The Forest Acres City Council plans to vote on the proposed ordinance at its March 11 meeting
FOREST ACRES — Elected officials in Forest Acres plan to vote on a proposal to ban businesses from operating past midnight unless they qualify for an exemption or special permit
a gas station is the only business in Forest Acres open between midnight and 5 a.m
— the hours the proposed ordinance would prohibit
Forest Acres Mayor Thomas Andrews has previously said the city is pursuing the restrictions due to police concerns about the potential for more frequent calls to late-night businesses
he said the city was acting proactively to prevent a spike in incidents amid business growth in the area
"I think it stands to reason that the more businesses that are open at night
the more potential problems there are," Andrews said
"and we're just trying to balance sort of the business growth with public safety."
Residents would be able to weigh in on the proposal during a public hearing at the beginning of the meeting
along with emergency veterinary facilities
and fitness centers could open as early as 4 a.m
Locations that could qualify for a special permit include businesses like grocery stores
(WOLO) — Forest Acres Police say 20-year-old Ty’Quan Kelly was in a domestic dispute around noon on Monday
firing into the victim’s car as she and three others left Ravenwood Apartments
a court hearing was held for Kelly at Alvin S
FAPD is charging Kelly with two counts of attempted murder
and unlawful carrying of a weapon by a convicted felon
The victim drove the car for about a mile before stopping in front of Bradley Elementary School to call police
Nearby schools were placed on lockdown as well out of precaution including Brockman Elementary
Kelly was arrested around 4 pm on Monday while on foot near Bradley Elementary
Authorities arrested Kelly for a third time last May after a mass shooting at Meadowlake Park where 11 people were injured
Kelly was 18-years-old at the time of that incident
Deputies say Kelly was in a vehicle that sped from the park
that gun was found to not be involved in the shooting
All three of his prior arrests involved firearms – including according to deputies
holding a gun to a woman’s head last April
Because Kelly was already out on bond during yesterdays incident
the judge says his bond will be determined at a later date by a circuit court
The judge says Kelly will remain at Alvin s
Glenn Detention Center until his official bond hearing which should be in about 8-10 days
Kelly’s attorney also told the judge that Kelly is an expecting father
Police Chief Don Robinson pointed to the department's victim advocate as a contact for domestic violence victims
stolen firearm possession and firearm possession as a felon
FOREST ACRES — Forest Acres police have arrested a woman accused of killing her boyfriend in the city's first murder case this year
was arrested March 13 at a Partridge Drive home where she lived with Mauricio Garcia
Garcia was found shot and later pronounced dead at a nearby hospital
An autopsy requested by the Richland County coroner found Garcia died from a single gunshot wound to the head
possession of a weapon during a violent crime
possession of a stolen firearm and possession of a firearm by a convicted felon
Berger has domestic violence convictions in Forest Acres in 2014 and West Columbia in 2008
Police said they responded around midnight March 13 to a call from Berger
officers found no evidence of an assault during an initial investigation
Officers noticed Berger appeared "grossly intoxicated" and offered an EMS evaluation and for her to be taken to a hospital
She declined those offers and another from her mother
officers advised him to go to his room and lock the door
as neither he nor Berger was willing to leave the house
Officers left after finding no evidence of a crime
Forest Acres police received another call from Berger reporting an accidental shooting and requesting medical help
Police returned to the scene and ordered Berger out of the house with her hands raised
Investigators recovered the firearm used in the shooting and determined it was reported stolen from Cayce
"Domestic violence is an intolerable offense and we're just going to always investigate and investigate thoroughly," Robinson said
Mayor Thomas Andrews (third from left) and members of Forest Acres' City Council shortly before voting on March 11 to bar most businesses from operating past midnight unless they qualify for an exemption or special permit
The Forest Acres municipal building at 5205 N
the Forest Acres City Council unanimously approved a ban on most businesses operating between midnight and 5 a.m
FOREST ACRES — Concerned about public safety amid recent business growth
Forest Acres officials approved a law barring most businesses from operating past midnight unless they qualify for an exemption or special permit
suburban community of around 10,000 spoke for or against it during a public hearing
health care facilities such as hospitals and urgent care clinics are exempt from the ban
fuel pumps and vending machines are also exempt and fitness centers may open as early as 4 a.m
gas stations and hotel lobbies could qualify for a special permit if they install security cameras and meet other conditions
For grocery stores and pharmacies to qualify for the permit
they must also have security personnel on-site from midnight to 5 a.m
