Spanish-speaking immigrant and mother of nine children
plans were underway for the construction in East L.A
as well as a toxic waste incinerator in nearby Vernon
A group of homemakers concerned about the effects of the projects on their families organized The Mothers of East L.A
The mothers began to lodge their loud opposition to those projects to election officials and agency leaders
“I think what always drove her was … she was protective of her family
She always put that out there that no matter what
I'm going to protect my children and by extension community,” said her son
He said his mother died on Monday in Los Angeles of age-related complications
"Juana was a fearless advocate for environmental justice and a powerful voice for East Los Angeles,” said California state Sen
“Her tireless efforts to protect her community from pollution and ensure a healthy environment for all will leave a lasting legacy
but her spirit and work will continue to inspire us."
Gutierrez’s death is a reminder of a key moment in the late 20th century when residents of L.A
neighborhoods around Boyle Heights successfully opposed large projects that were set to bring upheaval to their communities
against such projects emboldened later generations of environmental justice activists
“[I cannot] say enough about the strength and wisdom of Juana,” said Mary Pardo
a professor emerita at Cal State Northridge
who has written extensively about Gutierrez and the group
said Gutierrez was the last living co-founder of Mothers of East L.A
“Those were my formative years,” said Abel Gutierrez
He remembered that as a teen he’d arrive home from school and his mother would tell him to put on comfortable shoes because they were all going to a protest
being able to speak truth to power and not being afraid or cowering away from ‘authority,’ was just the way we were,” he said
The group argued to the public and policymakers that the prison
were projects the community did not need and that would ultimately harm the health and safety of residents
Abel Gutierrez is now a high school math teacher
motivated in large part by his mother’s belief that helping family members and others reach educational goals is a high calling
Gutierrez is survived by her nine children
“One of my first vivid memories was actually being in a stroller
being pushed across one of the bridges that goes from Boyle Heights into downtown L.A.,” said mark
“It was a protest march and my grandma was one of the leaders that organized the march.”
He spent a lot of time at his grandmother’s house while his parents worked and remembers visits by elected officials
“They would meet with her at her dining room table or in her living room and it always struck me because they would come to ask for her support,” he said
adding that sometimes she would scold them if she didn’t agree with their positions on a particular issue
His grandmother’s reputation as an activist was also well known among Boyle Heights residents
“ I remember playing at the park across the street from her house; it was a bunch of kids and I don't know how it got started
but one of them started bragging about how their uncle was a lawyer,” he said
And then he told them his grandmother was Juana Gutierrez
they knew who she was obviously from the neighborhood and probably saw her on the news,” Lopez said
did administrative work for the Mothers of East L.A
“One of the things my mom did was was help bring the Audubon Center to Deb's Park,” mark
the Audubon Society was looking at the west side to establish a center
they already got a lot of stuff over there.”
“My mom and my grandma toured the Exide facility” years before it was shut down
and the group said the plant’s presence in the community was a danger to residents
Juana Beatriz Gutierrez was born in Sombrerete
She was a homemaker and very active in her parish
A funeral mass for Juana Beatriz Gutierrez is planned for May 17 at Santa Isabel Catholic Church in Boyle Heights
Los Angeles County’s Pathway Home program brought 31 people experiencing homelessness who had been living in recreational vehicles (RVs) or encampments in unincorporated areas of East Los Angeles into safe interim housing
where they are receiving supportive services and other resources to help them transition out of homelessness and into permanent housing
This latest Pathway Home operation continues the County’s emergency response to resolve encampments
return community areas to their intended use
and ensure people experiencing homelessness are not surviving unsheltered in dangerous areas
“At a time when the County has directed significant resources to assist those affected by wildfires
our commitment to addressing homelessness remains steadfast,” said Los Angeles County Supervisor and Chair Pro Tem Hilda Solis
“The East Los Angeles Pathway Home operation focused on individuals living in unsafe
and encampments providing them not just with temporary shelter
but with the opportunity to regain stability and self-sufficiency
we are helping people take the crucial steps toward permanent housing and a brighter future
with dignity and respect every step of the way.”
