San Diego Mayor Todd Gloria is proposing a package of new restrictions on accessory dwelling units
which have boomed in popularity in recent years but provoked backlash from neighboring homeowners
The city's Planning Commission is due to hear the proposal Thursday at 9 a.m. It comes after the City Council requested changes to the city's ADU bonus program
which allows single-family homeowners to build at least four units in their backyards if they set aside a portion as affordable housing
KPBS developed a map that shows which areas have zoning that would still be eligible for the ADU bonus program and which areas are proposed for exclusion. The map also shows areas with a high or very high risk of wildfires
Gloria proposes requiring a property be "on an improved public street with at least two evacuation routes" in order to be eligible
Under the mayor's proposal, large portions of La Jolla, Scripps Ranch, Tierrasanta, College Area and Encanto would no longer be eligible for the ADU bonus program due to their zoning. State law would still allow homeowners in those areas to build two ADUs
Even in zones where the ADU bonus program would still apply
many properties on cul-de-sacs and adjacent to canyons would be ineligible because they carry a high fire risk and lack two evacuation routes
Also among the properties to be excluded from the ADU bonus program are sites where the program is impossible to use anyway
canyons and cemeteries that are zoned for large-lot single-family homes despite no plans to redevelop them into housing
city planners say at least 25,689 acres would no longer be eligible for the ADU bonus program under the mayor's proposal
The program would still apply on roughly 82,970 acres
though it's unclear how much of that area would be excluded due to other reforms under consideration
Among those reforms is a requirement to provide off-street parking spaces for ADUs that are not close to public transit
which are desperately needed to make San Diego more affordable

The first time that I ever went to a Disney on Ice show was right here in Indianapolis with my daughter Nora
She dressed up as Anna and I remember loving her reaction to the show from beginning to end
Since it was my first time ever seeing anything like this
Although she wanted to leave her ballgown at home (and that part stung a little) all three of my girls seemed genuinely excited about the show
We put on Disney pjs under our dresses for my youngest two
which really came in handy when we got home late
In case you are wondering about what to wear: Most kids were in costume and their parents were just in jeans and layers
my husband and I immediately regretted hauling all of our coats in
since you can park on the third floor of the garage and walk directly into Gainbridge Fieldhouse through the skywalk bridge
So just a reminder: Less is best in this scenario
“I’m going to love seeing this through their eyes!” Although that statement is so true
it never fails that I get just as caught up in the show as they do and am always completely swept away with all the Disney magic
Disney on Ice: Frozen & Encanto was so much fun for this Disney-loving crew
I’ll tell you tomorrow when I am dragging them out of bed
The looks on all of their faces during various moments in the show
The whole family was jamming to both movie soundtracks on the way home
My youngest Olivia actually took a catnap during intermission and was back in it for the second half … the girl can sleep anywhere
My only other piece of advice is to leave way earlier for the show than you think
Make sure you leave with ample time because even though lines move fast
it’s nice to take your time and get situated before the show begins
Despite being out later than we would have liked
The first half of the show was the retelling of Frozen
Maybe it’s because I have been watching this movie on repeat for the last nine years or maybe it just didn’t shine like the second half
but I felt like even the special affects were not as magnificent as shows I’ve attended in the past
and Kristoff really stole the first half of the show with their solos
I love seeing what skaters are able to do on ice in these massive costumes
The second half was Encanto and the special affect’s were on par with past years
This combination of things really transported you into the story
Luisa’s song “Surface Pressure” and of course Bruno’s solo were the biggest hits in my opinion
Luisa’s song was accompanied by a hilarious group of donkeys that had everyone giggling
Bruno’s song was really well choreographed and the colorful umbrellas added a whole new artistic landscape I didn’t know I needed
it was a really fun night for the whole family

Disney on Ice has traveled to Athens to present “Frozen” and “Encanto” at the Akins Ford Arena from Thursday

“To be in a Disney movie as the main character is something I never thought I’d get.”

