it allowed EGPD to easily scale and integrate new technologies
EGPD built on that foundation by integrating Mark43 CAD with Flock Aerodome Drone as a First Responder (DFR) system
Mark43’s ability to adapt to EGPD growing needs and their strong relationship with the force set them up as the best vendor
Nate Lange at EGPD identified as key measures of success
public safety must be paramount over profits,” said Lt
“When vendors prioritize profit over the mission
you see it.” A vendor that takes into consideration every need and every problem that a department is facing instead of just the sale is a key indicator that they have the best interest of the department’s success in mind
This includes ensuring the software is easy to learn and use by anyone in the department
As a DFR program that’s under a year old
the police force at Elk Grove is learning how valuable drones are to the force
From gaining critical situational awareness for a call
to locating a suspect while protecting officers
it’s become abundantly clear how important the drone’s role is in the department’s day-to-day operations
“We decided it was too dangerous not to have a drone program,” Lt
and are committed to constantly re-evaluating and improving it
we weren't focused on what the drone platform can do — we were focused on what we needed it to do and what we wanted it to do
As the primary role of EGPD is to serve and protect the community
there was not originally a strong foundation of technical knowledge on drones or the programs that run them within the department
Rather than attempting to become technological experts in the process of starting their drone program
Laying this foundational groundwork before launching a drone program provides a clear path of what types of hardware
and training a department will require to successfully operate DFR in their communities
Drones elevate efficiency and safety with faster response timesSince integrating Mark43 CAD with its Flock Aerodome Drone as First Responder (DFR) program
EGPD has seen a major decrease in call response times
Every second counts when it comes to responding to a 911 call
having the response times cut down to just a minute and half or less can change the trajectory of the incident
possibly saving lives or preventing disaster
we've been documenting response time based on a CAD data and a 911 call,” Lt
with drones and listening to the 911 call in progress
we're getting to scenes before the CAD call is even created
We're calling that a negative response time
We used to average about seven minutes for officers to get to a call
we're averaging response times at a minute and a half."
the drone provides critical details about the call before officers arrive on-scene
the drone can tell officers the exact location of a suspect or accident
This context is invaluable to officers and is something that they never had before
EGPD’s ability to align real-time drone data with CAD activity was made easier by Mark43 and Flock Safety’s open architecture and focus on interoperability — helping improve coordination between systems and giving officers clearer context faster
This information allows officers to make better informed decisions on how they are going to respond to a call
The drone could reveal that the situation is not dire and only requires one officer to respond
letting the rest of the force remain available for other needs
or it may reveal that officers need back up and they can send the appropriate number of resources
the kind of information that the drone provides is critical and would be otherwise nearly impossible to capture
“We had an ATV pursuit where the drone located the suspect hiding inside a construction pipe,” Lt Lange explained
“Instead of officers methodically clearing dozens of pipes with flashlights—putting themselves at risk—we had precision information: 'pipe seven
north end.' There's just such a significant difference between someone trying to describe a scene to you versus showing you the live video
situational awareness is immediate and complete."
the drone has proven itself to be especially helpful to the force
the nightshift force is smaller than the daytime force
having the drone on hand has become an important asset
These capabilities are providing the team with a tactical advantage that is impossible to quantify
“Flying at night was a non-negotiable for us,” Lt Lange said
“We were trying to augment and offset those times when officers have the least number of additional resources
we don't have a lot of additional units working evenings or weekends
Having a platform that truly augments patrol services and provides air operations and situational awareness at night was critical.”
Education and transparency are key to positive public perceptionDespite all the good drones are doing for EDPG and other police departments
gaining trust and educating the communities remains a hurdle to adopting and integration
When community members aren’t aware of public safety drone operations
it can be alarming or confusing to see a drone flying around their town
It’s easy for misconceptions and fear to arise as a result
EGPD recognized this issue before they launched their program and made it a priority to educate their community before taking to the skies
“We don’t wait for the questions — we proactively go out and say exactly what we’re doing
and what safeguards we have in place,” Lt
we have a forward-facing portal where you can see 100% of our drone flights
City council can shut down our technology use at any time if it's used unethically — and they see everything we do.”
