Bermudez Doral Senior High School was arrested Thursday after being discovered engaging in “unlawful sexual activity” with a 17-year-old student in his classroom
authorities confirmed in an arrest report obtained by Local 10 News on Friday

Authorities said the alleged incident came to light when another teacher walked into Edian Villar’s classroom at approximately 3:30 p.m
claiming she saw the 28-year-old teacher “standing behind the victim with his pants at his ankles.”
The witness immediately reported what she saw to the school’s principal
who was interviewed in the presence of her mother
disclosed that she had multiple sexual encounters with Villar in his classroom throughout the school year
The student described how the relationship evolved from a typical teacher-student dynamic
with Villar showing special attention to her and including her in school clubs
Villar was taken into custody after being read his Miranda rights
at which point he requested legal representation
Authorities said he was transported to Miami-Dade Schools Police Headquarters and subsequently taken to the Turner Guilford Knight Correctional Center
Students who attend the school told Local 10 News that they were concerned about their own safety after hearing about the allegations
“It does surprise me what happened because I want to go to school feeling safe but I can’ really go to school knowing people are getting touched and stuff,” said Matthew Hernandez
Matthew said that students are saying around the school “that the teacher was preying on the student.”
“I am disappointed,” said sophomore Jacobo Valencia
“(It’s) kind of sad that a teacher I like most has turned like into a monster.”
Jail records show Villar is facing eight counts each of unlawful sexual activity with a minor
offenses against students by authority figures
and contributing to the delinquency of a minor
Miami-Dade County Public Schools released the following statement to Local 10 News in response to the allegations:
“Miami-Dade County Public Schools is disturbed by the unsettling allegations made against this individual
Upon learning about this suspected behavior
Miami-Dade Schools Police immediately began their investigation and subsequently made an arrest
This type of behavior will not be tolerated as it runs contrary to the professional conduct we expect from all employees
The District has initiated employment termination proceedings and will ensure the individual is precluded from seeking future employment with the District.”

DORAL, Fla. – Doral is the latest South Florida municipality considering whether to enter into an agreement with U.S. Immigration and Customs Enforcement under the controversial 287(g) program
which allows local law enforcement agencies to assist in enforcing federal immigration laws

The proposed agreement would “provide for operational assistance pertaining to enforcement of laws to combat illegal immigration.”

Doral Vice Mayor Maureen Porras said the city attorney has advised that the municipality must enter into the agreement
“Our attorney has actually advised us that this is a contract we have to enter into,” she said
Porras added she believes the agreement will pass when it comes up for a vote
“So I think this is going to be an agreement that is going to pass,” Porras said
UPDATE: The resolution passed unanimously on Wednesday
Doral joins more than 200 Florida agencies already participating in the 287(g) program — more than any other state
Texas has the second-most with 73 agencies
voiced concern about the impact such agreements have on local immigrant communities
“Cities are being compelled by fear by the attorney and attorney general,” Cuba said
“The result of signing this agreement is creating fear in the community.”
“They don’t have enough ICE agents to round up and do this mass deportation

She acknowledged that many residents are worried about the proposal
“I know that it is concerning for a lot of people but that is why we need to do a lot of community outreach,” Porras said
While some cities move forward with the agreements
others are questioning whether they are legally required to do so
“Cities are not required by state or federal law to sign 287(g) task force model agreements,” Cuba said
But Porras said Doral’s legal team believes otherwise
“Our attorney has interpreted the law to say that we have to enter into this agreement
There may be different interpretations in other municipalities,” she said
South Miami is among those challenging the mandate
The city is asking a court for clarity on whether such agreements are legally necessary
“Go to court and ask for a declaratory action on the part of a judge
do we need to do this?” South Miami Mayor Javier Fernandez said during a public meeting last month
South Miami officials were still waiting for a ruling
Porras said Doral is watching that case closely
“I think that is why we saw the city of South Miami take this to a judge for an answer because there may be some discrepancies
We are also hoping we see some sort of order from a judge really clarifying what it means and whether we have to abide by
But right now we have to follow the recommendation of our attorney,” she said
Cuba warned that Doral’s decision could have widespread effects
“I think this is very dangerous for a city like Doral that has so many families of mixed status
so many families that have protection currently
that came through TPS or humanitarian parole
or [are] applying for asylum and living in fear that that might be stripped because the current administration is currently challenging those status and they will have to make a difficult decision whether to return to an oppressive government or to live here without status,” he said

