and Frank Fabens (Gloria Albetta) who all have had successful careers into their adulthood
Her nine grandchildren have given her so much pleasure: Sam Fabens (Julia)
Isabella Fabens and Gabriel Fabens (Maya Lomeli),including the many happy vacations they shared together
Ruby and Willa will know of her as they grow up
Ann wanted to connect with everyone in the room
She knew how to engage with people in a way that made them want to share their lives in conversation with her
always making space for family and friends
Whenever you mentioned Ann’s name people always shared a meaningful experience they had with her
It seemed to her grandchildren that wherever they traveled
Ann will be sorely missed by her family and friends

Texas (KFOX14/CBS4) — A 100-year-old building that was once Fabens High School caught on fire early Thursday morning in Fabens
the Fire Chief for the El Paso County ESD2 said the call came in at around 3:30 a.m
The fire took about an hour to put out most of it
but fire crews are actively working to ensure all of the fire is out
officials do not know what led to the fire
The building located on NE Camp Street is also known as the Annex Building and was built in 1925
Fabens ISD announced a two-hour delay to ensure the safety of all students
Region 19 also announced the David Sublasky Head Start will be closed for the day so crews can clean up and ensure the campus is safe before children go back to class
David Sublasky Head Start also canceled school for Friday
Fabens residents we spoke to said they were heartbroken for the Fabens community
given its history as the first high school
People recalled their times as students in the now-empty school
Chief Esparza is encouraging people to avoid the area for a few hours while emergency crews finish cleaning up and putting out the fire

His job was to set up factories at several different places in the country for the manufacture of shell casings
The family moved a lot: in the War years there were 3 boys
The War years were a distinct chapter in the life of our family

and there Lissa made the family complete in 1949
living first in Bay Village and then Shaker Heights in 1958
We three boys were often treated as a unit
I remember mom’s pleasure in putting us in matching outfits for special occasions
Doug became a writer and journalist; and his special talent was in pleasing and entertaining others in a low key way
Those who know Doug will testify to his way with gentle humor and witty asides
but left for Howe Military School for a short time
ultimately graduating from Shaker Heights High School
He served during the Vietnam War as a Journalist in Saigon
He was proud of his service and respectful of everyone else who served then
he tried a few things and settled into a job that worked for him at the Navy Finance Center
He told me that an aspect of the work was reconciling the payrolls from ships across the world
You might say he was back in the Navy again
Doug also took great pride and enjoyment from being a dedicated volunteer for WVIZ-PBS ideastream for many years
and sported the zebra costume with panache
and we have already received an outpouring of sympathy and good wishes from his many friends and fellow workers and volunteers

Deputies from the Peter John Herrera Patrol Station responded to 125 Mezcla Street in Fabens
Texas in reference to shots fired and an aggravated assault call around 2:00 a.m
deputies found a male victim with multiple gunshot wounds
The Sheriff's Office said after life-saving measures were initiated at the scene
the victim was taken to Del Sol Medical Center where he died from his injuries
The victim was identified as 26-year-old Aaron Villa

and Texas Rangers remain on the scene and have labeled this as a homicide

A sheriff's news release stated that the man was walking westbound on the right side of the tracks when he was hit by an eastbound train
A train engineer and a train operator told detectives with the Major Crimes Unit that the pedestrian was wearing a hoodie over his head and headphones and didn't react or move out of the way even after several warnings from the train's horn

Texas (KFOX14/CBS4) — Officials identified the man who died after being struck by a train Fabens over the weekend
The incident happened on Sunday around noon at 17250 Alameda Avenue
they found the man along the north side of the railroad tracks and found him dead
Throughout the course of the investigation
detectives spoke with the train engineer and an operator who had witnessed the incident
the pedestrian was walking westbound on the right side of the tracks while the train was traveling east
later identified as 24-year-old Salazar Samson Zenas of Uvalde
was wearing a hoodie over his head and had headphones on
Despite multiple warnings from the train’s horn
the pedestrian did not react or move out of the way

Texas (KFOX14/CBS4) — A Borderland school district is thinking of demolishing a historic building after a fire
the Fabens Independent School District said it is "exploring all options" regarding what to do with the 1925 Fabens High School building after a fire ripped through it Thursday morning
One of the options includes demolishing the 100-year-old building
"We understand the deep historical and cultural significance of this building and share in the community’s sadness over its loss," Fabens ISD said in a written statement
adding that due to safety concerns tearing the building down seems as of now like the most viable option
FISD said that before demolishing the building they will try to explore other options to try to save it
they said they don't want to "generate unrealistic expectations" regarding this initiative
FISD added that they will consult with Borderland historians
and community members to figure out ways to honor and preserve the legacy of the historic site
"We appreciate our community's continued support and understanding during this challenging time," FISD's statement concluded
"Updates will be shared as we work through this process."

