Kirby District 140 officials changed course Thursday during its board meeting
Board members voted to reject the bids it has received for building the new elementary school
83,000-square-foot building will not be erected
the Kirby School District 140 Board of Education rejected the bids it received for constructing a new D140 elementary school," the District said in a release Friday
"Citing rising costs and long-term financial stability as significant factors
the Board elected not to pursue the construction of a new school building on the western portion of the existing Fernway school property."
District 140 went to referendum in June 2022
asking voters to approve of officials digging into cash reserves to construct the building
which would have replaced the current one at 16600 88th Ave
The almost 60-year-old building is one of the oldest in the district and is in desperate need of more space for pre-school through fifth grade
The new construction was intended to be on the same property
After construction on the new campus was completed
Several factors were considered during the Board’s assessment
including a 44 percent increase in the original projected construction costs
"the long-term financial stability of the District
Originally estimated at approximately $34 million
the new school is now projected to cost more than $49 million
"While the need for updated educational facilities was acknowledged
the financial realities facing the District have compelled the School Board to reevaluate its approach to addressing these needs," the District said
"Our priority has always been to ensure the best possible educational environment for our students while being responsible stewards of the resources entrusted to us by the community," said Board President Thomas Martelli
The Board said while the decision indicates "a pause in the immediate progress" of a new school's construction
it also "reflects the Board's dedication to making informed and fiscally responsible choices for the benefit of all stakeholders
"The School Board expresses gratitude for the community's engagement throughout this process," the District said

Fernway had been exclusively producing vape cartridges that are commonly known as 510 carts
Named for the size of the threading on the cartridges and the batteries that are made for them (10 threads at 0.5 mm per thread)
this type of vape oil cart and battery combination is the most common currently in the cannabis space.
There’s some obvious benefits to 510 carts
They can handle everything from pure cannabis distillate to thicker products like live resin
The batteries themselves can also vary from small
discrete devices to larger devices that offer a longer battery life and more customization options
the universality and interchangeability of 510 batteries and cartridges also contributes to their drawbacks
The power of 510 threaded batteries are not always optimized for the cartridge
and the quality of the cartridges can also differ widely
with cheaper technology often being more likely to malfunction.
While many licensed operators such as Fernway use the best available cartridge technology and only produce additive-free formulas
the negative experiences and bad press caused by illicit market vapes (and poorly produced legal ones) can hurt the image of all 510 devices in the minds of consumers.
510 carts are unlikely to disappear from the marketplace any time soon
but a number of operators in the cannabis vape space have begun to attempt to introduce their own proprietary devices to offer consumers an improved experience.
But as Liam began to describe their new Traveler device

Disposable vapes are a product where the vape battery and the cartridge holding the cannabis oil are a single
as these devices — lithium ion battery and all — are designed to be thrown in the trash after all the oil is used up
an electric razor that had to be thrown away and replaced every time the blade went dull or the battery died
there was a very specific reason that he was describing the Traveler as an all-in-one vape rather than a disposable: Fernway has partnered with GAIACA — one of the country’s first cannabis-specific waste management companies — to create a disposal program for their devices
This program received final approval from the Cannabis Control Commission just last week
and is the first such program in Massachusetts.
Customers will be able to return their Traveler device (or any other Fernway-branded vape hardware that may be no longer working or needed) to the retailer they purchased it at
where it will be deposited into a specially marked container
The devices will then be disposed of by GAIACA in a process that minimizes environmental impact and allows for metals in the device to be reclaimed.
Hopefully this initiative can put pressure on other cannabis companies to implement similar programs themselves
and encourage the industry to find new pathways to more sustainable operations.

helping ensure that no oil goes to waste if the battery happens to run out while there’s still some oil in the tank.
“It’s one of the more frustrating experiences to have when you’re using an all-in-one vape and the battery dies while there’s still oil left in the device,” said O’Brien
noting that the ability to recharge the battery would offer consumers more peace of mind.
O’Brien didn’t get into specifics
but didn’t rule out expansion into other markets either

