Four of the defendants operate auto salvage businesses in Philadelphia and amassed more than $1 million in selling the converters
Six men from Pennsylvania and New Jersey – four who operated auto salvage businesses in Philadelphia – have been arrested and charged for their participation in an organized catalytic converter theft ring that targeted parked cars in five counties for the past two years
Montgomery County District Attorney Kevin R
Steele and Delaware County District Attorney Jack Stollsteimer announced Thursday morning the arrests of Sharief Louden
All six are charged with multiple felony counts of running a corrupt organization
At least two of the defendants made more than $1 million in selling the converters from their auto salvage business
2023 by Magisterial District Judge Patrick Krouse
who set bail at $99,000 cash for both McIlhenneys and Nassar
the joint investigation by the Montgomery County Detective Bureau and the Delaware County Criminal Investigation Division began in 2022 when police saw a rise in thefts of catalytic converters in Montgomery and surrounding counties
were targeting catalytic converters due to the increasing value of platinum
prices for these precious metals were inflated
the cost dropped drastically to $4,500 an ounce
Authorities said members of the corrupt organization would steal the converters off vehicles parked in high-traffic areas
the alleged thieves would jack up a vehicle
cut out the converter and lower the vehicle in under two minutes
authorities said they took the stolen converters to salvage yards including two on 61st Street in Philadelphia
owned by four of the defendants: Big Head Auto Salvage
would then sell the catalytic converters to various outlets in New Jersey
Philly Auto Salvage amassed $1 million in converter sales
and Big Head Auto Salvage sold more than $300,000 in converter metals
“These organized theft crews were responsible for a large portion of the catalytic converter thefts in the Southeastern Pennsylvania region
They caused significant financial hardship for vehicle owners while undermining the safety of our communities,” said Steele
we are sending a clear message that this type of criminal activity and other organized theft rings in Montgomery and Delaware counties will be investigated and prosecuted aggressively.”
Nearly 20 law enforcement agencies assisted in the investigation: Upper Gwynedd Township
and Philadelphia police departments; the Bucks County Detective Bureau; Pennsylvania State Police; Delaware River Port Authority Police; University of Delaware Police; Pennsylvania State Police Auto Theft Task Force; and the FBI
A preliminary hearing for all six is scheduled for Aug
The case will be prosecuted by Assistant District Attorneys Christopher Taft and Gwendolyn Kull
who is captain of the Economic Crimes Unit
All suspects and defendants are innocent until proven guilty

who worked at Philly Vision Care in Folcroft and Collingdale
coerced patients into having sexual contact with him in exchange for free glasses or discounts
A Glenolden man working at optician offices in Folcroft and Collingdale forced patients to engage in sex acts with him in exchange for free glasses
told one victim that she had “no choice but” to perform oral sex on him after locking her in an examination room in 2023
according to the affidavit of probable cause for his arrest
the most recent of which took place in November
He was released after posting $25,000 cash bail
There was no indication that Steiner had hired an attorney
and efforts to reach him were unsuccessful
Folcroft police learned of the assaults in June 2023
when the owner of Philly Vision Care on Delmar Drive contacted them to report that Steiner was soliciting the sex acts and had cost the business between $2,500 and $3,500
admitted to trading sexual favors for free merchandise or store discounts with as many as 15 people
seven of whom he identified to the investigators
Detectives contacted three of those people
including the woman Steiner had allegedly locked in the examination room
Another alleged victim said Steiner had approached him in Philly Vision Care
telling him that he was married and had kids but “was looking for a boyfriend,” the affidavit said
Steiner offered to give the man Christian Dior glasses
if he allowed Steiner to perform oral sex on him
and Steiner gave him the glasses after the two had sexual contact in an examination room
the man told police Steiner contacted him afterward and asked him to come back to the store
Another man told police that Steiner offered to give him his $60 contact lenses for free if he could see his penis and perform oral sex on the man
As police continued to investigate the case
they received notice in November from nearby Collingdale that Steiner had begun working at Collingdale Vision Center on MacDade Boulevard
The victim in that case said Steiner had groped him and given him a free pair of glasses after offering to perform oral sex on the man
Steiner told the man that he had done so before for customers
claiming that the two had been flirting in the store
Court records show Steiner was convicted of indecent exposure and corruption of minors in 2009 and was sentenced to a year of probation
The circumstances of that case were not immediately clear
Steiner is scheduled to appear in district court for a preliminary hearing on Tuesday

A Collingdale police officer who was just sworn in on Sunday
following serious charges stemming from an alleged road rage incident and shooting in Delaware County
Kevon Darden being sworn in as a Collingdale police officer
Kevon Darden in his newly assigned Collingdale police vehicle
faces charges after reportedly pointing a firearm at a dump truck driver on I-95 on April 5
according to an affidavit of probable cause released by Pennsylvania State Police
on I-95 North near Mile Marker 8.0 in Ridley Township
A dump truck driver reported that the driver of a bright blue Dodge Charger with no license plate pointed a gun at him before continuing toward Philadelphia
The victim later told police the incident escalated on I-476 South when Darden supposedly cut him off
and began taking pictures and videos of his truck
The situation got worse near Mile Marker 1.0 in Ridley Township
He alleged that Darden pointed a black handgun at him through a partially open car window
The victim told police he felt threatened and scared
Darden reportedly called Carusone Construction in Philadelphia
to report the truck driver as the aggressor
Police met Darden at the construction site
where he was identified as the driver of the Dodge Charger
who had facial hair matching the victim's description of a younger Black male with facial hair
identified himself as a Cheyney University Police Officer
Darden returned to the scene in his bright blue Dodge Charger with no registration plate and consented to a search of the vehicle as well as gunshot residue tests on himself and the car
Darden's issued Glock 17 firearm was seized during the search
The weapon had one round in the chamber and 16 rounds in its 17-round magazine
Authorities also recovered one spent casing of FC Luger 9mm ammunition from the trunk of Darden's Charger
Darden admitted to using his phone to take pictures and videos during the incident on the highway and showed officers the images and videos
he refused to consent to a full phone download
Darden denied using his firearm during the incident
Many residents questioned why Darden was sworn in as a Collingdale officer
to which Mayor Donna Matteo-Spadea responded:
PSP also put out a statement to the press regarding Darden's charges and the timing:
there was forensic evidence that was sent to the lab which took quite a while to process and receive which held up the case," Trooper Paul Holdefer said
input was needed from the Delaware County District Attorney's office
When the final charges were approved by the DA
the Trooper filed the appropriate criminal complaint and affidavit of probable cause
there are times and circumstances that delay the filing of charges
This appears to be one of those instances."
Darden was charged with terroristic threats