This latest Pathway Home operation was planned for several weeks and did not affect County resources committed to the fire emergency
The East LA Pathway Home operation is the 31st Pathway Home encampment resolution since the Los Angeles County Homeless Initiative began the program in August 2023
More than 1,100 Los Angeles County residents have come off the streets through Pathway Home
over 200 of whom are now permanently housed
These operations have also removed more than 630 RVs from the streets
Pathway Home has prioritized encampments in communities that have been dis-proportionately impacted by homelessness and poverty
These include unincorporated areas of LA County where encampments frequently pop up
The LA County Homeless Initiative collaborated with the Office of Supervisor Solis
which began on January 29 and concluded on January 31
with nine RVs removed from the streets and taken to a disposal lot
More than 200 cubic yards of debris were removed
The Los Angeles Homeless Services Authority (LAHSA) and nonprofit service providers PATH and Helpline Youth Counseling were essential to bringing unsheltered residents indoors
as they had built trusting relationships with them by providing ongoing engagement and support during their unhoused experience and transition to interim housing
under contract through the LA County Department of Health Services – Housing for Health
will continue to work with these residents at a local motel operating as their interim housing location
residents will receive housing-focused case management
and other services designed to ensure long-term housing stability
These services are critical to ensuring Pathway Home participants remain stably housed and don’t fall back into homelessness
Other partners in the East LA operation included the Los Angeles County Departments of Mental Health
and Public Health; the Los Angeles County Sheriff’s Department; the Los Angeles County Department of Public Works; and the Los Angeles County Department of Animal Care and Control
Pathway Home is an LA County Homeless Initiative-led encampment resolution program that is a critical component of the County’s comprehensive response to the local emergency on homelessness adopted by the Board of Supervisors in 2023
By leveraging emergency powers and partnerships with local jurisdictions
Pathway Home is a full-circle solution that brings people off the streets
into immediately available interim housing accompanied by a comprehensive suite of supportive services
Pathway Home has been funded primarily through Measure H
a ¼-cent sales tax approved by County voters in 2017 to prevent and address homelessness
Pathway Home will receive funds from Measure A
a ½-cent sales tax approved by voters in November 2024 to replace Measure H
the County has placed more than 115,000 people into permanent housing
It has connected 151,000 people with safe interim housing
prevented 37,000 people from becoming homeless
and provided many more people with a diverse array of supportive services

2025The suspect managed to crawl into the driver's seat of a second stolen pickup truck and drove away
with authorities losing sight of him in the downtown L.A
area.LOS ANGELES (KABC) -- Police are looking for a chase suspect last seen in downtown L.A
The suspect is accused of switching cars in the middle of the high-speed pursuit
The chase started on Wednesday afternoon after the driver allegedly stole a red pickup truck in Downey
County sheriff's deputies reportedly spotted the stolen vehicle
the suspect drove at speeds of at least 90 mph on the 5 and 10 freeways
and a dog jumped out of the red pickup truck
Authorities believe the passenger may have been the victim of the carjacking
the suspect got into the back of a white pickup truck that was waiting in the area
but eventually pulled over and surrendered on the 710 Freeway
it appeared the original suspect -- who had been riding in the back of the white pickup -- was able to climb into the driver's seat and take off again
Authorities said there was still a woman inside the white pickup truck when the suspect drove off
The suspect then led police into the downtown L.A
where authorities appeared to lose sight of him
the California Highway Patrol was still looking for the suspect
Home/Firefighting
A two-alarm fire broke out Tuesday evening in East Los Angeles at a vacant commercial building that once housed a church ministry near Atlantic Boulevard and Telegraph Road
Los Angeles County firefighters were called to the scene just after 5:00 p.m
The first arriving crew found flames in three different areas of the structure
Firefighters used a “surround and drown” approach
attacking the fire from multiple angles to prevent it from spreading to nearby buildings
and the cause of the fire remains under investigation
Officials are looking into reports of possible homeless activity in the area

But in under-resourced parts of East L.A. I see people every week in their 40s and 50s who have developed life-altering, preventable diabetes complications — blindness, kidney failure, the loss of a limb. These patients rarely live to grow old.