Encanto Restaurant's Park City location will open Sunday
Utah — When Alejandra Laverde first arrived in Park City from Bogota six years ago
she and her family are returning to the mountain town as restaurant owners
bringing a taste of her native Colombia to the community where her culinary journey began
“I used to work as a server on Main Street
and that’s where I started learning about the restaurant business,” Laverde said
Her mentor was established Park City restaurateur Alan Galeano
“He was the person that taught me everything that I know now,” she shared with pride
Laverde worked her way through the industry
a Colombian restaurant that represents both her heritage and her growth in the industry
“The thing that I miss most from my country is the food,” Laverde explained
“Park City doesn’t have a Colombian restaurant
You can’t find the same food in other places
and we have really good flavors and culture and everything
so why not have something up there?”
The menu reflects both traditional Colombian cuisine and creative fusion dishes
The Enchanted Platter showcases traditional meats like carne asada
and chicharron served with fried plantain and arepa
while the restaurant also features unique interpretations of familiar favorites
Laverde’s personal favorites include their distinctive hot dogs
particularly the Tropical Paradise Hot Dog topped with potato chips
“I have two favorites – I love the hot dogs
The Hot Paradise hot dog and the Canada burger
really good,” she said with enthusiasm
The restaurant’s “Casita Bites” section offers traditional Colombian appetizers including Patacones (flatter fried plantains with Colombian salsa and guacamole)

or ADUs planned for a yard smaller than half a football field
That’s more homes than the rest of the street combined

but something called “the missing middle,” which proponents think is desperately needed to meet California’s housing shortage

San Diego passed legislation allowing two more ADUs
as long as one of them is priced affordably
if your lot is within a walking mile of a major public transit stop — existing or planned — there’s no limit
Nolan Gray, the Senior Director of Legislation and Research for California YIMBY, named it an “infinite housing glitch,” though the projects do still have to follow existing regulations for square footage and height requirements
That has resulted in some proposed projects with more than 100 units on a single lot
The typical Bonus ADU project is about four units
Mayor Todd Gloria called it “gentle density,” pointing to a project with four new one-bedroom units and a garage studio
But many of the largest projects in the pipeline are in the Encanto area

