Plans to convert a transmission line right-of-way in Florence-Firestone into a public park moves one step closer to reality
following a vote taken by the Los Angeles County Board of Supervisors
On January 21, the board voted to allocate an additional $1.6 million in funding to the 92nd Street Linear Park Project
which would convert space below power lines between Graham Avenue and Fir Avenue into public open space
The money comes from excess funds available to the Second Supervisorial District
and supplements $7.8 million in California State Proposition 68 money
and $1 million from the Rivers and Mountains Conservancy
The total cost of the project is $10.8 million
The park, per a landing page on the California State Parks website
The stretch between Graham and Fir accounts for approximately five acres of land
Park space on the transmission line corridor will dead end on the west at the right-of-way of Metro's A Line
which has a station a few blocks to the north at Firestone Boulevard
Los Angeles County is not the first government entity to make use of the 92nd Street transmission right-of-way for park space
The nearby City of South Gate has also used the corridor to create a linear park between Alameda Street and Long Beach Boulevard

A man was struck and killed by a wrong-way
hit-and-run driver while riding his bike on a South LA sidewalk early Thursday morning
when an unknown driver jumped the curb on the opposite side of the roadway
My News LA places the location at 7927 Alameda.
Video from Fox-11 shows the victim’s blurred body lying on the sidewalk
There’s no description of the suspect vehicle at this time
it suggests they may have lost control at high rate of speed
or while driving distracted or under the influence
Or that the crash may have been intentional
This is at least the 35th bicycling fatality in Southern California this year
and the tenth that I’m aware of in Los Angeles County
Thirteen of those SoCal deaths have come at the hands of heartless cowards who didn’t have the basic human decency to stick around afterward
Update: The victim has been identified as 37-year old Julio Castellon
while the location has been corrected to be the Florence-Graham neighborhood of South LA
My deepest sympathy and prayers for Julio Castellon and all his loved ones