arguably one of the most important ideas to drive home is that drones are not replacing officers
or existing air operations like helicopters
Drones are meant to solve the same problem by using different tools
They’re meant to serve as an augmentation to the current technology and be a force multiplier
EGPD recognized the value of transparency to its public and has taken a few different courses of action to give the public all the information they need
This department holds and event called “Barbecue in the Beat” where the force brings all the drones to a park where community members can see drones and ask questions
Attendees can touch all the tech and ask officers clarifying questions
highlighting a sense of transparency that can be the difference between a positive or negative assumption about what exactly departments are doing with emerging technologies
Beyond gathering the community in person, EGPD offers even greater transparency into their drone program by having a virtual library of each flight they make that the public can access on their department website
Every single drone flight is video recorded and saved for a year
and any community member can ask about a flight and see the related case number and flight path
This kind of access to information by the public is paramount to successful acceptance of drone use by police departments
It provides the community with a sense of security knowing that the drones are strictly used for public safety efforts
Success with such endeavors is more about a comprehensive mindset than any single tactic.
“Transparency isn’t just one method,” Lt
“It’s a combination of outreach
and being intentional about showing the community what we’re doing."

Soon to begin an unprecedented eighth term in office
Elk Grove Village Mayor Craig Johnson on Thursday touted the benefits of data center developments to the town — the self-proclaimed “data center capital of the Midwest” — because of what they mean for local government coffers
Elk Grove has 14 of the computer storage sites currently operating
Johnson said during his annual state of the village address Thursday afternoon
“They are a piggy bank that’s bursting at the seams to help local governments,” Johnson told attendees of the Elk Grove Chamber of Commerce luncheon at Belvedere Banquets
Yet they give millions of dollars for each location in property taxes.”
Each site has few employees and requires almost no police or fire services from the village
The proposed redevelopment of a portion of WGN radio’s 102-acre transmitter site on Rohlwing Road into a four-building data center campus with ancillary electrical substation will mean $4 million in annual property
It’ll mean another $4 million in property taxes for Palatine-Schaumburg High School District 211 and $3.25 million for Schaumburg Township Elementary District 54
proposed by radio station owner Nexstar Media Group in 2022
has faced delays as ComEd works to extend more power to the site
Microsoft continues construction on a portion of the sprawling former Busse farm — now
the Elk Grove Technology Park — between Oakton Street and Higgins Road
construction is underway on a second building
and plans have been submitted to village hall for a third building
Johnson said the tech giant chose Elk Grove for its location near O’Hare International Airport
The longtime mayor was unopposed in the April 1 election
Though he flirted with running for higher office in the past
Johnson on Thursday also unveiled a new facade improvement grant program for businesses located in tax increment financing districts
The village will match property owners’ investments — up to $150,000 per location — for exterior building upgrades
The village board has agreed to launch the program with $1 million in seed money

The landscape design by Fletcher Studio includes more than 20,000 square feet of open space
including a central green with a children’s play area
Additional amenities include laundry rooms
The site’s location also gives easy access to nearby Arnold Adreni Park and other neighborhood amenities
the plan has indicated the possibility of future transit options
The project has an expected timeline to finish permits and financing by late 2026
with construction likely to begin in early 2027
construction for the whole project is expected to take under two years finishing in mid to late 2028

Atlanta, GA, Jan. 28, 2025 (GLOBE NEWSWIRE) -- Flock Safety announced today that
with their regulatory and technical support
long-time partner Elk Grove Police Department has secured an FAA waiver enabling their Drone as First Responder (DFR) system to fly unrestricted
up to 400 feet across its entire jurisdiction
The Federal Aviation Administration (FAA) granted this Beyond Visual Line of Sight (BVLOS) waiver for the use of Flock Aerodome — a multi-dock
multi-drone DFR system with an average response time of 85 seconds to calls for service
Flock Aerodome’s radar-based Detect and Avoid (DAA) system enables drones to fly
while self-mitigating potential collisions with aircraft and other hazards
This new BVLOS waiver significantly enhances DFR operations by permitting flights up to 400 feet — twice as high as that permitted in any previous BVLOS waivers for an entire jurisdiction
Operating at 400 feet has significant advantages for first responders
Expanded Field of View: A drone at 400 feet has four times the field of view as one at 200 feet
more effective searches for suspects or missing persons in a larger coverage area
Faster Response Times: By surveying larger areas in less time
without the need to reposition a lower-altitude drone to see around objects
Flock Aerodome drones shave precious seconds off response times during critical incidents
increasing operational security during sensitive situations by not alerting suspects to their presence
This can reduce the number of suspects fleeing
quieter drones also mean less disruption to the communities they keep safe
This announcement underscores Flock Safety’s ability to deliver transformative results for tech-forward law enforcement agencies looking to deliver an unparalleled public safety experience for their communities
The Flock Aerodome system has now completed thousands of flights across the country
with Elk Grove Police recently reaching the 1000-flight milestone
"Many of us are first responders ourselves
and our vision has always been to provide our customers with technology to support their BVLOS operations at whatever altitude they feel is best for their mission,” said Rahul Sidhu
“We are honored to have worked with the FAA to ensure that the Elk Grove Police Department becomes the first of many agencies to operate a truly next-generation Drone as First Responder program.”
