that those that already have chickens be grandfathered in
Her sister came from Warsaw to speak about how beneficial the chickens have been
Libby Baker said she has experience with chickens
they are ‘mean and peck you.’ She said she had a petition opposing chicken ownership in the city and asked people to sign
but they were afraid because of backlash from their neighbors
Another resident said she grew up in the country and was a 4H kid
but she does not think chickens belong in the city
She said if council approves livestock in the backyards
she wondered where it would stop and ventured that she liked little pygmy goats
who could probably be controlled by an electric fence
She did have a petition with 23 signatures against having chickens
but he said he has lived in the city for 20 years
He stated that since one activist council member has been on council
the city has been distracted with niche issues like sidewalks and chickens
which he said makes the city look ridiculous in the media
The city sent out an email to residents last Friday that spelled out rather sternly how people can address council but they have to be civil and respectful
and one resident said she was shocked at the content of the email
Mayor Markgraf made a point of thanking people for sharing their feelings
and said the email with the executive order was not meant to be intimidating at all
Joan Arlinghaus said she has chickens and has never had coyotes
She and Beth Wilson had called the city to ask if there were any rules about owning chickens and was told they are governed by the nuisance law
Arlinghaus said the chickens are her pets – she is not raising them
She also said 16 of 19 other cities in Northern Kentucky have chicken ordinances and they ought to check with them
Jim Wilson said chickens are not considered livestock
He said there is a Kentucky law protecting emotional support animals
When the ordinance that would allow chickens was read
Council member Cassi Schabell made a motion to amend the ordinance
adding some items that would tighten up regulations for those that have chickens
no other council member voted for the amendment and it died for lack of support
When the actual ordinance came up for a vote
Council member Dave Wolper was not present so he could not vote
but he had sent an email voicing his dissent to the ordinance
Council member Schabell made a motion at the end of the meeting to grandfather in the residents who already have chickens
but no one seconded the motion so it failed
the Assistant Executive Director of the Behringer Crawford museum
came to the regular council meeting Monday night to talk about the things happening this year at the museum to celebrate the 75th anniversary
He said that every floor in the museum has something from when the museum started in 1950
The second floor has the much remembered two-headed calf
also a very popular item in the early days
He said they have 31,000 visitors every year
and 14,594 people who have attended the nature play area
or the free area near the bottom of the hill
They have a display currently on Harlan Hubbard
and a book that was written about him called Driftwood
Mendell also told council about the myriad educational programs that the museum has
and they have had 72,853 views on the programs they have presented
A municipal order passed which renewed the contract with the city of Bromley for police service
There was some discussion on if the city should raise the price
but Police Chief Cody Stanley was firm in his recommendation of keeping the price the same
He told council members that he doesn’t feel that the price should be raised
first of all because it is a renewal of a contract
and secondly because not much happens in the city and he and his officers don’t have to do much
although council member Sarah Froelich voted no
The contract for EMS service with the city of Fort Wright passed
and the service will be renewed for two more years
The first year will be $114,490 in four payments
and the second year will be $125,939 in four payments

Director of Community Development talk about a request for a zone change from C2 to C3 for a .35 acre site located at 6809 Burlington Pike
Currently the site has an old vacant bank building on it
and Bluegrass Cannacare LLC wants to put a medical marijuana store on the site
said they probably would not be open on Sunday
which answered a question by council member Angie Cable about the traffic in that area on Sundays in particular
when the 7 Hills Church convenes and lets out
Culter said the other days they would probably be open from 8 a.m.- 5 p.m
Council member Patricia Wingo is on the committee for planning and zoning
and she said the state restrictions for these types of businesses are very strict
they are not allowed to have more customers in the building than there are employees
the customers have to have a medical marijuana card to be able to enter the building
and nothing is permitted to be on display inside the store
The second item up for discussion at the caucus meeting was a change in concept development plan for a .56 acre site located between the vacant Frisch’s building and the Chipotle at 7303 Turfway Road
pretty much across the street from where the first business is asking to be located
Council member Cable mentioned the traffic from the 7 Hills Church which is considerable when the church has services
Florence police are on hand every Sunday to help direct traffic
and she feels that putting a coffee place right across from one of the exits from the church would only add to the traffic problems
and recently they came to the city for another location in Florence
Both of these items were forwarded to Florence by the Boone County Planning Commission
About a half hour after the caucus meeting
the city held a public hearing on the issue of solar energy
Boone County passed an ordinance with regulations for solar energy companies and the storage of batteries
because Judge Executive Gary Moore does not want huge solar energy farms that occupy regular farmland and detract from the rural aspect of the county
Florence tweaked the ordinance to make it more urban and fit it to the needs of the city
When it was introduced at the council meeting
council members Angie Cable and Lesley Chambers wanted another public hearing because they didn’t know about the one that the Boone County Planning and Zoning held
Six people signed up and spoke at the meeting
“Many of the comments at the public hearing focused on the general benefits of solar energy
but the issue before council isn’t whether solar energy is good or bad,” said Florence CAO Josh Hunt
“It’s about how solar energy systems are treated as accessory structures under our zoning regulations.”
He explained that from a zoning standpoint
the solar energy systems are no different than the city treats other accessory features
He said that the amendment before council provides a consistent and thoughtful framework to make sure that solar energy system installations are appropriate as far as aesthetics

