City commissioners voted 4-1 April 15 to hire Wannemacher Jensen Architects Inc. of St. Petersburg at a cost of $416,377 to provide architectural and engineering design services for the second phase of improvements for the park.
Jocelyn Broadhead, interim city parks and recreation director, said she used the term “development” loosely because city officials are not really developing the property.
“Rather we are providing access to the eastern portion of the preserve and adding amenities that will support the passive recreational use for our community while simultaneously honoring Gladys Douglas’ vision by ensuring responsible use and protection of this treasured natural environment,” Broadhead said.
The second phase will involve the installation of basic infrastructure and utilities, such as a parking lot, a driveway, water and sewer connections, electrical systems, fire protection supply lines and necessary stormwater improvements.

“Through the collaborative efforts of private donors, the city and the county, an impressive $10 million was successfully raised to secure and protect one of the largest remaining green spaces in Pinellas County,” she said.
Part of the funding included the city and county’s joint application and subsequent Florida Communities Trust grant in the amount of $2.4 million, she said.
Phase one opened in February 2023, affecting the western portion of the preserve, and includes nature trails, signage and temporary parking and temporary restrooms.
County officials will be responsible for converting a recreational building on the site into a nature museum, removing invasive plant species and implementing native plantings.
“I’d be remiss if I didn’t do a big shoutout thank you to Pinellas County for their partnership with this, their work with the invasive species,” Commissioner Jeff Gow said. “The nature center will be a true asset to that park. That’s wonderful. The invasive species. That’s going to be a heavy lift.”

Dunedin has reopened its Donald Ross course following a restoration by Kris Spence and Stantec
The project has seen greens and bunkers restored
Spence’s work has recaptured lost hole locations on greens
Spence’s restoration plan for holes one to nine
The key aspect of the project has been the restoration of green shapes and sizes
has reopened its Donald Ross course following a restoration by golf architect Kris Spence and Stantec
The course first opened in 1927 and was home to the PGA of America from 1945 to 1962
Renovation work began in March 2024 with the main aim of restoring the course to its original intent but with modifications to accommodate for advances in club and ball technology
“I visited Dunedin in the spring of 2021,” wrote Spence
“The course has been neutered by the removal of 75 original bunkers and a couple attempts to resurface the greens by adding rootzone
meant the greens were about 50 to 60 per cent of their original size
the original green surfaces and fill pads were intact
buried under between 12 and 18 inches of added material
Excessive tree planting had also choked down the width and created major issues with shade throughout
getting about 60,000 rounds a year.”
The upper layers were carefully removed from the greens in order to expose the original surfaces
“We have used historic-like construction methods – such as mini excavators and skid loaders – to reconstruct the original green shapes and slopes to modern modified USGA green standards,” said Lorrie Viola
and lost pin placements have been reclaimed
which enhances the approach strategy and interest of the holes.”
The recaptured lost hole locations were in the corners and along the sides of greens
Spence and Stantec have also restored Ross features like swales
Greens now feature TifEagle ultradwarf bermuda
levelled and replanted with TifTuf bermuda
which requires 35 per cent less water from the new irrigation system
In order to restore the original Ross design
any new bunkers that had been added throughout the years were removed
“We renovated 57 greenside bunkers and 24 fairway bunkers
as well as grading out 32 fairway bunker forms
which are where Ross bunkers were in locations that are no longer strategic to play due to the increase in length of players’ shots,” said Viola
“The restored bunkers now reflect those of the original Ross design
directing the preferred line of play and defining the target area
separating holes for protection and adding variety to the players strategy.”
New back tees have been added to lengthen the course
The renovation has also included the removal and relocation of many trees
with the key drivers being to open up playing corridors and sightlines
improve turf health and highlight specimen trees
Work on the club’s practice facilities included rotating the practice fairway away from the eighteenth and extending onto land occupied by the unused par-three course
“The restoration provides for a truly enjoyable round of historically designed golf in a public setting
while allowing the maintenance team to spend their effort on traditional golf maintenance tasks rather than fighting with sand and weeds,” said Viola
— The city of Dunedin is a well-known tourist destination that draws more than 1.8 million visitors
and leaders are now considering a new parking garage that would provide more than 190 parking spaces
The city chose a site at Scotland Street and Douglas Avenue — close to Main Street
Some business owners like Soozy Naylor O’Donnell love the idea of more parking
“I think it’s absolutely brilliant,” he said
“We were down in Clearwater Beach for 28 years and they desperately needed parking
and I think doing it now as the city is growing … is only going to help all of us small businesses.”
City Commissioner Jeff Gow says he would like the city to look at alternative modes of transportation to help people get around
“We have all of this car traffic because we do not offer any alternative,” Gow said
The project is estimated to cost around $10 million
While plans are still in the preliminary phase
officials say construction could start in September — with an estimated completion date of December 2026

