— A Carroll County Sheriff's deputy won't be criminally charged for a brief car chase that led to a deadly crash
when deputy Kyle Hessler was on patrol in Eldersburg and spotted a black Infiniti speeding down Liberty Road at 128mph
The car was going so fast that Hessler quickly lost sight of it
forcing him to end the pursuit after about 40 seconds
Hessler came upon a two-car collision just prior to the Liberty Reservoir
A good Samaritan told Hesler the fleeing driver struck an oncoming Honda SUV driven by 22-year-old Kayla Rodriguez-Garcia
RELATED: Reckless driver fleeing police crashes into SUV, leaving woman dead in Carroll County
According to a Maryland State Police Crash Team report
the Infiniti struck Rodriguez-Garcia head-on at speeds between 96 and 119mph
The driver of the Infiniti was identified as 33-year-old Jamal Edward Steele
Steele's blood alcohol level came back above the state's legal limit
He reportedly admitted to drinking beer and tequila sometime before the wreck
It turns out the Infiniti he was driving was stolen back in January
Police also recovered two more sets of stolen registration plates inside the vehicle
In theirdecision to not charge Hessler
the Attorney General's office concluded his "actions during the attempted traffic stop were consistent with departmental policy and did not create an unjustifiable risk that was a gross deviation from a reasonable standard of care."
he's being held without bail on a slew of charges including homicide by motor vehicle while impaired and negligent manslaughter
Online court records show Steele with an extensive criminal history
In 2020 he was sentenced to 18 months behind bars for a robbery in Baltimore County
Then back in 2019 Steele was convicted in Carroll County of felony drug possession
He received a year-long suspended jail sentence

When we lose a person — and goodness knows
many of us have experienced more than our share of loss during the past few years — it is said that a little piece of ourselves is gone as well
Can a person infuse the very walls of a place with an essence or vibe until the building itself emanates these qualities
which would make the very building a sort of entity
What effect does that have on the human soul
does that cause the very fabric of a community to unravel
The Harvest Inn was a family-owned restaurant in Eldersburg
The Fischer family began their business in 1966
Now it’s time for that next generation to retire
posted on the Facebook Sykesville community page
elicited a flood of memories and surprisingly strong reactions from local residents
some of whom have been eating there since they were young children and are now in their 50s
All of that got me thinking: How much do we rely on the physical building to hold those memories
How much did the actual place shape the people who came to eat there
The Baltimore Banner thanks its sponsors. Become one.
Carroll County has become much more diverse
with newer residents representing different races
And I am very much enjoying the recently opened restaurants that reflect the county’s greater diversity
Perhaps these places are too new to have developed the kind of memories and aura that stay with the patrons of the Harvest Inn
the landscape itself is a living entity that does indeed feed the soul
A little piece of me withers and dies as each piece of the natural beauty that so attracted me to this area nearly 20 years ago is razed in the name of progress
writer and educator living in South Carroll County
