On Friday, city officials unveiled the new signage in the "Corner of Wheeling," paying tribute to Elm Grove's rich history and culture. The Monument Bridge, the oldest bridge in West Virginia, ties the sign and the community together. "I'm so excited," said Sixth Ward Councilman Dave Palmer. "As I said when I unveiled the sign, I had goosebumps and I really truly mean that. It really feels good. I don't know how to explain it. I'm so thankful for so many people." The sign was funded through the 2024 'Love Your Neighborhood Mini Grant,' a City of Wheeling program in which each ward was eligible for $5,000. The Elm Grove Business Association designed and purchased the sign. Gothamist is funded by sponsors and member donations Prospect Park Alliance arborist Malcolm Gore counted the rings on a tree stump at the top of a hill in Prospect Park Counting tree rings for age isn’t entirely accurate But he estimated the tree that stood there just hours earlier on Monday was around 100 years old It was originally one of nine massive American elms that made up the Dog Beach Elm Grove — a popular spot named after a nearby dog-swimming area The tree died after being infected by Dutch elm disease High foot traffic and a drought last fall added to the elm's stress Lots of folks have stopped today and said that this is like a magical place where they've had ceremonies and parties and things like that,” Gore said but all that foot traffic adds up to compaction and erosion which basically hurts the trees’ ability to take up nutrients and water from the ground.” Two other trees in the grove have also died He estimates they're about 75 to 100 years old as well It’s a harsh reality after the Prospect Park Alliance worked for months to save the trees — doing everything from inoculating them against the fungus creating a fenced perimeter and using fertilizer “I've put a lot of work into this grove and we lost [three] this spring but it's part of the job also — you kind of The Dog Beach Elm Grove is the largest grouping of the trees in Prospect Park, Gore said. Typically, Prospect Park Alliance arborists try to catch Dutch elm disease early and prune infected wood before the disease reaches a tree’s roots. But, the Alliance says, some trees are beyond healing. When elms have to be taken down, they’re replaced with new plantings. Gore said removing the three threes at the Dog Beach Elm Grove will also prevent dead limbs from potentially falling on anyone walking through it. He spent Monday explaining the commotion to passersby like Bryan Wachtel, who was walking his dog, Hazel. “So I know that this is the park's little collection right here, so it’s sad to be losing so many," Wachtel said. Visual artist Shelley Krapes-Mackinnon said she’s been visiting the trees for years. On Monday she sat down on a nearby bench to sketch the remaining trees. “It’s the limbs of the trees that are so compelling, the arms and the free-flowing lines,” she said. “It’s really a sight, it’s a composition and it's beautiful.” Gore said the fence will remain in place for at least a year to help the soil recover and hopefully preserve the health of the six trees that will remain. Gothamist is a website about New York City news What the village of Elm Grove will look like in the future hinges on development and pedestrian safety decisions that are on the minds of the two incumbents and two challengers each seeking one of three spots up for grabs in Tuesday's election The Journal Sentinel interviewed incumbents Tom Castile and Kristina Sayas as well as candidate Jim Olson on the phone Candidate Eric Peter was unavailable for a phone call and sent a reporter answers to questions Here's how these village trustee candidates said they'd approach the position on a board for the next two years if they won These interviews have been edited for length and clarity Trustee Tom Castile helped lead the compounding company Polymax Thermoplastic Elastomers LLC in Waukegan He was elected to his role as trustee in 2023 What pushed you to run for reelection as a village trustee?I want to make sure that we ensure no more TIDs (tax incremental financing districts) are created without getting citizen input and approval because of the tax impact they have on everyone within the village People are still not aware that the Caroline Heights Apartments projects on all the citizens of Elm Grove which is not too far off from the average home appraisal in Elm Grove will pay about $520 in property taxes a year in taxes because of two existing TIDS combined The biggest focus we have now is to complete the pathways There are a select number of pathways whose locations have been decided by citizen-led committee where they feel that with road traffic and with kids going to school and wanting to be connected that these are the most important pathways to build in the village funding our volunteer staff in fire and EMS (must be addressed) We won't have any major problem in two years emergency services and the Department of Public Works because of state levy limits in order to maintain the services that people want Not just wait for the meetings and show up and vote or not vote but by spending more time getting prepared and hearing from the people like a recent one that just came up with future land use map change trustees need to understand where (constituents) are coming from Talk to those individual citizens that speak at meetings and find out more about their input Trustees must have the citizens' own best interests in mind and have taken the time to learn about the key topics and risk areas (in the community) Jim Olson is the architectural director at Madison-based design build construction firm Iconica. Olson has served on the village's Building Board for 