“We’re working within the system and trying everything to get the water out of there as fast as we can.”
This is the eighth installment of Housing Horror Stories, an occasional series exploring the unique challenges that come with buying or renting in Tampa Bay.
Reporters from the Tampa Bay Times visited the property — at 8505 Lincoln Cove Drive, just outside Tampa city limits — on Friday and spoke with residents as they slogged through murky waters.
Though the parking lot occasionally flooded after storms, the problem escalated when Hurricane Debby dumped nearly seven inches of rain on Tampa early this month. In the immediate aftermath, the water was knee-deep in certain areas and spilled onto the sidewalk, tenants said.
Since then, he said they’ve spent weeks trying to come up with a plan for where to pump the water and receive approval from county officials.

Cowan said he was also communicating with the city and the Southwest Florida Water Management District, a state agency. But representatives from both said they have no jurisdiction.
By Friday afternoon, Cowan said they got the go-ahead to resume pumping. But rain in the forecast may thwart their plans to finally dry out.
As of Tuesday morning, the water was higher than it’s ever been after a downpour the night before, residents said. Some were unable to drive in or out of the parking lot at all.

[ Jackson Denly ]“Multiple pipe failures within the apartment complex’s outfall system are contributing to the flooding,” Josh Bellotti, the Director of Engineering & Operations for Hillsborough County said in a statement. One source of the problem is a blocked drain that runs under Himes Avenue.
Bellotti noted that county officials will continue to work with apartment management to pump the water and repair the pipes.
Cowan said that a lake behind the property overflowed into the parking lot. He said they’d like to come up with a plan to prevent future flooding, but that it’s unclear who owns the lake.
A map from the Hillsborough County Property Appraiser shows that the lake is split between two parcels, one owned by Lake Azzure and the other by a neighboring apartment complex called Innovo Living on the Water.
The parking lot for Innovo Living showed no signs of flooding.
Tenant Julianna Diaz, who lives on the first floor of her building, said she’s noticed mold spores in her apartment and a damp feel in the air since Debby. Another tenant, Scarlett Vargas, said the front bumper of her truck was damaged from repeatedly driving through deep water.

CLIFFORD | Times ]Cowan said they haven’t received any complaints about water getting inside the apartments or damaging vehicles. There are no plans to offer discounts on rent or options for tenants to exit their leases.
Rent ranges from $1,255 for a one-bedroom to $2,000 for the largest three-bedroom floorpan, according to apartments.com.
“This is just one of those acts of God,” Cowan said.
Several longtime residents said this is not the first time they’ve experienced problems. They complained about six-foot high mountains of trash piling up near the dumpsters and a pool that’s been closed for months at a time.
Cowan said he has never personally witnessed either of those issues.

CLIFFORD | Times ]When Jackson Denly moved to Lake Azzure three years ago, he said he awoke on his first night to find cockroaches crawling over him. He noticed broken fire alarms and fire extinguishers in his building. Despite his constant complaints both to the front office and the Fire Marshall, things never seemed to improve.
So when the parking lot flooded, he did nothing.
“I’ve had so many issues in the past, I figured what’s the point?” he said. He plans on moving out early next year once his lease expires.

TAMPA | A jury found Gerald Declan Radford not guilty Feb. 6 in the fatal shooting of John Walter Lay, a gay man murdered in the Egypt Lake-Leto area’s West Dog Park last year
The State Attorney’s Office filed second-degree murder charges against Radford in March 2024 after a death investigation was conducted the month prior
They were also seeking a hate crime enhancement
The state shared at the time that evidence showed Radford “was the aggressor and was motivated by the fact that the victim was a gay man.” If convicted
Lay’s friends and family had shared with law enforcement that Radford “had been harassing him at the park for months
hurling homophobic slurs and threatening him.” When announcing the charges
State Attorney Suzy Lopez noted that “we should all be able to enjoy a day at the dog park without the fear of gunfire” and that Lay “deserved to live free from fear and discrimination based on his sexual orientation
“The evidence shows the defendant’s actions were motivated by hate
and he will be held accountable,” she added
Radford sought to dismiss the case last December
testifying that Lay repeatedly hit him in the face prior to the shooting
His attorneys cited Florida’s stand-your-ground law in his defense
arguing at this month’s trial that their client acted in self-defense