The new law also comes as the city plans to redevelop the former 32-acre site of Richland Mall into a park, with apartments and retail space — a project that officials expect will draw a significant number of businesses
More than 35 businesses have opened or been "updated" in the past three years
according to a city presentation last year
city administrator Shaun Greenwood said officials have noticed a nationwide trend of businesses operating late at night
He said the ordinance reflects how city councilors have shown they want to maintain the city's "more neighborhood-type feel" and focus officers on patrolling residential areas over commercial ones
"City Council is committed to preventing potential strains on our resources before they arise
ensuring the city remains safe and manageable for law enforcement," Greenwood wrote in a statement
The 2025 Forest Acres Classic brought high-level baseball action to A.C
showcasing some promising high school talent in the region
standout performances lit up the diamond – from clutch plays to dominant defensive efforts
several players separated themselves from the pack with their impressive skill sets and leadership
These athletes made their mark and left a lasting impression on Prep Baseball SC scouts and spectators alike
Here’s a look at the standout players who defined this year’s Forest Acres Classic
Reidar Carlson, 2027, RHP, Lexington
Long 6-3 180-pound frame with some strength present and plenty more to be added on
didn’t get too rushed down the mound against an imposing lineup in his outing
Long AA with quality and consistent arm speed from a H3Q slot
Good carry on FB up in zone at 84-87 and touched 88
Most impressive pitch of his arsenal was a FC at 79-81 with strong spin between 25-2600 RPM at times
Pitch was effective to both LH and RH hitters
running through the backdoor to freeze LHH and breaking hard into opposite batter’s box vs RHH
Frisbee-like action on pitch that was akin to a hard SL
plays very well off FB coming out of same slot
not to mention he only started consistently throwing this pitch about a month ago
Also mixed in a solid CH at 80-81 with big fade that garnered swing and miss to LHH
Ran out of gas into the 6th inning but was efficient overall
finishing with a line of 5.1 IP with 8 punchouts
Walker Godwin, 2026, SS/RHP, River Bluff
Lanky frame with plenty of room for more at 6-0 160-pounds
Stands with a wide and slightly open base with crouch in the knees
hands even with ear leve land a high back elbow
Good simple load sinking into back hip directly from starting position with a low leg lift
On time stride forward puts him in a decent hitting position and shows good fast hands in the zone with a level and short path
Possibly some holes in swing if not exactly on time with pre-swing movements and footstrike but appears to know his swing well and has a nice approach to the opposite field
More gap-to-gap power to come as he keeps adding on
Athletic player that hopped on the mound as well with a FB up to 82

Hurricane Helene’s winds swept through Forest Acres last week
Over 200 trees in the 4.98 square mile city fell due to the gusts
Three areas were hit particularly hard – Fernwood
the college streets by Citadel Park and Lakeshore Dr
Eastshore Rd and the Forest Lake Country Club
The Forest Lake Country Club had 50 downed trees alone
“We had more than 30 roadways blocked at the height of the storm,” Baker said
“We’ve got trees that fell on houses
and that’s not even an account of trees that fell just on property and didn’t take out a house or a car.”
The National Weather Service of Columbia doesn’t plan to survey Forest Acres
They recorded a 67-mile-an-hour wind gust and multiple others that were 60 mph
Larkin said they believe those gusts are primarily what caused the damage in Forest Acres
Over 40% of those customers lost power at the height of the storm
Only 67 customers were still without power as of Wednesday
The city is trying to warn residents of what could come even though a majority of power has been restored
“If the tree was not leaning before and it’s leaning now
“If you can see the root system or any mounding around the base of the tree where the roots are trying to pull up
that’s a red flag that tree needs to come down.”
Baker said residents should assess their property and have tree removal companies do an assessment to reduce the risk of leaning trees
There are still trees falling this week in Forest Acres
“We’re also very concerned about falling branches
branches that may be caught up in a tree and then fall,” Baker said
and we are very concerned about those to fall.”
The community of Forest Acres has been “absolutely amazing” in the wake of disaster
all provided food to Forest Acres’ public works staff
a lady in one of our streets brought us food,” Baker said
Steven Powell has lived in Forest Acres for 22 years
He’s a board member at the Rockbridge Club
and they opened their doors for the community for shelter
They packaged 225 meal boxes to hand out to those seeking shelter
“This is a tight community,” Powell said
Some of Powell’s friends helped saw their neighbors’ trees and tree limbs and pull debris to the curb
“The spirit of Forest Acres is alive and well and strong
and I think that is what’s so special and unique about living in our community – is that we go above or beyond to take care of our own.”
