deliver over 14,500 homes and 165 acres of commercial development actual construction only commenced in the last year Placer County officials say that the first homes are under construction and are expected to be ready for occupants by 2025 This active adult community is designed to offer a central clubhouse with a fitness center and other recreational facilities Homes in Heritage Placer Vineyards will range from about 1,260 to nearly 3,000 square feet and Lennar’s website indicates many have already been sold The development is situated west of Walerga Road just south of where it intersects with Baseline Road The next project slated for approval within Placer Vineyards is a single-family home subdivision by Woodside Homes The expansion of Placer Vineyards is poised to significantly impact the neighboring communities including Rio Linda and the nearby Elverta Villages project is mired in development hell with plans for thousands of new homes and extensive commercial space These developments promise to bring economic growth One has to wonder if Placer Vineyards gets infrastructure in place would that spur the development of the north side of Elverta Villages Sacramento County is still wondering where the water and power is coming from the proximity to these expanding communities means potential economic benefits and increased attractiveness for new residents and businesses The development surge in this part of Placer County underscores a broader trend of suburban growth and infrastructure improvement benefiting the larger Sacramento metropolitan inside the store at the time of the evacuation remains unknown Deputies are advising motorists to avoid the area as Watt Avenue is blocked at U Street and parts of Elverta Road at the Watt Avenue intersection are closed Update- The package checked clear and traffic was allowed to resume around 9:30am Following our previous report on the controversial approval of an AT&T FirstNet cell tower project the Rio Linda/Elverta community is mobilizing to demand a fair resolution this newspaper exposed the alleged bait-and-switch tactics employed by Sacramento County planning staff The initial project presented to the Rio Linda/Elverta Community Planning Advisory Council (CPAC) described a “broadleaf monopole” tower the project ultimately approved by the Planning Commission involved a bare aluminum structure made without community input or CPAC approval The Rio Linda/Elverta Neighborhood Association and Chamber of Commerce have joined forces expressing concern that this sets a dangerous precedent for future development projects They fear this incident could negatively impact both the community and local businesses has taken action by sending a letter directly to Supervisor Sue Frost co-signed by both the RLE Neighborhood Association and the RLE Chamber of Commerce and the community waits in anticipation of a response that addresses these concerns and ensures a fair and transparent development process in the future ChairSacramento County Planning Commission700 H Street Director Todd SmithSenior Planner Leanne MuellerPlanning and Environmental Review827 7th Street the Sacramento County Planning Department presented project PLNP2023-00155 a FirstNet AT&T Public Safety Wireless Communication Facility to the Rio Linda/Elverta Community Planning Advisory Council (CPAC) for review The CPAC council members carefully considered the project heard public input from both supporters and opponents The vote resulted in four against and two in favor of the project Planner Mueller proceeded to conduct additional votes leading to confusion among council members about the purpose of these repeated ballots a final vote of 6-0 in favor of the project was recorded This sequence of events raises serious concerns about the integrity of the voting process and the respect given to the CPAC’s initial decision the project approved by the Sacramento County Planning Commission differs significantly from the one presented to the Rio Linda/Elverta community While the original planning packet repeatedly referenced a “broadleaf monopole,” planning staff arbitrarily removed the proposed camouflage presenting a bare 80-foot aluminum pole to the commission This alteration means the commission approved a project vastly different from what was presented to and rejected by the CPAC as well as to the residents who would be most impacted The community is deeply troubled by this unilateral change in project specifications particularly given that it was made without notifying those who will live in close proximity to the facility We believe the CPAC’s initial recommendation has been disregarded We understand the need for a first-responder cell tower we respectfully request that the Planning Commission vacate its approval of this project and return it to the CPAC for reconsideration We propose that the CPAC be provided with complete and accurate project plans and specifications and that this information be shared with residents living within 500 feet of the proposed site Thank you for your time and consideration of this urgent matter Northern Bike Trail to the Placer County line