the late land artist Charles Jencks created Crawick Multiverse out of an ugly open-cast mine in southern Scotland it is an inspiring exploration of the universe The sun warms my face as I pause between the Andromeda and Milky Way galaxies to gaze at the rolling hills of Dumfries and Galloway beyond. I am not, surprisingly enough, in outer space. The land is owned by the Duke of Buccleuch – one of Scotland’s largest landowners. to an aging industrial park that's encircled by chain-link fencing and closed to the public The town recently entered into a contract to purchase 160 acres along the waterfront for $3.9 million the Dumfries waterfront is completely hidden behind a chain-link fence a gravel industrial lot and a dense thicket of shrubs a gravel industrial lot and a dense thicket of shrubs and trees and a lot of people don’t even know that they’re even this close to a body of water," Wood said of Quantico Creek which is not far from the Williamstown community and other residential areas "It’s been underutilized by a community that’s been underserved,” he added “The community that’s here has been denied access to this beautiful resource because there’s been no type of investment in this body of water.” The state of the waterfront today is a far cry from how the property appeared in the late 18th century when it was part of the busiest port in the South Dumfries rivaled New York and Boston in the amount of iron tobacco and other crops that were shipped from its shores But that ended by the start of the 19th century when the port became filled with silt that eroded from nearby plantations making the port inaccessible to large boats the former port has been an industrial backlot where Campbell Brothers’ construction company dumped truckloads of dirt generated by projects in nearby Dale City The work further obscured Quantico Creek and kept its banks inaccessible to nearby residents But with money cobbled together from America Rescue Plan Act and new revenue generated by The Rose gaming resort the town council decided in December to spend $3.9 million to buy 160 acres on Colonial Port Road to recreate “the Town of Dumfries Waterfront District.” a dock for kayaks and canoes and perhaps some restaurants and multi-family homes The hope is to restore Dumfries’ maritime roots by restoring public access to Quantico Creek Dumfries is the oldest continuously chartered town in Virginia But its 6,000 residents have lagged behind the rest of the county in resources for years The town is about evenly divided between white Black and Latino residents but has a median income of only $79,000 a year significantly less than the county’s $129,000 The discrepancy has meant that only those with the means to buy waterfront property have had access to the water That’s why he’s been working toward the goal of reclaiming the Dumfries port since he was first elected mayor in 2018 the late owner of Campbell Brothers Construction Campbell came to Wood several years ago with extensive plans for the site that included a museum and a new town hall But Campbell was seeking a higher price for the land his family remained interested in fulfilling their dad’s dream and agreed last year to sell the land for $3.9 million – an amount that matched an independent appraisal of the property said his dad would be glad to see the land finally return to the town and to the residents of Dumfries “He was a real history buff,” Scott Campbell said “He always wanted to make sure that whoever acquired the property would bring all the historical aspects to the development I think it would really benefit the town for the residents to see what it was like back in the 1700s.” A vibrant public waterfront is likely still several years away is contingent on an environmental assessment to inform the town about any environmental remediation needed to ready the property for new construction The town has also taken steps to create an economic development authority to study possible private partnerships and to seek state and federal grants The town is still taking applications for the authority’s board of directors which it hopes will be appointed by midyear The town also received a $1 million federal grant which it hopes to use to clean up the former industrial park the town has not dedicated money to creating a boardwalk or a park the town is also recruiting residents who have long advocated for the town to take advantage of Quantico Creek to help with the planning whose home backs to the creek on Possum Point Road Thrall was part of “Friends of Quantico Creek,” an organization that has lobbied the town and the county to take better care of it She called the town’s plan “a wonderful idea that’s long overdue.” Although the creek stretches all the way to the Potomac River its navigation is limited by a railroad bridge that allows only 8 feet of clearance That and the need to dredge the creek would probably keep it from accommodating commercial boat joint investigation with Child Protective Services and after consulting the Commonwealth Attorney’s Office detectives obtained arrest warrants for the parents Marshals Fugitive Task Force located both Fuller and Williams in the Dumfries area and arrested them Fuller has been charged with felony murder possession of a firearm by a convicted felon and possession of a firearm while in possession of illegal drugs Williams has been charged with felony murder felony child neglect and possession of schedule I/II drugs Both Fuller and Williams were being held Friday night at the Prince
