The key underpinnings of any neuromorphic architecture are: (a) asynchronous (or Poisson) dynamics that are generated by a network of spiking neurons; and (b) efficient and parallel routing of spikes/events between neurons across large networks
Both these features are essential for solving the Ising problem and efficient mapping of SA onto neuromorphic architecture

with results generated using both traditional CPU-based and the SpiNNaker2 platform
The architecture is configured similarly for both hardware platforms and across all benchmark tests
as it demonstrates that NeuroSA’s performance is robust across and agnostic to different MAX-CUT graph complexities
it obviates painstaking hyperparameter tuning for each set of graphs or problems
the parallel search results in a more concentrated distribution around the SOTA solution than the long-running singleton approach
the parallel NeuroSA instances take different trajectories to the solution and the aggregation of multiple searches results in amplifying the probability of reaching the neighborhood of the SOTA/ground state solution within a finite time constraint
we would like to point out that the optimal annealing schedule promises global optimality only in the asymptotic (exponential) time limit
improvements on the current solution to reach the ground state using a parallel approach would still rely on long run-time of one of many singleton NeuroSA instances
to 1011 iterations to see if NeuroSA could find a novel solution for a few sets of MAX-CUT problems
within finite run-time (both on CPU and SpiNNaker2)
NeuroSA was unable to discover solutions that exceeded the SOTA for the Gset/MAX-CUT benchmarks
As it becomes harder to find better solutions

the energy landscape of the resulting H(s) is more complex and hence would require different choices of T0 and the simulation time to achieve SOTA solutions
This region of convergence corresponds to the low-temperature regime where it is important to explore distant states and at the same time accept proposals (or produce spikes) only when the network energy decreases
the time needed to achieve a unit gain in the quality of the solution increases with time
with the last gain consuming the majority of the entire simulation duration
accelerating NeuroSA’s initial convergence using a low-temperature start might not significantly reduce the overall time-to-solution when the goal is to approach the asymptotic ground state
the approach does enhance the efficiency of the NeuroSA to approach SOTA solutions under real-time constraints
but only in conjunction with analog-to-digital converters with more than 16 bit precision
The scope of this work is to present the algorithmic advancement in developing an asynchronous neuromorphic architecture that can utilize the FN-annealing dynamics
the annealing schedule should follow a schedule that is slower than c/log(t) (or FN tunneling) dynamics to inherit the asymptotic global optimization convergence properties

Many promising prospects simply won't pan out
A draft class can carry a franchise for years -- or stunt its trajectory for the next half-decade
Much of that success or failure hinges on one variable: the risk assessment when dealing with polarizing prospects. Some of the most talented players come with the most questions
Whether a team can address those questions -- and be comfortable with the answers -- determines the direction of the draft
players throughout the draft will elicit differing opinions throughout the league
scouts and coaches from around the NFL for their polarizing players in this year's class

ESPN asked six high-level personnel evaluators whether they had a first-round grade on the Colorado passer
Four said no; two said yes as a mid-to-late first-round talent
Players with second-round grades get moved into the first round all the time -- particularly quarterbacks. To be sure, the Cleveland Browns included Sanders on their short list of candidates for the second pick
"I'm fine with Shedeur's personality -- he's tough and works really hard," said an AFC executive who views him as a first-round talent
"He needs to be in a timing offense -- three-step drop
That's a common refrain from evaluators: The hype around Sanders doesn't bother teams because he's detailed and mature in his football approach
His ability to process at the line of scrimmage and throw with accuracy and touch is impressive
The concern is more about the ability. Questions about upside abound. One executive said Sanders' ceiling is probably Kirk Cousins or a Baker Mayfield with less arm strength -- quite good
I couldn't do that," said a separate AFC executive on taking Sanders in the top 10

From the "pro day chatter" file: A personnel evaluator from a team picking late in the first round noticed a counterpart from a team picking in the teens talking with Williams at Georgia's pro day
"He ain't making it to you," the second man said after speaking to Williams
Neither did his 4.74-second 40 time at Georgia's pro day
though Williams has been dealing with an ankle injury
"I thought he'd be a better tester than what he is," an AFC executive said. "Film was good, not productive. He's not [former Georgia standout and No. 1 pick] Travon Walker as far as an athlete
While Williams will almost assuredly go in the first round
But his upside and positional flexibility along the defensive line should enhance his stock
"I feel good about him figuring it out -- dependable
tough," a veteran NFL personnel evaluator said