"Fernway 2.0” will have major upgrades but it won't have everything some may have wanted
Reconstruction will cost an estimated $17.5 million, with $14.5 million provided by insurance
The Shaker Schools Board of Education approved the additional $3 million
Fernway principal Chris Hayward says the plan calls for 15 classrooms
with a new layout to accommodate services like speech and occupational therapy
An elevator will help make the building handicap accessible and the classrooms with updated technology
“It is still very small facility,” said Hayward
“I mean the reality is we're a landlocked facility and there weren't a lot of options in terms of growing the size of the school
we're going up vertically up on that second floor
And so we're actually utilizing a space that was a former portion of the flat roof and that that's allowing us to open up a lower area which is our old auditorium space and kind of reconfigure that.”
Also, there will now be a cafetorium where students will eat lunch and be a place for large gatherings
But the building will still lack air conditioning
if we had to donor that stepped up overnight and wanted to present the amount of money that we would need to move in that direction that would be something that we would look into,” said Hayward. “The building is being plumbed and being readied for a potential air conditioning system some at some point in the future
A second phase of the project calls for upgrading and moving the playground to the south end of the property

it not only devastated the approximately 300 students
and staff housed in the almost century-old building
As insurance claims are settled and after the Shaker Board of Education voted to earmark funds for renovations, the Shaker Schools Foundation is leading its own charge in the community to raise an additional $500,000 toward updates that will make Fernway one of the most contemporary and cutting-edge elementary schools in the district
The Foundation launched its Fernway Forward fundraising campaign on Monday
December 10—exactly five months to the day after the fire

Fernway will be the first elementary school [in Shaker] to have a design lab.”
Coughlin says the classrooms designed 100 years ago didn’t account for collaboration and teamwork

“The goal is to create a more collaborative space,” Coughlin explains
“It used to be that students would sit at their desks and look forward
Now it’s a more collaborative environment where kids are moving desks into groups
It’s just a different education mindset today than it was when that school was built.”
Coughlin calls the improvements that will be made through Fernway Forward as “icing on the cake,” and the community members who have wanted raise money for the renovations “everyday heroes.” While the Fernway Forward goal is $500,000
Coughlin says most of that will be secured through the Alumni Foundation’s applications for grants and donations from foundations
She says the goal is to raise $100,000 from the community. The peer-to-peer effort has already raised more than $9,000 through 84 donations since the campaign launch
While gifts of $1,000 or more can be spread out over three years
Coughlin stresses that any donation amount is welcome
The top individual donations have given more than $3,000 to the campaign
while the Fernway Staff Team has given $3,485 toward their $5,000 team goal and the Shaker Schools Foundation Team has raised $502 toward their $600 goal
In the meantime, Gilbane Building Company and Van Auken Akins Architects have already been working on the plans for the new school
“They are running the show in terms of rebuilding,” says Stephens
“[Gilbane and Van Auken Akins] are meeting on a weekly basis with the committee
and administrators to work out a plan of what $17.5 million will get us
We’re essentially going to get a brand-new school.”
Stephens says Gilbane is estimating the entire project will take 18 months—four months of designing and 14 months of construction—with completion by spring 2020
While students and teachers will be displaced until the start of the 2020-21 school year
Stephens says they are trying to keep an optimistic outlook
“No one ever wants this to happen,” Stephens says
“But we look at the bright side: It’s an opportunity to get a new school that we’re excited about.”