Obesity is one of the drivers of this heartbreaking disparity. Health-conscious Beverly Hills is replete with doctors’ offices, fresh food and gyms. Most residents there can spend what they need to maintain a healthy diet and get help to control diabetes. In East Los Angeles, where for some a home refrigerator can be a luxury, diabetes and obesity afflict thousands of families who depend on fast and processed food to provide the affordable calories they need to survive.
California
is particularly susceptible to “miracle” cures
And there are some troubling aspects of the Ozempic gold rush that don’t get enough attention
the average American will soon have obesity
Black and Latino individuals experience higher rates of severe obesity compared to non-Latino white people
translating into higher rates of chronic diseases
Business
As consumers seeking to lose weight face Ozempic shortages
less regulated market for compounded versions of the drug
But at least one weight-loss remedy that is enormously popular in Beverly Hills also works across town: medication. New drugs such as Wegovy/Ozempic (semaglutide) and Zepbound/Mounjaro (tirzepatide), if used with proper medical supervision, can often reduce body weight by 15% or more
Several of my patients with severe obesity have lost close to 100 pounds and avoided much more burdensome metabolic surgery
The drugs come with list prices that can top $1,200 a month
although health insurance companies often negotiate deep discounts
So far Medicare is not helping reduce patient costs because it is barred from paying for weight-loss drugs
the state/federal program that covers the poor
it automatically gets the biggest discounts negotiated by any payer
Science & Medicine
Providing GLP-1 drugs to 19.7 million Medicare beneficiaries with obesity would cost $268 billion a year
The balance between the drugs’ prices and their benefits is a fraught debate, mostly centered on what would happen to public and private sector budgets under broadened coverage. The Congressional Budget Office recently concluded that the costs of authorizing coverage in Medicare would exceed the benefits of beneficiaries’ improved health for the next 10 years
Of course we also need to keep pressing for better, broader fresh food access, healthier diets and safe places to exercise around the clinic where I work in East L.A. However, use of these newer medications in any part of town can provide true benefit even if lifestyle changes are harder to implement.
I’m in favor of whatever works for my patients, no matter where they live, as long as preventive healthcare and individualized treatment plans are part of the equation.

In March 2024, the East Los Angeles Planning Commission voted 3-2 to grant an appeal blocking the construction of a mixed-use project which calls for redeveloping parcels including rent-stabilized housing in Boyle Heights
the Commission is scheduled to meet again to undo that action
Tiao Properties
has sought city approvals since 2021 for the construction of a six-story building at 2115-2123 Cesar E
Chavez Avenue featuring 50 apartments above roughly 4,000 square feet of ground-floor retail space and subterranean parking
Plans utilize Transit Oriented Communities development incentives to propose a larger structure than zoning rules would otherwise allow
in exchange for the provision of five units of on-site extremely low-income affordable housing
Although Planning staff granted approval to the project in August 2023
the project was shortly afterward faced with an appeal from a group consisting of current tenants of the properties facing displacement through the project
They argued that the project was inconsistent with zoning rules and the California Environmental Quality Act
and also contended that the project had been approved without sufficient community input
and lacked a substantial amount of affordable housing
as well as an alleged lack of consideration to issues such as gentrification
This is the second time in which a legal decision has forced an Area Planning Commission reverse its rejection of a housing development in recent years. Under similar circumstances, the South Los Angeles Area Planning Commission was ordered by a Los Angeles County Superior Court judge to rescind its decision to block the construction of the District Square project
which calls for building more than 500 apartments near Metro's Expo/Crenshaw Station.