some of which may not be included in publicly published data
were proposed by developers but not yet approved by the city
Some projects may have been discontinued in the months since
“We started peeling the onion to realize that it wasn’t just this lot next to ours
but upwards of 10 to 12 properties that we know about that are using the same bonus ADU loophole,” Rebecca Batista said
the state gave San Diego a goal of building more than 100,000 new housing units before 2030
More than half of those are supposed to be affordable
The Bonus ADU program is helping the city deliver on that goal
As of July
all the units designated as affordable were priced above the area’s median income
targeting moderate income-earners rather than low-income earners
A spokesperson for the city responded to questions by email
“Prior to the creation of the ADU Home Density Bonus Program
affordable ADUs were rare in San Diego,” Peter Kelly said
Kelly didn’t directly address questions about neighbors’ concerns that the program exceeds the densities prescribed in the Encanto area’s community plan
but did say updating community plans would help meet housing goals
He also pointed to new homes being built in high resource neighborhoods
About 30% of affordable ADUs have been permitted in high resource areas
The most homes approved between 2021 and 2023 were in the College Area
Encanto-area neighborhoods make up less than 4% of the Bonus ADUs already permitted
But the scale of individual ADU projects coming down the pipeline for Encanto are much larger, something researchers from UC Berkeley and the University of Texas at Austin noted in their early assessment of the program
“An additional pattern the city should monitor is where large-scale Bonus ADU projects are being proposed by for-profit developers,” they wrote
noting one proposed project at the time that would put 148 units on one Encanto lot
“Although income-restricted units may provide stability to renters in lower-income neighborhoods
the city may not want to see such a high concentration of units in areas that have historically absorbed more than their fair share of housing development,” the report titled
“Not So Gentle Density: An Early Assessment of the San Diego Bonus ADU Program,” found
Co-author Jake Wegmann doesn’t think that concern should stop the program
“It's just more something for the city to pay attention to rather than something that we saw as this three-alarm fire that the city needs to act on immediately,” he said
He called the Bonus ADU program one of the most significant housing reforms in the entire country
He said there might also be reasons why the city does want such large-scale ADU projects in low-income neighborhoods like Encanto: “It’s a tight housing market in a neighborhood like Encanto
There are a lot of people that need relief
and building more housing there might provide some relief.”
But he noted a historic pattern of looser zoning in lower-income neighborhoods that make it easier to build there
leading to residents feeling “besieged by development” while not seeing the same in wealthier neighborhoods like La Jolla
It has larger lot sizes for less money than elsewhere in the city
neighbors are mostly Black and Latino and low-income
“We have very little help out here and very poor infrastructure
And I would say we are more than happy to have more housing here if it's done in the right and the responsible way,” she said
ADU developers don’t have to provide parking
it’s hard to imagine where more cars would go
The road isn’t maintained by the city; it’s up to residents
Overgrown trees and parked cars jut into the road
“How are they going to feed the need of those people when they can't even feed the need of the community?” Eric Becerra asked
gesturing at the empty lot that would soon house 44 new neighbors
He grew up off Euclid Avenue during an era with higher gang violence and news coverage that fueled prejudices and fear
He bought this home 20 years ago and raised his children here
he worked to turn the community into something they were all proud of
in spite of historical disinvestment by the city
California ADU developers don’t have to pay impact fees or conduct environmental reviews
Kelly acknowledged concerns about the City waiving impact fees and parking requirements
“These are challenges that the City is aware of and is committed to addressing through state legislation or future local regulatory action,” he said
The city designated Encanto as a neighborhood that is disproportionately affected by environmental burdens and health risks
It’s also in a zone that’s at a high risk for fires
More concrete instead of grassy lots means more water runoff
Wegmann calls the infrastructure problem a chicken-and-egg dynamic
we shouldn't build any more housing in this area because the infrastructure can't handle it
why would we add infrastructure to this neighborhood
Because there aren't enough people there to justify it,’” he said
“I'm not saying that those concerns aren't ever valid
I'm just saying that both of those arguments
if you take them to their logical conclusion
you talk yourself into never building anything.”
Lisa Becerra wonders what Encanto neighbors
are supposed to do while they wait for infrastructure investment to catch up
Neighbors have begun to organize. About 50 of them meet for potlucks and wore bright yellow shirts to the mayor’s state of the city address. They created a petition that in just two weeks has more than 500 signatures
Eric Becerra said they would consider legal action
if that’s what it takes to stop this development from being built
and it’s been really beautiful bringing our community together for something we all believe in
We know how special Encanto is,” Rebecca Batista said
Two weeks after they discovered the plans for the lot next door
the Batistas started walking with their two young children to the closest major public transit stop
It’s supposed to be a mile away at most to designate the lot next door as a “sustainable development area” and grant developers rights to build unlimited ADUs there

In a twist not planned on the public agenda
the San Diego City Council voted Tuesday to debate San Diego’s Bonus ADU Program
The motion was raised by District 4 Councilmember Henry Foster III
who has advocated repeatedly for increased housing density but says this program is causing damage
“The current ADU Density Bonus program as implemented is destroying community character
We must pause this program and address all unintended consequences and negative impacts that are affecting communities citywide,” he said
Other councilmembers said similar concerns have been raised in their districts
They directed city staff to return to council within 60 days with an action item to remove the program
It was bundled with a motion to repeal a controversial footnote of city code
and Foster declined to separate the two motions
with District 9 Councilmember Sean Elo-Rivera absent
“Frozen” and “Encanto,” will skate into Athens this spring when “Disney On Ice presents Frozen & Encanto” debuts at Akins Ford Arena from Thursday
The show will feature live character appearances from Anna

"Croft" is an English term that means "little garden" and that was the inspiration for the neighborhood's developers
The plat showing the streets and individual lots south of Palm Lane was recorded on April 27
the streets had been smoothed out in preparation for construction and two model homes were completed on Palmcroft Drive
The Palmcroft neighborhood formally opened in early 1929, according to encantopalmcroft.org
Peter began developing the Encanto subdivision on the north side of Palm Lane

