(CBS12) — A man was struck and killed while riding his bike after the driver of a minivan experienced a medical episode and lost control of their vehicle
According to a crash report from the Palm Beach County Sheriff's Office (PBSO)
preparing to cross Forest Hill Boulevard in a marked crosswalk from north to south
when the driver of a 2023 Kia Carnival began to suffer from a medical episode
The report says the vehicle crossed over the median and traveled eastbound in the westbound lanes of Forest Hill Boulevard
The vehicle went on to strike a pedestrian crossing signal and sideswiped a concrete pole before it finally came to a controlled stop in a grassy area
A photo submitted by a CBS12 viewer shows the area of the crime taped off
A white minivan is seen sitting in the grass while a bicyclist sits in the middle of the street
Pieces of the vehicle are also seen littered around the grass
Salansky came to a final rest behind the vehicle in the grass outside the westbound lane of Forest Hill Boulevard
The driver of the Kia was taken to Wellington Regional Hospital

540 Homes Expected to be Powered by this Community Solar Project
TORONTO, April 23, 2025 /PRNewswire/ - SolarBank Corporation (NASDAQ: SUUN) (Cboe CA: SUNN) (FSE: GY2) ("SolarBank" or the "Company") is pleased to announce its plans to develop a 4.584 MW DC ground-mount solar power project known as the Forest Hill Rd project (the "Project") on a site located in upstate New York
With a secured site lease and interconnection study underway
the Project is another key addition to SolarBank's expanding development pipeline—which exceeds one gigawatt—as well as the Company's commitment to advancing community solar
The Project will be eligible for the VDER rate compensation mechanism under NY Public Utility Commission case 15-E-0751
The year one average compensation is currently projected at $0.0971/kWh
The VDER (Value of Distributed Energy Resources) rate for solar projects in New York is the rate payable to the owner of the Project in return for the energy that is supplied to the grid
CEO of SolarBank Commented: "We continue to execute on our development pipeline of community solar projects
I also want to comment on the recent announcement of increased tariffs on south-east Asia solar cells and SolarBank's plans to manage its supply chain
SolarBank has not been importing solar panels from any of the four countries that are subject to the tariffs announced by the U.S
As a result its present operations are not affected by this announcement
SolarBank has been exploring sourcing solar panels from other jurisdictions such as the Middle East and North America
where (domestic assembled) solar panels are becoming cost competitive with the panels imported from Asia
SolarBank also has significant development opportunities in Canada where solar panels are not subject to the same tariffs
I am expecting that electricity costs will increase in response to these tariffs which will further mitigate the financial impact on projects
SolarBank is well positioned to manage this risk."
Assuming the Project's interconnection study is successful
the Company will continue to work to complete the permitting process and secure the necessary financing for the construction of the Project
The Project is expected to be eligible for incentives under the New York State Energy Research and Development Authority ("NYSERDA") NY-Sun Program
The Company is targeting incentives of up to $0.345/W DC for the Project
These incentives are a one time payment that are used to help support the financing required for the Project
the Project will be operated as a community solar project
Community solar is a group of solar panels with access to the local electricity grid
Once the panels are turned on and generating electricity
clean energy from the site feeds into the local power grid
Depending on the size and number of panels the project has
dozens or even hundreds of renters and homeowners can save money from the electricity that is generated by the project
a homeowner earns credits on their electric bill every month from their portion of the solar that's generated by the project
accessing the benefits of solar without installing panels on their home
Solar Simplified handles all customer-facing activities for the Company's community solar projects
allowing it to focus on developing and expanding its renewable energy portfolio
Solar Simplified's expertise in acquisition
and management ensures full project subscription and maximized revenue from day one
With a business model that aligns seamlessly with the Company's
this partnership drives sustainable growth
enabling the Company to accelerate development
and create greater value for its business and the communities served by the Company
There are several risks associated with the development of the Project
The development of any project is subject to receipt of interconnection approval
the continued availability of third-party financing arrangements for the Company and the risks associated with the construction of a solar power project
reduce or eliminate incentives and policy support schemes for solar power
which could result in future projects no longer being economic