the trail terminates at the Elverta Park and Ride lot approximately a mile and a half from the Placer County border SacDOT will receive $564,864 to conduct a feasibility study and engage with residents living near the proposed extension area The Sacramento Northern Trail stretches from the American River Parkway near Northgate Boulevard in Sacramento located just south of the Elverta Road and Rio Linda Boulevard intersection The planned extension includes a 1.5-mile section of dirt trail from the Park and Ride lot to the Placer County line This extension will feature a 12-foot-wide paved asphalt path with centerline striping for cyclists This project is a component of the Sacramento Area Council of Governments’ (SACOG) Sacramento Regional Trail Network Action Plan and the Sacramento County Active Transportation Plan The total project cost is estimated at $640,000 with SACOG’s Carbon Reduction Program contributing $564,864 and Sacramento County providing a local match of $73,408 from Measure A funds The feasibility study is expected to commence in September unincorporated communities within Sacramento County Being “unincorporated” means that we have no direct local control over our government We have no mayor or city council who directly oversees our community This means that we are governed directly by Sacramento County The closest thing we have to a mayor would be our Sacramento County Supervisor District 4 is not just Rio Linda and Elverta Sue’s district begins at the railroad tracks to our west and continues east all the way to Folsom Lake It then takes a Florida-like turn to the south where it continues down past the Cosumnes River to Highway 16 to include Rancho Murieta what works for Folsom or Gold River may not work for Rio Linda the county has empaneled “Community Planning Advisory Councils” or CPACs to advise and review planning and land use issues in the individual communities Issues our CPAC has considered and advised on recently include: They also occasionally advise on broad policy questions which apply to the entire county The CPAC’s responsibility is to provide direct local citizen participation early in the planning process when it is easier for project backers developers and decision-makers to be responsive to public concerns project applicants will present the project to the CPAC and audience The council will ask questions and express any of their concerns the audience will be asked for input on the project General public response/specific concerns are recorded in the CPAC minutes and forwarded to Planning and Environmental Review for inclusion in the staff report to the hearing body CPAC members are appointed by the County Supervisor for that Dubbed the “Elverta Specific Plan” or ESP this plan called for 6,100 single-family homes on 1,400 acres in Rio Linda and Elverta centered around the 16th Street and Elverta Road intersection What’s been discovered is that the cost of infrastructure; Water is dismaying for developers who are obligated to pay to develop infrastructure within the project and improve streets and roads outside the project that would see more traffic as a result of the development The county’s 2007 approvals put all the responsibility for off-site improvements on the project developers even if those roads and streets were already approaching designed capacity before the project’s first home is built the behemoth 5,700 acre development plan for the rice fields west of Rio Linda the obligation for ESP developers is roughly $200 million of off-site improvements A representative for the developers said that if developers remain on the hook for the off-site infrastructure improvements homes would have to begin in the $800,000 range to make the project feasible Sacramento County planners are reviewing and will return to the Board of Supervisors with a report at a later date The completion of the State Route 99 at Elverta Road Interchange project was celebrated with a County Transportation Department ribbon cutting event The construction of a new interchange replaced an at-grade signalized intersection “This new interchange will improve the commute in the area for everyone,” said Scott Worth Senior Civil Engineer with Transportation and Project Manager “Because the project replaced a traffic signal formerly at the intersection Vehicles passing through new interchange are now spared the lengthy process of stopping and starting if caught by a red light We delivered the project eight months early and on budget an excellent outcome for a much needed project.” Speakers at the grand opening included Assemblymember Roger Dickinson Caltrans Deputy Director Jeff Pulverman and Director of County Transportation Mike Penrose The project also employed more than 610 people during the past sixteen months: a substantial economic benefit that complements the enhanced convenience and safety associated with the new interchange The construction contract was $17.9 million with funding provided by the Proposition 1B State Route 99 Bond program and Sacramento County Transportation Development Fees Teichert Construction was awarded contract work at the May 8