19 years What pushed you to run for village trustee?I've had a lot of experience serving on professional boards and that's provided me with a lot of valuable insight into the importance of collaboration I'm really motivated to give back to the community more vibrant environment for our residents One of my goals is to really get the master plan going It is a guide of how we're going to get to where we're going to go and it should be something that keeps getting looked at over and over again Finishing the pathways and making sure that we're keeping our residents safe is another thing We've got some development that's happened in Elm Grove; there is going to be more traffic and more people and we need to feel like we've got the safe environment for our families and our children How will you collaborate and engage with community members as a trustee?I see being a trustee as being the voice of the residents Controversial and complicated issues really are grounded in an open dialogue the active listening and the commitment to finding that common ground Fact-based decision making is key to make sure all stakeholders feel heard and respected Candidate Eric Peter's family has lived in Elm Grove for generations. He and members of his family own and operate JAX INC. a lubricant manufacturing business headquartered in Menomonee Falls Peter declined a phone interview with the Milwaukee Journal Sentinel and sent the following responses to questions over email What pushed you to run for village trustee?The resident voters were never given the opportunity to approve or reject the Caroline Heights Apartments Given the large impact it will have on our community for generations I want to help ensure something similar does not happen in the future and the residents have a voice in major issues impacting the community I want to make sure Elm Grove functions in an independent fiscally responsible and responsive manner Elm Grove is approaching an inflection point We are in need of upgrades and enhancements to infrastructure and local amenities while at the same time adapting to a massive new rental property in our central village All of this will require truthful and open communication with our residents and business owners My priority is to put Elm Grove and its resident taxpayers first in facing all these challenges Board of Trustee meetings are open to the public so I would encourage residents to attend them as often as possible particularly if significant issues will be discussed or decided either in person or in writing to the board on any matters the trustees should communicate by giving timely and thoughtful responses to any serious inquiries from residents Trustee Kristina Sayas has made her career in marketing working with nonprofits on board development She's a full-time mom who continues to work with clients through her firm What pushed you to run for reelection as a village trustee?I'm proud to be counted as one of those dedicated to Elm Grove and sharing a bright future for our village and I want him to have the opportunities that my husband still cherishes from growing up here There's a lot that we still need to do around the downtown master plan that I want to be part of Until we have a better understanding of the impact of the Caroline Heights Apartments I don't want to see any new big development in our village I know that a traffic study was done prior to construction but I still feel like we're going to have some issues one of the things that we kept hearing was the desire for Lake Michigan water homes in the area by Caroline Heights that were supposed to tap into the water still haven't gotten it We're still trying to negotiate with a Canadian Pacific Railroad for some land that we need to acquire that's necessary for downtown's Underwood Creek daylighting project (which could get underway this summer) Elm Grove is a very philanthropic community that gets involved through various community groups I sit on the board of directors of the Elm Grove Community Foundation and we take the money we raise from our Oktoberfest event and pump it right back into the village We're really a community made up of volunteers Even in the position I hold (as a trustee) we volunteer for the betterment of our community Bridget Fogarty covers Brookfield, Wauwatosa and Elm Grove for the Milwaukee Journal Sentinel. “hands off” funding for Medicare and Social Security and they voiced their opinions against other Trump policies Protestors at the “Hands Off” rally lined all four sides of the National Road intersection near McDonalds and Kruger Street hey … what do you say … we want Trump to go away,” went one chant hey… ho ho… Elon Musk (director of the Department of Government Efficiency) has got to go.” Wheeling resident Johnny Haught led the chants with an even more simple sentence: “Trump is a crook.” “This is the time to be out (protesting),” Haught said If the people sitting on their couches right now don’t understand how important this time is He added what bothered him most was that as Trump’s tariffs on foreign countries led the stock market to plummet Trump left Washington and went golfing at his course in West Palm Beach “Tanking the economy and then going golfing — that’s the main thing,” Haught said “He tanked the economy and immediately went on vacation A lot of us aren’t going to get vacations anymore.” “I’m just appalled by the whole state of affairs and the fact this could be happening in America,” he said “It seems like a travesty of justice “The most important teacher from Sherrard Middle School and a former union president at Marshall County Schools “This is clearly democracy at its best,” he said and there is so much truth here as opposed to all the vitriol we hear from Trump “I can’t