The arrest of a teacher from the JC Bermúdez public secondary school in Doral
shook the educational community last Thursday
was arrested after being caught in the act of "illegal sexual activity" with a 17-year-old student inside his classroom around 3:30 pm
According to the police report obtained by Local 10 News
a colleague of Villar entered his classroom and found him "standing behind the victim with his pants around his ankles" while she was bent over her desk
according to the arrest report from the Miami-Dade School Police
The witness teacher immediately reported the incident to the school principal
who took Villar to the administrative office while the authorities were called
the teenager confessed that the encounters with Villar had occurred repeatedly throughout the school year
the relationship began as a typical teacher-student interaction
but it evolved when the professor started to show her "special attention" and even included her in various clubs and extracurricular activities within the institution

the minor revealed that they engaged in sexual relations "two or three times a week for a month."
Villar requested a lawyer and was first transferred to the Miami-Dade School Police Headquarters and then to the Turner Guilford Knight Correctional Center (TGK)
including illegal sexual activity with a minor

– A 40-year-old man was arrested Wednesday by Doral police after he was accused of taking money from two victims to install sprinklers at their homes
police officers responded to two homes in the Costa Verde community in the 2900 block of Northwest 97th Court
Police said one of the homeowners told police that the suspect
went to her home on March 12 to give her an estimate for the installation of a new sprinkler system
The victim told officers that he quoted her $4,120 and said he needed half of the money up front to begin the installation
but he never returned to install the sprinkler system
The victim said she tried calling him for a week but would not answer her calls
told officers that Acevedo gave her a quote for $1,700 on the same day and she provided him $850 via Zelle
Police said she claimed that he returned to her home the following day and completed about 70 percent of the work
Acevedo eventually spoke on the phone with the victim and told her that his truck broke down and he would need her to send him the rest of the money in order for him to get his truck fixed and return to her home
Police said the victim then sent Acevedo an additional $850 via Zelle
Acevedo failed to return to the victim’s home and stopped answering her calls
Police said Acevedo was located Wednesday by Coral Gables police
He was arrested on charges of organized scheme to defraud
acting as a contractor without a license and third-degree grand theft
Acevedo remained held at the Turner Guilford Knight Correctional Center on an $8,500 bond

It looks like President Donald Trump will return to South Florida this weekend ahead of a tournament at one of his golf courses
Trump will then travel from Miami to spend the weekend at his Mar-a-Lago Club in Palm Beach, according to a "VIP Movement Notification" posted Monday by the FAA Safety Team that warns that presidential-level flight restrictions will be issued for Thursday to Sunday
While the restrictions issued for Doral do not mention Trump by name
they do specify that movements within the area are restricted in part to those supporting the U.S
Secret Service and the Office of the President of the United States
Such notices have historically been early indications of Trump's plans
This will be the first year that Trump National Doral will host a LIV Golf tournament while Trump is president
The event is Friday to Sunday and comes one week before the 89th Masters Tournament
While the White House has not officially released Trump's plans for later this week
the flight restrictions indicate he will arrive in Miami after 1 p.m
This would mark Trump's ninth trip to Florida and eighth weekend in Palm Beach since taking office on Jan
It's unclear exactly when Trump would arrive in Palm Beach on Thursday
or if he will travel directly there after leaving Miami
The Palm Beach Ray of Hope Foundation on Saturday will have its Dancing with the Palm Beach Stars fundraiser at Mar-a-Lago, according to an invitation
The event is chaired by Janet Levy and Linda Adelson
and the master of ceremonies is actor John Stamos

last week for a location just west of the Dolphin Mall
The 20-acre site now under contract would be a neighbor to Topgolf Doral at 11850 N.W
The proposed store would be just over 159,000 square feet and would be the wholesale company’s fifth location in the county
The Commission agreed to sell 17-acres of vacant land near Southwest 190th St
to developer Michael Swerdlow for $8.1 million
Analysts say the sales price was well below the property’s assessed value
The tract of land has been held by the Miami-Dade Water and Sewer Department (WASD)
Last September, Costco raised the price from its basic Gold Star membership from $60 to $65 annually
while the cost for the premium Executive membership increased from $120 to $130
Membership scanning devices were also installed at the entrance of the warehouses
Members are prompted to scan their digital or physical membership cards before entering