Ohio -- City firefighters have ruled the cause of the July 10 fire resulting in extensive damage to Fernway Elementary School as accidental and equipment-related
"The ignition source for this fire is either a worker using a torch in which direct flame contact ignited the wood, or a product failure with the tools or materials being used ignited the wood," state the results of a nearly two-month investigation
The wood in question was a board at the top of the masonry wall above the middle of the three flat roofs
the wall connects from the flat roof to the pitched roof over the east wing of the school
the city's Fire Investigation Unit determined that
the "first material ignited was the wood board that separated the roof from the masonry wall."
The fire eventually caught on the east side toward the center section of the main roof
had been using propane torches to heat up rolled asphalt to apply to the middle flat roof
They had been working until about 10:45 a.m
July 10 and were eating lunch at 11 when one of the workers still on the roof smelled and then saw smoke coming from the slate roof covering the east wing of the school
He yelled down to other crew members on the ground to call the fire department as they evacuated the roof and got any school employees out of the building
with two firefighters injured and about 300,000 gallons of water used to bring the fire under control
"Charring was present to the wood rafters and planks throughout most of the roof
with areas of the roof collapsed onto the concrete roof deck," firefighter Charles Huddleston noted in the Fire Department's investigative report noted
As for a damage assessment
that is now in the hands of the school district's insurance carrier
Installation of a temporary roof -- which can be built over with a permanent one later -- was set to be completed today
The Shaker Heights school board will host a work session Sept
in the high school to further discuss the Fernway situation
More than 300 Fernway students are attending other schools in the district for at least this school year
and an architect was hired last month to look at a major renovation
Mayor David Weiss said that next steps will include determining whether there are grounds for any legal action by the city
as well as a review of local regulatory policy
that review will include an evaluation of 'hot work' methods used by roofing contractors in our city," Weiss stated in the press release
referring to the use of a torch or other heating source to apply roofing materials
Firefighters also determined that a small blaze on a different section of the Fernway rooftop the day before (on July 9) had been fully extinguished and was not connected to the major fire the next day
after firefighters had conducted thermal imaging the day before to ensure that nothing was smoldering then on the Fernway roof
a department Fire Inspector followed up with an onsite visit around 10 a.m
repairs and restoration at Fernway continue and we look forward to working with the schools as progress on Fernway proceeds," Weiss added

IL — Amid social media chatter and curiosity about the progress of a new school planned to be built in Orland Hills
Dan Callaghan reassured parents that they are moving ahead with the project
The timeline for construction of the new 83,000-square-foot Fernway Park Elementary School has changed a bit from earlier projections
also assuring that the new building will be erected
The building is estimated to cost the district $34 million
"We are currently in the 'permitting' stage," Callaghan told Patch
Officials will go out to bid on the project in early-November
The district is scheduled to break ground in March 2024
with construction occurring over approximately 15 months
The district plans to furnish the building in July/August of 2025
and students will begin the '25 school year in the new facility
which will replace the current one at 16600 88th Ave

but then she just warmed up and ran on,” said Brown
It’s kind of that parent-child moment that everyone looks for.”
The district held ice cream socials earlier in the week to acclimate the Fernway children with each of the three local elementary schools where they’re being relocated

“My son’s going to Woodbury and he’s excited about the school bus

it’s a challenge not being able to walk to the school that has always been a hub for the community and “not being able to go over to talk to the teachers as readily and just a new routine for everyone and not having the students all together from the neighborhood.” And she added