believe what has happened to the Department of Education and what is essentially happening to all (government agencies),” he continued “These (Department of Government Efficiency) cuts should have been done differently or in a way that doesn’t affect as many people.” Latacz added he has a friend who is a medical doctor with the Veterans Administration and he reports “she is going to lose her job after being there 19 years” as a result of DOGE cutbacks “How can we attack our veterans this way Trump and Musk must go,” he continued Shawna Roberts – a former Democratic congressional candidate from the village of Belmont – explained it is important for the public to assemble and discuss what is bad when they believe government is doing wrong things “We need to show each other that we also know that it is going bad,” shesaid We shouldn’t have our Social Security cut We shouldn’t have our education system destroyed in this country and it gives people heart to know that other people are concerned There is so much stuff going on now.” Roberts acknowledged being angry about the state of the world and everything else is also bad,” she said “When this country begins to treat immigrants badly it begins to treat its regular citizens badly “But this gives me hope,” she continued “This is saying we have the ability to stand up when things are wrong It’s hope more than anger for me.” Both incumbents and one challenger won trustee seats on the Elm Grove Village Board Tuesday according to projections from Decision Desk HQ Incumbents Kristina Sayas and Tom Castile, along with challenger Jim Olson, captured the three available seats, according to unofficial results Castile received 25.6% and Olson got 25.4% Eric Peter (22.5%) was the fourth candidate in the race The Journal Sentinel previously interviewed Castile and Sayas Peter was unavailable for a phone call and responded to a reporter's questions via email Castile said he Peter said in an email to the Journal Sentinel that Elm Grove is overdue to update its village master plan and as a trustee he'd work to "finalize and execute as much of our new comprehensive outdoor recreation plan as is reasonable." Sayas said she sees Elm Grove as a community of volunteers She wants to continue serving on the board and keep more major development from the area before the full traffic impacts of the Caroline Heights development are better understood What appears to many to be an abandoned driveway next to Elm Grove Chrysler Dodge Jeep Ram is actually a public lane that is no longer in use The dealership is seeking to expand and has requested a lane abandonment of the public right of way – known as Mull Avenue – so it can utilize adjacent properties it has acquired WHEELING – Officials in the city of Wheeling are considering a lane abandonment that will enable Elm Grove Chrysler Dodge Jeep Ram to expand its dealership location into adjacent pieces of property executive manager of Straub Automotive – parent company of Elm Grove Chrysler Dodge Jeep Ram attended a meeting of the Development Committee of Wheeling City Council to discuss the proposed development “We received a request from Straub Automotive for the abandonment of Mull Avenue which is kind of a gravely area near Elm Grove Dodge,” Wheeling City Manager Robert Herron said along with other members of Wheeling City Council A number of council members were unaware that Mull Avenue was technically a city street A small portion of it that connects with National Road in Elm Grove appears to have been a paved lane at one time although it has not been utilized or maintained for quite some time and has deteriorated significantly The rest of the lane is simply a cinder car path that disappears into a vacant lot I thought this was someone’s personal driveway my whole life,” said Councilman Ty Thorngate “I had no idea it was even a city street.” “It does not look like a street,” said Wheeling Building and Planning Director standard procedures involved when the city received a request for a lane abandonment She said they drop a pin at the location and notify all neighbors within a 200-foot radius about the request that has been made Neighbors are notified through direct mailers The city also notifies all utility companies and a legal advertisement about the proposed lane abandonment is published City officials in the Building and Planning Department then wait two weeks for responses before making a recommendation “There was no objection received from any utility companies,” Delbert said “I did speak to a couple of neighbors who had just more of a curiosity about what the development plans were and if it would change traffic flow and lighting But there were no true objections to the abandonment itself so staff does recommend approval of the abandonment It does not benefit the public as a throughway.” Fato said they had purchased the adjacent parcels and initially had no immediate plans to remove the homes that stood there “We’ve reached a point now where our lots are getting a little bit tight in there so we would love to be able to expand that property,” Fato said it would allow us to house additional inventories and hopefully generate some additional sales and then also expand out our service department.” Fato indicated that the service department expansion would be on the property that houses the dealership but the parking and new car inventory lots would be expanded into the adjacent parcels we would definitely like to expand the existing operations right there,” Fato said If all goes according to plan and the dealership does expand into neighboring properties an existing active alleyway would serve as a “buffer” between the business and the residences and the Wheeling return in that stretch of Underwood Creek