a consensus top-10 pick with projections that indicate stardom
"He's going to be awesome -- All-Pro caliber guard
he will be better than at least half the tackles in the NFL right off the bat," a high-ranking personnel evaluator with an NFC team said
Despite his status as a consensus All-American and recipient of the Jacobs Blocking Trophy
debate about his arm length won't quite dissipate
He measured in at 32 5/8 inches at the NFL scouting combine and 33 inches at LSU's pro day
Some teams prefer their tackles to have at least a 34-inch reach
The top tackles from the 2021 draft, Detroit's Penei Sewell and Los Angeles' Rashawn Slater
measured below that 34-inch mark and have been excellent pros
one AFC exec noted "Sewell was more violent and Slater was quicker ..
the lack of ideal length or speed is a factor."
most football purists recognize that Campbell simply knows how to play football -- and thrived in the SEC
"It [Campbell's measurables] was a thing for a while
but I think people have gotten over it," an AFC executive said
Added an NFC personnel man: "It's a concern that limits his ability in some way
and he gets beat on the inside edge a little bit
I can't draft him because of arm length.'"

Scouts Inc. overall draft rank: 80
Milroe is one of the toughest quarterback evaluations in this draft based on his struggles as a passer in the short-to-intermediate portions of the field
But his enormous potential could tempt teams to pick him somewhat early in the draft
"At some point someone will say he's too good an athlete to not take," an AFC executive said
Milroe is a sub-4.4 40 runner who throws a good deep ball
but "has trouble going through his progressions and is not accurate," an NFC executive added
Ten of Milroe's 11 interceptions in 2024 came on throws of 15 air yards or less
which also cited that Milroe's 6% off-target percentage on throws in that range ranked 46th in the FBS
A frequent comp for Milroe among scouts: Justin Fields
Both are big and fast quarterbacks who can create chunk yardage in space
they are quarterbacks with strong arms who can hurt defenses downfield but struggle with accuracy
They are good enough throwers to keep defenses honest but are not good enough to warrant a pass-heavy offense tailored around them
Milroe is viewed as a player who will navigate the tough learning curve by putting in the work
"If you can sit him for multiple years and then tailor your offense around him
you could really have something," an NFL national scout said
"But you would have to be all-in on his dual-threat ability

looking at times like "the best player on the field," according to one personnel evaluator
explosive -- lots of physical ability," an NFC executive said
"Just not sure where exactly he's going to go." Added a separate NFC exec: "The community is split on him."
Production is an issue -- 4.5 sacks in 37 collegiate games left much to be desired
The executive believes that's in part because Stewart didn't always look comfortable in the A&M defense
doesn't always really know what's going on," the executive said
"Maybe he can work his way into being a good player at the next level
but he will need to improve in those areas."
A high-ranking NFL defensive coach says Stewart deserves grace for some of his play because the A&M defensive line looked unorganized at times and that can affect a player's bottom line
An AFC executive adds that Stewart has the physical ability of a top-10 pick but predicts he will probably go in the middle of the first round

"Highest ceiling in the entire draft," a veteran NFL defensive coach said

There are several NFL scouting reports that reflect Nolen's history of walking off the practice field mid-session due to frustration
Opinions of his team interviews are varied
but one NFL personnel executive said Nolen came across as someone who wants to improve and shed bad habits
"He's searching for solutions," the exec said
Going to a veteran-laden locker room could help Nolen
"Your hands will be full and you need a real plan for him
but I have a hard time thinking he falls out of the top 20," the coach said

Whether he lands there or falls is up for debate due to two reported sexual assault allegations against him, one from high school and one while he was at Virginia, his first college. Green denied the allegations at the NFL scouting combine
"There's accusations out there," Green said
nobody ever asked me a question about what happened before I departed from Virginia
It was just accusations that caused me to leave from there."
But this is something that teams have been trying to process
and multiple execs admitted that the presence of the allegations affects their outlook on Green to some degree

they like him in the top three to five in the quarterback class
In what's considered a weaker QB draft group
Leonard's intangibles and explosiveness stand out
"I don't get it," said one AFC scout who ranks Leonard ninth in this year's quarterback class
"He's elevated [the boards of] a couple of teams
Leonard helped Duke win 17 games his final two seasons there before transferring to Notre Dame
which reached the national title game with Leonard under center
super tough -- just not accurate or a gifted passer," an AFC executive said
Leonard's ability to keep plays alive with his football instincts could help him offset deficiencies as a passer while he figures out the pro game
"I actually think he has more in his arm," a veteran NFC scout said
"He needs a really good offensive coach to help develop him behind the scenes."