[Update 4/16/25]: Forest Hills Stadium has announced its 2025 summer concert series will “proceed as planned” following reports that community activists had stalled the series over noise complaints. A March report from the New York Post stated that the NYPD denied the venue’s noise amplification permits
“As anticipated, we’re pleased to announce that the City of New York has given Forest Hills Stadium the green light for our 2025 concert season to proceed as planned,” the venue wrote on social media
our team works closely with the local community and elected officials to bring world-class performances at one of the most iconic music venues in the country
We’re excited to welcome fans back this summer and proud to continue our role as a cultural cornerstone of the Queens community.”
While tensions between the stadium’s event organizers and area residents have been high in recent years due to an uptick in the number of events, Queens Borough President Donovan Richards claimed earlier this month that the grievances had “racial undertones,” specifically following LL Cool J‘s Rock the Bells festival last summer
“There have been some racial undertones for a long time,” he said in an interview
“It was very apparent to me that maybe not everyone acknowledges or wants to see the sort of diversity that our borough is representative of.”
[3/24/25]: Forest Hills Stadium maintains that this summer’s concert season will go on as planned, despite a New York Post report that the NYPD denied the venue’s noise amplification permits
This comes as the latest escalation in the yearslong feud between the tennis stadium/concert venue and residents of the Queens
The New York Post reported that the NYPD was forced to deny the stadium’s permits after the neighborhood’s Forest Hills Garden Corporation blocked access to several private roads around the venue
Without access to those roads local police cannot manage public safety surrounding the stadium
according to Deputy Inspector William Gallagher in a letter viewed by The Post
— Forest Hills Stadium (@ForestHillsStdm) March 24, 2025
A representative for the West Side Tennis Club—which operates Forest Hills—called reports of the permit denial “rumors,” saying that it hadn’t heard from the NYPD on the subject
the NYPD has not raised any concerns with the Stadium directly,” West Side Tennis Club attorney Akiva Shapiro said
“and the City would risk significant liability if it were to abruptly shut the Stadium down
we can only assume that no such final decision has been made
We question where these rumors are coming from
and are demanding answers from the highest levels of the [NYC Mayor Eric] Adams administration.”
This is not the first legal imbroglio between the Forest Hills Garden Corporation and the West Side Tennis Club
A 2023 lawsuit led a judge to place a 68-decibel limit on concerts after the stadium ratcheted up its production schedule following the pandemic
11 of Forest Hills’ 36 concerts were found to be above 68 decibels—roughly the level of noise produced by a normal conversation—and the venue was properly cited
Forest Hills residents have complained about noise at the stadium for years
going on to form the Concerned Citizens of Forest Hills group
and even childrens’ poor school performance are all results of the excessive noise
“This is an open-air stadium that is smack in the middle of a residential neighborhood
it butts up to buildings—that music is being pumped into people’s living rooms for hours at a time,” Sandra Mandell
who has lived half a mile from the stadium for ten years
“Imagine what somebody that lives right outside of the concerts hears
I know people who have tiles vibrate off the roof.”

The West Palm Beach Police Department (WPBPD) said Tadarian Jamar Fields was taken into custody near 6900 Parker Avenue
The arrest stemmed from an investigation into claims that Fields engaged in inappropriate behavior off-campus
(CBS12) — A 25-year-old volunteer with Forest Hill High School's color guard was arrested on Saturday after allegedly offering $350 to a student to urinate on him
The West Palm Beach Police Department (WPBPD) said Tadarian Jamar Fields was taken into custody near the high school on Parker Avenue
An arrest affidavit from the WPBPD said the victim
identified Fields as a volunteer for the school's color guard
The victim reported receiving an Instagram friend request from Fields in September 2024
Fields allegedly offered the victim $350 to urinate on him and sent explicit videos and messages via Instagram
The victim's friend recorded the messages and videos
The content was matched to Fields' driver's license photograph and Instagram account details
Jenny Dunton, a former prosecutor with 20 years of experience in child exploitation cases, praised the student for coming forward. Dunton is the Director of Legislative Affairs at Raven
a non-profit organization lobbying to raise awareness about the threats children face online
so many teens feel ashamed or think they might have done something to provoke this behavior," Dunton told CBS12 News on Monday