“Prosecutors argued that Radford shot Lay during a fight without the legal justification to use deadly force, and was motivated by the fact that Lay was gay,” the Tampa Bay Times reported
“They had to build a case without any eyewitnesses or video surveillance of what unfolded on the morning of Feb
The outlet also noted that Radford’s defense attorney “told jurors in his closing argument that prosecutors presented no evidence that contradicts Radford’s account [in which] Lay was committing felony battery on Radford
which gave him the right to use deadly force.”
Lopez subsequently responded to Radford’s acquittal in a statement
“We respect the jury’s decision in this case and thank them for their service
We especially thank the community members who stepped up in the hours and days following the shooting to provide critical information that helped law enforcement investigate this case,” the State Attorney shared
“While it is not the outcome we sought
we are proud to stand with Walt’s friends and family as we fought for justice together,” she continued
“The fact that this victim was forced to endure hatred and prejudice from the defendant based on his sexual orientation shows that our society still has progress to make toward equality.”

a 52-year-old gay man murdered in the Egypt Lake-Leto area’s West Dog Park
Deputies investigated the matter just before 8 a.m.
No arrest was made and there were no impending charges filed
adding that “there is no danger to the public.”
According to the Tampa Bay Times
which spoke with some of Lay’s friends and family
Radford “had been harassing him at the park for months
hurling homophobic slurs and threatening him.” The outlet obtained a video in which he chronicled one such incident on Feb

The Times reached out to Radford who advised via text message that the shooting was self-defense
The outlet obtained Lay’s death certificate and reported he was shot with a semi-automatic handgun
Lay’s sister Sabrena Lay Hughes publicly shared that her brother had been murdered via social media
“My brother John Walter Lay was murdered yesterday,” she wrote Feb
“He was shot and killed by someone … that had been harassing him for months and found Johnny alone at the West Dog Park and killed him
claiming self defense with no witnesses (convenient for the liar).”
Hughes was among those interviewed by the Times
She said she wasn’t sure if Lay was targeted because of his sexuality
but Will Meyer — described as his best friend — told reporters he was verbally harassed for it
Meyer said that Lay and Radford were initially friendly toward one another during dog park visits but that changed during COVID-19
That’s when “Radford found out about Lay’s politics and that he was openly gay,” the Times reported
calling him slurs when he was walking in the park.”

Several cities are located right in the middle of the Pinellas Peninsula
Most of the other cities are those that are west and south of the city of Tampa
The city that experienced the biggest year-over-year decline in home prices is Lealman

Of the 34 cities in the Tampa metro area we analyzed
seven housing markets experienced double-digit annual growth rates in their home prices
Two of these are pillars of the Tampa metro area — the Tampa housing market and the St
They saw their median sale prices rise by 19.7% and 14.3%
The other five housing markets are mainly cities near the city of Tampa proper
Prime examples are Carrollwood — 48.1% year-over-year home price growth — and Keystone — 30% year-over-year home price growth
many of the cities that witnessed decreases in home prices also saw their inventory build up
while its available inventory grew by a remarkable 71.4%: From 56 homes for sale in August 2022 to 96 homes for sale in August 2023
suburbs that are very close to the city of Tampa experienced significant declines

As with so many housing markets across the country
the Tampa housing market has experienced moderation in housing market activity
an outright crash doesn’t appear to be reflected in the data
If the Tampa housing market were in the midst of a housing bubble and homes weren’t selling
typically listed homes for sale would have their prices slashed
The very opposite has occurred in the Tampa housing market
Out of the 34 cities we analyzed 30 of them saw the percentage of active listings with price drops decline year-over-year

The 41-year-old Tampa man was walking across Dale Mabry Highway near the Humphrey Street intersection when a vehicle driven by a 33-year-old Tampa man struck him around 7:15 a.m., troopers said.
The pedestrian was taken to an area hospital, where he later died, the agency said in a news release.
The Florida Highway Patrol did not release the name of the man who was killed or the name of the driver.

Angel Manuel Molina, 30, of Tampa is facing charges of DUI manslaughter, driving without a valid license involving a death, DUI with property damage and refusing to submit to testing.
Molina was driving south on North Dale Mabry Highway at a high rate of speed around 9:40 p.m. when he made a sudden lane change and lost control, according to a news release from the Tampa Police Department. Molina’s car left the roadway, struck a utility pole and ran over a man who was sleeping near the parking lot of the Carrabba’s Italian Grill at 700 N. Dale Mabry, police said. Molina’s vehicle then crashed into the building.
Police said Molina’s license was suspended in December 2021.
Molina was booked into the Hillsborough County jail, where he was being held without bond on Wednesday.
Police have not released the name of the man who was killed because investigators were still working to notify his family, the news release said.
Hillsborough court records show that Molina in 2019 pleaded no contest to DUI resulting in property damage or injury, leaving the scene of a crash with property damage and marijuana possession. An arrest affidavit states that he left the scene of a crash in the Egypt Lake-Leto area that caused about $1,000 in damage.

