The Pentagon has created a second military zone in the El Paso area that U.S
soldiers will patrol as part of the Trump administration’s efforts to crack down on people crossing the southern border illegally
the military’s Northern Command said the latest military zone will be part of the Fort Bliss Army base in El Paso
The military newspaper Stars and Stripes reported that the area stretches about 53 miles east to the border community of Fort Hancock

Last month, the Pentagon designated a 60-foot-wide strip of land along the New Mexico-Mexico border as a military zone. On Monday, federal prosecutors charged more than two dozen migrants with violating security regulations after the U.S. Army spotted the group approaching the area and alerted Border Patrol agents
That charge is in addition to the charge of entering the U.S

Texas — Army engineers have begun removing shrubs and leveling sand on a desolate 60-acre stretch of the base where Defense Secretary Pete Hegseth approved the building of a migrant detention facility
Located behind a public transportation park-and-ride site
the land had been relatively untouched until Hegseth’s approval March 28 allowed 1st Armored Division engineers to drive bulldozers and heavy equipment through the reddish-brown dunes
One section of the land holds a fenced-in collection of abandoned buildings that once hosted a range control site named Site Monitor
Those buildings appeared boarded up and in disrepair Thursday
The expansion of migrant detention facilities is part of President Donald Trump’s pledge to increase deportations during his second term and crack down on migrants coming to the U.S

El Paso police arrested 24-year-old Eric Lammarr Mathis in connection with the shooting death of 23-year-old Edward Daquan Smith during a party at the 2100 block of Setting Sun Drive back on February 28
The El Paso Police Department revealed that Mathis was arrested at Fort Bliss
Fort Bliss confirmed that both Mathis and Smith are soldiers
Mathis is a soldier assigned to the 32nd Army Air and Missile Command
while Smith was a soldier of the 1st Armored Division
Fort Bliss also said that it cooperates with EPPD as the investigation develops
Mathis remains in custody at the El Paso County jail
where he was charged with murder under a bond of $1,500,000
As investigators continue to look into what happened the night of the shooting
police said it is asking witnesses and people who have information on the murder to come forward either through their non-emergency number 915-832-440 or anonymously through Crime Stoppers of El Paso at 915-566-8477
investigators believe the deadly shooting was triggered by an altercation that ultimately escalated to gunfire
Officers who responded to calls of a shooting said that by the time they arrived
A surveillance camera from a neighboring home captured the echoing sound of gunshots
KFOX14/CBS4 spoke with neighbors in the area who were shocked to hear gunshots in what they consider a quiet neighborhood
"I've lived here for a while now
there's nothing like this has ever happened
at the end of the day," said neighbor Andres Marquez
"We went outside to kind of see what happened with the rest of the neighbors
that's when PD came in a couple minutes later
we found them trying to get them CPR on the side."

Military preparedness at Fort Bliss was bolstered thanks to the latest groundbreaking of its rail yard expansion
designed to enhance deployment and readiness

to break ground on 4.3 miles of additional track built to accommodate 565 rail cars in 72 hours

in connection with multiple counts of aggravated kidnapping and aggravated sexual assault
El Paso County Sheriff's Office officials said
Rodriguez is a private stationed at Fort Bliss

who is only identified by her initials in court documents
Rodriguez allegedly refused to let her go and threatened her with a weapon

The victim feared for her life as Rodriguez used a weapon to threaten her during the sexual assaults
No information was released on whether Rodriguez eventually let the woman leave or if she escaped
An arrest warrant was issued for Rodriguez after he was indicted by the grand jury

Smith then allegedly made "aggressive comments," and “he shot my client before my client ever pulled his firearm."

Work to begin building a new, massive migrant deportation site at El Paso's Fort Bliss is imminent
Driscoll visited Fort Bliss and El Paso on March 25 and 26
where he said that the process to establish the immigration deportation site has received the green light
meaning that preparation could begin in the coming days
"The process of preparing it and getting it ready to be built out will start to occur any day," Driscoll said
"This is such an incredibly important mission
We believe to keep the American people safe."
Driscoll spoke to reporters during a brief news conference in a meeting room at Million Air El Paso
The site will be just off Montana Avenue and George Dieter Drive

The Democratic Texas congresswoman Veronica Escobar whose congressional district includes Fort Bliss
warned that turning military installations into detention centers would pose a significant threat to the effectiveness of US military forces
The US Department of Homeland Security (DHS) is considering a White House proposal to use military installations to detain undocumented migrants
with the west Texas base leading a network of military deportation staging posts created nationwide to supplement limited Immigration and Customs Enforcement (Ice) detention capacity
Fort Bliss and Ice directed requests for comment to the DHS
Escobar said: “There is no reason to use a military installation