In response to CBS12 News inquiries about the School District of Palm Beach County's volunteer policy, the district confirmed that all volunteers must undergo screening and background checks
Fields was booked into the Palm Beach County Jail on Feb
22 on offense against students by authority figures (Lewd Conduct)
He was taken into custody without incident and is being held on a $100,000 bond with a court order to have no contact with any Forest Hill High School student
Forest Hill High School sent a message to students' families and staff regarding Fields' arrest
emphasizing he was a volunteer and not employed at the high school:
Dunton hopes the school will provide guidance to those affected by this alarming incident
"It doesn’t need to be a secret or something that’s not discussed at home or in schools—just about the risk to children," she emphasized
The non-profit continues to advocate for legislative changes related to online safety by securing protective measures on social media platforms and increasing funding for Internet Crimes Against Children (ICAC) task forces
we just begun talks with the Florida Senate on how they can help with reoccurring dollars to support hiring more personnel and more detectives and supporting the cost of these investigations," Dunton said
Väsen’s Joey Darragh and Tony Giordano
Forest Hill has attracted another Scott’s Addition brewery
recently signed on to open a satellite taproom at 5047 Forest Hill Ave
The brewery is leasing a 5,900-square-foot space that’s housed a handful of restaurants over the years
located in the Handcraft Building at 3331 W
The Southside expansion marks Väsen’s first physical expansion since it opened in 2017
said they had plans for a D.C.-area taproom that fell through just before the pandemic
They spent the last few years looking for other spots for before landing in Forest Hill
“We’ve been eyeing the Southside and Forest Hill for a while
It felt like the stars finally aligned,” he said
Darragh said Väsen Forest Hill will have around 16 tap lines
The brewery’s most popular beers like its Norse Double IPA
Väsen Light lager and hefeweizen will be on tap
“We recently reintroduced into our core brands the West Coast IPA
We started seeing demand for non-hazy (IPAs)
and there’s a lot of love for West Coast IPAs
They’re having a resurgence,” Darragh said
Väsen is renovating the nearly 6,000-square-foot space
The new taproom will include a food operation from Kobop Korean BBQ
a concept from Jason Song that’s been operating as a food truck in recent years
A 700-square-foot outdoor patio is also planned
Väsen is leasing the space from local firm Dodson Development Group, which bought it, along with the neighboring buildings housing The Locker Room and Riverside Tavern, in a $2.6 million deal last year
Dodson renovated the building’s upstairs to be apartments
and the commercial space came available when food processing company Defiant Food Group moved out
Dodson CEO Duke Dodson said he’s long been a fan of Väsen and that he’s excited to have them at the Forest Hill property
plans for which were first reported by RVA Magazine
Fultz & Singh Architects is designing the space
Dodson Commercial’s Palmer Wilkins and Clint Greene represented the landlord in negotiations
and 7 Hills Advisors’ Christina Jeffries and Landon Hinton represented Väsen
Jumping from Scott’s Addition to Forest Hill is becoming a bit of a trend among local operators
Others to do so include The Veil Brewing Co. and Stella’s Grocery, which both opened across the street from Väsen’s future Forest Hill home after opening in Scott’s Addition years prior. EAT Restaurant Partners is also heading south after signing on to open a Forest Hill location for Lucky AF
a sushi restaurant it first debuted in Scott’s Addition in 2020

It was antiques for years run by a former school board member; his family owned the space for years too
But that is not what it was originally built for
that business held the space back from getting properly developed
It is on Forest Hill Avenue but it is Westover Hills
the businesses once named this area the Walks of Westover (or something like that)
but it would be nice for the Forest Hill corridor to expand
which I believe they bought from my family’s business in the 1950s and 1960s
Many good Friday nights reading poetry at Cafe Taza/Zata
plus great coffee and exceptional customer service from John