Florence-Firestone in unincorporated Los Angeles County is one of the most historic neighborhoods in Southern California
Letters spotlights the history of Florence-Firestone and a cadre of its local residents and stakeholders who are working tirelessly to improve the community that they love so much
The history of the area starts in the late 19th Century when the Southern Pacific and Pacific Electric railroads had stops along Florence and Graham streets
The district was originally called Florence-Graham
and it has always had a high density of housing because of the adjacent manufacturing core
the County rebranded it Florence-Firestone in reference to Florence Avenue and Firestone Boulevard
the two major east-west thoroughfares that bisect the community
Located six miles south of Downtown Los Angeles
the neighborhood is 3.5 square miles and is surrounded by Huntington Park
It is often lumped in with South Central Los Angeles
but it is unincorporated Los Angeles County and not officially part of the City of Los Angeles
but generally speaking the northern border is Slauson
and the southern boundary is Century and the neighborhood of Watts
Within the district is an eclectic mix of commercial
This can especially be seen on streets like Compton Avenue
where storefront churches are next door to small houses
Another fascinating point about the district
"California's zip codes run the ninety-thousands," he says
"Florence-Firestone's zip codes are 90001 and 90002
The statewide zip codes BEGIN in Florence-Firestone
Yet somehow historians have overlooked the Florence-Firestone community."
The population of Florence-Firestone has always been diverse
it was European settlers in the late 19th and early 20th Centuries
and then African Americans came in the early 20th Century
particularly because of the area's proximity to Central Avenue and Watts
Mexican immigrants soon joined the black population
and by the late 20th Century Latinos from Central and South America started arriving
Florence-Firestone has always served as an origination point for new arrivals to Southern California
The massive Goodyear Tire and Rubber Company factory
formerly located on Central between Gage and Florence
was a key factor in the area's growing population during the early 20th Century
In its heyday over 2,500 employees worked there and operations ran 24 hours a day
Goodyear even built a small residential tract for its employees early on
A portion of the area was dubbed the Wingfoot Industrial District
The former Goodyear site is now operated by the United States Postal Service
It is a giant parcel of land that at one point in time even had enough space for a hangar for the earliest versions of the Goodyear Blimp
Less than two miles southeast of the former Goodyear plant at Alameda and Firestone is the equally massive former plant for Firestone tires
this plant was located adjacent to Alameda during the days when the street was like a Berlin Wall in relationship to the restrictive housing covenants in place in Southern California from the early 20th Century
into areas like South Gate and Huntington Park
were white neighborhoods considered off limits to people of color for much of the 20th Century until these covenants were declared unconstitutional in 1948
Firestone Boulevard's name changes to Manchester a mile west of the former Firestone plant at Central Avenue when it enters the city of Los Angeles
These two large industrial hubs were not the only industrial sites in the area; there were dozens of other assembly plants and factories within a few mile radius
there are numerous auto dismantling shops and other small industrial sites on Alameda heading south into Watts
The housing stock in Florence-Firestone has always been dense
and occasional ranch houses and Victorians to accommodate the working man
Though many of the first residents were working-class whites
there were many European immigrants and by the time of the Second World War
large numbers of African-Americans called the area home
The story of the neighborhood's eventual decline is by now a familiar story that applies to not only South Los Angeles
and other parts of the former manufacturing core
The slow decline began with the closing of many of the local factories during the 1960s and '70s
and the slow disinvestment of the area following both the 1965 Watts Uprisings and the 1992 Rodney King Uprisings
The newly launched site now features video interviews with eight individuals deeply engaged in improving the Florence-Firestone community
Their commitment to improve their neighborhood was truly inspiring
In his video interview he spoke about how his best friend while growing up was a Mexican-American and that during his day
black and brown residents got along very well
Shortly after he moved back into the house his parents had bought in 1954
These events led him to visit the local Sheriff's station at Compton Avenue and Nadeau Street
and he was told about the Florence-Firestone Community Leaders organization
He's been a key member of the group from this day on
At the launch event for "Everyday Heroes," Allen briefly spoke before the crowd about his participation in the group and his deep love for Florence-Firestone
The Florence-Firestone Community Leaders is a diverse group of residents from the area that includes homeowners
They meet every second Wednesday of the month at Washington Park at 6:30 p.m
Aldridge notes in his interview that they all get along very well and he hopes to transfer this camaraderie across the district
it was equally black and Latino; now it is over 85% percent Latino and about 15% black
One local resident who was at the event is 87-year-old Joseph Jacob Titus
Titus is a Caucasian man that has lived his entire life in Florence-Firestone
His father was a contractor that built apartment houses on 59th
Titus told me that though his father had been quite wealthy during the '20s
Titus went to Edison Junior High and Fremont High School
He remains a walking encyclopedia of local history and he told me several anecdotes about his long life in Florence-Firestone
Titus said that there were so many fires at Goodyear Tire Company in his youth that Goodyear had its own Fire Department
He also spoke about the high level of toxic chemicals that were in the area because of all the factories
He reminisced about the Pacific Electric Streetcar and told me
"The deaths we have had on the Blue Line are in the same places they were back in the days of the Red Car
History repeats itself." Titus also told me about the long-gone Gentry Theater that was at 66th and Compton Avenue
and about how one of the first Carl's Junior that ever opened was on Florence and Central
Titus has seen the neighborhood through all of its ups and downs
He told me that for a time over two decades ago there were "20 dope dealers 24 hours a day," standing outside on his street
He said that sometimes he would find drugs that dealers would hide in his mailbox
Following a drive-by shooting next to his house in 1993
the sheriffs slowly began to clean up his street
They made it a one-way road and now he tells me it is much safer
Titus told me that he did not become involved in local community issues until the late 1980s
and it was the desperate nature of the times that pulled him in
He has collaborated with the Florence-Firestone Community Leaders and is well-known by the stakeholders as the District's elder statesman
his sister Mary Rose Cortese has also moved back to the area and works closely with him around the community
he was warmly greeted by other longtime residents like William Allen
I took a drive around Florence-Firestone with Jonathan P
He drove me down Slauson and showed me the old concrete platforms that remained on the street from when the Pacific Electric Streetcar was there
He drove me past a new pocket park on Gage
He also showed me where the first Sheriff's Station once was at Firestone Park near Nadeau and Compton Avenue
The building remains there but it is now the Sheriffs Youth Activity League
Bell is excited to be taking over as the new incoming volunteer project manager for the Florence-Firestone "Everyday Heroes," project because the former project manager Angel Nicolas has now become the Community Library Manager in Lynwood
There are many more residents and community leaders narratives that Bell intends to film and record
Bell is the perfect man for this job because he's been working in the area for over a decade now and he's well acquainted with local residents and business owners.Bell and other community leaders like William Allen
and Arthur Jones are firmly committed to improving the conditions of Florence-Firestone
The area has come a long way over the last century and has dramatically improved in the last decade because of their efforts
Salute to these everyday heroes and to Florence-Firestone for being a historic and vibrant district in the landscape of L.A

When someone rings the doorbell at Abbeyfield House in Saskatoon — a sprawling bungalow just steps from the South Saskatchewan riverbank — Florence Graham is often the one who greets them
The 79-year-old spends so much time at the communal 11-room home for independent-living seniors that you’d think she’s a resident
is definitely the “face of the place” (she even has a room named after her)
and her husband Walter likes to joke that it’s her future home