In the next 40 minutes Thursday evening, authorities say, Antonio Cruz Ortiz would open fire on more than a dozen people, including a Tampa police officer, at locations across Tampa before he was taken into custody.
Five people were injured in the apparently random shootings, including the officer. Authorities said none of the injuries appeared to be life-threatening.
One man told detectives that Ortiz stared and laughed at him before pointing a gun in his direction and firing a shot.
By Friday morning, Ortiz, 31, was in the county jail facing 15 charges.
“This had to be a scary moment for (witnesses) to see this person driving around either shooting his weapon or pointing it at people‚” Tampa police spokeswoman Jamel Laneé said at a news conference Thursday night. “We definitely wanted to get this person into custody and that’s what our officer was basically trying to do when the suspect opened fire on him.”

A heavily-redacted arrest report released by the Hillsborough County Sheriff’s Office picks up at 7:25 p.m. in the Egypt Lake-Leto area, when witnesses said a man in a red SUV sped into a parking lot near the intersection of Fountain Mist Drive and Tadpole Lane, in the Coopers Pond Apartments.
It was Ortiz, in a 2019 Dodge Durango, the report says.
Witnesses told investigators that Ortiz got out and started yelling, then reached into his SUV, pulled out an assault-style weapon and fired one shot, according to the report. Ortiz then got back into his SUV and drove away. The Sheriff’s Office also reported that juveniles gathered at a park on Fountain Mist Drive were shot at by a passing motorist.
According to the Sheriff’s Office, at least five people were shot at in this area. None was hit.
Moments later, Ortiz pulled up next to a man in a Ford 150 at the intersection of North Dale Mabry and Lambright Street. The man in the Ford told detectives later that Oritz “kept staring at him and laughing,” the report says.

When the light turned green and both men began to make the turn onto Lambright, Ortiz pointed a large gun at the Ford driver and fired a single round, then cocked the gun and fired again, the report says. The Ford driver was not hit but at least one of the truck’s tires was flattened.
Ortiz drove east on Lambright for about a half mile, where a man in a black Cadillac Escalade was stopped at the intersection with Himes Avenue. The Cadillac driver told investigators he heard multiple gunshots, then his back window shattered. The man quickly turned to pull around the car in front of him.
Ortiz kept driving east on Lambright and onto Sligh Avenue. Near Habana Avenue, he pulled next to a Honda Odyssey. The woman driving the Honda told detectives later that Ortiz started yelling at them, then pulled slightly ahead and fired three rounds at them, the arrest report says. The woman’s son told her he was shot, then she felt a pain in her ankle and realized she’d been hit, too. She pulled to a stop on Sligh.
Two children in the back of the Honda, ages 4 and 2, were not hit.
Ortiz turned onto N 43rd Street, police said, then jumped out brandishing a weapon. He started shooting at the 24-year-old officer, police said, as the officer ducked and backed his vehicle up.
Several rounds penetrated the front windshield and shattered the back windshield as the vehicle drove in reverse. The officer did not return fire.
Ortiz then ran to the nearby Park Terrace Apartments, police said. Multiple officers descended on the area to search, and a canine tracked him to a third-floor landing, where he was captured.
After Ortiz was caught, police found several firearms, including a rifle that matched the description the witnesses gave investigators, the Sheriff’s Office report says. Rounds in the rifle matched the model and caliber found at several of the shooting scenes, according to the report.
Tampa police Chief Brian Dugan visited the officer, who has been on the force for 11 months, and said he was in “good spirits.”
Ortiz was charged with attempted first degree murder of a law enforcement officer with a firearm; four counts of attempted second degree murder; seven counts of aggravated assault with a firearm; and three counts of shooting at an occupied vehicle. He was being held without bail.
Records show Ortiz has one prior criminal charge in Hillsborough County, a petty theft case from 2011 that was later dropped. He has no other prior arrests in Florida.

Tampa police said that the first call to 911 was made at 6:52 p.m., when someone reported that a gunman was shooting from a moving vehicle while driving on I-275 near Westshore Boulevard.
Police also received a report that two people suffered gunshot wounds on the interstate. Both were expected to survive their injuries.
More callers made similar reports near W Cypress Street and N Reo Street, near Memorial Highway.

