lakefront property," said Patricia Gamboa-Puentes gesturing to the intersection of east Stroube and Balboa streets floodwaters have often reached the edge of her lawn She has lived in a corner house at the crossing since 1997 with husband Adrian Puentes The unincorporated El Rio neighborhood is located north of Highway 101 outside Oxnard city limits The couple recalled their first Thanksgiving at the house They had to put on rainboots to wade through water pooled outside the property Now, with the County of Ventura's El Rio Pedestrian Improvement Project about 75% complete the couple said they saw only small puddles during recent rains walkways and other improvements on Stroube Street but we tried our best to be innovative and build the infiltration trench to help with water runoff," said Gianfranco Laurie engineering manager with the county's Public Works Agency Storms this month brought nearly 2.7 inches of rain to the area, according to records from the county's Watershed Protection District the project's impact was visible for residents The newly installed infiltration drainage system includes a trench between the curb and sidewalk which measures about 4-feet wide and 4-feet deep is comprised of cobble and rock that allows stormwater runoff to collect and soak into the ground The sidewalk project, estimated to cost just over $9.5 million The expected completion date has the first time we’ve looked at this property We’ve looked at this property a few times for different proposals but now we’ve got one that fits,” said Community Development Director Phil Dunsmore to the council.  Planning Manager Kelly Gleason then addressed the council with the details of the project which is aimed towards tourism in the city including lodging units and an RV park in the southeast project site of the Del Rio Road Commercial Area Specific Plan The area currently covers 11 separate parcels and is about 26 acres in size “The Del Rio Road Specific Plan has been around for quite some time It was originally adopted in 2012 with the Walmart project on this particular site We came back for some amendments in 2020 when Walmart withdrew their application and opened up some development potential, and some use potential on the site and redid some traffic analysis to help some projects move forward a little more quickly,” added Gleason The council saw the first version of Del Rio Ranch in 2021 which was also aimed towards tourists but also had a lot of commercial and mixed-use development the applicant team has revised its proposal and is moving forward with what was presented during this week’s meeting The Planning Commission has already seen the recent proposal and recommended approval “There’s a master plan of development being considered tonight for
