Kathy Smith is the newly elected mayor of Flowood
marking the first time in over 30 years that the city has welcomed a new mayor
Smith, a 16-year alderwoman, defeated her Republican opponent Greg Wilcox, a former Rankin County board of supervisors member, in the city's municipal election on Tuesday
Smith secured 1,195 votes (71%) against Wilcox's 488 votes (29%)
Smith will succeed Incumbent Mayor Gary Rhoads who announced in November 2024 that he would not seek re-election after serving nearly 36 years in the role
After winning, Smith expressed her gratitude via a Facebook post at 12:20 a.m
writing: "I am incredibly humbled and grateful for the support during this mayor’s race
The Smith for Mayor team is full of hardworking people who pitch in and do what it takes to get the job done
and I could have never done it without them
The Clarion Ledger reached out to Smith for a comment on Wednesday
but did not hear back before this publication
There were also two aldermen races on the primary election ballot in Flowood: Alderman at Large and Ward 2 Alderman

Robbins secured 1,167 votes (72%) against Perkins' 459 votes (28%)

Flowood had already jumped on the pickleball wagon last year
having converted tennis courts at Winner's Circle Park into four pickleball courts
Those will be turned back into full-time tennis courts when all is said and done for a total of 18 Pickleball courts at Liberty Park and five tennis courts at Winner's Circle Park
Flowood Mayor Gary Rhoads said he wants to expand family-friendly activities
“Pickleball is the fastest growing sport and all ages can play," Rhoads previously told the Clarion Ledger
"We want to meet that demand and supply as many courts as possible

Flowood Mayor Gary Rhoads has turned his city from a sleepy bedroom community town into an economic development engine in Rankin County
Rhoads is now ready to hand off the baton to the next leader
Rhoads announced Tuesday that he will retire and not seek re-election
he was also the town's chief of police from 1981 to 1989
The next mayoral election will be in November of 2025
There has been no one that has announced they will run
and the mayor's offices said they have heard of no one that could potentially step into Rhoads shoes
Rhoads has led Flowood through a remarkable era of growth and development
the city has consistently maintained one of the lowest millage rates in the region and has successfully completed transformative projects
These efforts have not only bolstered the city's infrastructure but also created a vibrant community central to Flowood's identity
Rhoads and the city celebrated the groundbreaking of a mix-used area that is part of an estimated $500 million mixed residential and commercial development called Waterpointe
This part, known as the Heights at Waterpointe is a "traditional neighborhood development," or TND
the "town within a town" would stretch 800,000 square feet in commercial space alone with 240 luxury units
It will also have a 250-car parking garage that will be the first parking garage in Rankin County
The entire development in the city of just under 11,000 people is billed as a destination for shopping, dining, entertainment and events in a walkable district with a downtown feel
it is expected to have a total 560 family homes
the population of Flowood has grown from around 2,000 to nearly 11,000
“I’ve been fortunate to serve such wonderful citizens,” Rhoads said in a statement

Flowood city officials and developers gathered along Lakeland Drive Wednesday to celebrate the groundbreaking of the latest edition to the Jackson-area dining scene
The newest Chick-Fil-A will be the second one for Flowood
and it will be next to GI Associates at 2520 Lakeland Dr
and it will be built on top of where Ruby Tuesday's stood for nearly 20 years
Ruby Tuesday's was torn down in the last two years
According to Scott Lawhorne of Chick-Fil-A corporate
the goal for opening is late March of 2025
"That's if everything goes perfectly and weather doesn't stall everything."
Lawhorne also said he expects the traffic flow to make this Chick-Fil-A easy to get through as there will be a double line that can hold up to 85 cars at one time
He also said he expects groundwork to begin Monday and new asphalt on the property in as few as two weeks
Chick-Fil-As around the metro area are some of the most popular fast-food restaurants
and they are filled to capacity from the moment they open until the time they close

"This is an awesome opportunity," said Hodges

Hodges also said the new CFA will be a new concept for the Jackson area with only one other concept like in in Mississippi
There will be a fully dedicated lane in the drive-through where guests can pick up orders placed on the Chick-Fil-A app
and I think I customers will really enjoy it," he said
The CFA corporate office said the new store will be a jobs driver for the area

said he believes the new store will help drive even more development with surrounding commercial real estate
"We already are in talks with people who could come in and be neighbors," Lang said specifically of the empty adjacent building that was a fast-casual seafood restaurant until it closed last year
"We feel like there are a lot of good things coming for this area."

