(KTNV) — State Troopers are investigating a fatal collision on northbound Interstate 15 near Carp Elgin Road (mile marker 100)
about 60 miles northeast of the Las Vegas Valley
All northbound lanes at I-15 and Carp Elgin Road are closed
but Nevada State Police (NSP) said traffic is being diverted onto the I-15/mile marker 100 exit off-ramp and will continue onto the I-15/mile marker 100 northbound on-ramp
This means traffic will be able to continue northbound on I-15
but authorities said to expect delays and slow downs

NSP responded to the scene on reports of multiple vehicles involved in a crash
NSP confirmed that two juveniles died on the scene
and one person was airlifted to a hospital in critical condition
Four other people were taken by ambulance to local hospitals with non-life-threatening injuries

Elgin police are investigating a shooting Sunday morning that left a man hospitalized with a gunshot wound
officers responded to the 800 block of Carr Street at 8:54 a.m
who was taken to an area hospital for treatment
The Elgin Police Department SWAT team also responded to the area along with detectives from the Major Investigations Division
A preliminary investigation indicates that the shooting stemmed from a gathering nearby in the 100 block of South Commonwealth Avenue
Police said all involved parties have been accounted for and further updates will be provided as they become available

A 79-year-old Elgin man will not be charged in an incident wherein he discovered a much younger man sleeping in his home

where they found a 29-year- old man with a gunshot wound
The Elgin Police Department SWAT team responded to the area along with detectives from the Major Investigations Division and the shooting victim was transported to a local hospital for treatment
it was determined that a gathering had occurred Sunday in the 100 block of South Commonwealth Avenue
and that at some point during the early morning hours the 29-year-old man left the gathering on foot
He subsequently returned to the area and entered the residence on Carr Street
which was near the location of the gathering
At some point a verbal and physical altercation occurred between the two which led to the shooting
The facts of the case were reviewed by the Kane County State’s Attorney’s Office and it was determined that no charges would be filed in this case

Sutherland had stayed at both hotels in January this year
but turned on staff when he was told he was no longer welcome at either business
he told the assistant manager at the Travelodge he wanted a room but had no money to pay for it
He was invited to sit at the bar until he could scrape the cash together
“Whilst being at the bar he’s begun to act strangely
mumbling to himself and pointing at cars in the car park,” Ms Silver said
He was then told to leave on “numerous occasions” by employees
who ultimately had to ask police to attend to receive him
He would return to the Travelodge on January 9
making his way into the building when staff had to unlock the doors to allow access to a legitimate customer
Sutherland was again told he would not be accommodated
Ms Silver said he became “agitated” and told the employee “he would get men to pick her up and take her to him so he could sort her out”
“She was scared by this comment and so again called the police to report the incident,” she added
he told a member of staff there were “snipers on the roof and he would get somebody to come get her”
He would return on January 18 with his dog in tow after again being refused a room earlier in the day
Sutherland would tell a woman he would “starve his dog for four days and get his dog to eat her”
said he was unappreciative of the effect his words had on people
“There is clearly some degree of paranoid delusion,” Mr Carty said
it’s not entirely clear that Mr Sutherland quite appreciates the effects these comments have on people.”
Sheriff Olga Pasportnikov said she was unsure if Sutherland
would be able to “meaningfully” engage with a non-custodial order
she called for Mr Carty to engage Sutherland’s personal doctor for a report on the long-term effects of his drug misuse

and no injuries were sustained due to the discharge of the firearm
Rolling Meadows Police Department Sergeant Carlos Saez was arrested at the scene
The Elgin Police Department did not disclose how the firearm was discharged
including whether the shot was intentional or accidental while committing a battery
The nature of the traffic dispute was also not described
and the type of vehicles involved in the traffic dispute were not described