“I don’t think I’d be able to live here because I would have to be willing to sit back
Graham volunteers as the house manager — a paid
live-in position that Abbeyfield Saskatoon has struggled to fill
The unique living concept for seniors who can take care of themselves
started in the United Kingdom and runs almost completely on volunteers
Graham has been with Abbeyfield Saskatoon since its 2005 opening in the Holiday Park neighbourhood
She was the president for six years and is currently the treasurer
She also served six years on the Abbeyfield Canada board
Graham’s been involved in almost every operational capacity
says Abbeyfield Prince Albert president Sylvia Gent
She nominated Graham for the Abbeyfield Canada volunteer award
and says Abbeyfield Saskatoon would not have flourished without her
She’s the first person that people go to to solve a problem or get a job done
Her involvement with residents who need some attention or a caring ear — she does that,” Gent said
The “Florence Graham Room” is a windowed sunroom with a piano and comfy
Graham’s Abbeyfield Canada award is on a small wooden table
it will be accompanied by a framed certificate: Graham was selected out of volunteers from six countries for the 2019 Abbeyfield International Volunteer Award
which was announced in October during a conference in England
“She is well-loved by the residents and their families and has been instrumental in particular in bringing more volunteers to the organisation,” Abbeyfield UK wrote in a news release
Graham says she loves being around the seniors
which is evident in her tender affection toward 96-year-old Jean Macpherson
They grasp hands in Macpherson’s room as Graham talks about Macpherson’s massive collection of elephant figurines and gently reminds her to wear her leg brace

“It’s almost like a mother-daughter relationship,” Graham later explains
an Abbeyfield Prince Albert volunteer and subsequent resident
inspired Graham to volunteer on what she describes as a “working board.” Walter says his wife’s giving nature is hereditary
Gent believes people like Graham are becoming anomalies in a society that is often “too busy” to volunteer
“She obviously values and loves her family a lot
but there’s been plenty of times when she has rushed down to Abbeyfield for some sort of crisis or emergency or worked endless hours at organizing things.”
Graham lived in various small towns as a child before finishing high school in Prince Albert
The couple attended teacher’s college together
with Graham specializing in early childhood education
her eyes well up with tears when she talks about teaching preschool in the ’70s and ’80s
Graham was asked to set up a preschool in a church basement
The program was based on her core philosophies of experimentation and exploration
experimenting with paint colours and planting wheat in a sandbox
when Graham was headhunted to teach at a preschool for hearing impaired children out of Brunskill School
She didn’t have any special training pertaining to hearing impairments; it was her attitude and teaching philosophy that the parents loved
‘She never once talked about our deaf children
She talked about our children who would be able to do this
She went on to have a 40-year career that included a yearlong teaching exchange in Eagle River
Graham remembers coming back from a presentation and finding a five-year-old student alone in her classroom
hugged Graham and asked where she had been
She thought Graham had gone back to Canada
“When I was invited to go back to the Grade 12 graduation
I got to talk to some of the kids and she was one of the first ones that came up to me
and I reminded her of the incident and she said ‘Yes
“That’s the kind of thing that made the teaching so special for me.”
Graham found another way to care for children when she started the adoption process in 1972
she and Walter brought home a four-day-old boy
“I have to admit I didn’t answer the telephone for the next 30 days because I was sure that the parents had changed their minds,” Graham says
submitted a letter about why his mom should be nominated for Saskatoon’s Citizen of the Year
Not only does she possess a tireless effort and willingness to help others
but she also has an outstanding compassion for children
whom she can really connect with,” Tyrone wrote
Florence was named CTV’s 2003 Citizen of the Year
The award is also on the wooden table in the Florence Graham Room
recognizing her extensive work with HOPE Cancer Help Centre
she helped expand the cancer support group under the HOPE Centre umbrella
opening a drop-in centre in 2001 and volunteering as a facilitator until 2005
She participated in drug studies and attended five world breast cancer conferences
She learned the importance of asking questions
attending medical meetings and engaging in her treatment
then passed the message on to her support groups
“All you have to do is tell me what you are going to be talking about
It’s my job to find out what it means,” Graham says
Walter says his wife has always been the type to take charge
Graham says Walter is incredibly patient and supportive of her busy lifestyle
“It’s not hard to support her,” Walter laughs
He says Graham has always encouraged and motivated him to pursue music
something the entire family is deeply passionate about
“She’s got a beautiful voice,” Walter says
“It’s what you would call a quiet but pure voice.”
she became known for having a bear theme in her classrooms
she spotted a handmade bear named “Bernice” at a craft show
and Bernice was under the tree on Christmas Day
Graham was surprised with a papa and baby bear at her retirement in 1999
Walter guesses he’s bought or given his wife around 70 bears
supported adults with cancer and advocated for seniors
She says her goal for the future is to slow down and spend more time with her husband and son at their Emma Lake cabin
“She’d go bananas if she couldn’t be doing something
you have to start stepping away,’ ” Graham says about her involvement with Abbeyfield
She wants to ensure someone will take over the day-to-day operations of her second home