The sprawling base in the westernmost corner of Texas is the second largest military base in the US, larger than Rhode Island, backed by the Franklin Mountains in a desert landscape with the city of El Paso, the Rio Grande and the US-Mexico border at its flanks
Established in 1848 to defend the new US border after the Mexican war
Fort Bliss is now one of the army’s fastest-growing bases
with a population of almost 50,000 among full-time military personnel and civilians and home to the First Armored Division
which helps US law enforcement with border security
The Biden administration used Fort Bliss as an emergency intake shelter from 2021 to 2023 to house thousands of unaccompanied migrant children who had crossed the Mexico border into the US in record numbers
overseen by the Department of Health and Human Services’ office of refugee resettlement

The detention centers had been temporarily containing mostly Venezuelans who crossed the US-Mexico border to request asylum after fleeing the grinding political and economic crisis in their country
But in a recent surge there are now also migrants held there from many other countries after being detained during Ice raids all over the US
“This indicates there is high pressure on Ice to make arrests of non-citizens with or without permission to be in the United States
He currently represents two teen Honduran siblings with no criminal history who were taken into custody by Ice in Las Cruces
in January and spent two weeks held at the Otero county processing center before being released
They had arrived in El Paso as unaccompanied minors in early 2021 and currently have pending asylum applications

Texas — Army Secretary Dan Driscoll said Wednesday during a visit to Fort Bliss that he approved federal immigration officials to establish a migrant detention facility at the base
Sprawling across roughly 1,700 square miles of desert terrain
Fort Bliss has vacant land near already existing Department of Homeland Security facilities that will host a building for detention
Fort Bliss engineers are standing by to clear the site along Montana Avenue in El Paso
near a Border Patrol station and an Immigration and Customs Enforcement facility with a capacity to hold up to 2,000 detainees
The new facility at Fort Bliss will allow for another 8,000 migrants to be detained at the base
But the site would not be managed or operated by the Army

Texas — A Fort Bliss soldier was arrested and charged with holding a woman hostage and sexually assaulting her at knifepoint and gunpoint every day for 10 days
was taken into custody by the El Paso County Sheriff’s Office on March 21
and remained in the county’s jail Wednesday with bond set at $1.2 million
His 16-count indictment listed charges of aggravated sexual assault
aggravated kidnapping causing bodily injury
kidnapping with sexual abuse and kidnapping with a deadly weapon
All the charges are dated between March 2-12
at an unnamed location where she was unlikely to be found
He threatened to kill her if she tried to leave and wielded a knife
He is charged with raping her once every day that he held her hostage with exception to the second day
he is charged with raping the woman three times
“Fort Bliss is fully cooperating with the District Attorney’s Office
and the Army Criminal Division as they continue their investigation,” according to a statement from the Army base
Rodriguez is a computer and detection systems repairer assigned to the 32nd Army Air and Missile Defense Command
Fort Bliss and county officials did not provide additional details
and a lawyer was not yet listed to represent Rodriguez
His arraignment hearing is scheduled for April 9
U.S. Secretary of Defense Pete Hegseth will be visiting troops in El Paso, according to a post by Hegseth on X
Hegseth announced his visit to the southern border, along with Joint Task Force North
a joint service command comprised of active-duty and reserve soldiers based in Fort Bliss
Joint Task Force North said Hegseth will visit Fort Bliss on Monday
3 and the local area "to see the efforts of military men and women are undertaking in support of U.S
Customs and Border Protection activities to secure the border."
Hegseth addressed sending troops to the border on Jan

The new barracks was a collaboration between the Army and Texas-based robotics and advanced materials startup ICON. It feature three buildings across two new sites, and each building is 5,700 square feet, according to an Army news release. Two buildings are in the Pershing Heights area
and one is at Camp McGregor on the Fort Bliss Training Complex in New Mexico
who served with the 1st Armored Division at Fort Bliss from 2008 to 2010 as the 121st Brigade Support Battalion commander after the division headquarters moved to El Paso
called the area “one of the warmest and most welcoming communities I had ever been a part of in my 38 years of service
both as an enlisted soldier and a commissioned officer.”
The 3D-printed facilities initially will house troops deploying to Fort Bliss in support of the installation’s Mobilization Force Generation Installation mission. Each of the barracks buildings can house up to 56 soldiers
Mobilization Force Generation Installations are installations that support units as they prepare to deploy and after they return from their mobilization
Fort Bliss processes and trains about 70,000 service members annually
with support from Army Reserve and National Guard units that deploy to Fort Bliss for annual rotations
The 3D-printed barracks program is part of the Army’s larger efforts to improve soldiers’ quality of life
The Army also has invested in family and privatized housing across 50 Army installations
refined its hiring at child development centers and increased bonuses
the facility was designed using computer-aided design software before it was virtually sliced and rejoined
the barracks were built with a 3D printer using a concrete material that can be tailored to local environmental conditions
The new barracks embrace the “spirit of evolution” at Fort Bliss
“Fort Bliss is not only a military installation; it’s a cornerstone of our nation’s defense and a symbol of resilience
and enduring commitment to our nation—a place of growth and transformation,” he said
it’s fitting that we gather here today to open new barracks that embody the same spirit of evolution and progress.”

