Three education bonds were on Saturday’s ballot for Bexar County voters
Voters across Bexar County were eligible to vote in the Alamo Colleges District bond election
and a wide majority gave their approval for the community college system’s nearly $1 billion bond
The Alamo Colleges plans to use the $987 million bond to support rapid expected enrollment growth and expand programming with a focus on workforce development. The bond will pay for the construction or renovation of 15 buildings
including buildings at four new locations: Port San Antonio
and a new training center north of Loop 1604
The Alamo Colleges District last went out for a bond election in 2017
The second time appears to be the charm for the East Central Independent School District
After voters struck down four ballot propositions in November 2024
East Central ISD tried again with a trimmed down proposal this election
A majority of East Central’s voters gave their support for the district’s $309 million bond to address enrollment growth
East Central plans to use the funding to build a second high school and two new elementary schools
Its previous bond proposal was $360 million and also included a voter-approved tax rate increase and funding for a stadium and athletic facilities at East Central High School
District officials said that if new schools aren’t built by 2027
multiple campuses will be over capacity by thousands of students
East Central estimates the property tax bill of a home worth $280,000 will go up about $157 a year starting in 2027 due to the bond
Voters in the Floresville Independent School District
asked voters to approve a $95 million bond to support enrollment growth
But more than 70% of the district’s voters said no
Floresville ISD’s footprint extends slightly into Bexar County
but the district is primarily located in Wilson County
The district wanted to use the funding to build a new intermediate school and make additional repairs and expansions
District officials said adding a campus for fifth and sixth grade will alleviate overcrowding at the elementary schools and the middle school

The City of Floresville said the alligator was spotted on Thursday at River Park near the canoe launch area
Texas Game Wardens have been informed about the discovery
The city recommends that those in the River Park area exercise extreme caution and avoid interacting with or feeding the alligator
then it’s a warning that the person is too close
“Never make the mistake of thinking that an alligator is slow and lethargic
Alligators are extremely quick and agile and will defend themselves when cornered,” TPWD states on their website
Alligators are active in the spring and summer seasons as they move to breed and find new habitats
“American alligators normally avoid humans
but American alligators can become perceived as a nuisance when they establish territories around people,” TPWD’s website states
“As human populations in Texas continue to expand
there have been an increased number of encounters between people and alligators.”

TX - Residents of a rural Floresville neighborhood are having a problem that's pretty hard to miss
others said it stains their clothes -- all of them said this issue has been going on for years and they just want answers
These are the concerns of most people living in the Arrowhead neighborhood of Floresville
They said they've been on a rollercoaster with their water service company Central States Water Resources
I have the water obviously in my face and I just get this
That's not normal," said Laura Koog
"The tone initially started off with 'Hope we can work this out
hope the water quality improves,'" said Carrie Wilcoxson
On top of the water's color and smell
some people in the neighborhood got a letter in their mailboxes on Sept
25 letting them know the water tested positive for E
Though the letter said the bacteria should be fixed by the 24th
the neighborhood hasn't received confirmation it's gone
"What do I do with my six kids when I have them drinking water and bathing in water that I don't know what the contaminate levels are," said Jason Knighton
We reached out to CSWR for that very answer
officials with the company said in part quote:
"All disinfection equipment at the Arrowhead water system is fully operational and has been running effectively
We continually monitor the system to ensure the water remains safe for use."
But the homeowners said they're calling the company's bluff
"I will get you a cold glass of water
and I would love for you to come to my table and sit and drink it," Knighton said
Residents have also reached out to state Senator Judith Zaffirini's office
she said the issues in Floresville are 'alarming'
She added that her office is working with the Texas Commission on Environmental Quality (TCEQ) to get to the bottom of it

Texas – The Floresville Independent School District Board of Trustees voted unanimously on Monday in favor of implementing a hybrid four-day school week for the 2025-2026 school year
The hybrid calendar includes five-day weeks from the start of the school year until Oct
when the four-day weeks begin through remainder of the year
During the 18 non-holiday Fridays that school is off
childcare for pre-K through fifth grade students will be provided
The adjusted calendar is intended to improve teacher retention and maintain strong student attendance, according to an FAQ on the district website
Switching to a four-day school week is a growing trend among Texas school districts
including nearby Bandera ISD and La Vernia ISD
a survey was sent out to the Floresville community for opinions on the proposal
Overall results revealed that 68% of people were in support of the calendar change