Elgin will continue housing former residents of the Tent City homeless encampment at the Lexington Inn & Suites through the fall while the city looks for a permanent housing solution
City Manager Rick Kozal told city council members Wednesday night that upcoming grant funding from the state would allow Elgin to continue housing the 39 people staying at the hotel without any further cost to the city
“We have enough resources to continue with the 39 residents
Elgin allocated $425,000 to move Tent City residents to 50 rooms at the hotel for $65 per day for each room
The move followed a series of fires at the roughly 8-acre site along the west side of the Fox River that had served as a homeless encampment for 20 to 30 years
Forty-two residents moved to the hotel in late January
Kozal said three have been removed for violating rules
The extension of the stay will come with a change in security
The Elgin Police Department has provided around-the-clock security at the hotel for the past 10 weeks at an average monthly cost of about $74,000
Elgin Police Chief Ana Lalley said police intervention mostly has been connected to trespassing citations and that there have been no reported incidents of violence involving any program participants
the council granted preliminary approval to contract with Andy Frain Security for overnight coverage from 8 p.m
Services will include room checks for unauthorized guests when quiet hours begin at 8 p.m.
with police responding to incidents during daytime hours when requested by the on-site hotel management
cleanup and remediation at the former encampment by ATI Restoration have involved the removal of 233 tons of debris so far and are on schedule for completion by the end of the month
Kozal said the final cost is expected to be around $2 million

“Your own circumstances have been unfortunate,” Sheriff Pasportikov said
“It’s quite significant that she doesn’t want anything to do with you.”

They made a stunning find: the 1980 Toyota Celica Karen Schepers owned
Chaos Divers found a vehicle northwest of the Slade Avenue boat launch
which matched the Celica that Schepers owned
the Elgin Fire Department and the Kane County Coroner’s Office will try to remove the vehicle from the river Tuesday
They do not know if there are human remains in it
Schepers disappeared after attending a party with coworkers at a Carpentersville bar in 1983
Schepers’ case was at the top of the list for Elgin’s new Cold Case Unit
led by detectives Andrew Houghton and Matt Vartanian
The two meticulously combed the river on Monday with members of Chaos Divers
a dive team that travels the country using sonar to search bodies of water for missing people
“By checking all these spots and either ruling something in or ruling something out
it gives us a lot of information going forward,” Houghton said
Police say Schepers was last seen around 1 a.m
Schepers was reportedly the last person from the group to leave
She and her yellow 1980 Toyota Celica were never found
after she asked him to stop by and he declined
Investigators said he initially was viewed as a suspect
But he cooperated with investigators until he died in 2015 and passed a lie-detector test
Monday’s search saw the team slowly traverse the river north and south from near the Interstate 90 overpass down to the Kimball Street bridge
using sonar to detect “shadows” in the water that might imply a vehicle
and you have to be thorough,” Vartanian said
“So we want to make sure that we do it the right way.”
At least two spots were flagged for having a possible vehicle by early afternoon
Diver Mike McFerron donned a dry suit before plunging into the 41-degree river just north of Slade Avenue Park and south of the Judson University campus
Jacob Grubbs of Chaos Divers said they’ve been using sonar to search for missing people for four years
ranging from being missing from six days to 23 years,” he said
Police Chief Ana Lalley said it’s the first time the river has been searched using this technology as part of the Schepers case
She said that even though the case is over 40 years old
there still is an urgency to the investigation
“The Cold Case Unit was created because families deserve to know what happened to their loved one and to have that question answered,” she said

An immigrant rights march was held this weekend in Elgin. It comes on the heels of local reports that federal agents took a man into custody who did not have a criminal history, according to his family.

Five years after the first cases of COVID-19 appeared in the suburbs
Elgin Fire Department Division Chief Chris Kennedy remembers how easy it was to dismiss the threat of a pandemic in the early days

this wasn’t the first time that we had been warned of the next pandemic coming,” he said
Kennedy started in emergency medicine in the early 2000s when there were rising fears about a possible SARS (severe acute respiratory syndrome) epidemic — the first pandemic of the 21st century
Then came the influenza A virus pandemic (pH1N1) in 2009 and then the global Ebola outbreak around 2013 that caused concern but never became widespread in the United States
I don’t think we really took it that seriously because it wasn’t the first time that we had heard about some new bug that was going to wreck everybody’s life,” he said
“That obviously changed pretty darn quickly
Kennedy said it soon became apparent how their new reality in the fire department would change
“In the 14 years I had worked in the department
That changed when the Centers for Disease Control and Prevention made wearing them on certain calls among its first recommendations