President-elect Donald Trump’s plan to build a 1,500-unit condominium complex in Miami-Dade County could move forward next week after residents have their say
The Doral City Council is set to hold a public hearing Jan. 15 on a resolution approving a site plan and master development plan for the project
which would rise at the Trump National Doral Miami golf resort
The panel will also decide, after public input, whether to approve rezoning of the 56.4-acre property at 4400 NW 87th Ave. Doral Council members gave a preliminary OK to the rezoning in August
whose principal is listed Donald Trump Jr.
seeks to construct 1,498 condo units across four 20-floor towers estimated to collectively house 4,975 residents
which would surround the existing Trump National Doral resort
There would be 1,478 condos ranging from one-bedroom units of 885-square-feet to 5,000-square-foot units with four bedrooms
The project would also include 20 three- to four-bedroom villas
would also boast 141,694 square feet of commercial space
3,522 parking spots and close to 37 acres of open park and recreational space
If approved and developed, the project would mark the first condo sales endeavor in South Florida by a sitting President. Pascual Perez Kiliddjian Starr Architects & Planners designed the project
Lasarte said the project will produce the tallest building in Doral. But unlike the Miami Freedom Park and Soccer Village project rising on the former Melreese golf course in Miami
Miami-Dade officials have not expressed concerns about the Trump development’s potential interference with nearby Miami International Airport
Lasarte said the Federal Aviation Administration similarly doesn’t have an issue with the project
A memo from Doral Interim City Manager Francisco Rios recommending approval of the plans said the project will further a “Revenue Growth” goal the city detailed in its 2023 Strategic Plan
will lead to “increasing the property value
thereby adding new revenues to the city’s property tax base and fees.”
A final vote on the project is expected to take place in September

Doral Vice Mayor Maureen Porras is a Democrat no more
The Floridian first reported on Porras’ flip Wednesday
she cited “socialist ideas” some Democrats have embraced and Donald Trump’s victory as factoring into the move
Porras said in a prepared statement that over the past two years as a member of the Doral Council
she worked closely with Republicans on either side of the dais and received “strong support from Republican leaders.” That support came despite her party affiliation
and did not come from Democratic leaders in equal measure
I have felt a sense of belonging and have found significant commonalities that have allowed us to work together for the benefit of our communities,” she said
the Democratic Party has progressively moved further and further away from representing my values and those of the majority of Americans
They have prioritized the opinions of a few and neglected to understand and address the real issues affecting our communities
We have seen how socialist ideas and beliefs from communist regimes have not just seeped into the Democratic Party but have divided it.”
“As an immigrant whose family fled the Nicaraguan communist regime and as an immigration attorney representing families fleeing socialism from Nicaragua
I cannot support the action taken by the Biden administration
I cannot continue to represent a party that does not represent me or my values,” she said
She also praised Trump’s interest in Doral, where he is seeking approval for a 1,500-unit condominium complex around his National Doral Miami golf resort
“As an elected official and resident, I witnessed his leadership firsthand when he found our City’s issues important enough to intervene on behalf of our residents to keep a garbage incinerator from being rebuilt in our community,” she said
“This was an issue that Democratic leaders failed to support us in
our community’s health and well-being would have suffered.”
It took little time for the Republican Party of Florida (RPOF) to celebrate its latest acquisition
“There is an alarming vacuum of support for individual liberty within the Florida Democratic Party
which is why you are seeing a third elected official change their party affiliation to the Republican Party since November,” RPOF Chair Evan Power said in a prepared statement
“We welcome Vice Mayor Maureen Porras to the Republican Party of Florida and look forward to working with her and all our Republican elected officials in Miami-Dade to support the principles
and values that help Florida thrive and remain free.”
“Maureen is the first to say the quiet part out loud,” Cooper told Florida Politics
“The reality is that Democrats are weak because they’re no longer talking about issues people care about
The party she subscribed to at 19 doesn’t exist anymore.”
Porras was born in Nicaragua and immigrated to Miami-Date at 7
She earned her Juris Doctor from Florida Coastal School of Law and holds a bachelor’s degree in political science from Florida International University
Porras is married to Caleb Johnston, who in November swore in as a Magistrate for the 17th Judicial Circuit