And that applies for both meanings of the pun
There’s certainly plenty to see at Encanto Cantina (2839 Mall Drive
And there’s even more to see when your chosen menu items arrive at your table
as both the entrees and the dishes they’re served on pulse with color
This is not your run-of-the-mill wannabe Mexican joint where bland tacos lounge on listless beds of lettuce
there’s also plenty of actual seafood to be had: The new eatery
with a good share of the menu devoted to fish-forward food
There are five varieties of aguachiles – marinated seafood dishes – that meld chilled shrimp with veggies
You’ll also find fresh oysters; the amazing and sharable Torre Encanto (Encanto Tower)
a literal tower of seafood; and numerous other fish- and shrimp laden dishes

Thursday night at 6:30 p.m., Athens locals were permitted to do the unthinkable: talk about Bruno. Not only was the fictional seer discussed, but all ages sang about him, enjoying the rich sounds of Colombian folk styles like vallenato and bambuco through the award-winning Disney movie
“Encanto: The Sing-Along Film Concert” was hosted by Ohio Performing Arts in Templeton-Blackburn Alumni Memorial Auditorium for all ages to come and enjoy the movie and its soundtrack
The concert is a cross-national tour where “Encanto” lovers can sing along with their favorite songs from the movie
senior tickets were $18 and children/student tickets were $15
“Encanto” is a 2021 animated film that centers around the Madrigal family
an extraordinary family who lives in a Colombian village

Mirabel ends up being what saves the Encanto

The crowd was filled with a lot of Mirabels and Isabellas with the occasional Bruno or Camillo
Some of the younger attendees could not hold in their delight for being there

Westervelt said a big reason for coming to the concert was an opportunity to have a toddler-free date night and enjoy a movie the two of them love
“I think the opportunity to (see) the live band was a big one for us.”

with members passionately playing their instruments and adding their own touches to the hit soundtrack
A variety of instruments were featured including an accordion
Tierra said most of the band members are from Colombia
making them excited to share their culture and music with Athens
One of the most special moments was when Ronald Polo
who played the bongos and maracas for most of the concert
got up to perform “Dos Oruguitas.” The song
tells the story of the life and death of Pedro Madrigal
and Polo’s impressive vibrato matched the song’s meaning and significance perfectly
The concert was wrapped up in possibly the most fitting way: a huge dance party for all
The entire band took center stage as it played

“He used lines from a television show to express to his queer daughter that he loved her because he didn’t know how to find the words himself

this proud Colombian introduced me to Colombia at a very young age
This lack of full understanding made me take everything for granted
I wasn’t aware of this lack of understanding
so what.” It wasn’t until COVID-19 hit that I lost it all
I lost the ability to go to the Colombian restaurants close by
After going to the theater and watching Encanto
Everything the Madrigal family did was accurate
I did that” and “That sounds like my grandmother.”
I sat in the car and couldn’t believe what I had just seen
This wow moment made me appreciate what I had
Why did a movie have such an impact on me when I had my father
Why did this movie come out during a time when what I had was gone instantly
Did COVID-19 take away all the physical attributes like visits and going to places
but Encanto made me realize that this pandemic didn’t take away anything
When I tell people I’m Colombian and they ask if my family is like the Madrigals
I 100% say “Yes” and thank them for the compliment
I wish I could have realized all this from my father since I see and talk to him every day
but hearing and watching my culture on the big screen made me proud of my heritage
I can’t thank Disney enough for releasing Encanto because watching this movie made me realize who I am today
When it comes to how I would describe myself in the sense of my background and culture
my answers before COVID and after would be completely different
As long as you embrace it well and are proud to celebrate it to be who you are

Look, it’s the original Hollywood hideaway nestled in the foothills of the American Riviera. Besides those views overlooking the Pacific Coast, it has that Spanish colonial ultra-luxe charm going for it. It’s a seven-acre oasis to get lost in.
It’s part of the Belmond Hotel Group which has been owned by LVMH since 2019. The group has been around since 1976 and has 47 properties across 28 countries. The focus is on doing luxury very, very well.
Located in a charming residential neighborhood, you’ll find Italian pines all around, accented by century-old royal oaks and Mediterranean-style landscaping. The property itself is slightly up a hill, so it has views overlooking surrounding Santa Barbara. It’s a great place to watch the sunsets that only California can dish up. I’m not sure how they manage it, but the air is a little balmier up here, and something about this hideaway spot in town feels exceptionally serene.

