With a $100,000 state grant in pocket, Falmouth is set to begin the planning and design for a new East Falmouth Library branch
That process will be guided by an advisory committee which the Select Board agreed to form after the library was awarded the grant through the Massachusetts Public Library Construction Program
That funding will augment $150,000 already set aside by the 2024 town meeting vote
marking the start of the project to replace the current library at 310 East Falmouth Highway with a new building
Falmouth Library Director Brian Stokes said an application for the state funding was submitted last May
and the award was announced a few weeks ago
"We were thrilled when we were notified that we got it," he said
Falmouth was one of 15 out of 22 municipalities to get one
The town previously identified both the current site and the Emerald House property at 67 Davisville Road next to East Falmouth Elementary as potential locations for a new building
is "to (demolish) the current library and build new in its place."
The goal is to complete the planning and design phase by the end of 2025, as required by the state library commission.
the Falmouth Public Library has a main library at 300 Main St
The existing East Falmouth branch has numerous problems
including a lack of space and a problematic
"There are a lot of expenses there just to fix what needs to be fixed," he said. The building does not comply with the standards of the Americans With Disabilities Act and isn't structurally set up to allow for alterations to make it compliant
"The building itself was originally constructed in the '60s as a residential home
It was sold to the town and opened as a public library branch in the early '70s and has been operating as a library since then," Stokes said
There's just a number of things about it that are not ideal for a public library."
A building assessment in November 2023 found that just taking care of the immediate problems would cost about $2.4 million
and would do little to make up for the lack of meeting rooms and usable space for the collection and library programs
"When we did a survey of East Falmouth branch users
one of the most common requests we got was some sort of meeting space in the library," Stokes said
The advisory committee will play a key role
including issuing requests for proposals for an owner’s project manager and architect
and making recommendations to the Library Board of Trustees and Select Board on the building's design and where to build
Members will be appointed by the Select Board
which is seeking people who have expertise in areas such as building design
At least one member of the Library Board of Trustees will serve on the committee
The committee will also solicit opinions from residents
The group will also submit recommendations to the town manager regarding owner’s project manager and architect selection and to the Library Board of Trustees and Select Board regarding site selection and design
The deadline to submit applications to be considered for appointment to the advisory committee is Friday
Interested residents should visit the town website at https://www.falmouthma.gov/, click on "Boards and Committees," then "Committee Vacancies," and then the committee application link
Print and fill out the application and then either mail it to the Select Board

East Falmouth Highway was closed for approximately four hours while first responders worked at the scene

striking one car and colliding head-on with another
another person came to the Falmouth Police Department to report their involvement in the crash
They indicated that the suspected vehicle initially sideswiped their car
before crossing into oncoming traffic and colliding with the other two cars
This update brought the total number of cars struck to three
FALMOUTH — Several parents asked for Falmouth Public Schools Superintendent Lori Duerr's resignation during the School Committee meeting on Tuesday
Jennifer McCarthy, a parent who has children at East Falmouth Elementary, said the elementary schools — aside from North Falmouth Elementary ― are in crisis
"It's time for the superintendent to resign
I really don’t see another option," said McCarthy during the meeting
A handful of parents attended the meeting to voice concerns about what they call inequities between the four Falmouth elementary schools: North Falmouth, East Falmouth, Mullen-Hall and Teaticket Elementary School
a parent to children at East Falmouth Elementary
said she is looking for "clear communication and transparency." Others mentioned uncertainty about children's education and bullying at school
"From classroom resources to extracurricular opportunities
to student support and overall school climate
the disparities are undeniable," said McGonigle
Duerr didn't respond to public comment and didn't immediately return the Times' request for comment. She was hired in 2018
she was an assistant superintendent in the Colonial School District in Delaware
Falmouth School District has 2,866 students from prekindergarten to high school
What are the issues at play?During the meeting
former School Committee member Bill Dorfner also asked for Duerr's resignation
Duerr has failed to provide well-thought-out and well-communicated plans for the school system
"Parents have been left with uncertainty about their children’s education," he told the board
"And you as committee members have been left listening to the concerns
and frustration from parents and community members."
Dorfner told the Times on Wednesday that he was a School Committee member from 2021 to 2024
He didn't run again due to work and family obligations
A plan to merge two elementary schoolsDuring the meeting, several parents referred to "Navigating the Future Together," a set of proposals created to focus on challenges like early childhood education
The plan originally included converting Teaticket Elementary School into an early learning center and merging Teaticket students into East Falmouth Elementary
Responding to public backlash, Duerr announced on Oct. 28 that she would pause any district changes until after the 2025-2026 school year. Duerr also approved a needs assessment study, which is being conducted by the New England School Development council.
proposals can't be built on the district's foundation
"Addressing inequity is a moral obligation and critical necessity for ensuring long term success," said McCarthy
"Before we act on a recommendation list or tackle building renovations
prioritize fairness resources and support."
Parents also say bullying is ongoing at East FalmouthDuring the meeting
Julie Immelt Whelden said her son was assaulted by a group of three children at East Falmouth Elementary
"My son was being pushed around and was lifted up and thrown down," said Immelt Whelden
Immelt said she watched her son running backwards kicking at one student to protect himself and to try to get away
Immelt Whelden alleges that there was no teacher or staff intervention
"The school resource officer took over three weeks to even make a report which once I received was a joke and inconsistent of what happened," said Immelt Whelden
Immelt Whelden ultimately decided to move her son to North Falmouth Elementary
'So drastically different'"Why is North so extremely different than East
Why are our school so drastically different?" said Immelt Whelden
"I'm extremely disappointed in Falmouth school administration and how they have let things get so bad
Autumn Rottler alleged her seven-year-old son was bullied and assaulted on Sept
18 during recess at East Falmouth Elementary
The school administration hasn't documented the incidents
"There were no real consequences for the bully," said Rottler
"There has been zero accountability from the administration."
it's up to the administration to make inclusive and comprehensive change
should not be determined by the luck of their geographical climate," said McGonigle
"Every child in the district is an asset."