SHAKER HEIGHTS, Ohio -- Ever since July 10, when their beloved Fernway Elementary School caught fire
administrators and staff have been scrambling to make plans and gather supplies in advance of the school district's opening day
those associated with Fernway set aside a few hours to eat
It happened under the pavilion at Horseshoe Lake Park
whose mother has taught second-graders at Fernway for 24 years
planned the relaxing day as a tribute to the school's employees
"My mother has taught there for so long
I wanted to do something," said Calabrese
I wanted to do something where teachers and staff could come and just have fun."
Calabrese didn't merely send out invitations to her luncheon; she made cold calls to those she didn't know and to friends who are in business and in a position to donate
she received donations of all kinds from 69 area businesses in 14 cities
"We couldn't have done this without (the donors)," she said
is a Fernway graduate; Bar Louie; children's author Sandra Philipson
"Wings"; Dewey's Pizza and Pizzazz; florists Plantscaping and Blooms; Tommy's Restaurant and Ben & Jerry's of Fairmount
both of whom delivered food; Richards Frankel Dentistry; and PawsCLE
"Everyone has been so generous and supportive," said Calabrese
news spread quickly about the fire shortly after it started on the 90-year-old building's roof
"We were in my mother's driveway," Calabrese recalled of that morning
"when my mother said she smelled something burning
received a text message from a fellow Fernway employee telling her about the fire
Hassell and Calabrese immediately went to the school
as did others associated with the building
"I got a text from one of our teachers (Jean Reinhold)
Please pray for our little school,'" remembered third-grade teacher Megan Konopinski
It felt like my own house was on fire."
said the 315 students who attended the school and staff are like family
so it was natural that so many flocked to the building when they learned of the fire
a 47-year Shaker resident and mother of two who was schooled within the district
also received a text from Reinhold with the bad news
"I got in my car and immediately went there and it was already heavily involved in fire," Rider said
Everyone was crying and thought (the building) was going to come down
"The Shaker Fire Department did a wonderful job
They poured 300,000 gallons of water on the building
We stood there for hours and hours," she said
The story was similar for just about everyone
Fourth-grade teacher Amy Hannah said she had just arrived at the Cleveland Museum of Art when she received a text about the fire
"I didn't know what I should do," she recalled
"I just got there (at the museum)."
Hannah felt the need to leave and went to be with her colleagues
"I feel optimistic that the building can still be used," said Hannah
Fire investigators and insurers are still examining the building to see if it can again
Hannah called Thursday's luncheon "amazing" and is thankful for Calabrese's efforts
"Some of the teachers and staff met shortly after the fire at (a restaurant)
but this is more positive," Hannah said
"It feels good to be together and have some fun conversation," Konopinski said of the luncheon
"Everybody's here because of their feelings for Fernway."
Andree Hassell was pleased her daughter put together the event
and walked about helping to disseminate to guests the large amount of donated food
While saddened to see her neighborhood school burn
Hassell had some good news to share: There were four pets inside the building when the fire started
"We were so happy they were saved," Hassell said of her large turtle
Big Mama; a small turtle; a snake; and a tarantula
The school pets were on the first floor of the two-story building
but the water on top was black," Hassell said
A week ago, Shaker Schools announced that Fernway kindergartners will be attending Onaway Elementary School this year
first-graders will be going to Boulevard Elementary School
and second- through fourth-graders will be taught at Woodbury Elementary School
Rider said she plans to visit "my kindergartners" at least once a week
and stop in and see Fernway's first-graders regularly
Other teachers and staff plan to hold regular get-togethers with the dispersed Fernway students to keep the family feel that the school has always had
"It stings not being able to stay together," Konopinski said
"But we're going to have assemblies throughout the year and we'll keep seeing each other

sunshine greeted the students of Woodbury Elementary School Thursday afternoon as they officially welcomed -- with ceremony -- their new second- through fourth-grade schoolmates from Fernway Elementary
About 315 students from grades two though six stood outside Woodbury School
to hear comments from principals and for a flag-raising ceremony
The flag-raising ceremony is a tradition at the start of each school year at the Shaker district's elementary schools
because the second- through fourth-grade students from Fernway are here
and because 2018 marks the 100th anniversary for Woodbury School," said the district's Executive Director of Communications Scott Stephens
The Fernway School roof was destroyed by a July 9 fire
forcing the Shaker Heights School District to come up with a plan to place the kindergarten through fourth-grade students that attended that school into new learning environments
The three classes each of Fernway second- through fourth-graders were assigned to Woodbury School
to join the fifth- and sixth-graders there
Fernway's kindergartners are now being taught at Onaway Elementary School
and first-graders at Boulevard Elementary School
Members of the Woodbury School Student Council welcomed Fernway students with the message '#FernburyUnited.'
Both Onaway and Boulevard are in close proximity to Woodbury
which Stephens said makes it easier for parents of students attending classes in more than one of the involved buildings to drop off and pick up their children at school

With the fifth- and sixth-graders standing outside
the Fernway students were applauded as they were introduced and walked outside from the school's main entrance
A small band made up of music department teachers performed an instrumental version of the "Mickey Mouse Club March" as the approximately 190 young students emerged from the building
Woodbury Principal Danny Young welcomed the new students and thanked the school's custodial staff for the work they did on short notice to prepare the building for its new students
and the staff for the extra work they've had to do
Shaker school officials made it their goal to ensure that Fernway students were in classrooms on Aug
the day all of the district's schools opened
"Whatever we can do to be of assistance
Stephens said Fernway Principal Chris Hayward will have an office in Woodbury School
and will "bounce around" to Onaway and Boulevard schools to make sure he stays in contact with Fernway students in those buildings

"We are now truly 'Fernbury' students."
Members of the Woodbury School Student Council extended a welcome to their younger schoolmates by holding up letters that spelled out "#FernburyUnited."
Hayward noted that the Woodbury building at one time served as Shaker Heights High School
He said this was the first time it was welcoming such young students to its halls
The brief ceremony also included the playing of the national anthem and the Pledge of Allegiance
the music department welcomed students by playing as the students entered the building
and some of the students are a little anxious," said second-grade teacher Matt Zucca
so it's going to take some time to get used to it
but we believe it will be a successful year."