Johnson has the length (6-foot-2) and ball skills (nine interceptions in 32 collegiate games) to be drafted in the top half of the first round
Teams love his ability to break on the ball
But Johnson needs to prove his durability after missing time with knee and shoulder injuries in college
"He needs to be in a vision zone scheme; let him attack what's in front of him," an NFL coordinator said
"If you want him to match up against the best guy every down
Johnson has not run a 40-yard dash leading up to the draft
but he's set to conduct a pro day for teams Monday
now that he's healthy following a hamstring issue

"Can't tell how fast he truly is from the tape

McMillan has ideal size at 6-foot-5, 212 pounds, but while a 4.48-second 40 time from his pro day is solid, he's not known for creating separation. Any Mike Evans comparisons should probably stop early
Evans' 35 1/8-inch wingspan is nearly four inches longer than that of McMillan
who is listed nearly 20 pounds lighter than Evans
but the bad is pretty bad," an NFL coordinator said
The bad is not running routes full speed."
Added an NFL offensive coach: "I like him a lot -- he's not Randy Moss at 6-4 just running past everyone, but he catches everything around 10 yards and closer to the line of scrimmage, and he can physically get people off him to use his long arms to snag it. In a perfect world he'd be like the next Michael Thomas."
This month Felicia Fowler will graduate from Virginia Commonwealth University 35 years after she took her first class
The satisfaction she feels at completing what has been a long and winding journey is simply “unbelievable,” she said
“[Sometimes] it felt like it would never happen,” said Fowler, who is an administrative assistant with Residential Life and Housing at VCU
starting and stopping – it felt like I would never graduate
Fowler first took a couple of classes as a freshman at VCU in 1990
she returned to the university to work in disability support services
and she took advantage of the opportunity to attend classes part time
She then left VCU for several years before returning to join the School of Education as an employee
resuming her studies for a few semesters before leaving the university again
she came back – this time with Residential Life and Housing – and decided it was time to finish what she started
earning her bachelor’s degree in religious studies
called Fowler a “kind-hearted and attentive” presence in class
“Hers is a remarkable story of persistence,” Wood said
Each return to the classroom after years away could prove daunting
taking her time along her academic path gave her the chance to truly figure out what she wanted to do
I used to joke that I didn’t know what I wanted to be when I grew up,” she said with laugh
Fowler became a licensed minister and realized she felt a calling to broaden her religious education in an academic setting
Since turning her focus to religious studies
she has enjoyed learning about the history of Christianity as well as discovering more about the world’s many religions
Fowler researched African religious traditions in Black worship today
she had the opportunity to present her work at a conference
which she called “validating.”
“None of the students have treated me any differently from other students,” she said
the boomer’s talking.’ But it didn’t feel that way.”
To complete her degree, Fowler used the tuition benefit that is offered by VCU to eligible employees
she hopes to complete her master’s degree in patient counseling with the VCU College of Health Professions
she would like to get into counseling or consulting
she plans to treat herself to a summer trip to the beach
But even after so many years of ongoing education
Fowler is eager to get back to work: “Now when I’m not in class

When you ask Natoy Fowler-Rowe how she managed to balance being a dual master's student
and a peer mentor — all while being a Jamaican-American scholar — her answer isn’t what you might expect.

where she is graduating this spring with dual Master of Divinity and Master of Social Work

Making It Make Sense: From Lived Experience to Research Impact
she noticed a recurring theme among students she met through the Andrew Rankin Memorial Chapel
where she served as a graduate assistant.
“Students would pop into the Chapel office just to vent or breathe,” she recalls
“And a lot of them said the same thing: ‘I couldn’t get into the counseling center,’ or ‘I went
but now what?’ That’s when I knew this was bigger than just me.”
She began organizing peer wellness check-ins
helping students reflect on their mental health and find support systems
Fowler-Rowe wove in her background in art therapy with programs like Matters of the Heart and Mind Over Makeup — weekly sessions where students processed emotions through painting
“It wasn’t about the makeup itself,” she explains
helping them show up for themselves again.”