Texas – The Floresville Independent School District has taken a big step toward shorter school weeks
The district school board approved plans Monday night that cleared the way for the adoption of a hybrid calendar
a communications specialist for Floresville ISD
said the plan would go into effect later this calendar year
Martinez said it would involve starting the new school year with five-day school weeks before moving to four-day weeks later in the semester
“We do believe that a hybrid calendar will boost student attendance and
also boost student performance,” Martinez said
“We are really looking at this option as a recruiting tool because we do want to attract and retain quality teachers.”
Martinez said some of the details still need to be worked out
such as when the school year will begin and when it will end
She said the school board would vote on that in a meeting in March
The opportunity to provide childcare and meals to students on the extra day off is in the talking stages
Although students would spend one fewer day in the classroom
Martinez said the school days that are in session would be anywhere from five to 10 minutes longer in length
a retired teacher with grandchildren in Floresville
said she doesn’t think a hybrid calendar is a good idea
“That’s just more time to either get in trouble or waste time.”
However, Nathan and Brie Smith have a different outlook. Their children attend school in La Vernia ISD
“It’s the day that we can jam-pack with allergy appointments and pageant practices.”
said learning doesn’t stop for their children when they are out of the classroom
Nathan Smith said the family practices what he described as “world school,” learning from what is around them
They don’t have time to goof off,” Nathan said
Martinez said the hybrid calendar plan was approved in Floresville after months of discussion and public input

Texas – A 30-day report from the Texas Railroad Commission on the gas line explosion in Floresville highlighted what led to the incident on July 16
which occurred in the 1600 block of H Street
resulted from a series of oversights prior to
a contractor installing telecommunications conduit for Rise Broadband
The report showed the total property damage cost was $517,016
The incident began when CenterPoint Energy responded to a report of a gas odor at 1705 10th St
Although no gas leak was detected on the property
the technician noticed an odor and expanded the search to nearby areas
A contract locator representative informed the technician of potential damage to CenterPoint Energy’s gas line on H Street caused by 4C Unlimited around 11:45 a.m.
It was later revealed that 4C Unlimited did not report this possible damage to CenterPoint Energy
The technician discovered gas venting from the ground at several locations along H Street and identified gas blowing from the sewer lateral at 1601 H St
This prompted considerations for evacuations east of 1601 H St.
in the direction of the suspected bore path
and additional resources from CenterPoint Energy were called in to manage the situation
CenterPoint Energy personnel were on-site to assess the extent of the leak and vent gas from the sewer system and ensure evacuations on H Street
the Floresville Fire Department had already evacuated the affected structures
While excavating at the isolation point at 2 p.m.
The report said the construction crew quickly continued their efforts and squeezed off the 2-inch plastic main at 2:05 p.m
The report concluded that the contract locator not affiliated with 4C had incorrectly marked the location of the 2-inch plastic main
which 4C Unlimited had damaged in multiple locations during their excavation

according to the Texas Department of Public Safety
DPS said the collision happened around 6:30 a.m
The crash happened when a Ford F-250 was traveling east on State Highway 97 and turned in front of a 2019 Yamaha motorcycle traveling west
according to the Wilson County Sheriff’s Office
Drivers should avoid the area and expect delays
The eastbound and westbound lanes of State Highway 97 will be alternating as the Texas Department of Transportation and DPS will assist traffic control at the scene