Yero Rudzinskas at the future home of Baltik’s Bagel
Yero Rudzinskas is preparing to open Baltik’s Bagel at 6801 Forest Hill Ave. The 1,500-square-foot space came available over the summer once fried chicken concept Go Bird closed after about three years in business
and graduate from the Culinary Institute of America
Rudzinskas’ resume spans multiple industries and continents
After working in Michelin-starred restaurants in New York and San Francisco
where he helped open a few eateries and clubs
He eventually returned to the States and got an MBA from the University of North Carolina before working in the tech and investment banking industries
Rudzinskas said he focused on food-and-beverage businesses with the idea of eventually opening a place of his own
He said launching Baltik’s feels like “coming home.”
but there’s something about working with my hands and making something,” he said
Opening Baltik’s is also a tie to Rudzinskas’ Lithuanian heritage
He said while bagels’ historical provenance is debated
they likely originated in the Baltic region of Europe hundreds of years ago
the bagel origin story is controversial because it happened in the 1400s and nobody was writing anything down,” Rudzinskas said
“But (bagels) almost certainly came from inside the walls or the borders of the Polish-Lithuanian Commonwealth
I wanted to draw a line to the originality of that.”
The space along Forest Hill Avenue was formerly a Dunkin’ and most recently
Rudzinskas said he’s structuring Baltik’s to be less like a traditional bagel shop and more like a quick-service restaurant
I mean everything is going to be made here in-house,” he said
then I think we’re going to be really successful.”
Baltik’s bagels will be similar to New York-style bagels but “a little bit lighter in body
and a little bit less dense,” Rudzinskas said
softer version of bagels for sandwiches to help keep the sandwich ingredients from sliding out
Rudzinskas expects to have a few unique items like pastrami
as well as avocado toast with pickled onions
Baltik’s house-made spreads will include garlic herb
as well as coffee with beans from a local roaster
Rudzinskas said he’s also planning to get into both catering and wholesaling Baltik’s bagels
Renovations on the building are nearing completion and Rudzinskas said he’s looking to fill out his staff ahead of a late September opening
fueling the venture is a deep-rooted love of bagels
there are three or four foods which light up the joy response in people: ice cream
Like a bagel with smoked salmon and capers
to the extent he mimics Bodo’s Bagel in Charlottesville he will be spectacularly successful
probably won’t get to benefit from VCU students based on location though
I hope the construction situation won’t deter too much business..I always thought that side of Forest Hill needed a coffee/bagel grab ‘n go..👍
Excited to try this place out- a perfect spot and neighborhood for this
Crossing my fingers that they’ll consider adding Lithuanian food to the menu
Very excited to have another quality bagel establishment in the city

A school board member from the Forest Hill School District has stepped down from her position
The school district on Cincinnati's East Side announced in a news release Wednesday that Board Vice President Katie Stewart submitted her resignation this week
citing that she will be moving to a home outside the district's boundaries
which states that school board members must be district residents and registered voters in the district
Stewart for more than three years of service to our school district in her role as a member of the Board of Education and for her dedication and commitment to this community," said Bob Bibb
Stewart decided to homeschool her children and became critical of the Forest Hills School District after she said her children had "a lot of gaps in their education." This motivated her to run for school board
Her children did end up going back to school, but to Guardian Angels School instead, not Forest Hills, according to previous coverage from The Enquirer.
The board will need to name a replacement within the next 30 days and is asking anyone interested to submit a resume and a one-page letter of interest to Treasurer Alana Cropper at alanacropper@foresthills.edu
All materials must be submitted by at 1 p.m. on Monday, March 17. For more information regarding resume submission, visit district's website
In February, the board voted 3-2 to part ways with Alana Cropper
along with Bibb and board member Sara Jonas
voted to approve Cropper's separation from the district

The most underdeveloped portion of Germantown could soon see some activity with a new retail center approved by the Board of Mayor and Aldermen on Monday night
The two retail buildings will sit on the south side of Winchester Road east of Forest Hill-Irene Road
will add more than 24,000 square feet of retail space
Two L-shaped buildings will be located on vacant parcels between the existing Circle K and First Horizon Bank
Mayor Mike Palazzolo often calls Forest Hill Heights — the southeastern portion of the city — “the bootheel of Germantown.” When the Planning Commission reviewed the proposal
members thought this project could set the standard and jumpstart development in the area
Retail center could jumpstart the ‘bootheel of Germantown’