Students learned how to express themselves creatively while checking in on each other’s mental health

“There’s something powerful about pausing and saying
‘How am I really feeling?’ and then having the courage to answer honestly,” Fowler-Rowe reflects.

it’s hard to believe my time at Troy is coming to an end
It feels like just yesterday I stepped onto campus for the first time — nervous
and I certainly didn’t know how much Troy would eventually shape me into the man I am today
Troy has become more than just a school to me
and there were plenty of long nights filled with writing
projects and studying until I passed out on my bed
those challenges taught me how to push through even when things seemed impossible
it wasn’t just the classroom that made a difference
It was the people who surrounded me on this great campus
professors care about our education and love what they do
and the amazing events and campus life made Troy feel more like a second home to me
Trojan Vision and The Tropolitan were truly the biggest hubs of my experience here
find opportunities and discover where my true passion lies
I realized my love for photography and videography — two things I found that I’m genuinely good at and excited to continue pursuing
and there were moments when I seriously questioned if I was good enough
to look at things from a new angle and to keep trying
Troy didn’t just help me earn a degree; it built my character

Jim was hired by Texaco to prospect for oil and gas in the Midland Basin in Texas
Jim proposed to and married the love of his life
the lifeguard at his neighborhood swimming pool
They just recently celebrated their 50th wedding anniversary
Jim moved to Oklahoma City and successfully prospected for oil and gas for the next 40 years
Jim enjoyed watching and participating in many sports especially tennis
He was a boater his entire life from sailing on Lake Erie to cruising on Grand Lake
Jim assembled a new bike and could be seen cruising around the neighborhood.

coach and friend passed away on February 12
Ken was the fifth of five children born to Kenneth and Grace Fowler on August 31
Ken was raised in a little town in upstate New York called Elmira
He continued playing tennis into his adulthood
playing with a group of men during the winters at Lagoon’s indoor tennis courts
Although not very typical of a sports enthusiast
He had a strong tenor voice with a soft vibrato
loved music and acting and cherished the time he was able to spend performing
he also had the opportunity to travel with the Young Ambassadors
He was cast as many characters in plays and musicals during his long tenure of performing from his youth all the way into his 70’s
Some favorites included the Cowardly Lion in “The Wizard of Oz,” Crazy Old Maurice in “Beauty and the Beast,” Jacob in “Joseph and the Technicolored Dream Coat,” and Teddy Brewster in “Arsenic and Old Lace,” where he really stole the show
He said the highlight of his career as a thespian was being a part of the “Savior of the World” production
where he spent several months practicing and performing with what he said was amazing talent
he was called by the Church of Jesus Christ of Latter-Day Saints to serve a two-and-a-half-year mission in Germany
He returned after the mission to Ohio to work for his future father-in-law and to court DeAnn
Shortly after she graduated high school they were married
eighteen grandchildren and one great grandchild
Ken loved his family very much and spent loads of time supporting
and watching his children and grandchildren
where he claimed several mini-bowl championships
Ken worked for Dayton Tire Company and jumped at the opportunity to relocate to Utah
The company was purchased shortly after being relocated and he was laid off
He returned to BYU with DeAnn where he finished his college education
obtaining a Master’s degree in Psychology
He was then hired by The Corporation of the Church of Jesus Christ
where he spent a 28 year career in their welfare services program
He was a happy person that sincerely enjoyed the company of loved ones
You’d have a hard time escaping a family get together without a hug from papa
His talents went beyond singing and sports
He had a special talent of falling asleep on the floor with his head suspended in the air
He had a handful of “Dad jokes” that got repeated to each new set of ears… and many times to the same set of ears
He also enjoyed the company and unconditional love from his dogs over the years
He was genuinely interested in people and was more than willing to talk to them
Ken was loved by all and will be truly missed

Patti loved working with preschool children and taught with Bill for many years as a 3-4 year old Sunday School teacher and also led the preschool choir

a chow they adopted after their baby died; and Tippy
and Patti’s constant companion during her last years while battling ovarian cancer
Patti enjoyed walking their dogs in the neighborhood and in her retirement years found great joy in being outside in God’s world

The Rocket held the Monsters shotless for the man advantage
and Cleveland’s second effort looked marginally less dangerous than its first
Laurent Dauphin got a breakaway opportunity
but Monsters defenseman Hunter McKown saved the puck on the goal line

Xhekaj continued to be a nightmare for the Monsters
toeing the line every shift and certainly causing more than his fair share of headaches (literally)

I also thought he was fairly sound defensively for most of the game (ignore the clip further down as an example of this)
Laval wasn’t credited with a shot on its third man advantage
and Owen Beck got a great look from the left circle in the dying seconds of the man-advantage
the five-on-five possession they had right after the power play was both more organized and more dangerous than the power play that preceded it
Xavier Simoneau missed an open cage by inches after a great passing play
he took a tripping penalty just seconds later while battling for the loose puck behind the net with less than three minutes to go in the frame
Cleveland couldn’t really get anything going on its third man advantage of the game
and the game headed into the third with the Rocket leading 2-0