is salmon shortly after the north entrance of the mall the creek will be daylighted and channeled at about a 45-degree angle toward the railroad tracks then meander southward on the west side of the tracks broad concrete steps would go down to the creek The existing covered box culvert would be filled in the project might be difficult to comprehend “There will be a pedestrian pathway along the eastern edge that will act as a riverwalk and will also serve as a connector to pathways to Village Park and to the south the Hank Aaron Trail and the Glacial Drumlin Trail,” Schindler said “A pedestrian bridge will connect the pathway to the Sendik’s parking lot This bridge will be similar in design to the bridge currently over the pond in the Village Park.” “The existing concrete channel that goes under the parking lot and under Sendik’s will be filled in with only a 16-inch diameter stormwater pipe remaining underground to handle runoff from the roofs of the nearby businesses to keep the water off the parking lots Once the new channel is completed the water will be redirected there and the old culvert channel will be filled.” the concrete channel and roof cap are broken and would need to be completely replaced “However the DNR has stated it will not permit substantial repairs as a permit was never obtained for the original work covering the creek back in the early 1960s,” he said only superficial repairs have been made over the years Flooding has happened during the past 60 years including multiple times in the 1960s and 1970s “The largest flooding event happened in the late 1990s when a 100-year flood and a 300-year flood occurred within a couple of years of each other Some of the retail businesses nearby had up to 6 feet of water in their buildings,” he said Property taxes in the rest of the village will not increase due to this project Funds would be available from Tax Incremental Financing District #2 which was secured almost 20 years ago to pay for the other stormwater remediation projects that were completed in the mid-2000s the village has secured a $175,000 grant for engineering from the Fund for Lake Michigan and MMSD (Milwaukee Metropolitan Sewerage District) a $250,000 grant for property acquisition from the Fund for Lake Michigan and a $300,000 grant from the National Fish and Wildlife Foundation for restoration that will need to be used in 2025 or it will expire The remainder of the money to fund the project will come from stormwater fees that residents already pay,” he said the village can then apply for other grants to lower the cost to residents The referendum amount includes money already spent for engineering and property acquisition plus a 10% construction contingency in case unexpected issues arise during the building of the new channel he said the village will then be able to apply for other grants to lower the overall cost to residents The project would go out for bids in the first quarter of 2025 with construction beginning in late spring and ending in 12-15 months The Park and Shop and Sendik’s will remain open for business during construction “If the residents do not pass this referendum and the structure fails the village will have to undertake the project on an emergency basis and the cost will skyrocket,” Schindler said Elm Grove residents will decide this November if the village should complete a longtime stormwater management plan by daylighting Underwood Creek in a $8.5 million project that village officials say would not cost taxpayers more money The village will ask voters to greenlight this project ― which has been almost 20 years in the making ― through a referendum on the Nov Stream daylighting brings buried waterways that have been diverted underground about a 900-foot portion of Underwood Creek that once flowed freely was confined by concrete so what is now the Sendik's building and parking lot could be developed over it starts to flow underground near Watertown Plank Road and goes under the parking lot and Sendik's before emerging just southeast of the grocery store's building The daylighted stream would meander along the railroad tracks east of the Sendik’s on what is now parking spaces The daylighting project would bring a naturalized stream back to downtown and include a walking path that connects to the Hank Aaron Trail Plans also call for the demolition of a railroad bridge and the construction of a new parking lot “It’s a once in a lifetime opportunity to change the downtown for the better," Schindler told the Journal Sentinel The rerouted stream would also benefit the wildlife who call the creek home Once the stream is naturalized and their path is no longer blocked salmon and northern pike may swim all the way upstream from Lake Michigan to Brookfield to spawn Why is the project going to referendum?The project must go to referendum because it exceeds $1 million All public works projects that exceed that cost must be decided on by voters in a referendum something residents in the village decided in a spending limit referendum in April 2022 How would the village of Elm Grove pay for the daylighting of Underwood Creek?Village officials have long discussed the possibility of sending this project to a referendum The estimated cost of $8.5 million will be covered by the tax increments generated in TID No grants and stormwater user fees residents already pay meaning taxpayers will not see any increase on their bills for this project Harrigan also said the actual project cost will likely be lower than $8.5 million but officials wanted to estimate higher to account for changes in construction costs and other fees more than $3.4 million of the project will be covered by Tax Incremental District No The village has a $300,000 grant from the National