Texas (KFOX14/CBS4) — An arrest report sheds light on how authorities rescued a kidnapped man in Fabens caught in the middle of a "movie-like" criminal plot
40-year-old Uriel Herrera Contreras and 44-year-old Jose Antonio Herrera were arrested and charged with aggravated kidnapping after a multi-agency operation led to the rescue of a 62-year-old businessman who had been kidnapped for nine days
a new arrest report-- obtained by KFOX14/CBS4-- details the actions law enforcement took to find the victim
how they arrested the two suspects and how they almost didn't find the victim as he was being kept in an underground accessible only by a hidden door on the floor

9 when deputies with the El Paso County Sheriff's Office responded to a call of a possible kidnapping at a home located on the 12300 block of Clifton Hill Road
Deputies met with the victim's wife who they said appeared distressed and hysterical
She explained to the deputies that two men had rang the doorbell earlier in the evening
reportedly telling the victim and his wife that they had "gifts." She told them that when they opened the door
the two men-- who were covered head to toe in black and were wearing latex gloves-- rushed in and zip-tied them at gunpoint
She then told deputies that one of the men injected her with something
which she explained was meant to knock her out
Then she said they left a tape recorder in the master bedroom
cut her loose telling her to call the victim's brother and disappeared with her husband
taking the victim's red Ford F-250 pick-up truck
detectives with the El Paso County Major Crimes Unit took over the investigation
detectives learned that the victim had recently sold his business for $2 or $3 million
the detectives were not sure how many people knew of the sale
The detectives then listened to the recording the kidnappers left in the bedroom
The report states the recording was a ransom note
but investigators translated it to English
detectives then found surveillance video showing the outside of the victim's home moments before the two kidnappers rang the doorbell
The video reportedly shows a silver four-door car dropping off the two kidnappers outside the victim's residence at around 7:42 p.m
The video then shows the two kidnappers making their getaway with the victim
Detectives requested help from the FBI and Texas Rangers and managed to use emergency GPS tracking information from the Ford Motor Company
to track the whereabouts of the victim's stolen red pick-up truck
The detectives recovered the stolen truck at the Petro Truck Stop located at 1295 Horizon Blvd.
a towel and a pair of latex gloves turned inside out
all items which seemed to have been abandoned by the kidnappers as they continued with their getaway
the victim's family didn't hear from the kidnappers until a week later
the victim's wife received a text message from the kidnappers
which was sent through "WhatsApp," instructed the victim's family to go to mile marker 42 on I-10 to retrieve an item hidden under a rock
Authorities said the victim's brother followed the text message instructions
finding a black envelope and a plastic bag
The family and the detectives listened to them
the recorded voice-- which echoed as if the recording had been made in an empty room-- told the family that the victim would be released near a port of entry with money and a cell phone once they received the ransom money
The voice then threatened the victim's loved ones saying that if they deviated from the kidnappers' plan they would kill the victim
the victim's family received a second "WhatsApp" message from the kidnappers
This time detailing the location where the family is supposed to drop off the ransom money: I-10 mile marker 41
as negotiations continued between the family and the kidnappers
authorities used aerial surveillance to observe the area around I-10 mile marker 41 discovering a suspect in an ATV watching the decided drop-off spot from afar
investigators kept a close watch on the suspect who didn't move from his spot
the negotiations between the kidnappers and the family were cut short for the night
with the kidnappers reportedly deciding to contact the family again in the next few days
that the suspect climbed onto the ATV and rode through the dark desert with the ATV's headlights off
because of how dark it was and because the ATV was riding blind
the suspect reportedly crashed and got the ATV stuck in the sand repeatedly
Investigators followed the suspect from afar
the suspect eventually led investigators to a rural property on the 300 block of Brown Road in Socorro
Investigators then researched the property
discovering that it was owned by one of the suspects: Jose Herrera
The report describes that authorities continued to observe the property through aerial surveillance
when they spotted an SUV pull out of the Brown property and drive through 11 miles of backroads
unwillingly leading investigators to a second rural property
this one on the 600 block of Onate Drive in Fabens
detectives discovered that this other property on Onate Drive belonged to the second kidnapping suspect: Uriel Herrera
investigators learned that both Jose and Uriel somehow had ties to the victim's brother (the report fails to elaborate more on this connection)
Investigators keeping tabs on the properties followed a red pick-up truck from the Onate property to a local Auto Zone store
where they watched the man driving the truck dump a trash bag in a bin
investigators dug through the trash and found:
authorities decided to crack down on both properties and raided the home on Brown Road and the one at Onate Drive
Viewer video of the operation circulated through social media as nearby residents wondered and worried what was happening around them
The raid led to the arrest of both suspects
and the seizure of the silver vehicle seen in surveillance video dropping off the suspects at the victim's residence
as well as materials used in the kidnapping plot
Investigators detail in the arrest report that they also found writings with the victim's name on them
The man authorities had been working for over a week to find and rescue was nowhere to be found
the man they were looking for was right under their feet
Uriel allegedly told investigators that the reason they couldn't find the victim was because he was being kept in a makeshift basement at the rear of the Onate property
authorities searched the property and discovered a hidden door on the floor
leading to a manmade tunnel underground where the victim was found alive
The victim was then rushed to the hospital to be checked
His exact medical condition is unknown but authorities announced at the time of his discovery that he was unharmed
Uriel and Jose Herrera were booked at the El Paso County Detention Facility
Early reports by the El Paso County Sheriff's Office said bond was set for each suspect at $400,000
court records show that Jose Herrera was denied bond during a hearing on Friday
Uriel's bond hearing is scheduled for Saturday
KFOX14/CBS4 reached out to investigators to learn if the suspects are related
they said they couldn't comment on that part of the investigation yet
The rescue was made possible thanks to joint efforts by the El Paso County Sheriff's Office
and the United States Border Patrol Special Operations Group

