groundwater agencies in the Tule subbasin that’s the equivalent of going rogue Especially as the Tule subbasin is about to go before the Water Resources Control Board for a probationary hearing Sept. 17 Lack of coordination is an automatic no-go under the Sustainable Groundwater Management Act (SGMA) which requires agencies to agree on how groundwater will be measured it’s highly likely the Tule subbasin will be put into probationary status the first step toward a full state takeover of pumping farmers will have to register their wells at $300 each report extractions and pay $20 per acre foot pumped Probation is the SGMA “stick” water managers have worked to avoid since the act was passed in 2014 Delano-Earlimart took this somewhat drastic action in hopes the state will carve it out from the rest of the Tule subbasin under the “good actor” clause The clause was built into SGMA for groundwater agencies that are complying with the act Delano-Earlimart has mostly stable groundwater supplies increased its recharge facilities by nearly 500% and its farmers are not not causing subsidence according to the district’s groundwater plan then who could be?” General Manager Eric R Meanwhile, some of its neighboring groundwater agencies haven’t similarly invested in water supplies and haven’t put the brakes on over pumping resulting in rampant subsidence that continues to sink the Friant-Kern Canal and potentially damage Delano-Earlimart’s extensive pipeline system The other groundwater agencies did agree to a 1.5 mile buffer around Delano-Earlimart where certain actions would be required to reduce impacts of subsidence Whether that would be protective enough hasn’t been studied and Quinley noted subsidence doesn’t stop at boundaries nor buffer zones “We’ve been airing our concerns with the other GSAs for the past eight years,” Quinley said “The subbasin is in the process of producing its third round of groundwater plans and we still have not addressed some of the largest glaring issues the impacts continue to critical infrastructure groundwater elevations and both domestic and agricultural wells on an almost unmitigated basis “It’s like groundhog day meets purgatory.” The only other area in the Central Valley with worse subsidence is Delta-Mendota near Los Baños making it the deepest area of subsidence in the nation Other district managers know the Tule subbasin has a subsidence problem and they are working on ways to reduce pumping “My two GSAs have made a lot of efforts to become sustainable and we are making tough decisions,” said Eric Limas general manager of the Lower Tule River and Pixley irrigation district GSAs “I just got chewed out this morning over some things I’m recommending for our new plan.” All of the groundwater agencies anticipate getting their plans out for public review by Aug signing a coordination agreement and presenting the whole package to the Water Board by the end of August general manager of Norteño gang members in and around the Earlimart area deputies — assisted by gang-suppression officers from the Exeter and Farmersville police departments — have located 37 and served them with court orders prohibiting them from congregating or hanging out together in any public areas within the small south Valley town the Sheriff’s Department has recognized an increase in gang activity in Earlimart,” ranging from vandalism and drug sales to drive-by shootings and a dozen killings between 2013 and 2015 business operators and residents in Earlimart have told deputies they’re worried about their safety because of criminal activity and they’re intimidated by gang members congregating on streets and in front of businesses they’re fearful in their own community to even go to the store,” said Boudreaux who called the press conference at the Board of Supervisors’ chambers to announce the collaboration with the District Attorney’s Office the members will not be allowed to congregate in public or anywhere in public view which includes hanging out in common areas of apartment complexes walking down streets together or driving together within a “safe zone” defined by the court order which essentially is the entirety of Earlimart If the gang members who have been served are seen together deputies will have probable cause to approach and arrest them for a misdemeanor offense of violating a court order and taken to jail for a minimum of 48 hours And anyone found guilty of violating an order could spend up to a year in jail and face unspecified fines This permanent injunction became effective on Jan 30 days after a Tulare County Superior Court judge approved it None of the identified gang members listed challenged it This is the fourth permanent gang injunction orders for groups of people — have been effective deterrents to gang activity Boudreaux noted to reporters Friday that from 2005 to 2010 13 gang-related homicides occurred in Orosi indicating that the gang injunction there has had a positive effect The first was issued in Los Angeles County more than 25 years ago and many more have been issued in that county and other parts of California But the American Civil Liberties Union has questioned the practice saying on its website that gang injunctions “are an ineffective law enforcement tool that does not address the root problems of crime and violence Los Angeles has numerous gang injunctions — more than any other city yet lost more than 10,000 youth to gang violence in the last 20 years.” The Public Defender’s Office worked in 2011 to dismiss the Cutler-Orosi gang-injunction The former deputy public defender working on the case said at the time that people from the community came in asking questions they would be breaking the law by living together Pernik said the Orosi man was served because of prior gang affiliation while the woman