“We are incredibly proud to lead the way as the first law enforcement agency in the nation to secure a BVLOS waiver
with the assistance of Flock Safety,” said Elk Grove Police Chief Bobby Davis
“This milestone exemplifies our commitment to leveraging cutting-edge solutions to enhance public safety and better serve our Elk Grove community.”

What you need to know: California has held Elk Grove accountable for the city’s denial of a supportive housing project in violation of state law
Today Elk Grove has agreed to a settlement with the state requiring the city to undergo additional state monitoring
identify and rezone a new site for affordable housing development in a highest-resource area
The state filed the lawsuit after the city of Elk Grove
denied the 67-unit supportive housing project on the basis that it did not meet the city’s zoning standards
despite the fact that the city had recently approved a similar project for market-rate housing
The project would have been located in Elk Grove’s historic district
a high-resource area critical to the state’s goal of providing communities of opportunity for people of all incomes
The project would have provided off-site and on-site services to assist residents in maintaining housing and maximizing their ability to live and work in the community
On May 1, 2023, California sued the city for violations of state laws
including Senate Bill 35 (SB 35) and the Housing Accountability Act (HAA)
and fair housing laws intended to prohibit discriminatory land use practices
including the Nondiscrimination in Land Use Law and the Affirmatively Furthering Fair Housing statute (AFFH)
Although the city ultimately reached a separate settlement agreement with the development to move the project to another part of Elk Grove
the city’s basis for denying the project remains unlawful
created unnecessary delays for its community members seeking supportive housing
and resulted in the more than year-long legal battle that could have been avoided
had Elk Grove done the right thing and approved the project in accordance with state law
As part of today’s settlement with the state
Elk Grove agrees to be subject to reporting requirements to monitor its future compliance with state housing law
identify an additional site for low-income housing development
and pay the State $150,000 in attorneys’ fees and other costs
“This settlement reflects what I’ve said all along: California’s housing laws are not optional
Local governments that violate our laws to deny affordable housing opportunities to Californians will be held accountable,” said Attorney General Rob Bonta
“While I am pleased that this is now behind us
and that Elk Grove ultimately approved even more homes for those most in need
the city’s refusal to do the right thing over and over again cannot be swept under the rug
Millions of Californians are struggling to keep a roof over their heads or lack housing altogether
Every local government therefore has both a legal and moral responsibility to help us meet the moment
If other cities believe they are exempt from that task
and I will continue reminding those cities that they are in the wrong.”
“California needs a broad spectrum of housing solutions to address decades of inaction and underinvestment
This agreement reaffirms the importance of working together – at all levels of government and community – to provide affordable and dignified housing options that Californians deserve,” said Business
and Housing Agency (BCSH) Secretary Tomiquia Moss
“I am proud of HCD’s Housing Accountability Unit’s commitment to working in partnership with local jurisdictions to achieve results that impact the lives of so many Californians.”
“This is a victory in the state’s efforts to expand the availability of much-needed supportive housing
consistent with California’s strong legacy upholding fair housing rights for people with disabilities and for those experiencing or at risk of homelessness,” said Gustavo Velasquez
“We are resolute to see that every community in our state affirmatively furthers fair housing and expands integrative communities of opportunities
Our team will work with the City of Elk Grove to ensure this settlement is the first step in a lasting commitment to housing residents in need.”