the historic Donald Ross-designed course owned by the city of Dunedin (just north of Tampa)
has completed a $6 million course restoration
The course has been brought back to its Golden Age of Architecture roots through the guidance of Kris Spence
The course was built in 1926 and opened for play on January 1
Ross referred to it as “his masterpiece” and attributed it to its ideal combination of rolling hills
and other natural hazards that made it possible to achieve his idea of course perfection
the city of Dunedin took ownership of the course
the PGA of America moved its headquarters here from Chicago and renamed the course PGA National Golf Club – leasing it from the city
but the site hosted 18 consecutive Senior PGA Championships – as well as the original PGA Merchandise Show in 1954
several renovations took the course further away from what Ross had created
This included the green complexes shrinking 35-to-50 percent
taking away from the strategy Ross intended
it was listed on the National Register of Historic Places
thanks to this latest and meticulous restoration of the green complexes
every golfer can experience the course as Ross intended – right down to the actual greens Ross originally created
the most pleasant surprise was that I could see the old green extending out beneath those renovations and was able to measure them and compare them to his original plans and notes
and I quickly realized that the original greens had never been destroyed,” says Spence
“They were just buried under this material
It's fairly rare that they hadn't bulldozed them away
There's no question that by the number of bunkers and the contouring we found in the greens
Ross was clearly given a mandate or a directive to build a top shelf championship layout on that property.”
Spence says the greens’ original contours and elevation changes are back for today’s golfers to experience firsthand
“They're as good as any out there with great variety,” he says
“There are some subtle greens on some of the longer holes
and complexity to them on some of the shorter holes
It's what we're used to seeing out of Ross when he was really on point
it was a blessing that they just buried the greens
It was sort of an archeological dig to go down and find the surface of the old greens and peel off the newer material like we're peeling the rind off an orange – to reveal that original green
we could see the original greens that had been buried for 75 years.”
“Players are going to experience the greens and bunkers how he envisioned it,” continued Spence
“There's some difficulty and depth to it all
That's the unique thing about Ross: He brought the style of golf to this country
There are a lot of different shots golfers won’t experience on other courses
The little bump and runs on the ground and the low approaches into the greens you experience in Scotland
The response from golfers has been nothing short of spectacular
the course’s General Manager of Golf Operations
“If Ross crawled out of his grave today and saw how far the ball goes and how fast the greens are compared to his era
I do not believe he would design the same course today that he designed in 1926,” says Kline
“Now we have the course that we believe he would design
The routing is still the same; some bunkers changed locations to account for driving distance
Dunedin Golf Club is now widely considered one of Florida’s top municipal courses
along with the Winter Park Golf Course in Orlando and The Park at West Palm Beach
and there are discounted green fees for local residents
“People are going out of their way to come here and play it
it is helping to put Dunedin in front of some people who may not be aware of this community and how great it is

with some disarming vulnerability in the Gethsemane scene
Hugo Hymas’ Evangelist was fluid and focused
as dramatically compelling in his Part One aria as in his narrative
The pick of the rest was bass Frederick Long
and injected strangely intense drama into the portrayal of the minor characters like Peter and Pilate
Matthew McKinney’s tenor was more vigorous and heroic than Hymas’
making his “Geduld” aria stand out as unique
agile voice that was a little too big for the small space of the Queen’s Hall
so that her arias had a quality that was piercing as well as rich; second soprano Alys Mererid Roberts sang “Blute nur” with more statuesque focus
James Hall’s alto voice was bewitching in tone
“Erbarme dich” swinging in an unbalanced manner between dynamic extremes
sang “Können Tränen” with heartfelt sweetness by comparison
Butt built the whole thing upon the rock of the Dunedin Consort’s orchestra – or
orchestras – and their playing was of typically virtuoso quality
The pale edge of the vibratoless period strings added ab extra touch of sorrow to the betrayal scene
and each of the obligati was expertly taken
particularly Jonathan Manson’s viola da gamba
Its sound in “Komm süsses Kreuz” came the closest thing all evening to upstaging Riches’ singing