had no reason to be served except that she lives with a former gang member the couple wouldn’t be allowed to leave the house together “When they go to purchase baby supplies in Visalia they would have to drive in separate cars out of their home in order not to violate the injunction,” Pernik said some of the people served in connection with the Earlimart injunction have reportedly left the area The body was found in the area of Avenue 24 and Road 156 on July 22 Sheriff's officials said new high school will operate as a partnership between Delano and Earlimart school districts Delano Joint Union High School District Superintendent Rosalina Rivera said Delano Joint Union High School District will build the high school with $17 million in remaining funds from a bond approved in 2005 The district is leasing property west of Earlimart’s Alila School on Washington Avenue from the Earlimart School District for only $1 a year A high school within Earlimart’s city limits is long overdue “The city of Earlimart for many years has requested through the high school district to build a high school and the citizens of Earlimart were instrumental in acquiring the bond money and we felt we had a responsibility to the city of Earlimart to develop their vision and their dream to build a high school,” Rivera said “And it’s a lot of good financing and planning and making sure we use every dollar appropriately.” The two school districts are currently in the planning process of bringing the school to reality The lease agreement was just approved June 17 and groundbreaking is still roughly one year away Members of the two schools districts are currently in the process of trying to create partnerships with colleges — including Cal Poly Davis — so the high school can offer career-ready technical pathways The high school is proposed to have a maximum enrollment of 600 students but is to start out with 200 to 400 students The school is to have a focus on agricultural technology District staff members are currently in discussions about students being able to obtain an associate degree or college credits in ag- and technology-related fields at the school The school’s ag focus is proposed to delve into horticulture ag auto mechanics and other ag-and tech-related fields “We realize technology is the field of the future,” Rivera said “And to add ag-related field and career-technical education opportunities that seems like what the industry is requesting We want technology will still be able to attend Delano High School digital production and more career technical education programs are available Bussing will still be available for Earlimart students that (KFSN) -- Tulare County sheriff's deputies say a man in his 20s has died after being shot in Earlimart The shooting happened just before 7:30 pm near Sutter Avenue near State Street Investigators say several people were nearby at the time of the incident but are giving conflicting reports of what happened "We are getting some conflicting stories on exactly what occurred right now but fortunately we're early on in the investigation and we're trying to figure out what happened," said Tulare County Sheriff's Lt Authorities are still interviewing witnesses and searching through surveillance video for more information about the suspect Deputies from the Tulare County Sheriff's Department found 93 catalytic converters valued at $167,400 in the home of a parolee from Earlimart.  The investigation began when deputies making a probation compliance check on 27-year-old Royer Gonzalez of Earlimart found 20 catalytic converters the parolee couldn't account for sheriff's deputies reported in a press release.  Detectives from the sheriff's office then went to court to apply for a search warrant which proved valuable: Detectives found 73 more catalytic converters at Gonzalez's home.  Gonzalez was arrested and booked into the Tulare County Sheriff’s Office South County Detention Facility on charges of suspicion of possession of stolen property As part of a vehicle's exhaust system device catalytic converters are designed to reduce the vehicle's toxic gases and pollutants into the air The devices are made of three different metals that hold a steep price tag Two of the metals — palladium and rhodium — are worth more per ounce than the price of gold.  As of Feb the price of palladium per ounce was $2,312.82 Police said thieves typically will use a battery-operated saw and crawl underneath the vehicle to make two quick cuts and remove the catalytic converter — a job that only takes about three minutes.   The stolen items are then taken to scrap yards and sold Most of the thefts occur during the early morning hours Vehicle owners can easily notice when the converter is missing from their car it will emit a louder sound than it normally does Early to mid-2000’s Hondas as well as Toyotas Ford Econoline vans also have been the target of some recent thefts The cost to replace the device is not cheap, with some estimates at more than $1,000-$2,000 for the job at typical mechanic shops.  The National Insurance Crime Bureau kept track of catalytic converter thefts from 2008 to 2015 During that time there were 25,394 insured thefts with the number of total crashed into a 2003 Toyota Tacoma The Toyota Tacoma was initially driving westbound on Avenue 48 before the accident occurred The driver of the Nissan Sentra was later identified as 26-year-old Paola Montez Montez and the two other juvenile occupants of the Sentra were all pronounced dead at the scene The Nissan’s juvenile occupants were not properly restrained at the time of the accident the driver of the Tacoma was identified as 48-year-old Delano resident Roberto Barron Vejar sustained minor injuries from that collision They were both transported to Kaweah Delta Medical Center in
