water sewer and stormwater utility rates Tuesday night This decision will raise the bill of the average residential customer in East Moline by $12.10 each month in 2025 beginning in February The amount of the monthly increases will vary each year through 2029 East Moline will re-evaluate the rates between 2027 and 2029 according to Brianna Huber Residents in the city’s partner communities: Hampton, Silvis, Rapids City and Carbon Cliff, can also expect their utility costs to rise according to city officials Huber said upgrades at the city’s water filtration plant are largely because the building is old Some of the upgrades include replacing a damaged storage tank repairing cracks in sedimentation basins and updating important equipment Huber said the goal is that customers won’t notice a difference “We don’t wanna compromise water quality and so these improvements are what’s gonna allow us to continue to do that,” Huber said The city will also replace 2,000 lead and galvanized service lines over the next 10 years to comply with a federal mandate upgrades will be made to comply with the state’s phosphorus removal mandates by 2023 “We’re gonna have to make certain changes within this plant because right now the way it is it’s not suitable to be able to treat or meet those limits,” Antrena Trimble baffles and different processes put in place to treat the water are coming down in East Moline this month thanks to an Illinois state grant Rock Island and East Moline are partnering to revitalize local properties with a $268,000 grant from the Illinois Housing Development Authority these houses in East Moline are causing trouble “We always need all types of housing as well those are all different types of housing stock that are needed in the community,” East Moline City Administrator Mark Rothert said the grant allows Rock Island to take control of 10 vacant homes so they can be sold to investors Rock Island community development director Miles Brainard said the grant is about taking properties that still have life in them and clearing the slate ”All of that is to really strengthen our neighborhoods and improve our overall housing stock," Brainard said vacant and abandoned properties in the city and while they’re starting with 10 properties but we’re going to keep moving and try to go big,” Brainard said The properties in East Moline have to be demolished by March 28 The Land Bank Authority hopes to make the properties available in early May development of a large riverside duplex complex in East Moline has been kicked into gear with a substantial investment from a private individual Officials with Revitalize and Develop East Moline an economic facilitator partnered with developer B&L Development say “The Quarter” complex has completed 38 duplex apartment units with 27 more on the way The parcel of land between Beacon Harbor and John Deere Harvester Works has been earmarked for the project since 1998, when it was first gifted to REDEEM by John Deere under aspirations of an office complex, public marina, restaurant and working lighthouse One of the duplexes that is part of the Quarter development is pictured on Friday The property didn’t start out any better in the new century when a revival project featuring three five-story condos with river views was axed at the onset of the 2008 recession leaving behind a few scattered condo buildings and a visitor center in a sea of empty grass the original developer) actually went out of business,” Tim Knanishu executive vice president of REDEEM told The Quad-City Times/Dispatch-Argus on Wednesday “We had to buy the property back because we had guaranteed a loan at the bank and then it sat idle from 2007 until 2020.” the city of East Moline considered reviving the condo project with a sum of money it had available An incentive would have helped cover infrastructure including sewers and the deal fell through again when the city decided to allocate the fund towards other projects a three-way development deal between the city made financially feasible by a fourth party who has not been publicly disclosed A private investor resurrected the project by buying an undisclosed stake in the project providing the needed capital to fund construction Part of the The Quarter Complex is pictured at the intersection of Kinsley Court and Beacon Harbor Parkway is pictured on Friday “(All) I can tell you about the individual that came forward is that they’re very interested in seeing things happen in East Moline and I think they understand that the addition of 65 (housing) units increases the tax base of East Moline (ultimately) reducing the tax burden on existing properties and businesses,” Knanishu said “Their partnership with the builder provides the capital necessary to build the project and REDEEM is assisting in funding for the infrastructure of those new units.” Due to the development falling within the Port of Call tax increment financing district 65% of new TIF increment funds created by the increase in property value will be used by the city to repay the developer on an annual basis up to a cap of their eligible building expenses REDEEM will receive 20% of the increment up to a cap of its expenses for its role in providing land and infrastructure It will use the funds to give $100,000 dollars of compensation to the developer for the first phase of construction and $60,000 for a second phase building out an additional 18 The Great River Trail Bike Path runs next to The Quarter in East Moline The remaining 15% of the increment being created by the project can be used on other projects within the TIF district at the city's discretion The new duplexes would be one-story structures on concrete foundations There are two units per structure measuring 1,200 square feet each REDEEM sold B&L Development two of the four lots in its possession for $10 “That moved along fairly quickly (and) the units actually sold very well,” Knanishu said “Before they were actually finished building (the first phase) they started on Phase 2 because of how well the development was being received by the public.” Units are now selling at prices from $209,900 to $240,000, in the middle income housing bracket most targeted by municipalities looking to expand their affordable housing stock In early 2023 REDEEM sold the third lot and then Construction on Phases 3 and 4 is still ongoing Phase 3 renovates 11 units leftover from 2007 operations and adds 4 new units Most units are in the final phases of interior work Knanishu says they are selling before construction even concludes “All of them are being driven by proximity to the river,” he said “You can walk out of your home and be less than 200 feet from the (Great River Trail) bike path Phase 4 adds a final development of 16 units on “the most upstream lot.” Knanishu anticipates construction will conclude by the end of 2025 He thinks 14 currently constructed units are for sale and the 16 in Phase 4 are still unaccounted for “Some of them are people … that want to have a nice place to stay but also want to go away for several months in winter Others are people that are new to the area.” Get the latest local business news delivered FREE to your inbox weekly The owner of the building that collapsed in downtown Davenport in 2023 has continued distancing