Texas – The Floresville City Council voted 3-2 on Thursday in favor of terminating its city manager
Floresville City Manager Andy Joslin has been accused of allegedly misusing city funds
Councilwoman Beatrice Marroquin raised concerns about Joslin’s handling of city funds
particularly regarding elaborate employee parties
She cited a 2023 Christmas party and an end-of-year event for the 2024 fiscal year
Marroquin said the $10,331 significantly exceeded the $7,142 for employee appreciation expenses
“These luncheons and these gifts should not come from city funds,” Marroquin said during the Thursday meeting
Marroquin criticized the extravagance of the events
noting that they included high-end gifts such as big-screen TVs
ice chests and numerous Bath and Body Works products
She also said one gift card alone was valued at $300
claiming that Marroquin was aware of the purchases
adding that it had always been done that way
“Never did I know that was coming out of public funds,” Marroquin said in response to Joslin
Marroquin cited issues with Joslin’s performance
improper implementation of city policies and failure to follow proper hiring procedures
She also expressed concerns about unposted job positions and workers who were untrained for their roles
and a lot of the workers that are promoted are not trained and not educated for the positions,” Marroquin said
not all city council members agreed with her assessment of Joslin’s tenure
One council member praised him for bringing the city back from a deficit to a surplus since he took office in 2019
maintained that he had fulfilled his duties
Marroquin said she asked the Texas Rangers’ Public Corruption Unit to investigate his spending
raising questions about the extent of the alleged misuse of funds over the years

FLORESVILLE, Texas — Leaders with Floresville Independent School District (ISD) have voted on a proposal to transition to a four-day school week after months of discussions.
The district announced on Monday that it will transition to a four-day school week, an initiative that has seen much debate and a large amount of support.
"Our Board of Trustees approved a hybrid calendar, with 5-day weeks during the 1st and 3rd grading periods (the beginning of each semester) and 4-day weeks during the 2nd and 4th grading periods," said Blanca Martinez, Communication Specialist for Floresville ISD. "Students' days were reduced to 164 from the current 169. Teacher days were reduced to 178 from the current 187."
A survey conducted earlier this year showed that nearly 70 percent of people asked supported the change.
"The primary reasons the district favored a shorter school week are to retain and attract quality teachers and staff and provide quality instruction for students, boost student well-being, and maintain strong student and staff attendance," said Floresville ISD.
Floresville is not the first district to consider this schedule adjustment. Bandera ISD and La Vernia have already implemented a four-day week.
Meanwhile, school leaders in San Marcos are also exploring the possibility of adopting a similar schedule.
Floresville ISD will enact change to a four-day hybrid school week for the 2025/2026 school year.
FLORESVILLE, TX - The battle for clean water in Floresville continues.
We first broke the story about one rural subdivision’s water issues two months ago. Those residents say there's no solution in sight.
Central States Water Resources, or CSWR customers in the Arrowhead subdivision are still fighting for clean, odorless water running inside their homes.
The water comes from the neighborhood well and, despite multiple complaints, they say nothing’s changing.
Dirty, smelly water has run through the pipes of homes in the Arrowhead neighborhood for months; they're ready for it to stop.
"My mother has dementia," Bruce Perkins said. "She can't really tell me that the water tastes bad. There are 45 homes out here that are trying to fight this company to make our water better."
We've told you about stained clothes, ruined filters, and even a positive e-coli test thanks to this water.
But Perkins is a well-traveled Air Force veteran, and he's never seen anything worse.
"31 years fighting for my country. Going all over this world. Some of these countries, third world countries -- I drank out of their tap," he explained. "That water was clearer than in my home."
Perkins and his wife tell us officials said there was a filter on the well, while Texas Commission on Environmental Quality, or TCEQ, officials stated in an email to the couple that the filter was removed.
We reached out to both of these organizations to clarify, though neither gave us a response.
"I came back home to find peace, and my state's trying to kill me," Perkins said. "I will fight until my last breath."
We also spoke to a crew who said they were contracted through CSWR leaving the site of the well.
They told us they were installing an electronic chlorine monitor.
But that it would not impact the water itself.
The main threats are large hail, damaging wind gusts, and heavy rains with an isolated tornado also possible.

Texas – Forty-five homes in a subdivision near Floresville
but they tell KSAT that for about two years now
the water quality has them afraid for their health
The well is in the Arrowhead subdivision and has been owned by Central States Water Resources (CSWR) since 2020
Neighbors like Carrie Wilcoxson said the frequent brown water in their homes began in early 2021
Wilcoxson said when her water is not discolored
Wilcoxson said there are no boiled water notices when the discoloration happens
but it’s safe to drink.’ I don’t care what they’re saying
That sediment is rusting our hot water heaters
So how can it be safe for our stomachs?” Wilcoxson said
but the water still ran slightly brownish green
“Somewhere around 20 to 25 gallons have already been flushed
“This is the best it’s been in several years.”
It was the same green-brown tint in the sink and even the toilet
which had yellow stains due to the sediment
“I cleaned this right before you came,” Wilcoxson said
Wilcoxson also wanted to know who was going to pay for the endless packs of water bottles she said she was forced to buy every week
pointing at her counter filled with water bottles
It’s not just Wilcoxson worried about drinking the water
“Everybody in this neighborhood is having to buy bottled water
“We got to the point where we just couldn’t afford to keep up with the bottled water,” said another resident
Jason and his wife Brandi Knighton have six children
They believe it’s more cost-efficient and safe to have a whole-house filtration system
“This is how the filter starts,” Jason Knighton said
“These filters should last at least six months and up to a year
but we are changing our filters now at least once a month.”

