and adventure celebrating their 50th wedding anniversary shortly before his passing — a testament to their enduring bond
Gary and Lorneta were blessed with five children: Malesha Ferguson
He was a proud grandfather to nine grandchildren: Jakob Brady (Cecelia Lynne) Ferguson
His legacy extends to the next generation through his great-granddaughter
Gary’s work ethic and curiosity took him through many meaningful chapters in his career
earning his certification from Utah Technical College
he worked as a ranch hand — including an internship at a private ranch and hands-on roles at two LDS Church ranches
He also served as a vocational teacher for at-risk teens
he found his truest calling as a Substance Use Disorder Counselor
where he helped others find healing and strength
His credentials included associate degrees in Beef Production and Business Management from Rick’s College
bachelor’s degrees in AgriBusiness and General Business from Utah State University
and a counselor certification from the University of Utah
He and Lorneta were certified in Equine Assisted Psychotherapy
and worked together with patients — blending his passion for horses with his deep compassion for others
Known for his willingness to help and teach anyone in need
and a steady presence to those navigating life’s challenges
particularly through his work in addiction recovery
where he often shared the Serenity Prayer as a grounding tool:

Gary found joy and peace on horseback — whether in a dusty corral or high in the mountains
He especially loved taking his kids and grandkids on rides
sharing the rhythm of the trail and his passion for horses with each new generation

Bob Ferguson signaled he’d bring a more hawkish budget approach to Olympia
saying he was “not here to defend government” but to “reform it.”
Jay Inslee and tangling with fellow Democrats on taxes and spending
Ferguson publicly ruled out an Inslee-endorsed wealth tax aimed at the state’s richest few thousand residents and urged lawmakers to trim their overall spending plans as they wrestled with a four-year budget shortfall estimated at $16 billion
Such demands clearly put Ferguson’s stamp on the final budget package that majority Democrats sent to his desk
Instead of as much as $21 billion in new taxes
the final four-year tax package landed at around $9 billion
the new governor remains somewhat of a cipher as he weighs whether to sign the budget and tax bills in the coming weeks
lobbyists and other capitol watchers have been left puzzled and guessing where he’ll land
“My assumption was there was going to be more partnership and information back and forth

In a marked departure for Washington governors
he has held comparatively few news conferences
He even declined to host the traditional post-session briefing on Sunday
even though the session had adjourned relatively early in the day
Ferguson sent out a written statement thanking lawmakers for their work and saying he’ll review the budget bills they passed “line by line” in the next few weeks
Ferguson emphasized the budget passed by the Legislature followed some guidelines he’d insisted on
including protecting the state’s Rainy Day budget reserve fund and boosting the state’s spending on K-12 schools
He also praised lawmakers for agreeing to a $100 million grant program to boost police hiring throughout the state, which he’d pledged to pursue during last year’s campaign
while the governor’s demands shrank the budget from where legislative Democrats had started
the operating budget sent to his desk still raises state spending in the 2025-27 biennium to nearly $78 billion
about $6 billion higher than the current two-year budget
He can also use his line-item veto authority to cut specific spending or policy items
The deadline for him to make a decision is May 20
said in an email Wednesday the governor is planning a public event “when he signs the budget.”
Ferguson’s more frugal approach has drawn praise from some centrist Democrats
who say the state needs a dose of fiscal restraint after years of unrealistic spending and flawed revenue assumptions that led to the projected shortfall

Democratic legislative leaders downplayed any suggestion of tensions with the governor
“Our conversations have been very positive in the last week,” said Senate Majority Leader Jamie Pedersen
“I think you can see he had a significant influence over the budget as it ultimately passed.”

House Bill 1321, sponsored by Rep. Sharlett Mena (D-Tacoma), requires the Governor’s permission for National Guard troops from other states, territories or districts to enter Washington, unless they are mobilized by the president. Governor Ferguson mentioned the proposal in his inaugural address
HB 1321 was modeled after a similar law in Idaho
The new Washington law contains an emergency clause and takes effect immediately
“We welcome collaboration with National Guard forces when warranted
but only with our permission,” Governor Ferguson said
“We cannot have armed forces come into our state to enforce policies that are against our core values
Mena’s leadership in bringing this important legislation to my desk.”
“This law ensures that Washington — not other states — decides what happens in our communities,” said Rep

National Guard military forces serve each state
as well as the District of Columbia and the U.S
The National Guard is under command of each state or territory’s governor
Governors can deploy the National Guard for domestic emergencies in their state
Forces may also be deployed by the president for federal missions
The new law does not restrict the National Guard from supporting disaster response and recovery efforts through mutual-aid agreements
Washington’s National Guard can continue to train with units from other states and deploy domestically or internationally
when units from across the nation are called upon
Washington can also continue to share resources for training
education and professional development of National Guard members with other states