"I think it's important that the administration know how much we appreciate what they've done," Stuart said
"They've done all they could to keep us informed with every step during the transition
"The custodians had to do so much work and they were able to make this all happen
We're very appreciative of what they've all done."

Neighbors stood staring and reminiscing yesterday in yards surrounding Fernway as fire crews worked to make sure the fire that started Tuesday morning wasn't still smoldering
kids who walked to school in packs and swarmed the playground when the weather was nice
"I was gardening one day and some teacher told her kids
she is gardening and we're learning about flowers!' And I said

There were plenty of laughs and a few tears as the hoses were wrapped and the Fernway stopped smoldering but kept dripping
That's how it is all around Shaker -- schools and neighborhoods woven together
but he married a Fernway girl and bought a Fernway house
"The number of lives that building has touched," he said

Wozniak was preparing to pick up his 7-year-old and wasn't relishing the conversation they'd be forced to have
"He had the same first grade teacher my wife had
when he explains that it's lucky school was not in session

Neighbors worried about the extent of damage

Ohio -- With a temporary roof set for installation on Fernway Elementary School by month's end
the Shaker Heights Board of Education heard proposals Aug
16 from architects about the prospect of rebuilding the fire-damaged school
the school district administration continued to work out the logistics of moving more than 300 students into three other buildings
as classes were set to resume Wednesday (Aug
"The board invited the bids to help us assess whether Fernway can be rebuilt," district spokesman Scott Stephens said Monday
"This was basically a commitment to rebuild
based on structural feasibility and cost."
The community is still recovering from the July 10 fire that started on the roof
although it took about 300,000 gallons of water to do so
we will have a temporary roof on by the end of the month or so," Stephens said
And that roof is designed so that a permanent one can be placed on top of it
saving additional time and expense," Stephens added
It remains likely that the displaced Fernway students will be spared any further moves from their temporary classrooms during this school year
"We believe this shared-space plan is for the duration of the year," Interim Superintendent Stephen Wilkins said earlier
"It's best to keep it settled so kids don't have to make another transition."
Under that plan
Fernway kindergartners will attend Onaway Elementary
with first-graders going to Boulevard and grades 2-4 and special education students having their classes at Woodbury
Fernway Principal Chris Hayward will also be assigned to Woodbury
although he will be keeping regular tabs on the other buildings
In addition to gaining city approval for the temporary roof and ordering the materials
custodial crews began delivering furniture to the temporary Fernway classrooms at Boulevard
Hayward said that transportation will be provided to all Fernway students to prevent them from having to cross any busy streets
District employees will be on each school bus to assist students who haven't ridden them before
On the request for proposals from architects
Stephens said Monday that the district should be selecting one soon
"We are hopeful this architectural and engineering help will allow us all to gain a better understanding of the scope of the project and the time and cost involved in rebuilding the school," an Aug
That press release also noted that the district had already hired a public adjuster and insurance counsel "to help us successfully sort through the complex insurance settlement process."
Attorney Bob Rutter explained to the board late last month that the district's $11 million-plus policy looks "perfectly adequate."
The package includes $9 million for building damage
as well as limited additional coverage for debris removal and $1 million for "extra" expenses
There is also additional building and computer coverage
Shaker School Treasurer Bryan Christman said last month that the insurance company had already given the district a $975,000 advance
Shaker Heights Fire Chief Patrick Sweeney said Tuesday that the investigation is wrapping up and that further information on cause and origin could be released soon
The issue of damage totals -- structure and contents -- have already been taken over by the district's insurance carrier
The school board also publicly thanked its disaster recovery team for responding with tireless efforts to clean up and stabilize the building."Finally, our heartfelt thanks go out to the district admin team, the mayor, other city officials, neighboring school districts, alumni and friends," the press release added. "I'm not sure if we can have a plan in place by then
but we will discuss options," schools spokesman Scott Stephens said
"We are still waiting for fire and insurance investigators before we can make a logical decision on the building."
In an update given at Tuesday's (July 17) regular school board meeting
district officials said they hoped to make a decision on a temporary location by Aug
"Once the building is reasonably cleaned and aired out
they will put on a temporary roof to protect the inside," Stephens said