Fish and Wildlife Foundation that must be used on construction and restoration by the end of 2025 Officials have also applied for more grants These two grants have already been used in the project: Village President James Koleski and Village Clerk Katie Panella signed the resolution to submit the question regarding the creek to a referendum during a special Board of Trustees meeting Friday The board had discussed the referendum question at length in previous meetings and gave the opportunity for the residents to Officer Joseph Neidhardt WHEELING – After five years under new ownership since Dr Elm Grove Animal Hospital owner Linsey Henthorn wants the community to know the business provides the same care and support for animals and their families since reopening A ribbon-cutting for the animal hospital held on Friday celebrated the five-year milestone and the animal hospital’s induction into the Wheeling Area Chamber of Commerce “Joining the Chamber of Commerce is a new way for us to do community outreach,” Henthorn noted “I think some community members were unsure what had happened with the hospital’s future when Dr and we want people to know we are here to stay.” The animal hospital was founded in 1987 by Rubin his family approached Henthorn to take over ownership of the hospital Henthorn credited the business’s longevity since reopening to the doctors and other staff members’ ability to navigate through “thick and thin.” She added that she was particularly thankful for the staff who stayed at the animal hospital through the ownership transfer “We have wonderful additions to the office and everyone here is well-trained and well-educated,” Henthorn noted and working alongside everyone here has been an absolute joy.” The animal hospital caters to small animals Michael Sparling now serves as the location’s veterinarian and Sparling performs surgeries on Thursday mornings and takes appointments in the afternoon on the same day “There are other offices with more doctors and more availability and they’re busy and overwhelmed,” Henthorn said “We do our best with as many hours in the day we have to care for as many pets as possible.” Henthorn noted that the business strives to “serve the community as best it can.” She added that pet owners can keep their animals safe during the recent heat wave by ensuring that paws are not burned on hot pavements and not leaving pets in hot cars “We appreciate the community and hope everyone can stay safe with their pets through this recent hot spell,” Henthorn said “We’ll do our best to help take care of the pets of Wheeling as well.” Cabinet Members agreed that Elmbridge Borough Council enters into an Option Agreement with the NHS North West Surrey Alliance Development Partner to enable the development of an NHS Neighbourhood Health Hub at Elm Grove in Walton-on-Thames Cabinet also acknowledged the impact on the Walton Bowling Club and agreed to continue to consider alternative options for the Walton Bowling Club which includes a commitment to reasonable financial assistance for a merger or to improve bowls facilities in the borough the Elmbridge Cabinet will decide on the proposal to create a new NHS Neighbourhood Hub at the Elm Grove site in Walton-on-Thames This development aims to ensure all residents have access to high-quality healthcare services close to home are committed to the wellbeing and wellness of the local community Their ambition is to provide high quality healthcare services for the local population reduce unnecessary hospital visits and enhance patient experience.  The aim of the Neighbourhood Hub is to improve the health and wellbeing of local communities and tackle health inequalities by creating multidisciplinary teams (MDTs) These teams will include GPs and other primary care professionals and domiciliary and care staff working together to work more efficiently with healthier outcomes for the local community this NHS Neighbourhood Hub development on the Elm Grove site offers a blueprint to deliver a first-class health infrastructure which will offer integrated health services tackling health inequalities and improving outcomes for residents in Walton-on-Thames and the surrounding area Walton-on-Thames has some of the highest levels of need While the average life expectancy in Walton is 83.3 years and 84.9 years in North West Surrey it drops significantly to 78.6 years for men in the southern part of Walton This is a stark contrast to the 87.6 years in Oxshott and Stoke D’Abernon The Neighbourhood Hub approach to community care aims to bridge this gap by ensuring all residents have equal access to health and support services close to home The development of the site will enable the relocation of all health services from the current health centre and community hospital site at Rodney Road in Walton The Neighbourhood Hub will allow the existing 13 services to be significantly expanded operating in specially designed patient care facilities with the latest technology the current 19 GP practice rooms will be increased to 26 there are at least seven more planned services that will benefit the local community specialist nursing support for heart failure talking therapies for anxiety and depression A further benefit of the new building is that it will facilitate a seven-day service Elmbridge Cabinet will be asked to review the outcome of engagement with residents from the end of 2024 During our engagement through November and December 2024 which included a survey and in-person sessions we gathered feedback from around 500 residents on the Elm Grove proposals to Residents’ responses covered green spaces and play areas the NHS neighbourhood Health Hub and Walton Bowling Club A more detailed report on the engagement is available.