Washington state lawmakers on Sunday approved a $77.8 billion two-year budget to fund schools
spending cuts and funding for new programs
It passed the House of Representatives 52-45 and the Senate 28-19
This year’s budget writers had a complicated equation on their hands due to an anticipated $15 billion shortfall over the next four years caused by costly new programs
Filling that gap was a source of contention: Progressive Democrats wanted to address it by implementing a wealth tax
but Republicans – and Ferguson – argued for an approach that started by trimming spending
After the budget was released Saturday, Ferguson said he was pleased that it maintained the state’s savings and made increased investments in K-12 education. He did not comment on the new taxes. He had previously rejected other tax packages
He has until May 17 to sign or veto the budget
“I appreciate that the Legislature heard my concerns and dramatically reduced the revenue assumed in the final budget,” Ferguson said
I intend to carefully review all revenue increases.”
The final deal includes $4.3 billion in new taxes on businesses
financial assets and technology services and $2.7 billion in cuts to services
It also includes billions in spending on new programs and services
“It’s probably not the budget that we thought we were going to be writing a year ago,” said Senate Ways and Means Committee chair June Robinson
“But as we’ve grappled with the reality of the state’s fiscal situation
I believe we worked diligently to write a budget that addresses the challenges we have and continues to fund the core services that the people of Washington expect us to fund.”
Republicans have staunchly opposed new taxes
saying the budget could be balanced on cuts alone
Republican budget writers also argue that the taxes included in the plan will hurt everyday Washingtonians the most
“I’m deeply concerned about the budget they came up with,” said Senate Minority Leader John Braun
“They just took advantage of the situation to run taxes.”
Here’s what else to know about the final deal:
includes $4.3 billion in new taxes over the next two years
Most of that – about $2 billion – comes from increasing the business and occupation tax
which all businesses must pay based on the value of their products
The changes to the tax include raising the base rate for wholesaling and manufacturing companies and imposing surcharges on big banks
And all businesses earning more than $250 million annually will face an additional temporary 0.5% surcharge
The other major increase comes from updates to the state’s sales tax that would add retail taxes to software development, web design and IT training. It also would repeal an exemption for some digital services like advertising and impose a new tax on cigarettes and nicotine products. These would bring in about $1.1 billion for the state
The budget deal also adds to the capital gains tax
bonds and other assets; and to the estate tax
imposed on the transfer of an estate after someone dies
The final budget also includes new revenue generated from increased fees for state park passes and hunting and fishing licenses
the cost of a Discover Pass will go up from $30 to $45
Hunting and fishing licenses will go up 38% overall
Despite earlier discussion of cutting state employees’ pay and benefits and requiring furloughs
the final budget honors previous agreements between state workers and the government
The budget does not include any furlough days or cuts to pay and benefits
it allocates $1 billion to pay for employee raises over the next two years
Lawmakers chose not to drain the rainy-day fund
Some Democrats had discussed using the account to backfill the budget shortfall
but this idea received pushback from Ferguson and State Treasurer Mike Pellicciotti
By July 2027 the fund will have amassed $2.1 billion
Budget areas hit hardest by cuts include behavioral health; the Department of Children
Youth and Families; higher education and health care
Some of the biggest savings come from facility closures and delays in program expansions
Starting this year, more families were supposed to receive access to state subsidies for child care or free early-learning programs in the coming years. Eligibility for subsidies was set to expand to include families with household incomes reaching 75% of the state median income, or about $8,190 a month for a family of four. The state’s early-learning program was going to become an entitlement in 2026
But those expansions are now delayed until after 2029
Their deferral will save the state more than $1 billion
Washington’s free early-learning program for children from birth to age 3 is not funded at all in the final budget
but Robinson said it could reopen in future years if the Legislature chooses to fund it
That program serves around 200 children from low-income families who receive care as well as health and support services
Legislators’ original budget proposals included the closure of Rainier School, a state-funded habilitation center for people with disabilities
the center will end new long-term admissions immediately
Those currently living there can remain until their death
and former long-term residents can return to Rainier within one year after transitioning to the community
The policy is a compromise that puts the state on the road toward completely closing the school
Other significant cuts impact foundational public health services
behavioral health facilities and higher-education grants for low-income students
There are also cuts to abortion access funding aimed at helping health centers maintain staffing and services during an influx of out-of-state patients after the Dobbs decision
The final budget also includes significant new spending
K-12 education is among the areas seeing the biggest increase
The biggest-ticket item is additional funding for special education
which will receive $775 million through June 2027
The budget also includes funding to assist local governments as they backfill an expected loss of funding caused by the state and local document recording fee
That fee is charged when someone files a document with the county auditor
and the revenue goes toward homelessness services
in part because of declining real estate transactions
The budget would also provide funding for a new juvenile rehabilitation center at Stafford Creek Corrections Center
Jay Inslee had proposed opening a new facility to house young men who choose to move out of Green Hill School
a juvenile center that has faced severe overcrowding in recent years
An additional $100 million in grants will fund hiring for local law enforcement

