Hellman noted that since the work is technically being done under the highway
One lane was briefly closed earlier for dewatering setup
and another short closure will be needed to remove that equipment
"These steps are being taken to meet MnDOT requirements and avoid long-term traffic disruptions," she said
Hellman noted that the state agency has a separate project in the area that may cause additional temporary lane closures along Highway 14 East

Officers Brad Steve and Kyle Walsh responded to a 911 call of "cause unknown" just before 3:40 p.m
Video appeared to show Steve encountering Noel in a driveway

Steve then appeared to open the door quickly and order Noel back out
yelling "Don't reach for that!" followed by gunshots as Steve retreated

"I commend Officers Brad Steve and Kyle Walsh for their courage and professionalism under extraordinarily dangerous circumstances," East Rochester Police Chief Michael Brandenburg said in a statement

"It's not anything that anybody ever wants to deal with," said Steve

Steve acknowledged the importance of his vest
He also noted that a bullet narrowly missed his head
Steve is now dealing with the psychological aftermath
including post-traumatic stress and anxiety

The nonprofit organization cut the ribbon at its new clinic on West Commercial Street in East Rochester
where it will continue to offer critical services for pets in need
The new space boasts kennel space for more than 50 animals
expanding the pet capacity and number of exam rooms of its previous facility on University Avenue
"The new hospital more than triples the amount of workspace that we are currently utilizing for the pets of Rochester," said Dr

The hospital operates on weeknights from 7 p.m
and remains open 24 hours a day on weekends

The move-in date says “2025.” News10NBC confirmed with the hospital director that it is still on and asked for more details about the timeline
He said they anticipate moving into the building by the end of March or early April
Once they’re moved in and fully transitioned
then they’ll announce an official opening date

A 23-year-old man was killed when he was struck by a train over the weekend in East Rochester
East Rochester Police Chief Michael Brandenburg said that Noah Law of East Rochester was walking home from work around 2:45 p.m
when he was struck by an oncoming Amtrak train
The crash occurred near West Commercial and North Washington streets
Law was walking along the railroad tracks when he tripped and fell onto the tracks
the collision was unavoidable," he said in a news release
the passenger train was traveling west between New York City and Toronto when the crash occurred
The fatal incident "serves as a sobering reminder of the dangers posed by walking or being near railroad tracks," Brandenburg said
Although railroad tracks can appear to be quiet or inactive

A nonprofit working to fulfill an urgent need for local pet owners and their animals is opening a new
permanent location this week in East Rochester
Rochester Emergency Veterinary Services (REVS) has been operating out of a temporary space on University Avenue in the city

It will have the capacity to handle more animals and more kinds of emergencies — including pets in respiratory distress

The 10,000-square-foot building also has a soundproof cat ward to ease the stress on feline clients that might not appreciate the sound of barking dogs
The goal is to eventually be open around the clock
REVS officials said they will announce expanded hours and service offerings
The University Avenue location will cease operations permanently on Friday and all patient care will transition to the new
state-of-the-art facility in East Rochester
the clinic has more than doubled its number of full-time veterinarians from three to seven

and these new owners will continue operating the stores as Big Lots retail locations
One of the stores set to be taken over and continuing operations is the one along Ohio River Boulevard in East Rochester

The officer tried to catch up but eventually lost sight of the vehicle near Panorama Trail and State Route 441
The vehicle was eventually spotted again on 441 near Sanders Farm in Penfield
where the Monroe County Sheriff's Office and New York State Police initiated a pursuit
The first stolen vehicle was eventually stopped after authorities deployed tire deflation devices and was recovered on South Landing Road in Brighton
fled the vehicle on foot before two of them jumped into the second stolen vehicle involved in the incident
was arrested after he was found hiding behind a tree in the front yard of a home on South Landing Road
The boy was given an expedited appearance ticket and released from custody