(WXIX) - A motorist suffering a medical emergency is the cause of a crash that shut down a major road in Northern Kentucky early Wednesday
All lanes of Dixie Highway were blocked for about 90 minutes from Kroger to northbound Interstate 71/75 around 90 minutes starting shortly after 4 a.m
A medical helicopter was originally asked to respond but could not fly due to the weather
A police officer and a witness spotted the vehicle speeding on Dixie Highway before the crash
the officer was driving in the direction on Dixie
The officer also saw that the vehicle was weaving in the opposite direction of travel.
“The officer did a U-turn to attempt to catch up with the vehicle. He turned his emergency equipment on at the intersection of Beechwood Road
where he then immediately observed the collision in front of Kroger,” the chief said in a prepared statement
“The investigation determined that the vehicle struck the concrete median in front of Kroger and then veered right across the roadway and collided into the concrete pillar of the I-75 Northbound entrance ramp sign
was taken to the University of Cincinnati Medical Center with serious injuries

FORT MITCHELL, Ky. — A new assisted living facility with dementia care (ALF-DC) is set to break ground in Fort Mitchell in the coming year
The Kenton County Planning Commission passed the zoning changes required for the development on Sept. 5
It now heads to the Fort Mitchell City Council for two readings and a vote
will be constructed on Grandview Drive near General Ormsby Mitchel Park

“I think facilities like this are sorely needed in Northern Kentucky,” said Jeff Bethell
who represents Fort Mitchell on the commission
“Facilities like this came out several times in our outreach for the implementation of the [comprehensive] plan,” Covington representative Kareem Simpson
owners are confident it will pass given that "Fort Mitchell [officials] came to that [Sept
5] hearing and spoke on our behalf for it."
Facility owners Crystal Wilmhoff and Marky Kennedy came to the idea around 2020

Wilmhoff said the ratio at Sages of All Ages will be one to six during the day and one to eight at night
"Instead of sending our residents over to Ohio to have a residential assisted living experience
it was really important to us that they have that [in Northern Kentucky]," she said
when you have two people that are coming in and they're wanting to make something for their community
very different than somebody who is sitting far away with a notebook doing the numbers."
The development plan is to break ground on two 8,100 square-foot buildings split by a courtyard and garden
The buildings will have the capacity to house up to 32 residents diagnosed with dementia
It's officially known as an assisted living facility but will be licensed by the state of Kentucky to offer memory care for dementia patients
"I feel like for some of the larger facilities
it's more of a mausoleum [aesthetic]," said Wilmhoff."[With this construction]
they also have the social aspect of being with their peers outside in that courtyard."

Fort Mitchell has announced City Administrator Edwin King has recently joined the United States Coast Guard Reserves and completed his entry training
King’s graduation ceremony took place at the United States Coast Guard Training Center in Cape May
“We appreciate Edwin’s dedication and effort in both service to Fort Mitchell and to the United States Coast Guard,” said Fort Mitchell Mayor Jude Hehman
“His commitment exemplifies the value of leadership for our community and country.”
King trained for almost a year in preparation for the Direct Entry Petty Officer Training and enters the Coast Guard Reserves as a Petty Officer First Class
He will find out later this year if he will receive an officer commission in the Reserves
King notes there is a lot of first response/emergency management training in the Coast Guard that overlaps with training Fort Mitchell Fire and Police receive
“I think my experience thus far will enhance my understanding and appreciation of what Fort Mitchell First Responders deal with on a daily basis
which will only help me in my role as City Administrator,” he said
King’s commitment to the Coast Guard Reserves includes serving one weekend a month