FRISCO, Texas — Jake Ferguson is a happy man going into this year's offseason program, for a couple of reasons. The first is the fact tight ends coach Lunda Wells opted to re-sign with the Dallas Cowboys on a multi-year deal
he and Ferguson remaining united as they try to help the offense set the right tone in Year 1 of the Brian Schottenheimer era
That other reason is a much simpler one: Ferguson is fully healthy
The Pro Bowl tight end followed up his award-winning season in 2023 with what was unfortunately one filled with more valleys than peaks

After months of late-night debates and political tug-of-war
Washington lawmakers have finally agreed on a massive $77.9 billion operating budget for the next two years
the spotlight swings to Governor Bob Ferguson
who’s got 20 days to decide whether this budget—or parts of it—lives or dies
In a statement dropped right after the session closed
Ferguson made it clear he’s not rushing into anything
“I look forward to carefully reviewing the budgets line by line,” he said
promising a full public breakdown once he’s finished combing through it
meaning he can slice and dice the budget if he wants
It features roughly $7 million in cuts and $9 million in new taxes
Ferguson said he was “optimistic” about avoiding a special session
the governor and his Office of Financial Management have a lot of homework to get through
Ferguson hammered home some pretty specific demands: Save billions
stick to real revenue numbers (not the typical automatic 4.5% tax revenue increase every year)
and throw millions of dollars to cities and counties for local law enforcement
“The budgets adopted by the legislature accomplish those goals,” Ferguson said
He’s especially eyeballing any new revenue schemes tucked into the budget
“I intend to carefully review all revenue increases.”

with all Democrats in support and all Republicans voting against it

One major theme Ferguson kept hammering in his statement: protecting the state’s financial future from what he called the “assault” of Donald Trump’s administration
Federal dollars make up about 28% of Washington’s budget
and Ferguson isn’t shy about saying he expects hardball tactics from D.C
“I am not going to allow the state that I love to be at the financial mercy of Donald Trump and Elon Musk,” he said
He’s also proud that the legislature embraced $4 billion in savings identified by his team—a feat he was quick to point out happened just 43 days after he took office
Ferguson promised during his campaign to boost K-12 funding
It even improves funding for special education and helps school districts tackle emergencies
Ferguson was clearly in a “scoreboard” mood
ticking off some bipartisan wins he helped push across the finish line
Among them: new fuel exemptions for farmers
and a law keeping out-of-state National Guard units from just showing up uninvited
One bill Ferguson sounded especially hyped about
sets aside $100 million in grants to help local law enforcement beef up their ranks
“We rank 50th—dead last—per capita in the number of law enforcement officers,” he said
New spending for local law enforcement isn’t something the legislature typically does
The move stands out even more in a year with a huge budget deficit—a clear sign of some political give-and-take with Democratic leaders
with the biggest investment ever into the Housing Trust Fund
plus reforms to speed up building permits and help folks in manufactured homes become actual homeowners
The transportation budget struck a cautious but necessary tone
Ferguson praised lawmakers for showing “restraint” by delaying some projects while keeping critical ones
like the I-5 bridge replacement and the Spokane North-South Freeway
the state’s budget has to balance over four years
Ferguson demanded lawmakers use actual economic forecasts
not the old automatic 4.5% revenue growth figures agencies loved
it looks like the budget relies on more realistic projections and factors in state “reversions”—leftover cash from unspent budgets—to help plug gaps
Washington could have about $3.6 billion socked away in reserves by 2029
Ferguson took a somber moment to reflect on the difficult losses this session endured

