Of the 1,128 men detained at the Otay Mesa Detention Center in March, only 12% were categorized as “criminal,” according to Customs and Border Protection data The time Lopez spent in detention was the longest he's been away from his family since he was 13 and said he can’t imagine a life back in Mexico The first round of that fight was getting out of the private detention center in Otay Mesa In the weeks leading up to the bond hearing his immigration lawyer Tessa Cabrera asked Lopez's friends and family to help “We got letters of support so that the judge and the court can hear from the community and how much he means to them,” she said She found a lot of support from the parents and coaches of a youth soccer team Lopez volunteers with it was a big deal when we found out (about the raid),” she said said it’s tough for youth soccer teams to find volunteers to coach children in their spare time Lopez is one of the few willing to do it on a consistent basis They were upset when they found out what happened they were excited to see him back on the field.” Lopez said being back with the team is a welcome distraction from his pending deportation case But he’s painfully aware of his co-workers Three have already been deported and the rest are still in federal detention A few of his closest work friends call Lopez regularly (KGTV) — For many who work at a fire station “We literally live there on these long shifts The grueling job fosters a great deal of trust among coworkers — but it's a trust that has been broken “One of my coworkers texted me and he asked me ‘Do you have a camera in our room?’ And obviously I'm like What Mason thought was a block for a phone charger was actually a camera that was recording everything which means every single time I was coming in there I haven't been in that room since,” said Mason another camera hidden in an alarm clock was found in a different bunkroom used by women the only thing that they have done for us is offer to move us to different stations; but we didn't do anything I feel like we shouldn't be kicked from our spots,” said Mason police executed a search warrant to try and find out who was logged on to the WiFi citing the Fair Employment and Housing Act “Employers are supposed to find out why this happened how this could have happened; is there training that should have been provided?” said Dan Gilleon Heartland Fire and Rescue Department and American Medical Response provide the fire and ambulance services at the station AMR called the incident “deeply disturbing,” and added “We fully understand how violating and unsettling this must be for the women involved and we are committed to supporting them through this incredibly difficult situation.” “American Medical Response (AMR) is fully committed to ensuring that all our employees have workspaces where they feel safe and supported Although AMR does not manage the facility where this occurred law enforcement and the fire department to address this situation is to provide support for our team members and ensure they feel safe and heard AMR immediately offered affected personnel the opportunity to transfer to other locations without impact to schedule pay or other employment conditions to ensure they feel secure while on-the-job We also offered support from our mental health provider We are committed to working with local law enforcement and the city of El Cajon to assist in any way we can while respecting the criminal investigation.” AMR said they provided mental health services and offered to transfer the women but did not say if they were conducting their own investigation The women said they want to move forward to a solution but they can't shake the feeling of being betrayed and to know that somebody that I work with closely .. The four women are seeking $10,000 each for reasons including emotional distress the person or people suspected in the case still have not been found Heartland Fire referred ABC 10News to the City of El Cajon and a city official said this is an open criminal investigation being handled by the police department Jorge Lopez is a youth soccer coach who has been living in the country since he was 13 And now he’s in the Otay Mesa Detention Center facing deportation a judge is scheduled to decide whether to release him on bond Lopez was 1 of 15 immigrants without legal status arrested during the March 27 raid of an industrial paint shop in the El Cajon area The case underscores the change in immigration enforcement priorities under President Donald Trump “He is very active in the community and active in his children's lives,” Cabrera said Previous administrations prioritized immigrants with violent criminal convictions Immigration and Customs Enforcement (ICE) agents would focus on targeted arrests of individuals instead of rounding up everyone suspected of being in the country illegally we see more of a targeted enforcement rather than an entire workplace being detained at one time,” Cabrera said I’m not shocked and I expect that to become more of the norm.” During the March raid, ICE agents detained every employee of San Diego Powder & Protective Coatings Employees told KPBS that federal agents zip-tied their hands and forced them to wait outside under the hot sun for hours while agents verified everyone’s immigration status citizens were allowed to leave but the 15 people who could not prove their citizenship were held until 9 p.m and transported to the Otay Mesa Detention Center ICE has refused to release their names to the public Activists with the American Friends Service Committee are trying to keep track of immigrants detained in the raid but not criminally charged at least two have been deported and at least one has been transferred to another facility outside the state Federal prosecutors charged four people at San Diego Powder & Protective Coatings — including a manager and three workers — with knowingly hiring people without legal status Most Americans agree that immigrants without legal status who are convicted of violent crimes should be deported, according to a new report from the PEW Research Center. support for deportations decrease significantly for immigrants without legal status who have jobs adults hold complex views on immigration,” said Luis Neo-Bustamante they have a variety of opinions on who should be deported.” relatives and lawyers of the men detained during the El Cajon area raid said they don’t have violent criminal records ICE’s refusal to share the names of every individual detained prevents KPBS from independently checking their criminal backgrounds But ICE detention data shows that the vast majority of people currently held at the Otay Mesa facility do not have a criminal background Current ICE data shows 954 of the 1,104 men in Otay are categorized as noncriminal detainees 241 of the 258 women there are labeled as noncriminal detainees Advocates point out that arresting people with no violent criminal history has a negative impact on communities what happened was deeply felt by the entire community,” said Mairene Branham “Somebody’s parent was deported after working for the company for 18 years All that ICE did was cripple that family.” (KGTV) – A man was shot to death Sunday night during an altercation in an El Cajon neighborhood officers were dispatched to the 1100 block of America The statement said it is a "nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration achieve the total elimination of cartels and transnational criminal organizations and protect our communities from the perpetrators of violent crime." none of the defendants who appeared in court Friday were charged with any violent warrant at the business located behind me for work-site-enforcement violations," Gibson said [it's] very limited to what we can explain about it but I will say that the search warrant has been unsealed by the court …" A significant federal presence remained at SDPC into Thursday night SDPC performs work under multiple contracts with the federal government it's required to electronically verify the employment eligibility of workers SDPC first came to the attention of federal agents during a drug trafficking investigation in October 2022 which goes on to say that the pair of suspects worked there but had been terminated by the time federal agents checked in with the business Federal investigators said they determined that the former employees had provided SDPC with permanent resident cards and Social Security cards which the business then shared with agents the documents provided by the former employees caught up in the drug probe should have been easily detected as fake with the federal government’s e-verify program for checking documents a cooperating source from the 2022 investigation told agents a man wanted for illegally reentering the country had worked at SDPC The agent looked at that person's SDPC personnel file and found a copy of a permanent resident card and a Social Security card with his name on it was that the Social Security number on the card belonged to someone else This incident kick-started the larger investigation the informant recorded a conversation with SDPC's general manager the GM acknowledged knowing that workers were using fake documents an undercover agent applied for a job at SDPC using fraudulent documents and was hired despite the fact that the documents he supplied should have been recognized as fakes just by looking at them the agent was tasked with working on military equipment seven people working at SDPC were identified as ineligible to work in the U.S. More than a dozen were arrested at the scene on Thursday spoke with NBC 7 on Friday and said he believes the investigation began when two of his employees were arrested there's been an ongoing investigation of my facility and the personnel that work here," he said Johnson went on to say that he is confident in his hiring practices and follows California law We take copies of their driver's license and their social security cards and they took all of those files and we're cooperating with them." Johnson said his business has contracts for the U.S he said he submitted 15 people for background checks The incident took an emotional toll on workers their families and advocates that stood outside I hope it's not just hard working people," said Mike Gonzalas An employee who wished only to be identified as John was detained for four-and-a-half hours before he was allowed to leave He says the employees were separated into several different rooms and that the agents were respectful but this was the first time he had experienced this type of interrogation "It's my first time being involved in this coworkers and human rights activists was growing "There are human rights violations going on here and I wanted to bear witness to what was happening," Erin Tsurumo Grassi Everybody has a right to be treated with dignity in custody and those are the things we call upon the government to do Evelin Leyva told NBC 7 at the scene that her brother-in-law works for the company and was inside the factory during Thursday's incident "I feel so sad because everyone who were inside Investigators were looking for operational records like shift schedules as well as financial records and payroll and tax information They also planned to access personnel files and internal communications that could tell them details about individuals' employment at SDPC said her office "has submitted inquiries to DHS and ICE to find out what's going on and ensure due process is being followed but we don't have further details on this operation." The El Cajon City Council, of which El Cajon Mayor Bill Wells is a voting member, recently passed a resolution that solidified the city's intent to work with federal immigration authorities but it's not clear if the city aided investigators in this instance Wells cast doubts that the city's resolution had an involvement in Thursday's enforcement but he was told that immigration officials would be in town this week “I know nothing about this particular group of people," Wells said "I'm just telling you: I'm putting the pieces together based upon what I see happening around the country I would be very shocked if these weren't dangerous people." The business is located in unincorporated El Cajon, which is overseen by the county of San Diego. The county's policy is to not aid federal immigration officials -- a policy that San Diego County Sheriff Kelly Martinez has said she would not comply with the sheriff's department would continue to Following the 3-2 vote denying the resolution, Wells wrote on X "I want the residents of El Cajon and San Diego County to know this: I will not stop fighting to protect our communities and keep criminals off our streets." sanctuary city granting local police officers protection if they cooperate with Immigration and Customs Enforcement as much as state law and will continue to seek assistance from the U.S Attorney General’s Office to indemnify the city and its employees for any assistance or cooperation with federal immigration authorities as permitted by law This is the second time Council considered a similar resolution safeguards immigrant communities by limiting the involvement of local and state law officials in enforcing federal immigration enforcement The passed resolution was presented by Mayor Bill Wells and Councilmember Steve Goble or interfere with the federal government coming in to remove violent criminals from the city and that the city will seek indemnification from the U.S Attorney General for any action taken by the State of California against El Cajon officers or the city when cooperating with federal immigration authorities “I support President Trump’s position to enforce federal immigration law throughout our city of the most serious and violent criminals living here illegally Trump’s Border Czar to do this,” said Goble Goble said the city would comply with state laws understanding that there are conflicts between state and federal laws City Attorney Morgan Foley said the city has never been a sanctuary city Council member Gary Kendrick said that with approximately 30% of the city’s population being Hispanic and approximately 30% coming from the Middle East that he there to represent the entire community He said he believes in cooperating with federal agencies in removing violent criminals “Our police officers really need their cooperation when it becomes being witnesses If people that are not white need to go to hospitals and they have kids that are afraid to go to school “…That is not helping our community at all And SB 54 allows for the police to cooperate with ICE for violent criminals I think all of us want to get the violent criminals out of here But you can see from all the trouble that this resolution has caused This is not helping our community…I think this is just a bad resolution.” Kendrick said that most of the other cities are working with SB 54 and that the city should wait and see how the problem between state and federal laws on immigration works out through the courts Councilmember Phil Ortiz said that he wants violent criminals removed and that he “has big problems” with SB 54 “I do not believe that they make our communities safe and everyone is glossing over all the other crimes that SB 54 does not take into account These are all non-violent crimes that SB 54 does not address It is a gap in the safety and security of our community I do not understand people leaning on SB 54 like it is the know-all Ortiz said this resolution is nothing more than getting violent criminals off the street Mayor Bill Wells said that he was surprised that this resolution is so controversial and should have been a “no-brainer.” “When you arrest somebody who has done something bad and who does not belong in this country we should be able to do everything that we can to get them out of this country even if they committed a pretty serious crime they are probably back on the street in two hours,” he said “It is my job to do everything that I can to protect the people of El Cajon It is also my job to represent the people of El Cajon America is in the process of putting America first again Some people’s ideology is going to be challenged by it Those of you who came and were completely and literally dishonest People just tune you out because they know that you are liars.” The resolution passed 3-2 with council members Kendrick and Michelle Metschel voting no The man accused of killing his mother and