and we have to be real methodical and detailed in the process."
The fire was believed to have started in the third-story attic and was not considered to be suspicious in nature
"We can't guess at next steps yet
in terms of the building itself," Wilkins said Tuesday
"We must follow a process of review and due diligence."
"before we can make plans to restore the building -- and this will take time"
-- Focusing on getting Fernway back "up and running and getting the staff back to teaching and focusing on student learning," Wilkins added
Workers were performing maintenance on the roof at the time of the fire, which was reported shortly after 11 a.m. July 10
with several employees inside the building also being evacuated safely
but the bones of this building are extremely sound," Sweeney said of the school that dates back to the late 1920s
The school district has had a disaster recovery crew on site around the clock
They were working into Tuesday to dry out whatever additional water had fallen in during the previous night's rains.Damage from Monday night's rains did not appear to be significant
with some buckets needing to be placed in stairwells and classrooms
Tuesday's school district update noted that
insurance and roofing-vendor investigators "closes with agreement
the roof should be released to the district for repair and a temporary roof installation."
In addition to the school board thanking the firefighters
disaster recovery contractor Bill Mangelluzzi said his team has been getting out "as much salvageable furniture as possible
"The gym and library held up really well
because they are under a different roof system," Mangelluzzi told the school board
"A lot of the books in there are salvageable."
Staging areas have also been set up in the parking lots
where a large red container holds 600 student chairs
"A green container is halfway full of student desks," Mangelluzzi added
"There was a lot of furniture in the hallways
and the majority of those items were salvageable."
There is also a trailer designated for "total loss" items
which the district can't dispose of until they are catalogued and assigned a value
More than 300 children are enrolled at Fernway
many of them walking to school from the surrounding neighborhood
Mayor David Weiss also attended Tuesday's board meeting
and said that it was heartwarming to watch the entire community come together to support Fernway
The City Building Inspection Department referred all questions about Fernway's structural integrity and soundness to Law Director William Ondrey Gruber
who said that the city is being "inundated" with questions from the community
but that everything is still under evaluation
"We want to do everything we can to keep Fernway whole," Wilkins added
We're working 24/7 to ensure we're ready and prepared for all of our schools to open successfully."

The concern about the roof prompted firefighters to take a defensive position
Instead of sending firefighters inside the smoldering structure
crews were forced to rely on their ladder trucks to attack the fire from the air
The cause of the fire remains under investigation
teachers and students gathered near the school while firefighters worked to extinguish the blaze
It’s just a lot of sadness right now," Zucca said
“[The school is] a member of the community
It’s a building but it’s more than that because of what it’s meant to the community and the people here."
The building will be closed until further notice
As for what will happen to the more than 300 students that attend school at Fernway
district officials said they are still trying to determine what accommodations will have to be made for the upcoming school year

the almost 60-year-old building is one of the oldest in the district and is in desperate need of more space for pre-school through fifth grade
In order to access the money from the district's cash reserves
residents will need to approve a referendum on the upcoming primary ballot
The cash reserves are already available and will not affect voter's property taxes
there are just over one year's worth of reserve funds the school has accumulated
After the project takes an estimated $34 million
the school will still have six months worth of "rainy day funds."
According to a May meeting held with parents of the district
the new school will be about 83,000 square feet
With new apartment buildings being built along nearby 94th Avenue
district Superintendent Michael Byrne said officials need to prepare for an influx of students
"We want to make sure we spend our reserve funds time to time because it's prudent and fiscally responsible for the taxpayers," Byrne said
when all the schools in the district are equivalent."
Other plans considered by the district included adding onto the existing building and remodeling the building to expand class space
Both options would disrupt classes and extracurriculars
the district would begin construction in 2023 and have the new school ready for the following school year