The visit is part of President Trump's initiative to strengthen efforts against illegal immigration along the southern border
Driscoll engaged with soldiers stationed at the border and those preparing for global deployment
He expressed concerns about the current state of the defense industrial base

Texas (KFOX14/CBS4) — El Paso police arrested a 34-year-old Army sergeant from Fort Bliss on Wednesday for sexually abusing a 12-year-old for over six months
According to an arrest report by the El Paso Police Department
Jasery Manglona Muna is facing charges in connection to the sexual abuse of a teenager that happened from June 11
The report describes a forensic interview where the 12-year-old victim described the alleged abuse to an interviewer at the Advocacy Center for the Children of El Paso
the victim described how Muna would allegedly grope them and have sex with them at least once a week for several months
A spokesperson for Fort Bliss confirmed Muna is an infantryman assigned to the 1st Armored Brigade Combat Team
They said the 1st Armored Division is cooperating with authorities as the investigation develops
Muna was booked into the El Paso County Detention Facility with a $200,000 split bond

Carlos Humberto Richard Walsh
was sentenced to eight years and four months in prison on one count of sexual abuse of a minor
Attorney's Office for the Western District of Texas officials said
He also was sentenced to five years of supervised release after he serves his prison term
Guaderrama handed down the sentence Wednesday
A restitution hearing in the case is set for March 27

Walsh was living with the girl in a private room at the barracks on Fort Bliss
He continuously attempted to reach the girl through text and social media messages
Walsh violated a military protective order which forbade him from contacting the girl

Homeland Security Investigations began an investigation of its own after agents found the girl with another man who was prostituting her
Agents connected the girl to Walsh through the girl's phone
The girl told agents the relationship was consensual
but she felt Walsh was pressuring her to have sex
Walsh had an "obsessive nature with the minor victim," Valenzuela said
2023 — four days before his arrest — staring into a camera with text over the video stating
"Show the tattoo you got when you lost that special one," the agent testified
He took off his shirt and showed a tattoo on his chest with the initials of the victim with a heart around it
Walsh posted photos of the tattoo on April 15

The Defense Department announced Monday that Hughes Network Systems has received a $6.5 million contract to develop an Open Radio Access Network (O-RAN) prototype at Fort Bliss
that will test and evaluate advanced 5G capabilities for military applications
Hughes will install 5G O-RAN equipment at the base that will operate a temporary network for preliminary evaluation
The network will eventually transition to the company’s commercial network in order to support both Pentagon and commercial customers in and around the military installation
The project will be a joint effort between the Army
the Pentagon’s Chief Information Officer (CIO) and the Office of the Under Secretary of Defense for Research and Engineering
“The Open RAN project at Fort Bliss is a valuable opportunity for the DoD to explore the enhanced command and control capabilities that near-real time control of the RAN offers DoD,” Anthony Smith
“The DoD CIO will continue to prioritize the deployment of Open RAN architectures and 5G across the Department
leveraging these information communications technologies for strategic warfighter advantage.”
Advancing 5G communications capabilities for military applications has been a key priority for the Pentagon’s FutureG office in recent years
While current radio access networks use standalone hardware and software platforms
O-RAN is a multi-vendor solution that separates the software and hardware and allows for different vendors to simultaneously operate on the same network
The capability would offer “increased functionality and scalability of 5G wireless networks
incorporation of artificial intelligence/machine learning (AI/ML) into DoD systems
and greater flexibility in acquiring or replacing the software and hardware used in military equipment,” a department press release stated
The project at Fort Bliss will serve as the testing ground for development of a RAN Intelligent Controller (RIC) — a software component that optimizes the radio access network
The effort is expected to lay foundations for O-RAN installation at other military locations
while also establishing a training site for staff
“The primary use case that the Fort Bliss prototype will test through the RIC is the ability to rapidly change spectrum at the 5G control node
a capability that has real world relevance to resilient communications for a mobile command post,” per the release
The new prototype effort follows a number of O-RAN technology pilots kickstarted by the Pentagon’s FutureG office in 2023
which allowed the department to work with companies and understand how open networks and software approaches can improve communication capabilities for warfighters
Hughes has previously worked with the Defense Department in advancing wireless technology for service members
The company received a contract in 2022 to deploy a standalone 5G network at the Naval Air Station Whidbey Island in Washington
which established the first 5G O-RAN network at a U.S
Hughes received a follow-on extension contract to continue 5G deployment at Joint Base Pearl Harbor-Hickam in Hawaii