A paper street in the unincorporated community of East Los Angeles could be transformed into a pocket park
County Department of Parks and Recreation has announced in its newsletter
The property - mapped as a connection of Folsom Street between Gate Street to the west and Herbert Avenue to the east - is a hillside property and currently undeveloped. Funding from the Parks Department's Technical Assistance Program could go to converting the roughly .36-acre lot into a pocket park featuring a gathering space at the top of the hill
and a new staircase to connect the two streets for pedestrians
Converting the property into a park would require the construction of retaining walls
The Parks Department is also considering the construction of a stormwater swale to both manager water flow and provide other recreation opportunities
The site is located in an area which suffers from a dearth of public green space
If the Parks Department determines that conversion to a park is viable
funding will be provided to cover the cost of environmental reports

A California Senate committee has voted to advance a bill that explores the feasibility of East Los Angeles becoming a city or special district
the Senate Appropriations Committee voted in favor of Assembly Bill 2986
County motions that commit to conducting a feasibility study and providing East L.A
a thorough report of its tax base and county services that return to the region
The full Legislature will still need to vote on the bill before it can head to the governor’s desk for a signature or veto
Carrillo released the following statement in response to Thursday’s action:
I’m grateful the legislature recognizes the importance of extending the discussion about East Los Angeles’ future,” Carrillo said
The bill initially called on the Local Agency Formation Committee for the County of Los Angeles
to conduct a cityhood feasibility study for East L.A.
a region of 120,000 residents where there is no mayor or city council
saying she largely sees it as a form of state overreach
cityhood would be a waste of taxpayer dollars and claims that the unincorporated community receives satisfactory services from the county
the bill was amended to almost mirror two L.A
affirming the county’s commitment to conduct and pay for the study
and publish reports about East L.A.’s tax base and how many county services come back to the region
County would have to report the findings of its own feasibility study and analyses to the state
“I amended the bill to ensure the conversation could move forward and that the County of Los Angeles understood the urgency of being transparent to the unincorporated community of East Los Angeles
which lacks a local governing body,” Carrillo’s statement read
with one of the latest attempts failing in 2012 when LAFCO found that the unincorporated area would not be able to financially sustain cityhood
The backstory: It’s not uncommon for people to refer to East L.A
culture is heavily influenced by East Los Angeles
a region that is home to the historic 1968 Walkouts and where iconic films like Blood In
Blood Out and Stand and Deliver took place
a region of nearly 120,000 who are mostly Latino
There is no mayor or city council making decisions for East L.A
is an unincorporated community within the county of Los Angeles
with one of the latest attempts failing in 2012
What's next: The seven members of the Senate Appropriations Committee will review the bill in August
The bill still needs to be voted on by the full legislature before heading to the governor’s desk for a signature or veto
It’s not uncommon for people to refer to East L.A
as well as dozens of unincorporated communities and City of L.A
neighborhoods that encompass nearly 2 million residents
libraries and parks and recreation are deferred to the county
Given the size of East L.A.’s population and its cultural significance
some residents would like to have more say when it comes to decision-making in the region
is getting an equitable share of county services
they’re calling on the county to be more transparent in how it spends on services across the region
state Assemblymember Wendy Carrillo — whose jurisdiction includes unincorporated East L.A
— introduced a bill to the state Legislature this spring that seeks to explore whether cityhood
the bill initially called for an 11-person task force — made up of stakeholders and residents appointed by the Local Agency Formation Commission for the County of Los Angeles (LAFCO) — to conduct this study
an independent agency that approves the formation of cities
in 2012 denied a proposed incorporation of East L.A
the bill establishes the County of Los Angeles as the agency required to submit a feasibility study by March 2025 that analyzes if East L.A
has the fiscal viability to become a special district or city
It would simply study the possibility of it
the proposed bill mandates the county to conduct the feasibility study
as well as give annual reports detailing services and investments in unincorporated communities with populations of over 10,000
The county would also produce campaigns informing unincorporated area residents about county services
The latest developments have spurred confusion among some residents who are unsure what this means for the proposed legislation
Some say the bill was “gutted,” after the LAFCO-established task force — which was to meet quarterly and incorporate “robust community engagement” — was removed to instead appoint the county to prepare the study
Particularly confusing is the fact that both Solis and Carrillo have touted the amendments as a win
even as the supervisor continues to oppose the legislation
Solis said that the latest version of the bill
said she made these amendments as a way to hold county officials accountable
She told the Beat that the attention brought to the bill ultimately benefits the residents of East L.A.
