Wellsville — opting to save on power bills — are still waiting for the completion of solar projects and the savings they were told to expect Scout Solar was contracted to erect three solar structures in Wellsville and six in East Liverpool But only one of the structures has been completed which is located at the Wellsville Sewage Disposal Plant A project which did not involve solar panels — the demolition of Jim Kenny Center in Wellsville — has been completed The two solar structures which were to be built at the Wellsville Village Hall and at one of the pump stations have not been started yet Wellsville officials have no clue when the work will begin Wellsville Fiscal Officer Hoi Wah indicated that on the completed structure the village has seen a savings of $7,290.55 spread over a seven-month period between September 2024 and March 2025 Scout Solar was supposed to build a structure at the water plant It was started but additional work has not been done for months The company backed out at sewage plant because core samples revealed that it had been a landfill A structure was supposed to be built for the water department at the Haywood Pump Station But although the company proposed that structure it later determined the location was not a large enough site The amphitheater structure was supposed to be built downtown in the parking lot of the Sixth Street Deli But that area is a historical district and a structure there would not be acceptable The company was supposed to redo the Broadway Wharf but that went by the wayside East Liverpool Mayor Bobby Smith said the company wanted the structure to be like a large billboard with “Scout Solar” on it in big letters instead of “East Liverpool.” That did not sit well with him Smith said when he expressed displeasure over the signage Work was done on the structure at the Laura Avenue Water Pump since it has not been turned on he is assuming it is not completed it will be up to attorneys to determine if a breach of contract occurred by the company backing out of the projects included in the contract “Solar panels don’t mix with a historic district and that is not what we need in the middle of town,” Smith said Smith said company representatives went behind the city’s back and approached the community center about putting a structure across from it on the hill leading up to the school Council approved an ordinance for that which was vetoed by Smith — his reasoning was because the city would have to lease the property for free and it is located in a residential neighborhood it would require maintenance — such as cutting grass around equipment and maintaining insurance — on property it does not own in East Liverpool with the intent to renovate that for use as a corporate office and lodging for crews in town to work on the solar projects Scout Solar as of April 25 has listed the building for sale at $499,900 there was no transition between the former administration which signed the contracts with Scout Solar and the current administration which doesn’t know much about the solar industry That has left the questioning of who to listen to when it comes to obtaining accurate information up in the air Smith said that the 25-year contract with Scout Solar is one-sixteenth of an inch thick and is lacking clarity on many items — the only certainty would be rates raising 3 percent yearly He also noted that even though the council voted for the contract with a seven-to-zero vote in favor if he had been in office at the time he would have vetoed that ordinance Smith was informed that the city is getting billed by AEP (American Electric Power) When he called the power company to ask about the bills he was told it was the customer’s responsibility to pay — and the city is the customer The city has received a bill for $3,500 already and was told by AEP they would be sending another one for $60,000 and possibly other bills Smith said what AEP is telling him contradicts what Scout Solar told him AEP told the mayor the customer (the city) is responsible for any upgrades needed to accept the solar energy grid He noted that the solar company is supposed to pay those bills is trying to get Scout Solar to pay the bills “If I had to believe somebody at this point “They aren’t going anywhere.” Smith has concerns over the solar structure at the water plant being completed because he has been told Scout Solar has been going back-and-forth in arguments with the Environmental Protection Agency(EPA) He indicated the EPA is allegedly getting tired of it all and will be looking into everything regarding the structure He noted some of the his concerns including construction being done over vital pipes to the water plant He said this puts the city even further under the EPAÌs microscope The city has been dealing with the agency over several water violations Smith is questioning whether EPA approval was obtained before starting the project EPA approval would have been needed due to the structure’s location on the bank of the Ohio River He noted he has heard they got some approvals Smith said he was told by Scout Solar representatives that the company is waiting on a piece of equipment to be delivered to finish the structure at the water plant It’s not expected to arrive until October He noted there has been no one there from the solar company to do any work since last fall the contract could be voided if Scout Solar doesn’t live up to its end of it But he questions what can be done with the water plan structure if that happens Smith also said he heard his board position due to health issues He had previously considered resigning about a year ago due to health issues but decided against it because he didn’t feel ready to step away when he felt there was still some good he could do for the students in the district In a social media post on the district’s Facebook page Walton was described as a devoted champion of education and a steadfast advocate for the district’s students Walton spent multiple years serving as the liaison between the school board and the Ohio School Board Association (OSBA) Until his health would no longer allow him Walton would go to Columbus monthly to meet with the other OSBA members from around the state to converse and exchange ideas such as adjusting the district’s accounting to allow for free/reduced lunches for students finding alternative funding for workbooks and more “We are a poor school district,” Walton previously said and I hate that we spend something on the average of $7,200 per kid when other Tuesday found tens of thousands of dollars distributed by the East Liverpool School District when they were not supposed to or didn't have the money A 117 page report shows the school overpaid or made unallowed payments multiple times in 2022 and 2023.  The state auditor found the school spent nearly $25,000 in federal grant money without getting the right approval.  17 expenditures “did not obtain sufficient prior approval” including the Patterson Field project classroom expansion project and an ice machine.  Since the school used federal money for those expenditures the U.S Department of Education does have the option to recover those funds A statement from Superintendent Jonathan Ludwigg said in part “...these findings primarily stem from differences in interpretation regarding allowable expenses and reporting practices under state guidelines the audit found no evidence of fraudulent use of district funds.” The audit also details nearly $3,700 in charges to the schools credit card that weren't allowed The school Superintendent Ludwig made a purchase for $408.91 and Communications Director Megan Herandez made two purchases totaling $3,339.61 that were not allowed.  