– A Doral woman was arrested Monday after she swindled a man out of $3,000 while claiming that she would double his money

the victim reported the theft to authorities last Thursday
he found a tarot card reading flyer attached to his car
and contacted the phone number on the flyer
Police said the woman who answered his call offered a tarot card reading for $20
the victim went to an apartment complex in the 8800 block of Northwest 36th Street and was greeted by an older woman
But police said the woman was actually 67-year-old Carmen Valdez De Miguel
Valdez De Miguel performed the reading and then told the victim that he needed a “deeper spiritual cleansing procedure,” which would cost between $600 and $700
Police said the victim agreed to provide a partial payment before the cleansing session and transferred $200 to Valdez De Miguel via Zelle
the victim returned to Valdez De Miguel’s apartment on March 14
at which time she performed the cleansing session and then inquired about the victim’s bank account balance
Police said the victim told Valdez De Miguel that he had $8,000 in his bank account and she told him to bring the full amount next time and she would perform a ritual that would double his money
the victim brought $3,000 in cash to the suspect’s home on March 19
Police said the money was placed in a bag with eggs
and the victim expressed concern to Valdez De Miguel about the eggs damaging the money
But police said Valdez De Miguel continued with the ritual
at which time the bag containing the eggs and cash was broken
the victim observed only broken eggs and worms moving inside
with no signs of the money,” the arrest report stated
Police said the victim was shocked and asked Valdez De Miguel to return his money
but she appeared disoriented from the ritual and claimed she was unable to do so due to her state of mind
reassuring him that she would give him the money back the following day
the victim made multiple attempts to get his money back
but Valdez De Miguel told him the cash was part of a ritual and couldn’t be released until “the candles extinguished on their own.”
Police said the victim was taken into custody Monday at her apartment and was given the chance to return the money to the victim
Valdez De Miguel then resisted arrest by pulling away from an officer who was trying to handcuff her and then dropping herself to the floor
after being placed in an interview room at the police station
Valdez De Miguel became irate and then appeared to be in distress
claiming that she had a fever and needed to be taken to the hospital
Police said she was transported to Baptist Hospital before being taken to the Turner Guilford Knight Correctional Center
Valdez De Miguel faces charges of organized scheme to defraud
grand theft and resisting an officer without violence
the Venezuelan national remained jailed on an immigration hold

a spokeswoman for the Doral Police Department said it was a false alarm
“Our officers arrived at the Extended Stay regarding a report of shots fired and a female screaming

DORAL — Donald Trump's arrival at his resort outside of Miami on Thursday afternoon was delayed when Marine One
the United States Marine Corps aircraft transporting the president from Miami International Airport to Trump National Doral
The tire was quickly repaired and 25 minutes after Air Force One touched down about 5 miles east of Doral, Trump arrived at the course, the helicopter spraying water as it made its approach by the ninth green of the Blue Monster, the same course where LIV Golf's 54-hole event starts Friday
Secret Service members hopped in a lineup of about a dozen golf carts awaiting the party
and the president was whisked from the course to the clubhouse
He exited the cart and walked along the lawn to a side entrance
Trump was expected to attend a dinner with LIV golfers

"I think I'm making a speech to the players," Trump said while aboard Air Force One
LIV's Bryson DeChambeau, one of Trump's biggest supporters among professional golfers
was reuniting with his friend at the dinner
DeChambeau joined Trump on stage at the Palm Beach Convention Center in November the night Trump won the presidential election
He also played a round of golf with Trump last summer as part of the golfer's YouTube golf "Break 50" series
"It's just going to be an honor for all of us to be here," DeChambeau said hours before Trump's arrival
"He obviously has had a great relationship with LIV and it's fun to play his golf courses
We've been very appreciative of him letting us play his golf courses
"I certainly have enjoyed spending time with him
He is a smart individual and he sees things most people don't
it's fun just to be a friend of his and hang out and play golf and enjoy time with him
I'm not looking for anything other than helping where I can
talking about things positively where I can and hopefully moving this world in a better direction."
DeChambeau was hoping Trump could play in Thursday's Pro-Am
but understood security reasons likely scuttled those plans
"He's definitely fearless," DeChambeau said
"He would have played today had people told him not to."
Trump has appeared at two of the previous three LIV events at Doral and participated in the Pro-Am two years ago
This is the first time he made an appearance as president
One topic of discussion at the dinner certainly will be Trump's involvement in the negotiations between LIV Golf and the PGA Tour. Officials from both sides have meet twice with Trump at the White House
hopefully the two Tours are going to merge
"You got the PGA Tour and the LIV tour and I think having them merge would be great."
DeChambeau admitted the negotiations are not going smoothly right now
I don't know how much an influence but hopefully we can come to a resolution of some capacity," DeChambeau said
people are stuck in there own ways and negotiations are a little more difficult
Trump was scheduled to head to West Palm Beach Thursday night and spend the weekend at Mar-a-Lago
This marks the ninth time Trump has returned to Palm Beach County since staring his second term as president Jan