Police were called to a shooting incident in the 6500 block of Forest Hill Drive at about 10:49 a.m
they began “providing life-saving measures” to the victims
but they were both pronounced dead at the scene
A preliminary police investigation revealed that two suspects — Black males wearing blue jeans and grey sweaters — exited a white four-door Kia and approached Sibley’s vehicle
Police said the two men then “opened fire” on Sibley and his daughter before fleeing
Police did not say if they know what the motive was for the shooting or if Sibley knew the pair who opened fire
Video from the scene showed several bullet evidence markers
indicating that multiple rounds were fired during the daylight attack
A car vacuum was still in the vehicle while police investigated the incident
Police said the suspect they have identified is the subject of a capital murder arrest warrant
but they did not elaborate on possible charges for the other man
The Texas Rangers are leading the investigation with assistance from multiple agencies
Police are urging anyone with information about the incident or the suspect’s whereabouts can contact the Forest Hill Police Department’s Criminal Investigations Division at 817-531-5250 or policeinvestigations@foresthilltx.org

Forest Hills Board of Education Vice President Katie Stewart has moved out of the school district and resigned from the school Board
Board President Bob Bibb on Wednesday announced her resignation in a message to staff and district families
He praised Stewart for her work on the Board
Stewart for more than three years of service to our school district in her role as a member of the Board of Education and for her dedication and commitment to this community," Bibb wrote
Stewart was elected to the Forest Hills Board of Education in 2021 and ran on an anti-critical race theory platform along with three other conservative candidates
Stewart was involved in several politically charged battles and made attempts to introduce a policy in the district banning transgender students from using the bathroom that aligned with their gender identity
Three weeks ago — at what ended up being her last Board meeting — Stewart had several heated exchanges with parents and community members in attendance
The Board of Education voted 3-2 to approve a social studies course of study for the district
Stewart and fellow Board member Sara Jonas voted against it
citing issues with a textbook that wasn't included in the proposed list of textbooks being voted on
Stewart and Jonas took issue with a section of a book not being considered by the school Board that was critical of Donald Trump's 2016 presidential campaign and mentioned several scandals he was involved in
they don't teach propaganda," Stewart told members of the audience who began shouting at her
Stewart told Fox News in 2021 she pulled her kids out of school and began homeschooling them during the pandemic
Her final action as a Forest Hills Board of Education member was a vote to not renew the contract of the district's treasurer Alana Cropper
The motion was approved by a 3-2 vote with members Jason Simmons and Wendy Strickler voting against it
and Jonas all voted to not renew Cropper's contract
but did not want to discuss why they voted that way
Simmons told the audience the three members had accused the treasurer behind closed doors of mismanaging funds without evidence
When audience members objected to the vote
"Do you think I care about what any of you have to say?" Stewart told the crowd
I was elected to do a job based on what I think is the correct answer
It is not my job to do what you individually say
Those were her last comments as a member of the Board
The school Board will now appoint a new member to take her place
A pair of Forest Hill weightlifters had their names etched in the record book during the Class 3A championship weightlifting
In addition to winning state titles, Jamarkus Emerson and Angel Quintero broke state records in the snatch in their respective weight classes over the weekend's competition
breaking the previous record of 210 pounds
Quintero snatched 255 pounds in the 154 pound Olympic division
breaking a record of 240 pounds set the day prior and set the new record for the total poundage of his lifts
"They really deserved it," Forest Hill head coach Adam MacVane said
It's not because you're naturally bigger than everybody else
In returning to the state competition after his junior campaign
Quintero wasn't going to be happy with anything but a title to finish his high-school career
"One of the highlights for me and the crowd and Angel as well was that their opening lifts were similar
but the other guy had to go first," MacVane said
and Angel came in on his second lift and said
'I'm going to win this thing no matter what.'"
He lifted 330 for the title on his second lift and then excited the crowd with a near-successful attempt at 335 to push the record even further
Frank Jimenez was also a state qualifier as a junior for Forest Hill
"They deserve all the credit," MacVane said
Those kids worked really hard and put forth the effort to get there
I managed them and made sure they ate their veggies and kept them abreast of emails
The state titles are the first in MacVane's 28-year tenure with Forest Hill weightlifting

NEW YORK - Forest Hills Stadium in Queens faces the potential cancelation of its summer concert series amid escalating noise complaints from nearby residents, according to a New York Post report.

