highlighting Fulshear's unprecedented growth
and strategic infrastructure developments while emphasizing the city's commitment to preserving its unique small-town character amid rapid expansion
The meeting began with city council member Patrick Powers singing the national anthem
ending with a big roar of support from those in attendance
proudly noted that Fulshear now holds the distinction of being one of America's fastest-growing communies
presenting both "challenges and opportunities" for the burgeoning Houston suburb
He emphasized improved customer service as a cornerstone achievement
pointing to significant enhancements in city hall operations - such as having an empoyee answer the phones at city hall rather than a computer system
"We do have live people answering the phone at city hall right now
They are covering over 6 to 7,000 calls every single month
adding that he personally took shifts answering calls during the transition period
The mayor highlighted Fulshear's unique position to shape its commercial future deliberately rather than reactively
"We have the unique ability to choose who we want to play with and who we want to come to our town," McCoy said
but something really cool and really unique."
Underscoring the city's strong fiscal foundation
McCoy pointed to Fulshear's remarkably low tax rate—approximately $0.16 per $100 valuation
"We are recognized with budget awards reflecting our commitment to transparency," he noted
The mayor detailed various transparency initiatives implemented during his administration
including an accessible budget platform and expanded civic engagement programs
and we are ensuring our residents have access to key projects and complete access to our budgets and initiatives," McCoy said
"We have expanded our public communications efforts
We have a city manager's newsletter which is absolutely great that lets residents know what's been going on for the past month."
Public safety achievements featured prominently in the address
with McCoy noting improved police response times—from 5.38 minutes to 4.6 minutes—despite Fulshear's population now exceeding 40,000 residents
"I believe every officer we have in our police department meets the highest standards
and I can't applaud them enough," he stated
while acknowledging ongoing recruitment challenges with the department currently about eight officers short
McCoy added that the city offers to cover training costs for qualified candidates
Infrastructure improvements dominated much of the address
with McCoy outlining several critical water and wastewater projects
including an elevated storage tank expected to become operational in April
Regarding highly anticipated commercial developments
"HEB is coming up the road at Jordan Ranch
Fulshear Junction is expected to start construction later this year."

McCoy expressed frustration regarding the inadequate size of Fulshear's post office facility hoping for congressional replacing the facility with a larger sized building
"We are sorting the mail on the ground outside on rainy concrete," he said
On the topic of Highway 1463 construction—a critical transportation artery for the growing city—McCoy reported meaningful progress following meetings with state transportation officials in Austin
there was a lot of (construction) activity on 1463," he noted
The mayor concluded by encouraging residents to actively participate in shaping Fulshear's future through innovative ideas and civic engagement
Maybe some little part of that is something that can be the next biggest thing," McCoy said

A busted pipe in the ceilings of Fulshear High School created a terrifying and potentially dangerous situation for students Thursday
In a video submitted to the KPRC 2 Help Desk, water can be seen bellowing out of the ceilings and pouring onto desks in a classroom as students carefully file out
The sender also said that students were not sent home after the incident despite being exposed to the fast-moving water covering the school
KPRC 2 reached out to Fulshear’s district
Lamar Consolidated Independent School District
and they provided the following statement:
We are aware of the rumors circulating regarding the recent infrastructure issue at Fulshear High School that occurred this morning
We want to clarify the situation and address the misinformation directly
The pipe in question carried only domestic water
and reports of a toilet falling through the ceiling
along with fecal matter and urine pouring down
Our maintenance team assessed the situation promptly and confirmed these facts
and the campus was placed on a HOLD to ensure the safety and security of our students and staff as we resolved the issue
We appreciate the community’s understanding and patience as we work to maintain a safe learning environment for all
Thank you for reaching out for accurate information

The Houston-area city of Fulshear has been keeping a secret from the rest of Texas: It's now the No
1 fastest growing affluent suburb in the country
Fulshear's new affluent status was unveiled in a new GoBankingRates' study that ranked the "30 Fastest-Growing Wealthy Suburbs in America" for 2025
The report examined population changes from 2018 to 2023 among cities and towns in major U.S
metro areas with populations between 25,000 and 100,000 residents
and a "livability score" were also calculated for each locale
Fulshear – which is located 34 miles west of downtown Houston – experienced the most dramatic population increase nationally out of all 30 cities in the report. Though the suburb only has an estimated population of 42,616 residents
that number has skyrocketed 237 percent during the five-year period

FULSHER, Texas (Covering Katy News) — Fort Bend County Precinct 1 Commissioner Vincent Morales announced Tuesday the approval of an updated development agreement with Hines Real Estate
which he believes will ensure managed growth and infrastructure in a key undeveloped area of Fort Bend County
"My priorities have always been to balance future development with the responsibility of safeguarding taxpayers and protecting the responsible growth of undeveloped tracts," Morales said
"When the initial agreement was presented by the Economic Opportunity and Development Director to the Commissioners Court
I felt it fell short of meeting those standards and left the county behind the 8-ball for future needs
I called for a thorough review from county staff and representatives from the developer and the city of Fulshear
to ensure we could negotiate a stronger agreement that benefits our community."

includes measures to support growth and infrastructure improvements within a 3,000-acre parcel in North Fort Bend County
The parcel is bordered by FM 1093/Westpark Tollway to the north
Morales thanked his fellow commissioners for their support, particularly Precinct 3 Commissioner Andy Meyers for his insights regarding growth and planning along the current and future Texas Heritage Parkway corridor
"This new agreement represents a clear path forward for quality development along the future Texas Heritage Parkway corridor
south of the Westpark Tollway," Morales said
Morales said it helps the county in the following areas:
Morales believes the agreement introduces new strategies for the county and developer to ensure responsible planning and growth
while delivering self-sustaining infrastructure and preserving quality of life in Precinct 1
"As we move forward under the revised agreement
we are balancing our county's limited regulatory authority under Texas law with our commitment to protecting the quality of life for current and future residents," Morales said
"This decision reflects the vision for a vibrant
sustainable future for Fort Bend County that aligns with the ongoing growth of our region
It is our children and grandchildren who will ultimately benefit from the safety improvements and opportunities we are creating today
and we must lay the groundwork now to secure that future."