East Falmouth Elementary Principal Kelty E
Kelley announced her resignation via email to East Falmouth Elementary School families on Wednesday
“It is with a mix of emotions that I write to share with you that I have made the difficult decision to resign as Principal of East Falmouth effective December 20
“I have been deeply inspired by the incredible students
and staff who make this community so special.”
“I will miss the daily interactions and the opportunity to see our students grow
I have every faith in the amazing educators and staff at East and know that our students will continue to be well-supported and cared for as they move forward,” her email continued
“I want to thank you for the privilege of being a part of your children’s educational journey
I will always carry the memories of our shared successes and moments of growth with me.”
Kelley has been with the district for just over a year following the retirement of principal Paul Goodhind in 2023
O’Regan Early Childhood Development Center in Franklin for nine years
In what has been a turbulent semester for Falmouth families
following the proposals for school changes and an early childhood learning center
changes in administration add another challenge for the district to field
Kelley’s email was followed quickly by an email from Superintendent Lori S
who acknowledged that “hearing news that your principal resigned in the middle of the year can be very unsettling,”
Duerr said she is working on a plan for the interim and she will be posting for a permanent principal this week
She added that more information will be shared when it is available

Car crashes into building at 424 East Falmouth Highway
Falmouth Fire & Rescue arrived at 424 East Falmouth Highway for a car that had driven into the doorway of a commercial building around 12 PM
A building inspector was called to the scene to check the state of the building
The Massachusetts Public Library Construction Program has awarded the town $100,000 to start planning and design work on a new East Falmouth Library building
The existing East Falmouth Highway library branch has been plagued with structural and maintenance issues over the years
The building was originally built as a family home and the floors have been strained under the heavy book shelves
“This is the first step toward constructing a library that will serve the village of East Falmouth and the wider Falmouth community for generations to come,” Library Director Brian Stokes wrote in an email to the Enterprise
“It is truly an exciting moment for Falmouth Public Library
the Town of Falmouth and for library services on the Upper Cape.”
The funding will go side-by-side with approved funds from April’s Town Meeting
in which voters endorsed as much as $150,000 to be used toward planning and design
hire an owner’s project manager and an architect
Those people will come together and begin planning what the future building will look like
Though the specifics are not set and will not be for some months
Stokes said he is hoping to ensure the new building has a meeting room for municipal groups and library programs
He said he wants the new building to retain the Cape Cod charm of the current structure
adaptability and flexibility are two major goals he has for the new building
The grant approval is the beginning of a long process
Falmouth was wait-listed for actual construction funding
and could fund roughly 45 to 50 percent of construction costs
“It’s a great opportunity because essentially you’re looking at a little less than half the cost of a new library getting covered by the state,” Mr
The current structure is in significant disrepair and would cost
about $3.6 million just to bring it to code
That number does not include any improvements to the branch’s usability—like a meeting room or more maneuverable collection areas—beyond ADA-compliance
Stokes said the prospects of a new library offer a better project for town and state funding in the coming years
Stokes is expected to meet with Assistant Town Manager Peter K
