The city wants to appoint a volunteer representative to the board ensuring city intereests are represented in decisions regarding regional facilities
The representative would have a vote within the Board
and would protect any asset the GWPFD voters approved to fund via sales tax collection
Appointees must attend at least 10 meetings within a 12-month period
Selected appointees will report to City Council at least once per quarter
This appointment is in the middle of a four-year term
have professional experience or knowledge in public administration
They must also demonstrate a commitment to public service and they may not have any conflicts of interest

Washington Court of Appeals Judge Rebecca Pennell
Senate today confirmed an Eastern Washington appeals court judge to become the next federal judge for U.S
who’s served on Division III of the state Court of Appeals since 2016
won her confirmation by a vote of 50-48 this morning
Pennell was appointed to the federal bench by President Joe Biden to replace former U.S
who was elevated to the Ninth Circuit Court of Appeals
The Stanford Law graduate has previously served as a federal public defender
Pennell heard appeals cases from throughout eastern Washington
helped steer Pennell’s nomination through the Senate
"It is important that we have a court system that delivers justice for everyone
not just the powerful and well-connected,” Murray said on the Senate floor Tuesday urging a a yes vote on the conformation

The confirmation means all nine vacancies that occurred on Washington’s federal bench during the Biden administration have now been filled

Executive Director Dog Jones says after 20 years
RiverCom has outgrown the current facilities on the third floor of the Wenatchee Police Department
Jones said a 2019 study determined to meet the growing demands of the region
RiverCom will require an approximately 14,000 square foot facility to operate efficiently. The current location is about 8,300 square feet and a lease with the City of Wenatchee will end in 2029
"We don't have sufficient power to run all of our high tech equipment as far as radio and IT that's needed for a state of the art facility like we have here. And staffing. We need more office space and more space on the floor for our dispatchers to work" Jones said
RiverCom is purchasing a 12.7 acre site at 5th Sreet NE and North Lyle Ave in East Wenatchee for for $1,422,400.00
The site meets all of the infrastructure needs and line of sight radio communications requirements for dispaching fire
police and EMS services in Chelan and Douglas county
"We considered the Confluence Technology Center building at one time but that did not meet the structural requirements for our facility so we went looking for land to build"

A Washington appeals court has ruled in favor of the state in a lawsuit from a Wenatchee father who claims his son improperly died in his mother’s custody
Ian Atkerson says state Child Protective Services conducted a “negligent investigation” in failing to remove the 2-year-old from the mother's custody
The appeals court ruled the agency and staff is protected from liability because their acts did not constitute gross negligence
died June 2017 in his mother’s custody of a head injury
determining the injury was caused by blunt force and was classified as a homicide
Previous injuries to Rustin had been reported by medical providers and Atkerson to the state Department of Children Youth
The Chelan County sheriff’s office investigated the child's death and the prosecutor’s office charged the mother
with manslaughter in the second degree and criminal mistreatment in the fourth degree
Hurd pleaded guilty to a reduced charge of criminal mistreatment in the second degree and was sentenced to 12 months of confinement
Deputies determined that Rustin had died while in the custody of Hurd's boyfriend
Rowe was arrested for assault of a child in the first degree
In Atkerson’s lawsuit in Chelan County
and Families filed a motion for summary judgement
retired Pierce County Superior Court Judge Kitty-Ann Van Doorninck
Atkerson brought a licensed independent clinical social worker
the state claimed the Department of Children Youth
and Families and its employees were insulated from liability unless their acts constitute gross negligence
The state argued that the case should be dismissed because Atkerson could not prove the department's actions were “grossly negligent.”
The Chelan County Superior Court struck down the opinion of the retired judge because “the danger of the opinion’s unfair prejudice substantially outweighed its probative value.”
The Court denied the Department of Children Youth
and Families summary judgment motion after concluding that the law's gross negligence standard did not apply
The Court blamed the agency for failing to hold a hearing to determine if it was safe for Hurd to have custody of the child
The Washington Appeals Court III in Spokane reversed those decisions
It concluded that the gross negligence standard applies
even without a hearing on Hurd's custody
The appeals court also found that Chelan County Superior Court erred by striking the opinion of the state's expert
The higher bench returned the case to Chelan County Superior Court
where the state can once again file for the lawsuit to be dismissed