Two new Encanto- and Coco-themed shows are coming to Disney California Adventure for the holiday season at Disneyland Resort
The holidays at Disneyland Resort begin November 15
The season brings the Festival of Holidays
there will be two new shows you can enjoy at Disney California Adventure for the holiday season
Two new Encanto shows will be available at Disney California Adventure for teh holiday season
including a nighttime show and a Fiesta de Navidad celebration
You’ll be able to see both shows from Monday through Friday of each week throughout the holidays
Mirabel and her friends will bring everyone together for their own Fiesta de Navidad celebration
The show will take place Mondays through Fridays outside the entrance to Paradise Gardens Park
with a musical presentation where guests can sing along to songs from Encanto
On Monday through Friday evenings on Buena Vista Street
you can also enjoy A Musical Christmas with Mariachi Alegría de Disneyland & Miguel
The nighttime show will feature “heartfelt stories and timeless songs in an enchanting celebration of the holidays.” Mariachi Alegría de Disneyland
will deliver a bilingual performance of Christmas songs
The celebration will close with an appearance by Miguel from Coco for a rendition of “Silent Night.”

El Encanto, A Belmond Hotel
a serene hideaway overlooking the Pacific Ocean in the foothills of the Santa Ynez Mountains
announced today the appointment of Pedro Dias as general manager
Dias will oversee all aspects of hotel operations in his new role
from managing day-to-day staffing to maintaining the hotel's exemplary service standards and guest satisfaction levels
Dias joins El Encanto with over twenty-five years of luxury hospitality experience
he co-founded the boutique consulting firm FORTY-ONE NORTH
where he advised hospitality partners on best practices surrounding business strategy
operational optimization and sustainability
Dias has worked with prestigious brands like Leading Hotels of the World
He holds a Bachelor of Science in hotel management from The Porto School of Hospitality and Tourism in Portugal

the October 11 Screen on the Green event has been cancelled
Today marks the first day that the Chester and Hester’s Dino-Rama section of DinoLand
is closed permanently at Disney’s Animal Kingdom in Walt Disney World
Disney announced the timing of this closure last Fall
as part of a larger phased closure of the entire DinoLand
The area is being replaced by a new Tropical America’s themed land featuring attractions based on Encanto and Indiana Jones

The walkway leading from DinoLand to the Finding Nemo theater show remains open
now lined with work walls that block access to the Dino-Rama area
Work has not yet begun to clear the Dino-Rama area
but trucks can be seen parked behind the newly-added barriers
Materials to add additional work walls can be found staged in multiple places
likely to replace many of the rolling planters in place now temporarily
The rest of the DinoLand area remains open
Disney says that the Dinosaur ride will remain open throughout all of 2025
so we are not expecting it to close until January 2026 at the earliest
an area set aside for character meet and greets has been left accessible for guests near the Dinosaur Treasures gift shop
so Donald and friends can continue greeting in this area
which was themed as a colorful roadside attraction
will be completely demolished and become home to a brand new indoor ride based on the Walt Disney Animation film

The rest of the DinoLand area will be transformed into a new Tropical Americas land

a carousel will also be added to this new land
to be built roughly where The Boneyard play area is located now

Tropical Americas area will be 11 acres in size
Disney has given the fictional town where the land takes place the name of “Pueblo Esperanza,” which they call a lush and sprawling town

Restaurantosaurus will be transformed into a large hacienda
which Disney says will be one of the largest quick service restaurants at Walt Disney World
Concept art refers to this dining location as the “Esperanza Market.”