Preparing for the future of economic development is something the City of Flowood has been very good at in the last decade
started off with planning and fundamental details
but necessary-for-the-future projects was just completed
Flowood has completed The Liberty Road Detention Basin to make more land available for economic development
The project for the city of nearly 11,000 has been in the works in various forms since the early 2000s
This project is similar to why Gov. Tate Reeves recently appropriated more than $110 million toward economic development upgrades to make sites more shovel ready so communities can recruit projects for the future
While the Flowood money came from the federal government and not state government
"Flowood prepares for the future by not only looking at where future infrastructure could be but also how to improve and upgrade the current infrastructure in place," Daniel Lang
director of economic development at City of Flowood told the Clarion Ledger
"The people who have already chosen Flowood as their home are equally as important as Flowood’s growth
We value them and want to continue to serve them."
Many of the improvements in the immediate drainage area of the basin were constructed before Flowood had ordinances requiring detention to slow stormwater down

Officials with the Flowood Police Department said a shooting left an officer hospitalized and a suspect dead Sunday afternoon on Lakeland Drive
According to a news release from the Flowood Police Department, officers attempted to conduct a traffic stop on a vehicle around 4 p.m

An investigation is underway after a fatal officer-involved shooting in Flowood
According to a press release from the Flowood Police Department
the officer attempted to initiate a traffic stop on Saturday at 3:49 p.m
one of the passengers got out and fled on foot
striking one of the officers in the stomach
striking the suspect,” the press release noted
Medical personnel made it to the scene quickly and the suspect was transported to the nearby University of Mississippi Medical Center in Jackson
The officer who was shot was also transported to a local hospital and is now in stable condition
Names of those involved have not been released at this time

three men from Vicksburg have been arrested for shoplifting at a sporting goods store in Flowood
According to the Flowood Police Department
and 32-year-old Kieon Jones stole merchandise from Academy Sports & Outdoors on Monday
the men tried to get away but were soon arrested
The three men were charged with felony fleeing and shoplifting

The Heights at Waterpointe is expected to be completed in 18 months
Along with the 240 "high-end luxury" living units
it will have a 7,000-square-foot clubhouse that will include onsite leasing staff as well as a co-working space and a 24-hour fitness space

The entire development of Waterpointe will sit on 240 acres located just east of the East Metro Parkway
Rhoads said the city in 2008 designated the land a "smart growth district" to encourage urban development
Smart growth districts are usually pedestrian-centric
modernized and eco-friendly planned developments that promote a range of housing opportunities and mixed land use

Lang said he stops short of saying this will be the largest Pickleball facility in the state as a company called Picklr is taking over part of a former Hobby Lobby for a venue in Biloxi on the Gulf Coast. According to their website
that grand opening is set for October 2024 and may have more than 18 courts
"We can definitely envision having tournaments and hosting people from all over the state," Lang said
and we feel like we have a great place to put courts and for people to play."

The newest addition to the lineup is in a shopping area on Lakeland Drive in what was formerly the Osaka Japanese Restaurant just off of Airport Road in Flowood, and will be just steps away from the Basil's/Roosters dining hall that opened in April
Nautayal said the plan is to open in September and hopes to be open by Sept
"We are just waiting on the health department and a little bit more remodeling that we are doing," said Nautayal
who bought the Hattiesburg location in 2021 and then opened the Ocean Springs location in 2023
The Hattiesburg location originally opened in 2014 under a previous owner
"We plan for this to a be a high-end Indian restaurant with a modern interior."
He said the Flowood location will be run by executive chef Dinesh Singh
who has more than 20 years of experience working in Indian restaurants
Singh originally stepped in to take over the Hattiesburg location when Nautayal purchased it in 2021 and then moved to Ocean Springs to open that location

Nautayal said he has wanted to open a third location for quite some time and looked at many locations around the Jackson metro area before finally settling on Flowood
but the lure of being on Lakeland drive with more than 50,000 vehicles passing by every day was too much to pass up," said Nautayal
in 2017 when he began working for a Hyatt Regency in New Orleans
my understanding is that there is only one other Indian restaurant in Flowood
It is really a great opportunity at a good time
It is such a beautiful town and being (one of the only Indian restaurants) in town is what made me decide to be here."
He also said this will not be the last stop for Indian Delight
He expects to open another location in Alabama in January
He said he is always on the lookout for opportunities and could open another location in Mississippi in 2025
Some of the top choices on the menu will be Chicken Tikka Masala
Most all of the entrees range for $15 to $18
Goat Korma and Lamb Shanks are also favorites at the other two locations
An assortment of seafood options also will be available with as many as eight desserts on the menu
House Speaker Jason White will be hosting a summit on tax reform at the Sheraton Refuge in Flowood on Tuesday
The 2024 Policy Summit comes after a summer of meetings for the Select Committee on Tax Reform
which was formed by White after the 2024 legislative session

but continue to squabble over how to further eliminate the income tax while also slashing the sales tax

Attendees of the 2024 Policy Summit will hear from Gov
along with Select Committee on Tax Reform Co-Chairs Reps
Panel discussions will include national tax expert Grover Norquist
and transportation officials Brad White and Commissioner Willie Simmons
polling results on possible tax reform will be presented by Cygnal and Arkansas House Revenue and Taxation Committee Chairman Les Eaves

"I told them a little bit about our area and what all we had going on
Freddy's two other locations in Mississippi are in Horn Lake and Olive Branch

and the company also has locations in Canada
Freddy’s was co-founded in 2002 by brothers Bill and Randy Simon with their friend and business partner