The long-serving Chelan County Superior Court judge will retire June 20
WENATCHEE — Chelan County’s senior Superior Court judge is leaving the bench this summer
Judge Lesley Allan has presided in the court since 1998
in an email message to the Chelan-Douglas Bar Association
she announced she’ll make her retirement effective June 30
and has won election seven times since then
She was previously an assistant state attorney general
Judge Allan has also volunteered as a coach for the Wenatchee High School Mock Trial team
which brought home honors from state competitions many years in a row
She serves on the Chelan County bench with fellow judges Kristin Ferrera and Travis Brandt
Jay Inslee will name a replacement to fill out her term
The Chelan County Housing Program has released its findings on homelessness from its annual Point in Time Count
"It looks like our numbers of individuals who are living out of doors physically on the street
abandoned building or a park has dropped from last year," Chelan County Housing Program Coordinator Sasha Sleiman said
"And the number of people who are in shelters
meaning they were living outdoors or in a vehicle or RV
or a tent or other outdoor area not meant for habitation
This is down from 123 unsheltered people counted last year
Sleiman says the rise in people living in shelters and temporary housing is due to an increase in options such as Wenatchee's Safe Parks
"Hopefully we can get more of those folks in that 105 category into emergency shelter." Sleiman said
The number of people surveyed on January 26th was a combination of people who came to planned outreach events as well as people who were approached by outreach teams in Chelan and Douglas counties
“I am really proud of the work everyone involved in the event and its planning put in,” Sleiman said “This year’s count is truly a reflection of the dedication over the last year shown by the staff at all our local non-profits who work with the unhoused
They have developed relationships with people
they know where those folks spend their time and they have built trust with people experiencing homelessness over time
These relationships and building of trust are what allow us to get reliable information and data.”

Kyle Mott is seeking election to Position Two on the Chelan County District Court
The Eastmont High School and Gonzaga University graduate is hoping to succeed Nancy Harmon who is retiring
Mott says he’s also hoping to buck a recent trend of electing former prosecutors to the bench

Mott earned his law degree from Chapman University School of Law
Mott’s legal experience is varied having worked as a court clerk and a legal extern for the US District Court in California

Police in the Wenatchee Valley are asking parents to have conversations with their children about the importance of not drinking and driving
a car in the 600 block of Smile Drive left the roadway and rolled multiple times
"There were two female subjects who had been the occupants of the vehicle and they were contacted
They were treated on scene and at least the driver was transported to Central Washington Hospital." East Wenatchee Police Chief Rick Johnson said
Witnesses estimated speeds at more than 100 miles per hour
but Chief Johnson says that did not come from speed calculations by anyone in the department
He did say the responding officer cited the 16-year-old driver for driving under the influence
"They could smell the odor of intoxicants and the driver actually admitted to the officer to consuming alcohol prior to the crash
treated and then cited and released for DUI due to ongoing medical treatment."
With the warmer temperatures and students thinking about getting out of school
D-U-I offenses with young drivers start to increase this time of year
Chief Johnson says it's a reminder for parents to chat with their kids about making good choices
"Especially when it comes to choosing to drive or getting into a vehicle with somebody that has been drinking because a lot of times that isn't the case," Chief Johnson said
"Everybody's on that last stretch going into the end of the school year
It does seem to be a party season especially for a lot of our juveniles that live in the area
And we're going into graduation season."

The Langley Rivermen’s post-season destiny is already mapped out in front of them
Regardless of how they fare in their final three games of the B.C
the Rivermen will finish third in the Mainland Division — and as a result will face their rival Chilliwack Chiefs in the opening round of the playoffs
The Rivermen carry a 29-18-6-2 record going into Thursday’s home game against the mighty Wenatchee Wild (43-9-4) at the George Preston Recreation Centre
That puts the ’Men in third place in the Mainland behind the Chiefs (40-10-6) and division front-running Wild
There’s no catching the Wild and the Chiefs — as a matter of fact
both have been specks in the distance for quite some time
the fourth-place Prince George Spruce Kings (24-25-4-2) are 12 points back of the Rivermen with just three games to go in their regular season
the opening round of the playoffs shapes up like this: the fourth place Spruce Kings have the unenviable task of taking on the first place Wild in a best-of-seven series
The second place Chiefs and third place Rivermen will square off in the other best-of-seven Mainland set
The Rivermen are coming off a 4-0 shutout of the visiting Spruce Kings on Monday at the GPRC
marking head coach and general manager Bobby Henderson’s 150th career win behind the bench
Henderson said the Rivermen are playing for momentum as they prepare for the post-season