— The city of Fort Mitchell could become home to a new dementia assisted living facility
whose families have been affected by dementia
said this type of facility is sorely needed in the area
Crystal Wilmhoff and Marky Kennedy have both seen up close the toll dementia can take on people who suffer from it and their families
They’ve also seen care that left a lot to be desired
“We have made such memories with my granny
But when you have a 14-year-old that wants to go to the soccer game
While she takes care of her 97-year-old granny at home
Kennedy’s father passed away a few years ago at 71 years old
“My dad being in a nursing home where it was a big box
where the ratio was like one to maybe 14 (patients to staff members)
And I wanted something better for him,” Kennedy said
The business partners became interested in real estate
With Wilmhoff’s background as a nurse practitioner for more than 23 years
residential assisted living for seniors made the most sense
Wilmhoff said there’s a great need for one in the area
And so the placement agents I have spoken with have told me they’re actually sending our residents here from Kentucky over into Ohio,” she said
“The problem is families aren’t going to cross the bridge to go see their families as often
So it’s just not OK for us to be sending our residents that far away.”
The two women started Sages of All Ages and are working to get all the approvals they need to build the facility in Fort Mitchell
“It gets us very excited just to know the possibilities of what could be,” Kennedy said
Wilmhoff said they deserve a place where they'll get the right care
Four thousand a day are turning 85 years old
Seventy-five percent of them are going to need care,” she said
are going to need some help with activities of daily living
The staff to resident ratio will be about 1 to 6
which Wilmhoff said compares favorably to other facilities that often have 1 to 10 or even 1 to 20
“You just cannot take care of people who have memory issues
if they forget that they can’t get up and walk by themselves
But it’s something that we want to provide and keep our seniors safe and have families feel comfortable and not guilty
And then they can be the daughter and the son again
That’s a really difficult role to be in 24/7.”
Wilmhoff said she hopes her granny can be the first resident at the facility
She and Kennedy hope many others will join her
It’ll likely be the last place many of them ever live
Wilmhoff and Kennedy plan to provide them the best care possible till the end
Wilmhoff said they just got a zoning change approval through Planning and Development Services
She said the next step is to go through Fort Mitchell Zoning
with hopes to open late 2025 or early 2026

A TID is a special purpose governmental entity created to coordinate and fund transportation related projects within a specific geographical area
and it can be a county or a grouping of up to 3 counties
What it can’t do is use condemnation or disturb a utility or common carrier
and they can’t levy taxes or special assessments

Council passed a resolution opposing centralized collection of occupational fees or taxes by the state of Kentucky
Mayor Link explained that the legislative session in Frankfort is only 30 days
but three bills have already been submitted and this centralized collection of occupational taxes and fees is one of them
Most of the Northern Kentucky cities have issued resolutions that strongly oppose the legislation
“We don’t believe that it is right,” said Dehner
“They are trying to take away home rule from a city.”

Mitchell city council honored Young Marine Abby Smith at their regular council meeting Monday night
Mitchell and is a junior at Beechwood school
and she was recently named Division 3 Young Marine of the Year
Mayor Jude Hehman honored her for her leadership and high achievements
February 3 was named as Abby Smith day in Ft Mitchell
and she proclaimed the city in good shape financially
with favorable balances in their general funds

Several Northern Kentucky cities have done the same to let the state legislature know how they feel about the subject
Boone County Fiscal Court listened to a presentation from SMP architectural company who have been tasked to find and design space for an Emergency Communications building
Currently public safety is in the Florence Government building
and Emergency Management is housed in the Boone County Sheriff’s department
but there are challenges to space and growth in both areas
and duplication of certain things because these departments are not together
Their solution revolves around a 6.4 acre portion of county owned land at the corner of Conrad and Bullittsville Roads
where they recommend building a 19,000 square foot single story building that would combine all the essential services under one roof
The money for the design of the building was budgeted for last July
but commissioners had to approve the money
and it would come back to the court for bidding
The total cost of the building is estimated at $7,737,118.22
Commissioners passed a resolution that would allow the design to go forward
Newport city commissioners listened to and passed a resolution strongly opposing any legislation from the state to centralize the collection of occupational taxes and fees
as recommended by the Kentucky League of cities
Apparently even though the legislative session this year is very short
there is a bill that will be presented next week to centralize the collection of occupational taxes and fees

The incident was an example of what multiple parents living along Beechwood Road told us they worried about as kids walk to and from school daily
Beechwood Independent Schools said around 500 kids cross the street daily
"I'd say the most negative part about it is there's a lot of traffic and it moves very quickly," Nolan Strall said
Strall said he walks his daughter to school each school day and would soon be bringing a son to elementary classes
He'd like to see something done about cars speeding as the roughly dozen bright or flashing signs around the crosswalk haven't seemed to slow traffic
"Especially after school hours when the kids are out playing it does get a little nerve-racking because they fly down here so fast," he said
There's been an effort at the district to install a raised crosswalk across Beechwood Road
but a law on the town's books has stymied the efforts
Fort Mitchell's existing ordinance spans 10 sections of the books
can only continue if it satisfies a series of traffic studies and can only be approved after a mail-in notification and vote of those living along the street
said the "red tape" in the law has prevented the city from acting
"The ordinance has never been used in its history so we're cleaning things up in it and cutting back on the red tape," King said
council members considered a new ordinance that would streamline a member of the public's ability to petition council for a speed hump and give the mayor or council the ability to propose their own traffic calming measures
The bulk of it is to eliminate some of that red tape
It would also make it easier for the city to remove speed humps that prove burdensome
If the ordinance passes a second reading of council in August
Fort Mitchell could move forward with speed hump construction on Beechmont Rd
The school district sent WCPO a statement about the potential for additional traffic calming on the road:
