The usually vibrant campus of Elizabeth City State University in eastern North Carolina was quiet Wednesday
The last remaining days of the semester were switched to remote learning after a deadly shooting early Sunday morning at the end of a yearly festival
Isaiah Caldwell, 24, a visitor from Albany, New York, was killed, and six others – including three students – were wounded at Yard Fest, the final event of the weeklong Viking Fest at the historically Black university in Elizabeth City. Caldwell was a member of the fraternal organization Groove Phi Groove, the group said.
Anxiety is still high for students on campus, said freshman Samiyah Woods, who was inside her dorm at Bias Hall when the shooting happened.
“Since the incident has happened, I have felt unsafe walking around campus,” Woods said. “I feel like most of the students here feel the same.”
She says few students are walking around on campus.
“We have to get shuttled to K.E. White, which is like a little off campus to get meals,” she said. “And I just feel like ever since then, all I've heard is like, I don't feel safe walking around. I don't feel safe going to class.”
School counselors have visited the residence halls to talk and give out bags of treats, but Woods says more should be done to protect students.
“We want to see actual change instead of the event being swept under the rug, and candy being offered,” she said. “We want to see changes in security, and we want to know what they're doing in order to make that happen.”
Security also is a concern for parent Najhda Allen.
“You just got to be careful because it's the open campus,” she said. “Anybody could bring anything on here, so you just got to be vigilant.”
Another parent, Emily Davis, said on Tuesday that she came from Ohio early to pick up her daughter, who had witnessed the shooting and was scared.
University officials have not responded to a request for comment.
Woods says she would like the campus to be closed.
“Since we have an open campus, people can come onto the campus anytime they want,” she said.
After the Sunday shooting, the university canceled classes through Tuesday and said learning would be remote for the rest of the semester, which ends Friday. Exams also will be conducted remotely.
The North Carolina State Bureau of Investigation says it has identified people of interest in the case.

NC Superintendent of Public Instruction Maurice "Mo" Green at the Northeastern High School Gym in Elizabeth City
North Carolina Superintendent of Public Instruction Maurice “Mo” Green wrapped up his listening and learning tour Wednesday
April 9 with a stop at Northeastern High School in Elizabeth City
Promoted as “Mo Wants to Know,” Green visited eight locations across North Carolina in recent weeks where he heard from staff
The session name dates back to his days as superintendent for Guilford County Schools
During a learning and listening tour someone sitting at the table used the term “Mo Wants to Know” and it stuck
Green used it while at Guilford County Schools
The plan is to draw from the wealth of information gathered during each session in addition to private meetings with leaders in the education
nonprofit and religious sectors to draft a comprehensive strategic plan with relative goals
“I do not know it all,” he commented while moving closer to the crowded spectator stands
“This is how to develop a strategic plan.”
the soft spoken Green often interacted one-on-one with many of the speakers in the crowd who talked about successful dual language programs
“This is the power of education,” Green said as he transitioned to challenges
“To address challenges and potential solutions because just looking at challenges is not enough.”
both between new and experienced teachers in the district and competition with educators crossing the Virginia border to make tens of thousands of dollars more in pay
Other challenges included limited resources
special needs and the need to wear multiple hats in rural offices
Green opened the floor to big ideas for North Carolina schools
“Remove any barriers in your mind,” he cautioned
Early College was once just an idea.”
Among the flood of ideas: tracts for students that fit their goals
life skills like being able to balance a checkbook
Skipping responses to his fourth question due to the late hour
Green challenged everyone to engage with other people to join along on the ride
“We shared many ideas,” said Green to the crowd
“There are no single or simple solutions
we’d love to continue our partnership on a feedback form
we will make our vision a reality for North Carolina’s children.”
Following the evening session Green met with reporters and said “It’s been wonderful meeting people across the state to hear about issues and several things they want to celebrate as well as challenges
And the discussion helps find ways to solve some of the challenges.”
He went on to say a number of things will go into the strategic plan that will be announced in June
“In the meantime we have put together some legislative priorities and budget priorities which include substantially increasing the compensation for our educators and advanced teacher rolls for experienced educators to remain in the classroom.”
Green has also looked at NC House Bill 192
legislation that establishes a new monthly salary schedule for teachers to raise teacher salaries and reinstate education-based salary supplements for teachers and instructional support personnel
The bill introduces several salary supplements and calls for a study on the feasibility of implementing a new funding allotment system for local school administrative units based on average daily student membership instead of guaranteed positions
When asked about the impact from Trump’s efforts to dismantle the Department of Education
Green said it is difficult to say because it was not clear just what that meant
If the money and resources would be moved to another agency
“No matter what you think about President Trump,” Green continued
“he did what he said he was going to do when he was running for office
But I don’t know fully what that means because you’re talking well over a billion dollars annually that support our students
Last week nearly 17 million dollars in federal COVID relief funds were canceled the same day letters were received that a grant extension was awarded.”
An appeal for the return of canceled funds is planned
Green concluded by saying there are wonderful things going on in our state
and we should be sure to look at the great things
“Public education has found a way to constantly and consistently serve our students,” he added

A 24-year-old man died and six others were injured Sunday morning after a shooting on the campus of Elizabeth City State University, officials said.
Four of the people hurt were shot, according to the school, and three of them were students at the university. Their injuries are not considered life threatening.
The school said the person killed was not a student. His name has not yet been released.
I have been in touch with ECSU Chancellor Edmonds and Police Chief Cuthbertson following the tragic shooting to offer my support and condolences. My heart goes out to the family and friends of the person who was killed, and Anna and I are praying for the other victims.
The shooting occurred in the center of Elizabeth City State University's campus following Yard Fest, the final event of the historically Black university’s weeklong Viking Fest celebration, the school said in a statement.
School leaders said resources will be on hand for students and faculty.
Classes have been canceled for Monday and Tuesday, university officials said, and classes will be remote for the remainder of the semester, which ends Friday, May 2. Officials said exams will also be delivered remotely.
The investigation into the shooting is ongoing. Officials are asking anyone with information to please contact university police.
"I am grateful for the swift actions of ECSU Police, local law enforcement, and the North Carolina State Bureau of Investigation, whose coordinated response ensured the safety of our campus," Edmonds' statement said.
The UNC system school is in Elizabeth City, in the northeastern corner of North Carolina, about 50 miles south of Norfolk, Virginia. The university has about 2,300 students.

— Warrants are pending for three people after investigators uncovered what they believe was a cockfighting operation in Elizabeth City
The investigation ultimately ended with more than 50 birds being euthanized due to concerns over illnesses
Carlos Mejia Matias and Servando Matias have pending warrants for animal cruelty
All three have left the home where a search warrant was executed by law enforcement
The sheriff's office began investigating after looking into reports of chicken thefts at the end of February
while searching a property in the 1600 block of North Road Street
Some of them had broken legs and wings and one had an injured eye
Two of the chickens tested positive for Mycoplasma Synoviae — a highly contagious and aggressive respiratory illness
After the State Veterinary Office with the NC Department of Agriculture examined all the chickens
it was determined that several birds would likely test positive for illnesses
The decision was made to euthanize the birds due to the likelihood of disease and injuries to several of them
Investigators also say they found a wooden transport crate
rubber covers used for rooster spars and performance enhancing drug bottles
The state veterinary office says the evidence pointed to the home being used as more of a training facility
which means the people connected to the home could not be charged with cockfighting
investigators say animal cruelty is suspected since several of the birds appear to have been hurt while fighting
and they were not treated for their injuries
"These birds did not receive any care from a vet for the sustained injuries so the animals suffered needlessly," the sheriff's office said in a release