“The letterhead also stated that they would test the well in three days and they would let us know what the results were
And it took them nearly a month to get those results back to us,” Brandi Knighton said

CSWR sent out what they told KSAT was a community clarification notice
saying the water is “safe and free from any harmful contaminants.”
“We sampled the source water at the groundwater well — this is water before it undergoes our treatment and disinfection process

CSWR-Texas provided public notice to customers
and it took weeks for that next letter,” Wilcoxson said
That’s when the Knightons joined others in the neighborhood in asking CSWR more questions
many of which the staff members said they couldn’t answer
“Does our well have a filtration system on it
Versus ‘I’m not at liberty to disclose.’ That sounds like you’re hiding something,” Jason Knighton said
Jason Knighton said his father-in-law had asked to see water quality reports for years now but has still not received any
The neighbors created a private Facebook group years ago
where they now update each other on their water quality
we took a poll of whose water smelled like strong chlorine
which is about 70% of the neighborhood,” Wilcoxon said
The bills are also front and center of the neighborhood’s frustration
we started to see brown water and highly chlorinated water frequently
the water company CSDR applied to increase their rates
A lot of us showed up to protest that application for increased rates
but the quality of water never improved,” Wilcoxson said
And so you think maybe the quality of your water is going to go up or add filtration
but our water has gotten worse,” Brandi Knighton said

FLORESVILLE, Texas – More than three months after a gas line explosion rocked a neighborhood in Floresville
homeowners and city leaders are still waiting for answers regarding what went wrong and who should pay for the damage
which happened July 16 near H and Ninth Streets
ignited a fire inside one home and blew out windows on several others
The home that went up in flames was left in ruins
City leaders at the time said the explosion appeared to have been triggered by a crew who was digging underground
they enacted a ban on any future digging throughout the City of Floresville until the investigation had been completed
The Texas Railroad Commission has been conducting an investigation into the exact cause of the explosion
Part of the investigation includes determining who is financially responsible for the damage it caused
but I understand it’s got to be a thorough investigation,” said Monica Veliz
it is frustrating that she and other city leaders have no definitive answers to pass along to the homeowners who were impacted
She said she expected to have that information by now
“We have tried everything in our power that we can,” Veliz said
“We’ve reached out to our state representative now to try and obtain that (investigative) report.”

People who lived in them evacuated during the explosion and have not been able to return home since then
“It’s very disheartening,” said Aaron Gonzales
who lives around the corner from the ruins
and you would think it would’ve gotten resolved by now.”
Gonzales said although his wife is originally from Floresville
he and his family moved into their home only about a month ago
While he was not present during the explosion
Gonzales said he still feels the community’s loss
“I’ve not heard from (the homeowners) personally
“They had to literally pick up their lives and stay somewhere else in the meantime.”
Veliz said rather than waiting for the investigation to be complete before moving forward with repairs
homeowners do have the option of filing claims with their own insurance companies

Surveillance footage shows Estrada parking his white sedan next to Samaniego’s truck
The footage then shows when Estrada was shot and the truck drove away
Samaniego told authorities that his friend “Money,” who was sitting in the passenger seat, was the one who pulled the trigger, the affidavit said
Samaniego told officials he dropped off “Money” on the side of New Sulphur Springs Road
He also removed the trailer from the truck “because he knew law enforcement would be looking for him,” the affidavit said
and Samaniego confirmed to BCSO that it was his
Samaniego was booked into the Bexar County Adult Detention Center on charges of tampering with evidence relating to the murder investigation
Deputies said their investigation remains ongoing