A lawsuit filed by homeowners in 2023 led to a judge ordering the venue to control noise levels
The stadium was slapped with 11 violations last summer, according to another Post report, as several events exceeded the 68-decibel noise limit set after the lawsuit.
A ruling from a New York State Supreme Court Judge is ordering Forest Hills Stadium to keep the noise generated by the concerts there must be kept to a reasonable level. FOX 5 NY's Stephanie Bertini has the story.
With permits reportedly pulled and no concerts planned, the stadium and residents must navigate the ongoing dispute over noise levels and community impact. The situation highlights the challenges of balancing entertainment events with neighborhood tranquility.
"We remain committed to working with all stakeholders to find a balanced solution that addresses concert impacts while respecting our community," FHGC president Anthony Oprisiu said in a statement.
"It is our hope that the West Side Tennis Club and FHGC come together and reach a solution to this issue so that the NYPD may resume issuance of sound amplification permits," Legal Bureau Inspector William Gallagher wrote in his letter.

A slate of concerts scheduled for this summer at Forest Hills Stadium is now in limbo after the NYPD said there was a breakdown in cooperation between the stadium and the local homeowners association that controls the private streets around the venue
NYPD Inspector William Gallagher told the West Side Tennis Club
that the department would not issue the required sound amplification permits for the 2025 season
He said the Forest Hills Gardens Corporation
a private group that manages the surrounding residential community
had refused to allow the NYPD to close the privately owned streets for concerts due to safety concerns and past disruptions
"The NYPD's crowd control on these private streets is necessary to ensure public safety and welfare when events are hosted at the Stadium," Gallagher wrote
adding that permits would remain on hold “until and unless FHGC grants the NYPD permission” to close the area during shows
Forest Hills Stadium, which was a marquee tennis arena before it was a concert stage, has become a flashpoint in recent years as tensions have grown between the venue and some of its neighbors
blocked driveways and even public urination as reasons they want the concerts reined in
“There was one round of concerts where there was electronic dance music for three days straight,” said Douglas Gilbert
a member of the group Concerned Citizens of Forest Hills who has lived in the area for more than 30 years
“The windows basically vibrated for three days straight and it’s just impossible to do anything in the house.”

who represents the Forest Hills Gardens Corporation
said the venue has repeatedly skirted city regulations with little oversight
he said concertgoers “routinely trespass on Gardens property” and shows “wildly exceed City noise limits creating a nuisance.”
Despite the NYPD’s letter, stadium officials appeared undeterred. In a statement Monday, their attorney, Akiva Shapiro, said the venue was still preparing for the 2025 concert season and blamed a “vocal NIMBY minority” for the controversy
“[They] tried and tried again to shut the stadium down and kill the music,” Shapiro said
has previously dismissed neighbors’ complaints as exaggerated
He said the company has spent more than $1 million on soundproofing efforts since 2013 and typically ends shows by 10 p.m.
adding that residents’ concerns are taken seriously
Concerts featuring Phish, Leon Bridges, the Alabama Shakes and The Black Keys are among the shows scheduled to take place at the 14,000-seat venue this summer. Billboard recently named Forest Hills Stadium the top East Coast amphitheater for 2025.
A spokesperson for the NYPD said in a statement that the department had to take action "to keep people safe" and looked forward to the parties reaching a compromise.
Supporters of the stadium, including some local business leaders, said the concerts are an economic lifeline for Forest Hills. They alleged that a small group of homeowners is jeopardizing jobs and millions of dollars in spending.
Tom Grech, president and CEO of the Queens Chamber of Commerce, called the freeze on the concert permits “a travesty.”
“The idea that a handful of individuals can wield this kind of outsized influence to the detriment of an entire neighborhood is both outrageous and unacceptable,” Grech said in a statement Monday. “Forest Hills Stadium has done everything right.”
He added that he still planned to attend the slated concerts this summer.
“I have two tickets for them this upcoming summer. I don’t intend to give them up, I don’t intend to not go,” he said.