Prior to the filing of the lawsuit, HCD issued a Notice of Violation on October 12, 2022, warning the city that its denial of the Oak Rose Apartments violated state law, and Attorney General Bonta sent a letter on March 16
urging the city to reconsider its unlawful denial of the Oak Rose Apartments or face the legal consequences
A copy of the settlement agreement can be found here

Ken Grams showed how much he loved coaching softball in the mid-1980s when he assumed the role as assistant athletic director at Elk Grove High School
That meant he would give up his boys basketball coaching duties and keep softball as his only sport
who was at the school teaching typing and accounting when it opened in 1966
never imagined he'd be in the dugout after 45 years as the state's winningest coach in the sport
Now in his 44th season (COVID wiped out the 2020 season) and with the temperature at 44 degrees when Monday's nonconference game ended
Grams took over the aforementioned title with a 3-2 victory over visiting Fenton
It was his 1,045th win as the Grenadiers coach (against 431 losses since 1981)
They are the only coaches to surpass 1,000 wins in IHSA softball history
Currently in the third spot is Barrington's Perry Peterson
Grams is the ninth winningest active softball coach in the United States while Peterson is 14th
"I received my opportunity in Barrington due to advice Ken Grams shared with the Barrington athletic director in 1992," said Peterson
who began as a volunteer assistant coach at Prospect in the mid-1980s
"Ken has simply created a fantastic environment for his athletes year after year
He deserves all of the recognition he receives for the amazing work he has done for the Elk Grove community."
Elk Grove principal Paul Kelly was on hand Monday for the historic milestone
"He is such a great legend and there's no better person to have earned this honor
It's been an awesome honor for me to be a part of only about a quarter of his career
"I got here my first year 11 years ago today when he won No
And I have that T-shirt in my office right now and to be here again 11 years later and see this happen is just an amazing thing
We still get to see him here at the building all the time as a substitute teacher
He is just such a wonderful role model for all our kids and has been for so long
same record as EG) was in awe as well after throwing a 2-hitter with 8 strikeouts
"It's really a special feeling," said the sophomore who also got the win when Grams tied the record at Glenbrook South on Saturday
"He deserved this one and I just wanted to get it for him
He understands all of us really well and he adapts with us as the game changes."
When Grams tied the IHSA record on Saturday
Glenbrook South head coach Dana Boehmer (3-1 win)
his win came over Fenton’s 18-year coach Dave Mello
Mello played in Grams' elementary school basketball camps in 1981 and then was his accounting student at Elk Grove
there's no other way to put it," Mello said after his young and feisty team
featuring a freshman battery of southpaw pitcher Bella Delagado (4-hitter) and catcher Ryleigh Mitchell
"We play Barrignton and Perry next week and I know Perry is only 70-some wins behind him
I know Randy (Wolken) was a little farther south
We'll keep playing Ken as long as he's doing this and I'll play Elk Grove even if Ken is ever done coaching
But he might still be going when I'm done."
who has won 21 Mid-Suburban League divisional titles
five sectional titles and made three appearances in the state finals with second-
says he is glad the milestone win is history
"We can move on now to what in my mind are more important things of the season," he said
"I never anticipated anything like this when I started
'Why did I do this?' It's because of these kids
"The administration here has been terrific with me
especially these last few years where it's getting a little harder physically and they are doing the heavy lifting
I was thinking probably well over 500 kids have played varsity softball here and had some sort of input to do this."
With the game tied 1-1 in the bottom of the fifth
junior Aubrey McHorney made her input felt with a 2-run single to right for a 3-2 lead
Fenton got its final run in the bottom of the sixth when Izzy Delgado (2-for-3) led off with a double and scored on Kailey Bernero's one-out groundout to second
"I know Ken is very excited down inside but he is not going to show it with us here," Mello said
"I'm glad our girls got to see history made as well
"I am the head girls basketball coach as well and wherever we go for girls basketball and softball
we are going to do it with the highest respect for our opponent and everyone because with Ken as a mentor
that's how I have seen it done for 45 years
"I've known him since 1981 and saw many of his games
He has played a huge part in my life and coaching career
I hate that we were on the losing end today but for Ken to get the record
There's no shame losing to Ken in this one
But things have a way of working out in a weird way
And I thought this was a well-played March high school softball game."