Bob Ferguson’s popularity has dipped among Democrats while rising with Republicans
Positive opinions among Democrats about the new governor fell from 65% in January to 47% in April, the DHM Research poll of 500 Washington residents found
positive opinions among Republicans in the survey rose from 15% in January to 35% in April
Ferguson’s positive ratings dropped from 41% to 31% over the same period
The opinion shift comes as Ferguson has sought to navigate through a multibillion-dollar budget shortfall amid the legislative session
Some Republican state lawmakers, meanwhile, have said they’ve been pleasantly surprised by Ferguson’s moderate approach and willingness to engage with them.
“I think like a lot of things in life, this is about expectations,” said Devin Bales, DHM’s Seattle-based director of research. “The last couple months are not what many thought it would be.”
Bales noted Ferguson has been in a “tough position” coming into office and immediately having to reckon with the budget shortfall.
With all the partisan shifts canceling one another out to some extent, Ferguson’s overall approval fell slightly, to 38% in the April poll, compared with 42% in DHM’s poll from January.
In a statement via a campaign spokesperson, Ferguson said the poll underscores what he’s hearing from Washington residents, who are worried about their family finances and the impacts of tariffs imposed by President Donald Trump.
“I’m staying focused on the safety and affordability of our communities, while defending our state from the chaos of the Trump administration,” Ferguson said.
The DHM poll found 58% of Washingtonians opposed to the Trump tariffs, with 30% in support. Taxes and tariffs, homelessness and cost of living were ranked as top concerns for poll respondents.
Ferguson, the former three-term attorney general, was elected with 55.5% of the vote last year, beating former Republican congressman Dave Reichert.

ATLANTA — Margaret Ferguson will join Georgia State University as senior associate provost for academic affairs
Ferguson brings a wealth of experience in academic leadership and institutional effectiveness
coming to Georgia State from Indiana University Indianapolis
where she serves as senior associate vice chancellor for academic affairs
“Georgia State’s national leadership in student success and commitment to inclusive excellence drew me here,” Ferguson said
“I’m honored to join such a dynamic academic community and look forward to working with colleagues across the university’s many campuses to support our students and faculty in meaningful and measurable ways.”

She played a key role in managing the campus-wide promotion and tenure process and served as the accreditation liaison officer to the Higher Learning Commission
Her leadership was instrumental in the successful realignment of Indiana and Purdue universities — an endeavor requiring deep coordination across academic and administrative units
Ferguson also led the creation of several pioneering initiatives
including one of the nation’s first promotion and tenure pathways to recognize the broad spectrum of faculty relating to equity
She launched university-wide mentoring and leadership development programs for individuals at all levels of experience
as well as a review process for community-engaged scholarship
These efforts reflect a broad and inclusive view of academic excellence — aligning deeply with Georgia State’s mission and values

She has published extensively on topics related to gubernatorial power

Governor Bob Ferguson signed into law a bill strengthening protections for working minors in Washington
As more youths enter the workforce, House Bill 1644
increases penalties for companies that violate child labor laws
and makes it easier for the state to bar problem employers from hiring young workers

Governor Ferguson signed the bill on International Workers’ Memorial Day at the Western Washington Sheet Metal Joint Apprenticeship Training Committee’s DuPont campus
“As more youth enter Washington’s workforce
protecting their safety must be a top priority,” said Governor Bob Ferguson
“This legislation helps ensure the state has the tools needed to hold employers who exploit them accountable.”
“Our laws haven’t kept pace with the protections minors clearly deserve,” said Rep
“Outdated laws and a lack of meaningful accountability for violators are putting children at risk of injury and exploitation.”
Washington minor workers’ injury claims increased 60% between 2009 and 2023, according to the Department of Labor & Industries. In that same period, employment among 16- to 19-year-olds grew more than 30%, Bureau of Labor Statistics data shows
approximately a third of Washingtonians ages 16 to 19 held jobs
HB 1644 sets minimum penalties for youth labor violations
ranging from $100 for each time a company fails to obtain a minor work permit
and a minimum of at least $71,000 for any violation resulting in the serious injury or death of a minor
the Department of Labor & Industries must adjust the penalty amounts for inflation
The new law also requires L&I to conduct health and safety inspections before issuing certain minor work permits
repeat or willful safety or youth labor violations are now prohibited from hiring minors

The Los Angeles Rams always do a good job of hiding which draft prospects they’re interested in each year
That’s partly because they don’t send their top talent evaluators to the NFL combine and they also don’t bring in prospects for official pre-draft visits like just about every other team does
Terrance Ferguson wasn’t completely caught off guard by the Rams drafting him in Round 2
but they also didn’t spend much time with him before the draft
He said he had a formal meeting with one member of the Rams at the combine and “that was about it.”
"I actually had a formal interview with just one person
during the Combine and that was about it,” he said
He was one of the best tight ends in the class
which was clearly a position of need for Los Angeles
The Rams are thrilled to have added an athletic tight end like him in the draft, allowing them to expand their offense beyond being so reliant on 11 personnel. As for what he brings to the equation, here’s what Ferguson said.
"I think I bring a lot of things, versatility being the biggest, being able to stretch the field and creating mismatches with linebackers or safeties but also being able to put my nose on somebody,” he said. “The God-gifted ability, but also the versatility and ability to be able to line up anywhere and be able to make an impact however I need to."

This could be the step he needs to get closer to the managerial role in a decision which could help Everton’s goal-scoring problems