(WPDE) — The House of Hope of the Pee Dee announced Friday plans to open and operate the Courtney McGinnis Graham Community Shelter on South Church Street in Florence
Graham was a tireless advocate for the homeless and passed away suddenly last June
Graham started a program to help children and homeless families in the Pee Dee
emergency shelter for the homeless in and around the City of Florence
Funding and other resources for the new shelter are being provided by a broad array of community partners including the Drs
A generous anonymous donation of $350,000 kicked off the project
More than $550,000 has been pledged to fund the initial purchase
to pay for reconfiguration of the space and to provide a beginning operational reserve
The Community Shelter will be the largest single facility dedicated to serving the homeless in the Florence area
House of Hope leaders say it fills a long-standing community need
"Homelessness is an issue that affects hundreds
if not thousands of people in our community every day
"The Florence community has many fine ministries that have battled against this blight
but the Community Shelter fills what has been a major void in that fight
namely the need to house a significant number of homeless individuals on a nightly basis
We're looking forward to getting our doors open and bringing some of our brothers and sisters in out of the elements."
The shelter is designed to provide emergency
women and families seeking temporary shelter
and five much-needed rooms for families at the new shelter
The shelter will also connect individuals to agencies and support in town to help homeless individuals find a path to security
The House of Hope takes on this endeavor with the support and confidence of the Courtney McGinnis Graham family
and other organizations that join them in serving the homeless
The Community Shelter will be located at the site of a former Circle Park Male Recovery group home
The main shelter building is about 6,000 square feet

A Florence prison doctor who improperly prescribed testosterone and other muscle-building hormones that posed a medical risk to patients has been placed on probation by a state licensing board
Graham on probation for three years and required he complete medical-education courses on ethics and record-keeping
according to the board's February order.
has been sanctioned by the medical board for his prescribing of controlled substances since 2003
who works as a doctor at the privately operated Florence Correctional Center
told the Arizona Medical Board that he never prescribed testosterone or other hormones to prisoners
he wrote prescriptions to his friends at a fight gym that included cages and mats
he testified during an investigative hearing last November
"They are either my coaches or training partners. It was a fight gym," said Graham
who testified that the gym has since closed and he ceased prescribing hormone therapies.
The medical board determined that he improperly prescribed to seven men various hormones such as testosterone
The medical board said the male patients had not been diagnosed by Graham and did not have documented low testosterone
outside medical records and incomplete lab results
He was missing consent forms on two of seven patients
board members described Graham's therapies as concerning given the type of medications and potential for harm.
The board said possible side effects of Graham's prescribed hormone therapies included abnormal rages
hypertension, increased cancer risk and testicular atrophy
who could not be reached by The Arizona Republic
said that his prison employer had policies that prevented the prescription of hormone therapies to inmates in most cases
He noted that the prison is regulated by three federal agencies
Marshals Service and Immigration and Customs Enforcement
which operates Florence Correctional Center
said that Graham was placed on administrative leave while the company investigated the medical board's findings.
"It was determined that order allows him to continue with his current employer in any manner deemed appropriate and Dr
Graham is free to return to work in a direct patient care role," said Amanda Sluss Gilchrist
Graham formerly worked as a medical director for Life X MD
a hormone clinic with locations in Scottsdale; Bloomfield Hills
Graham told the medical board that he no longer works at Life X
and that he worked at the Florence prison and prescribed hormone treatments for his gym friends and acquaintances
the medical board put Graham on probation after determining he improperly prescribed drugs through an internet site
He would interview website patients over the phone but not physically examine the patients
He would then email a prescription to Prescribus.com
which would be sent to a pharmacy to be filled and shipped to the customer
Graham was paid $20 to $25 for each telephone consultation
A Mesa pharmacy used by Prescribus.com filled more than 10,000 prescriptions based on the telephone consultations
but Graham testified that figure represented medication ordered by all Prescribus.com doctors and that he was responsible for a portion of those prescriptions.
Graham agreed in 2003 to surrender his Idaho Board of Medicine medical license and a certificate that allowed him to prescribe controlled substances in that state
He was born in Syracuse and lived most of his life in Fulton
He also liked to go to the races at the Oswego Speedway