Tampa Police update on a shooting that left an officer wounded in Tampa
Antonio Cruz Ortiz, 31, appeared via video in a small courtroom in the Hillsborough County Courthouse Annex building. Through a Spanish interpreter, Hillsborough County Judge Joelle Ann Ober ordered that Ortiz continue to be held without bail in the county jail until an Aug. 5 hearing.
Prosecutors say they plan to argue at that hearing that he should held without bail until his trial. None of the wounded suffered life-threatening injuries, authorities say.
Ortiz faces charges of attempted first-degree murder of a law enforcement officer with a firearm; four counts of attempted second-degree murder; seven counts of aggravated assault with a firearm; and three counts of shooting at an occupied vehicle.
More charges are likely to come, Tampa police said.
Ortiz said nothing during the hearing. He was represented by an assistant public defender who argued that bail should be set.
By 7:25 p.m. he was in the Egypt Lake-Leto area, when witnesses said a man in a red SUV sped into a parking lot near the intersection of Fountain Mist Drive and Tadpole Lane, in the Coopers Pond Apartments, according to a heavily redacted arrest report. It was Ortiz, in a 2019 Dodge Durango, police said.
Witnesses told investigators that Ortiz got out and started yelling, then reached into his SUV, pulled out a semi-automatic rifle and fired one shot, according to the report. He then got back into his SUV and drove away. The Hillsborough County Sheriff’s Office also reported that juveniles gathered at a park on Fountain Mist Drive were shot at by a passing motorist.
He targeted at least five people, according to the Sheriff’s Office, but hit none.
Moments later, Ortiz pulled up next to a man in a Ford F-150 pick-up truck at the intersection of N Dale Mabry Highway and W Lambright Street. The man in the Ford told detectives later that Oritz “kept staring at him and laughing,” the report says.
When the light turned green, both men began to make the turn onto W Lambright Street. Ortiz fired two rounds at the Ford driver, the report says. The driver was not hit but at least one of the truck’s tires was flattened.
Ortiz drove east on W Lambright Street for about a half mile, where a man in a black Cadillac Escalade was stopped at the intersection with Himes Avenue. The Cadillac driver told investigators he heard multiple gunshots and his back window shattered.

Ortiz then ran to the nearby Park Terrace Apartments at 4121 Royal Banyan Dr.
Multiple officers surrounded the area and a canine led them to him to the third-floor landing
including a rifle that matched witnesses’ descriptions
Rounds still loaded into the rifle matched the model and caliber of several shell casings found at the shooting scenes
The injured officer was taken to Tampa General Hospital
Laneé said it was unclear Friday if he was struck by a bullet or just glass fragments
Laneé said the department will likely release his name next week
He was released from the hospital on Friday and was resting at home

FL — Clearwater police are restricting access to the northern part of Clearwater Beach due to the damage from a tornado that touched down early Thursday morning
Reports said Dunedin also suffered damage to homes and businesses from the storm

The NWS has now confirmed that at least two tornadoes touched down in Florida early Thursday morning: one in North Clearwater Beach and another in Citrus County
"There was significant damage throughout multiple areas in the city," said Crystal River Mayor Joe Meeks
who provided photos of the damage including one showing the destruction of the pro shop at the Plantation Resort Golf and Country Club
Because the west side of Citrus County experienced significant damage

TAMPA — Seeking to keep children fed while they study at home, the Hillsborough County School District has expanded its “grab-and-go” distribution of packaged breakfasts and lunch.
As of Friday, the district said its staff had distributed nearly 84,000 meal packages, each containing packaged foods for one breakfast and one lunch.
“The need for meals has steadily increased each day this week,” the district said.
Feeding sites are open from 9 a.m. to 1 p.m. for students 18 and under. Students must be present to be served. The expansion, from 23 sites to 147, takes effect Monday.

The City of Temple Terrace is one of more than 70 communities in Florida and 500 nationwide that use the hotly contested cameras to enhance highway safety
Petersburg and Oldsmar voted to install red-light cameras earlier this year
Hillsborough County operates red-light cameras at six intersections
the sheriff's office issued 33,966 red-light citations

Other Hillsborough County intersections with red-light cameras include:
“Red light runners are a danger to others as well as themselves,” the Hillsborough County Sheriff’s Office typically comments when it posts videos it has captured of red-light runners

According to the Insurance Institute of Highway Safety
113,000 people were injured and 676 people were killed in 2009 in red-light running crashes
making Florida the third most deadly state for red-light running crashes
However, some motorists say they think that red-light cameras are an abuse of local and state governments’ power. A website called Ban the Cams is a self-described grass roots organization that aims to “restore freedom and sanity to our roadways.” They had a protest at the intersection of Bullard Parkway and 56th Street last year