Superintendent Ludwig said these were purchases for student incentives and tips and that they “were made in support of staff and students and aligned with district goals but required clearer documentation to meet specific state reporting requirements.” the audit found the school overspent $1,409,222 from the General Fund and almost $19,357 from the food service fund in June of 2023.  “Failure to have adequate appropriations in place at the time expenditures are made could cause expenditures to exceed available resources further resulting in deficit spending practices,” the audit states before recommending the Board of Education closely monitor expenditures.  The district submitted a plan for corrective action in which they committed to reviewing their procedures and denying future budget requests that exceed the amount the district has on hand.  Other corrective action the district agreed to include getting prior approval for any questionable expenses and creating a file for expenses in excess of $25,000 to track the vendors and make sure they are approved.  School board president David Hamilton explained the overages as being the result of rising costs.  each year we estimate what our appropriations (budget) will be.  Due to rising inflation and the cost of supplies our spending outpaced the appropriation we estimated for the year.  The fix is simple just amend the appropriation filing to the larger amount.  We did not know we needed to do this until the audit brought it to our attention.  That is why we welcome these audits.  It was and is an easy fix.  We feel its misleading to say we overpaid or overspent," Hamilton wrote in an email.  Hamilton also pointed out that the state auditor has accepted their corrective action plans.  "The audit process is an organic process where deficiencies (findings) are brought to the district by the auditor and a corrective action plan is completed in conjunction with the auditor.  Our corrective action plans were approved and accepted by the auditor Findings during this process are an opportunity for growth within the district and we welcome the help they provide," Hamilton wrote.  said the only action taken Suspects Lisa Cunningham and Thomas Akers were in the residence Cunningham was later transported to the Columbiana County Jail for an active warrant The Columbiana County Drug Task Force also executed simultaneous search warrants at 926 Woods Street and 502 Tenth Street in Wellsville on Wednesday - both believed to be working together in the distribution of methamphetamine "We had reason to believe those two houses were not only selling narcotics a suspect tried to flush a large bag of meth but officers managed to recover 15 grams that didn’t make it down the drain Officers also found a shotgun and a handgun at the home "We did locate a decent sized bag of methamphetamine that the resident there did try to flush down the toilet,” Smith said we managed to recover a good bit of that.” but one man faces possible charges including tampering with evidence Investigators are also working to determine if the firearms were stolen Smith said meth is quickly becoming the dominant drug in the southern half of the county "The biggest influx that we've seen this year is methamphetamine in the southern half of the county,” Smith said we recovered over 960 grams of methamphetamine for the whole year We're just in the beginning of April and we're over 600 grams of methamphetamine already.” The task force said it’s seeing a constant flow of trafficking between East Liverpool and Wellsville "We are in maximum overdrive right now,” Smith said “We are trying to get everything we possibly can off the streets really good unit who’s on fire and just ready to get out there and be active." railing and furniture CIC board members approved the loan for a 60-month term with 4 percent interest Bailey told the board that the True North holdings initially planned to use the area for a breakroom or cafeteria area for the 80 employees that will be in the building He noted that that idea expanded in scope and scale to become an innovative new street side cafe for employees and for the public to use “We are excited about bringing in this cafe concept to the first floor facing Fifth Street on the True North Building,” Bailey said Bailey said the cafe will be an innovative modern architecturally significant space designed in an inviting bright place which will have seating for 22 to 24 people inside and an outdoor patio that will seat 22 people Initially the cafe will be open items the deli is known for Bailey said he has been working with the city to obtain preliminary permission for the two parking spaces directly in front of the building to be designated the Fresh Express Lane for the purpose of a virtual drive through The parking spaces allow people to order online or through an app and then be able to pull into one of the parking spots and have their order brought out to them He also said this concept by providing more convenience would bring more people downtown the curb strip would be painted green designating those parking spaces for pick up customers Bailey touched on the financial impact of the Fresh Express Lane noting that most fast/casual restaurants do more than 40% of their business through drive throughs and this could improve the economics of Fresh on Fifth Bailey also said without the two parking spaces for the Fresh Express Lane the whole project is not economically viable and they need that extra 40% revenue to come through the drive through to supplement the customer base Fresh on Fifth already has As the two companies go through the process of moving the deli they are working to add more to the business Currently there is a tentative agreement with a local bakery to deliver baked goods at 6 a.m so the deli offerings can be expanded to not only include the fresh sandwiches but can be the Fresh on Fifth Cafe and Bakery where fresh bread cakes and other pastries could be purchased They will be delivered and packaged for consumer purchase The addition of the cafe to the True North Building is $100,000 above the original budget for the work on the building Bailey noted that he is not the operator of Fresh on Fifth but is leasing the space to Fresh on Fifth and the space is a build-to-suit in which True North provides the construction and financing which will be paid back by Fresh on Fifth through the rent they pay The equipment and everything purchased through the loan would be assets of the building Bailey noted that these items would be unique to the city if they complement the other businesses in the city and not compete with them saying that the coffee from the Fresh on Fifth would just be the typical brewed coffee not the flavored coffees offered by Steel Native and the bakery items would not include donuts so as not to compete with other local businesses that offer donuts The small business loan approved by the board will be used to make sure Fresh on Fifth stays on track in the move and can open simultaneously with the True North Building is rapidly progressing but slightly behind schedule due to investment the company had to make in HVAC units There was the need to add 11 new HVAC units to the building These units were not factored into the original plans and budget Bailey said contractors determined the units needed to be fixed and it makes sense to do that now instead of waiting six to 12 months and having them start leaking and damaging new ceilings The project is currently running over budget by approximately $300,000 due to some mechanical issues and construction items Bailey has met with bankers and is taking care of that next week to remain on
