit by an architect who has claimed he has not been paid for his previous services
Attorney Timothy Pujol filed the lawsuit Feb
who made claim at the time to $790,484 worth of work performed
the lawsuit seeks interest on the money allegedly owed
which has accumulated to an estimated $876,000
The five-member board discussed the matter in executive session during the March 27 meeting at the hospital's conference room at 301 Memorial Dr
addressed the board during the public comment period
was not in attendance at the monthly meeting
Chauvin opened his prepared remarks by saying the board
which oversees the hospital funded by a half-cent sales tax
has been costing the taxpayers thousands of dollars
When Chauvin began to talk about vice chair Glenn Price's past involvement in the justice system
chair Bill Dawson said he could not "personally attack somebody" and should speak only about the agenda item
"I don't want your personal views about anything
and it doesn't belong at the podium," Dawson said during a back-and-forth conversation with the speaker
"It doesn't belong here because you just don't like what I have to say," Chauvin responded
Dawson allowed him to continue speaking but after he announced his time had expired
"I'm going to adjourn the meeting," Dawson said at one point
the board agreed to enter executive session after Chauvin concluded speaking
The members did not discuss the lawsuit prior to the session

Chauvin said his father is a retired Army veteran and a distinguished architect with more than 50 years of service
He alleged that the board members know that they owe the money
"It's absurdly shameful and appalling that this new board is not only refusing to pay Henry
but doing so all while charging forward on a new endeavor
purchasing property and seemingly ordering yet more consulting services for a brand-new hospital," Chauvin said in an email
"A more responsible board would settle out old business prior to moving forward."
The hospital has undergone many changes over the last several months under the leadership of CEO Shelton Anthony
who has previous experience as a manager in hospitals
the council scrutinized the leadership of the hospital
the council voted 8-0 to replace the previous hospital board
who was a former parish council member and one-time parish utilities director
a community group leader and two-time candidate for mayor of the City of Donaldsonville
educator Tanya Mitchell and attorney Falcon Mire
Additionally, the hospital's previous longtime administrator, Vince Cataldo, retired at the end of 2023
the hospital has purchased property behind the current facilities
according to the parish assessor's online records

State police identified the victim as Demaricus Kensie
According to LSP’s preliminary investigation
Kensie was driving a 2019 Jeep Wrangler east on Highway 70 when
the vehicle traveled off the roadway to the right and overturned
and he died at the scene from his injuries
A juvenile passenger was taken to the hospital with serious injuries
the roadway was shut down overnight while crews responded to the scene
State police do not yet know if impairment was involved in this crash
but they confirmed a standard toxicology sample was taken for analysis

Troopers with Louisiana State Police are asking drivers to avoid an area of Donaldsonville after the train went off of its track on Friday morning
According to LSP, waste spilled during the event, but it is not a threat to the public. The Ascension Parish Sheriff’s Office confirmed the spill was not hazardous

Ascension Parish was hit hard by Hurricane Francine last Wednesday. Trees toppled and power lines fell, and Entergy reported more than 28,000 parish customers were without power the day after the storm
The number of outages fell quickly as crews crossed the region, with Entergy estimating that 90% of the parish would have its power back by Saturday night
But Donaldsonville Mayor Leroy Sullivan said the company initially told him the city wasn’t included in that estimation

Ganz added this might be due to the standard procedures many energy companies follow
which prioritizes critical infrastructure and getting power back online to as many people as possible
“We think the leading explanation is the standard procedures for recovering communities following a failure explicitly does not take into account these kinds of vulnerability characteristics,” he said
“With the exception of whether there is sort of critical infrastructure in a particular area.”
Although Ganz doesn't think the study lends itself to specific policy proposals
he said it might allow companies and governments to adjust some of their standard operating procedures to consider prioritizing certain residents
such as those who can't evacuate or depend on critical medical equipment
Lewis said he was working with the public service commission to investigate and pass rules to see outage data at the zip code and census tract level
"This has been something that's been a deep passion of mine
and I represent the river parishes that represent the only minority majority district on the commission," he added

The Ascension Parish Sheriff's Office went on to say there were no injuries and no hazardous materials to be concerned about

The Donaldsonville Christmas parade returned in 2024 with Dr
scheduled to lead the celebration as grand marshal
The parade route from Marchand Drive to Railroad Avenue was slated to begin at 5:30 p.m
according to parade committee chair Tamiko Francis Garrison
has 26 years of service in education in Ascension Parish
He earned his bachelor’s degree in computer science and mathematics from Southern University in Baton Rouge
master’s degrees in supervision and administration education and pure mathematics and also completed his doctorate in science and mathematics education
Robinson was an eighth-grade math teacher at Lowery Middle School and a secondary math teacher at DHS before taking on leadership roles as assistant principal at both schools and associate principal DHS
"My mission is to ensure that every student at Donaldsonville High School graduates ready for college and their future careers," he said in the release
they will be equipped to achieve great things

parade committee and the City of Donaldsonville for selecting me as their 2024 Christmas parade grand marshal."

"I am thrilled to bring back to the residents the Donaldsonville Christmas parade with a little twist
at night with lights," Mayor Leroy Sullivan said in the release
"I also invite surrounding communities to visit and learn more about our history."
Volunteer parade route captains are members of ASAP Riders
Wanda August will serve as the grand stand parade announcer
Some of the participants scheduled for the parade include the DHS Sonic Boom Box
5th Ward Volunteer Fire Department and West Ascension Early Learning Center