Texas (KFOX14/CBS4) — The Fabens Airport is undergoing significant changes with two major projects in the works
but financial challenges are halting the progress on one of them
which will house multiple services like classrooms
is nearly halfway complete after being funded by a $5 million federal grant
is on hold because it is facing a $12 million budget shortfall
The county initially allocated $4 million for the project
but the sole bid received estimated the cost at $16 million
El Paso County Director of Planning and Development
"The hanger manufacturers will typically do these in lots of 20 or more
and so to provide the four that we needed is too small for an order."
At Monday's County Commissioner's meeting
an item was presented to discuss the authorization of additional funding to meet the shortfall
Commissioner Sergio Coronado expressed support for the project but acknowledged the funding challenges
"Regarding the Fabens Airport T-Hangar Project
at this time I do not see an opportunity to fund it this year
We will continue to investigate alternative funding options
for this project and others," Coronado said in a statement
Commissioner Iliana Holguin agreed and said the best option is to look for alternatives to push the project forward
"We're going to go out and look for grants
look out for other potential ways to try to fund these T-Hangars because they're still going to be very important to the success of the airport in the future," she said
Holguin added that if the $12 million is not found
then the money that was already set aside for the project might be allocated somewhere else
"If it seems that we're not going to be able to find additional funding for the T-Hangar project anytime soon
then we don't necessarily want to keep other funding that might be available for other projects just kind of sitting there," she said
The County is actively seeking alternative funding sources
but there is no set timeline for securing the necessary funds

The spokesperson says that Fabens Fire Department crews found the person on the north side of the railroad tracks with "no signs of life."
Detectives with the Major Crimes Unite were called in to investigate
They spoke with the train engineer and an operator
who says Zenas was walking west on the right side while the train was traveling east
He was walking with a hoodie and earphones and did not react to the multiple warnings from the train's horn
Update: The El Paso County Sheriff's office confirmed to ABC-7 that the person hit by the train was dead upon arrival