“Guys were kind of resistant to putting them on — like this isn’t really that big of a deal.”
He remembers telling his colleagues they all needed to put N95s on during one of their first calls with a patient in respiratory distress
“It was just such a weird order to give,” he said
The next day he got a call from the assistant chief saying the patient had tested positive for COVID
All five firefighters ended up being quarantined because the rapidly evolving CDC guidelines had just changed
saying they should also have been wearing gowns
“So I spent the next 10 days in my basement,” he said
None of the five tested positive after the incident that day
he and many of his coworkers came down with COVID
He said no Elgin firefighters suffered any serious
though a couple did battle “long COVID.” Other departments weren’t as fortunate
Kennedy said he knew a battalion chief from a different suburban department who nearly died after dealing with collapsed lungs and being on a ventilator
“They weren’t sure he was ever going to be able to make it back on the job because he had so much damage in scar tissue in his lungs,” he said
Kennedy credited the command staff for mitigating the dangers firefighters were facing
“I always felt very safe because I knew we were taking precautions,” he said
“The department did an excellent job of putting the resources where they needed to be to make sure our guys were safe and had what they needed to respond effectively and help people in need.”

Kennedy was among a few firefighters to serve as “COVID officers.” Every shift

Two people were killed and two others were injured in a four-vehicle crash Sunday night near Elgin
The crash began with a vehicle attempting to avoid hitting a deer
according to investigators at the Kane County sheriff’s office
Sheriff’s deputies and Pingree Grove Countryside Fire Protection District firefighters and paramedics were dispatched to the 39W900 block of Plank Road near Elgin just before 9:45 p.m
Fire officials said multiple people were trapped in vehicles
Two people were pronounced dead at the scene and two patients were transported to nearby trauma centers by helicopters
Two people were treated and released at the scene
Earlier reports indicated more people were injured
Investigators from the Kane County sheriff’s office closed Plank Road at Switzer Road for nearly 12 hours
Investigators said the 18-year-old driver of a red Ford F150 headed west on Plank Road swerved to avoid striking a deer
The driver struck the deer as he veered into oncoming traffic
The F150 caught fire with the driver still trapped inside
Rescuers broke out the driver’s side window of the F150 to remove the driver
who sustained multiple fractures and serious burns
according to a sheriff’s office press release
was flown by helicopter to Loyola Medical Center in Maywood
The driver of Sierra was also flown to Advocate Good Samaritan Hospital in Downers Grove
He was identified as 22-year-old Yahir Porcayo-Porcayo
Two passengers in the Sierra were pronounced dead at the scene

Iowa (KCRG) - An Elgin man is facing charges after law enforcement said he admitted to operating an illegal meat and poultry slaughter operation for the past 20 years in Fayette County
The Fayette County Sheriff’s Office said they arrested Ethan Guyer Jr.
Guyer is charged with two counts of Second Degree Theft
Criminal complaints say there were two different people who had reported to law enforcement that they had hired Guyer to slaughter steers for them
with the expectation that Guyer would later deliver the cuts of meat back to them
law enforcement say the men tried multiple times to reach out to Guyer after the slaughter was complete
The sheriff’s office said Guyer admitted to having operated a meat and poultry operation for the past 20 years without a license from the Iowa Department of Agriculture and Land Stewardship
Guyer told law enforcement his operation had made $189,560 for the slaughter and processing of 150 beef and 500 swine at 80 cents a pound
the sheriff’s office said Guyer failed to have the meat inspected
Guyer was taken to the Fayette County Jail
Additional charges may be filed in this case
Severe winds from powerful overnight storms that blew through the Western and Northwest suburbs ripped off half the roof of the 101-year-old First United Methodist Church in Elgin
was the only building in the area that suffered severe damage
Elgin Fire Chief Robert Cagann said Saturday
The storm was not as bad as they were predicting in our area,” said Cagann of earlier tornado warnings for DuPage
“We did not have any sort of widespread damage,” he added
a couple of trees came down but nothing as significant as the church
Not only is it an older building with heavier timbers but also (the roof) is clad in copper.”
The entire exterior roof is covered in copper
“All the wood sheeting that covers the roof came off,” he added
“We had a lot of roof debris in the street on Center Street last night
which the city of Elgin Public Works Department cleaned up,” Cagann said
“The rest of it is being cleaned up by contractors hired by the church.”
First United Methodist Church is one of Elgin’s oldest congregations — in its 186th year
It is on what early Elginites referred to as Holy Hill because of its elevation above the river and the number of churches nearby
It is built in the Gothic style similar to Methodist churches in Evanston and Oak Park
a Methodist church at the same corner was hit by a tornado 105 years ago