Supporters of the bill include advocates calling for more transparency on tax revenue generated by the community
They’re also asking if an equitable share of county services are funneled back to East L.A
Business owners like Tony DeMarco gathered at Carrillo’s listening session in April in support of her bill
DeMarco stressed the need for more economic stimulation along Whittier Boulevard
Los Angeles Lowrider Alliance and the Whittier Blvd Merchant Association of East Los Angeles
Carrillo said it signals that “the state has invested in having the county report to the Legislature.”
“It starts off a process of real transparency and real local community voices being part of the process,” Carrillo said
even in its amended version,” Novak told the Beat
Among other opponents of the bill are East L.A
The seven members of the Senate Appropriations Committee will review the bill in August
the county would be required to report its findings by March of 2025
the county will still conduct its proposed cityhood feasibility study and report on county investments in East Los Angeles with results to be shared in the early fall
it still spurred conversations about government transparency and holding elected officials accountable
things she marked as a win for all East L.A
Why it matters: The bill initially called on the Local Agency Formation Committee for the County of Los Angeles (LAFCO) to conduct a cityhood feasibility study for East L.A.
a region of 120,000 residents where there is no mayor or city council.

I'm a born and raised New Yorker. I grew up in Queens, and after a four-year stint in Washington, DC, for college, I moved to Manhattan
I thought I was going to live there for the rest of my life
and I thought I wouldn't be able to live without a grocery store
Then, I packed up and moved to Los Angeles
and I wanted to experience the "perfect" California weather that so many rave about
I knew there would be differences between life on the East Coast and West Coast
but here are a few things that have surprised me most so far
I knew Los Angeles was a driving city
but I didn't realize how common it is for people here to treat their cars like big
It feels like the norm to spend significant amounts of time and money washing and caring for vehicles here
when someone has a car in New York City (and can actually find a parking spot for it)
they really only drive it on weekends to leave the city — and they're almost certainly not souping the vehicle up LA-style
my friends and I usually casually barhopped without a clear plan
We might have chosen a neighborhood or had a starting point in mind
but we'd always end up walking a block or two to try to find our next hangout spot
In contrast, I've found that Los Angeles bar culture seems more destination-oriented
People pick a spot — maybe two — and that's the night
There seems to be more forethought and logistics involved in night-out plans
perhaps because a lot of people drive and don't want to leave their cars
or they need to plan their drinking around sobering up to drive home
drinking alcohol in LA doesn't seem as popular here as it did in New York
People in New York are more likely to use public transportation
so they don't have to worry about getting behind the wheel after a night out
It also feels easier to make plans that don't involve alcohol in LA since the warm weather lends itself to a lot of other options for socializing
Since LA's weather is great most of the time
people here are quick to be unhappy when it's anything less than perfect
I've noticed that Angelenos seem more likely to cancel plans or be quick to complain
I decided it was too chilly to write in my yard and went inside — it was 65 degrees Fahrenheit and sunny with a slight breeze
and cheese boards to bask in the sun all day
New Yorkers know very well what all the highs and lows of changing seasons can look like
and a little rain or wind doesn't stop them
In my opinion, hustle culture doesn't feel as glamorized in LA as it did back home
Where being busy can translate to looking important in NYC — I've been that girl with her computer at the bar on a Friday night — people I've encountered in LA seem to set better boundaries to protect their work-life balance
I can't help but think the perfect weather has something to do with it
this city is also full of people chasing their dreams
but it feels a lot easier to stop and take a break when you've got the California coast at your fingertips
The crash at Indiana Street was reported just after 5:30 a.m
hit the bridge and toppled over on the freeway
The incident brought traffic to a standstill during the morning rush hour
One lane was opened to drivers by 6:50 a.m.
but the rest were expected to remain closed for about three more hours