Using regional academic data that assesses student performance, UTEP researchers and Fabens ISD educators will identify subjects and coursework in need of improvement. They will then create a targeted academic improvement plan, which includes grant writing mentorship for educators to sustain support for the region.
“We are fortunate to have received funding to collaborate and foster new partnerships,” said Isela Peña, Ed.D., assistant professor in UTEP’s College of Education and co-principal investigator (Co-PI) of the NSF grant. “Our goal is to bridge theory and practice by working collectively with P-12 practitioners. Hopefully, we will set a successful foundation for this collaboration model in our region, and maybe one day nationally.”
The initiative is led by UTEP’s Department of Educational Leadership and Foundations (EDLF) within the College of Education and Fabens ISD. The team includes faculty from the EDLF department, central office administrators, school leaders and educators from high, middle and elementary schools. The project will begin with an initial kickoff session, followed by five workshops focused on fostering cohesion between institutions.
“The EDLF department regularly seeks opportunities for collaborative research to help both local districts and UTEP faculty elevate their practices,” said UTEP associate professor and Co-PI Rodolfo Rincones, Ph.D. “However, since the COVID-19 pandemic, many of these relationships have eroded. As educators, we believe that many issues can be solved through communication.”
Fabens ISD Interim Superintendent Martin Torres approached Rincones and Peña with the opportunity to collaborate on the NSF grant in the fall of 2023. Together, they finalized the project design in August, creating a year-long initiative that the department hopes will expand in the future.
“Collaboration is the cornerstone of progress in education,” Torres said. “This partnership with UTEP represents a significant step forward for our district, allowing us to enhance STEM teaching practices and ultimately better serve our students. Together, we are not just investing in resources, but in the future of our community.”
The NSF grant totals more than $98,000, and the program will run for a full year.
“We are proud to provide stipends for teachers, books, materials, and more,” Rincones said. “We are maximizing this opportunity, and we hope that the benefits of this experience will spread throughout the region, raising support for our educators and uniting our communities.”

El Paso County broke ground on the Fabens Airport Hangar Expansion on Tuesday
pushing forward a long-stagnant project that
ended up pausing a $15 million grant that the University of Texas El Paso's Aerospace Center was supposed to receive from the National Science Foundation (NSF)
the county said that the hangar expansion is a "transformative initiative aimed at promoting the growth and development of the Fabens Airport."
"Several years ago the Commissioners Court recognized that it was really important to prioritize the expansion of the airport not only to benefit the local agricultural community that continues to use the airport out in this part of the county but also because we recognize that it could serve as a major tool for economic development," said County Commissioner Iliana Holguin
funding for the project will come from the Economic Development Administration and general funds
including a portion of the $20 million in federal
state and local investments that are going towards five "major" projects at the airport that will be under construction this year
the expansion calls for the design of eight hangars and the construction of three new hangars
the county is still looking for funding to construct the remaining five hangars
Holguin said the Fabens expansion will increase revenue opportunities in several ways
serving as a research facility for UTEP's Aerospace Center and bolstering its partnership with Blue Origins
"These new hangars will be able to just grow those opportunities here in Fabens and we hope that in the next few years
we're going to continue to see as much growth here at the airport that we've seen these past few years," said Holguin
El Paso County Judge Ricardo Samaniego celebrated the hangar expansion as a way to retain engineering talent who studies at UTEP but opts to relocate and work somewhere else after graduation
"We're exporting the best talent throughout the country; they're bilingual
they're extremely intelligent," said Samaniego
"We want them here in El Paso and this is one of the biggest starts that we could do
Samaniego said its expansion is a big win for the entire county
"It touches a lot of things -- from tourism
it touches the fact we're trying to open the Tornillo bridge to be one of the best ports coming into El Paso -- and so we're very excited
this is very important for our community," said Samaniego

UTEP said that the hangars -- which it was committing as resources to be used in conjunction with the grant -- were supposed to be built by 2023
it was later revealed that they aren't expected to be operational until 2027
Moreover,UTEP stated that they do not have an agreement with the County of El Paso to use the proposed hangars
the NSF paused a $15 million grant meant for the Aerospace Center due to the inconsistencies in the grant proposal