and her sentence is scheduled for April 22

While it won’t be business as usual, the pastor of First United Methodist Church in Elgin said the powerful storm that destroyed the historic building’s roof over the weekend won’t stop them from their mission
Strong winds from an overnight storm Friday into Saturday morning tore off almost half the copper-clad roof from the 101-year-old church building at 216 E
most of the building’s interior was spared significant harm
The wooden ceiling inside the sanctuary is largely intact
Tarps covered most of the vulnerable wood elements like the pews and organ in the sanctuary Monday
None of the church’s stained glass windows were broken
Much of the rest of the inside of the church is undamaged
allowing the congregation to carry on with weekday group meetings and ministries
Volunteers were in the basement Monday cooking for the church’s usual Monday night soup kettle rotation
“Our ministries will be up faster than our sanctuary will be,” LaBoy said
“We’re doing all we can to make sure that folks are cared for
We don’t take it lightly that God has entrusted us with these partners and with these people.”
LaBoy said about 60 guests and volunteers in the church’s overnight shelter during the storm were the first to realize something was wrong when water started coming from down from the ceiling into the basement
She said she didn’t want to seem “Pollyannaish,” but things could have been worse
“But what I see is the faithfulness of God
we could not be open tonight to feed people.”
LaBoy said they’re still working with their insurance adjuster and finalizing a contractor to discern what the final cost on repairs will be
but they’re committed to replacing the copper-clad roof with something similar

LaBoy said the one thing that almost moved her to tears was the “outpouring of love and support from every aspect of the city.”

Hundreds of people watched from both sides of the river throughout the afternoon as Karen Schepers’ yellow Toyota Celica was recovered largely intact
Schepers was 23 when she disappeared after attending a party with coworkers at a Carpentersville bar in 1983
Elgin Police Chief Ana Lalley said Tuesday morning that a search of the river on Monday by the department and Chaos Divers
a group that uses sonar to search for people suspected missing in bodies of water
yielded a vehicle with the license plate XP8919
which matched the 1980 Toyota Celica owned by Schepers
Divers worked for several hours to secure the car before attaching it to a tow cable
the car was pulled out of the river largely intact
which had been sitting upside down in the river
was taken to the Kane County Coroner’s Office
where forensic pathologists found the presence of skeletal human remains inside the vehicle
Authorities said tests to determine if the remains match DNA samples or dental records from Schepers could take up to several weeks
“It is important to stress that this is the beginning of what is still considered an open and active investigation
with many questions still to be answered,” Lalley said

An Elgin man who suddenly lost his hearing has praised a local charity for helping him “enjoy his life again”
has said tinnitus and vertigo “dramatically changed his life” and led to him losing his job
he woke up one morning to find he was unable to hear anything and could barely balance
the now 62-year-old managed to make it to his doctor for an emergency appointment and was then diagnosed with sudden onset hearing loss which also caused tinnitus
which resulted in Philip losing his job in a nursing home as he was deemed unable to provide safe care
Philip said: “I woke up at 5am to a loud crashing noise
“I was staggering all over the house
I was still staggering and bouncing around
“I thought I would turn the volume on the TV up
who previously served as a technician in the Royal Air Force
says he then realised he couldn’t hear anything – including his feet on the floor and the kettle
the Elgin man says he started to “panic” and got a taxi to the GP where he had to communicate by writing things down
but all I can hear now is really low bass notes in one of my ears
“Sometimes the tinnitus is so bad I can’t hear anything else
“It causes nausea and sometimes vomiting
I tell people that it makes me unpredictable as I may have to cancel appointments at the last minute
“There have been times when I’ve reacted to a loud noise
triggering my vertigo and causing me to fall and land in the middle of the street
on two occasions with cars coming towards me
After hearing about North East Sensory Services (NESS) from a friend
he contacted the charity and staff were able to help him adjust to his new life and regain his confidence and self-esteem
The charity supports thousands of blind and deaf people across the north-east
with its main objective being to help people to live as independently as possible
They have helped him with a flashing doorbell
a flashing and vibrating smoke alarm as well as a social worker who has worked with him to apply for the Adult Disability Payment
He also joined one of NESS’s lipreading classes, which he described as “amazing” and “a real turnaround,” as it helped him meet others going through the same thing
Philip said: “I know I can phone NESS any time during the day if I’m feeling lonely
and they helped me so much with that.”
Carla Marchbank, statutory services manager at NESS, said: “Philip’s story shows just how devastating sensory loss can be
our staff understand people need different things along their journey
and we try to support them in whatever way they need at the best time for them.”