Used more recently by Fabens Independent School District as a storage annex building
it was designed and built by the iconic El Paso architect Henry Trost
built about 600 buildings just after the turn of the 20th century in El Paso and around the Southwest
because we're talking about the most iconic architectural firm in our region," said UTEP Professor of Art History Max Grossman
He also sits on the board of Preservation Texas
a non-profit dedicated to preserving historic places in the state
The century-old pictures from the El Paso Public Library's archive
as accessed through the University of North Texas' online Portal to Texas History
show the sparse development of the area at the time around the original Fabens High School building
Even if you're not familiar with the name Henry Trost
you've likely seen the work his firm designed and built around our region
"Trost designed every kind of building you can think of and was very well known for school buildings," Grossman said
El Paso High School has been called one of the most beautiful high schools in the state by numerous publications
with a construction similar in size and style to the original Fabens High School
both in the city and in the outlying areas
that building was not yet on the National Register of Historic Places."

El Paso County's Neighborhood Improvement Program is reportedly funding the new basketball court
which is expected to be completed in November
as part of its effort to increase recreational opportunities across Fabens
Risinger Park's former basketball court was removed when the county received funding for a new all-abilities playground
"We knew that we had to bring the basketball court back," saidEl Paso County Commissioner Iliana Holguin
"It was such an important part of the community and so important for the kids of Fabens
This was their favorite place to go after school and on the weekends
So we always knew it was a priority to get the basketball court back."
Holguin said that the community "understood the importance of building the new all-abilities playground."

a trailer hauling four vehicles got stuck on the train tracks as a result the train ended up crashing into the trailer and a white Dodge Ram that was hauling it
the train came to a halt blocking several streets

but the district says the buyer will have to agree to restore and maintain the building
The building hasn't been a high school for over 60 years
It was built one hundred years ago and it was designed by famed El Paso architect Henry Trost
Fabens ISD said today it does not have the money to restore the building
So the school board has authorized the superintendent to advertise the building for sale
but the district says the buying will have to agree to preserve its historical character while providing a public and educational benefit to Fabens ISD students and the broader community

44 and charged them with aggravated kidnapping yesterday

Texas (KVIA) -- A golden retriever was attacked by two other dogs in Fabens and is now in the care of a local animal rescue
it happened near the intersection of Leaf St
Karen Washington, president of Pawsitive Rescue of El Paso
said it was the first time she saw a dog attacked by other dogs in her more than 20 years rescuing animals across the borderland
"It was horrific to see the video," Washington said
Washington said she got a Facebook message about the situation on Saturday and contacted the El Paso County Animal Welfare Department
"An officer was en route to the call on Friday
but then the call was canceled because somebody had taken the injured dog and placed it in somebody's yard to keep it safe," Washington said
where doctors determined he had a tick-borne disease
as well as a broken femur from being hit by a car about a month ago
"We're working on putting some meat on his bones
"Once we get his blood work looking better
then we will address the leg that has been broken

Washington told ABC-7 that Ruper has now come a long way after battling malnourishment and a tick-borne disease
Washington says the veterinarian initially thought Ruper had a broken femur but later confirmed this was not the case as he discovered that the 2-year-old dog has hip dysplasia
Washington says it will be important to raise money to help Ruper with his hip dysplasia in order for him to have a high quality of life
a volunteer with Pawsitive Rescuers who is currently fostering Ruper
told ABC-7 that Ruper has now been reintroduced to dogs once again following the attack
Ruper constantly interacts now with the other dogs he is being fostered with
Pawsitive Rescuers is currently looking for someone to adopt Ruper

the district has completed an investigation into a recent bus incident that was posted on social media
This comes after a video was shared on the Facebook group Make Fabens Better
showing what parents say is a student being hit with pencils
ABC-7 has viewed the video and is continuing to gather more information about the alleged incident

Deputies arrested 38-year-old Jose Rodriguez
Rodriguez was arrested at the 600 block of NE G at an apartment complex
Rodriguez was taken into custody for parole violation anda controlled substance

Texas (KVIA) -- Residents in Fabens have been receiving flyers on their doors
recommending them to call a number regarding water filters
Now officials in the area say the flyers are not real
When customers call the phone number on the flyer
they are told they are calling the "Water Inspection Service," and are told that Fabens water is not healthy and they should purchase a water filter
Many of the people who received the flyer and called the number believed it came from the Water District in Fabens
the El Paso County Water Control and Improvement District #4
They have notified ABC-7 that they are not affiliated with the people behind the flyers
ABC-7 is working to gather more information on the story
